EIA follow-up has been receiving a lot of interest from scientists and practitioners, though it is recognized as one of the weakest points of EIA systems globally. Also, EIA follow-up is influenced by the context, mainly in terms of the types of projects or activities and their related impacts on the environment. Therefore, the present paper is focused on the investigation of the follow-up stage applied to the activity of seismic survey coupled with offshore oil & gas exploitation in Brazil. Research was based on a qualitative approach that included document analysis and semi-structured interviews with analysts involved in EIA processes, and sought to generate evidence of effectiveness of the EIA follow-up as conducted by the Federal Environment Agency (Ibama) in order to situate the practice of follow-up in the broader context of international best practice principles. Based on the findings, it was concluded that, due to the peculiarities of offshore seismic survey, it is necessary to promote adaptations in the procedures for monitoring impacts in order to ensure proper alignment with the principles and conceptual foundations that guide EIA practice. Specifically, the timing of the execution of the activity imposes challenges for its integration into the “conventional” cycle that has guided the monitoring of the impacts in the EIA of projects.展开更多

The international literature has contributed to the understanding of the essential aspects to be verified regarding the quality of EIS, offering a wide spectrum of good practice examples related to the content of the studies. Even so, there is a need for empirical studies that allow the identification of specific aspects related to the context of application of the EIS, which could lead to the identification of opportunities to improve both the quality of the reports and also the effectiveness of EIA. Therefore, the present paper is focused on the quality review of a number of EIS submitted to the Brazilian Federal Environmental Agency (Ibama) to instruct the assessment of electric power transmission systems. Environmental quality was assessed as class Ⅳ (moderately polluted) for each soil with single-factor index method, and was identified to be classes Ⅳ, Ⅲ (slightly polluted), Ⅲ, and Ⅲ for soils A, B, C, and D, respectively, with the comprehensive index model. In comparison with the single-factor index method, the comprehensive index model concerned both dominant parameter and average contribution of all factors to the integrated environmental quality. Using the two fuzzy mathematical methods (single-factor deciding and weighted average models), the environmental risks were determined to be classes Ⅳ, Ⅲ, Ⅱ (clean), and Ⅱ for soils A, B, C, and D, respectively. However, divergence of the membership degree to each pollution class still occurred between the two methods. In fuzzy mathematical methods, membership functions were used to describe the limits between different pollution degrees, and different weights were allocated for the factors according to pollution contribution. Introduction of membership degree and weight of each factor to fuzzy mathematical models made the methods more reasonable in the field of environmental risk assessment.展开更多

Reclamation environmental impact assessment (REIA) is also a complicated project, including the assessment of social economic background, ocean engineering, coastal geomorphology, sediment transportation, marine hydrodynamics and marine ecosystem and so on. Nowadays, a large number of land reclaimed projects have been carried out or in the process of construction along the coastal zone, thus, it is necessary to build up a fnmlework on REIA to evaluate and quantify the environmental changes, to contribute to reclamation program, to reduce marine environmental disasters, and to sustain development of coastal zone. This article focuses on the research of REIA framework theory and puts forward a REIA model on land reclaimed evaluation, at the same time, applies this assessment system in Shenzhen City, which is a highly developed coastal city with an expectation of land reclamation. By use of the Remote Sensing (RS) and Geographic Information System (GIS) techniques, along with the topographic map and in situ survey in recla- mation area, it concludes that the area of 2680 hectares in total has been reclaimed in Shenzhen city by the end of the year 2000. Thus, reclamation is usually applied to meet the needs for infrastructure, such as harbors, industries and highways in Shenzhen City. However, some serious negative impacts have been created to the coastal environment shown clearly in the following aspects. Firstly, it caused the dramatic changes of tidal flat and channels along the western coast, made this area more unstable, which is threatening the function of the harbor in this area. Secondly, Tidal prism has decreased rapidly. During the 20 years of reclamation, the tidal prism has been reduced by 20% - 30% along the western coast in the Lingdingyang Estuary, and 15.6% in the Shenzhen Bay. As a result, the velocity of the tidal current has also declined, and the direction of the tidal current has changed, which is harmfid to the dilution and diffusion process of the contaminants. Thirdly, it has threatened the eco-environment finally. More than 147 hectares of mangrove area along the coast of Shenzhen Bay, accounting for 48.8% of the total mangrove reserve area in this region, has been reclaimed only during the short period from 1988 to 2000. Thus, the biodiversity is decreasing, and more and more plants and animals are disappearing. Based on the above analyses of the environmental impacts, strategies and suggestions for the future reclamation in this area have been put forward in order to support the sustainable development of the coastal zone.展开更多

This study from different perspectives designed the alternatives for Changchun's county-level road and urban road system planning, and used the method of System Dynamics to simulate, optimize and analyze those alternatives. Thereafter, some methods including the correlation function method were used to comprehensively assess and rank those alternatives for recommending two best alternatives with the consideration to the indicators, such as the total emission amount of CO, the total emission amount of nitrogen oxides, the noise value, the road construction cost, the fossil oil consumption and the traffic capacity. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City.展开更多

Based on analyzing the environmental problem that was led by the limitation of the strategy during enacting the program of the modern logistics, SEA for modern logistics was implemented. In this paper, procedure and indicator system in the SEA are constructed, and Environmental Check List to identify environmental impact factors of SEA for modern logistics is established. And a conception that indicates friendly degree of logistics system with resources and environment, degree of green, is introduced. With the example of modern logistics program of Dalian in China, two methods are applied, AHP and Fuzzy Comprehensive Evaluation Method, in the implement of SEA for modern logistics development. It is concluded that degree of green of modern logistics in Dalian is high. However, several important factors should be paid much attention to in the SEA for modern logistics as well as in the formulation and implement of modern logistics in Dalian.展开更多

In particular there is now a strong demand for information about the environment to be linked to information about the impacts of human activities so that the unsustainable aspects of economic development can be anticipated and controlled. The scope of environmental assessment has enlarged to provide information that will help a wide range of stakeholders, including business and publics to make decisions, choosing between alternatives on the basis of sound environmental information set in a social and economic context. This paper provides a discussion of these developments and illustrates how integrated environmental assessment of a specific urban environmental problem, the reduction of health impacts of air borne particles, can deliver broad strategic information for participants in the solution.展开更多

A thorough life cycle assessment of biochar-based bioenergy production and biochar land application in Northwestern Ontario is conducted using SimaPro Ver. 8.1. The results of energy consumption and potential environmental impact of biochar-based bioenergy production system are compared with those of conventional coal-based system. Results show that biocbar land application consumes 4847.61 MJ per tonne dry feedstock more energy than conventional system, but reduces the GHG emissions by 68.19 kg CO2e per tonne of dry feed- stock in its life cycle. Biochar land application improves ecosystem quality by 18 %, reduces climate change by 15 %, and resource use by 13 % but may adversely impact on human health by increasing disability adjusted life years by 1.7 % if biomass availability is low to medium. Replacing fossil fuel with woody biomass has a positiveimpact on the environment, as one tonne of dry biomass feedstock when converted to biochar reduces up to 38 kg CO2e with biochar land application despite using more energy. These results will help understand a comprehensive picture of the new interventions in forestry businesses, which are promoting biochar-based bioenergy production.展开更多

The total concentrations of heavy metals Zn, Fe, Cu, Pb, Cd, Cr, Hg, As, Mn, Ag, Co, and Ni were determined by inductively coupled plasma-atomic emission spectrometry. Chemical speciations of Cu, Cd, and Zn were investigated with the procedures recommended by Tessier(1979). Two different assessment approaches (GB 15618- 1995 and risk assessment code, RAC ) were employed to estimate heavy metals' environmental risks. Results indicated that heavy metals, especially Cu and Cd were in high levels of accumulation in these samples. Chemical speciation analysis results revealed that Cu was mainly in organic matter bound fraction (ORG) and residual fraction ( RES), and Cd was predominantly in exchangeable fraction (EXC), while Zn appeared mainly with the RES fraction. Environmental risk analysis results showed that Cd was in "heavy" pollution level ( classification m ) in almost all samples, which may exert "high" or "very high" environmental risks. Whereas, for Cu, one fourth samples showed "heavy" pollution level, but were located in "low" or "medium" environmental risk ranks. For Zn, many samples were grouped in "light" pollution level ( classification II ), but were related to " medium" and " high" environmental risk ranks. These results indicated heavy pollution and high environmental risk of Cd in soils surrounding the 4# tailings site, which should be paid more attention to. Meanwhile, for Cu and Zn, the contrary results obtained by different environmental risk assessment approaches, may suggest that a more scientific, adequate environmental risk assessment criterion should consider both total content and chemical speciation activity of heavy metals.展开更多

In this paper, the origin and the present research-conditions of public participation in SEA were analyzed. And the necessity of public participation was illuminated from following three aspects: 1) the public participation in China′s SEA is a key method of gaining the public support; 2) the public participation is one important source of gaining information; 3) the public participation is a good way to overcome the obstruction in the traditional mechanism of making strategy decision. Effective public participation should be involved in the whole process of SEA, and the public participators should include the public representatives of the groups affected by environmental change, the specialists in SEA and relevant fields, persons who are interested in the strategy and media, and so on. Various methods of public participation in SEA, including the methods of obtaining information and information feedback or consultation, were discussed. Further, the function, the advantages and the disadvantages of each method were discussed in detail, too.展开更多

The assessment process of the GIS based map overlay method was presented, which includes deciding the system structure and weights of assessment factors, making environmental vulnerability grade maps, and evaluating the alternative alignments comprehensively to obtain the best one. With the GIS functions of spatial analysis, such as overlay analysis and buffer analysis, and functions of handling attribute data, the GIS based map overlay method overcomes the shortcomings of the existing map overlay method and the conclusion is more reasonable. Environmental impact assessment of factories which emit hazardous gases such as HF would promise a fruitful future to achieve sustainable development. This study reveals an environmental impact assessment that has been carried out for an Aluminum Complex to be located in south of Iran. Application of Gaussian model showed that the highest concentration at the center of HF plume is 2.65 gr/sec; whereas the average wind speed is 9.1 Knots, the emission rate is 1.24 gr/sec, downwind distance 400 m and the atmospheric stability is in A class. For unstable atmospheric conditions the amount of HF emission comes to be one forth of Iran's national standard. It is also suggested that real-time monitoring of the pollutant particles and emissions, together with adapting proper mitigation plans and management skills, will lead to maximum efficiency with the least harmful environmental impacts.展开更多

Environmental conditions in the region play an important role in regulating the population dynamics of the I. argentinus population. This study develops an environmentally dependent surplus production(EDSP) model to evaluate the stock abundance of I. argentines during the period of 2000 to 2010. The environmental factors(favorable spawning habitat areas with sea surface temperature of 16–18°C) were assumed to be closely associated with carrying capacity(K) in the EDSP model. Deviance Information Criterion(DIC) values suggest that the estimated EDSP model with environmental factors fits the data better than a Schaefer surplus model without environmental factors under uniform and normal scenarios. The EDSP model estimated a maximum sustainable yield(MSY) from 351 600 t to 685 100 t and a biomass from 1 322 400 t to1 803 000 t. The fishing mortality coefficient of I. argentinus from 2000 to 2010 was smaller than the values of F(0.1) and F(MSY). Furthermore, the time series biomass plot of I. argentinus from 2000 to 2010 shows that the biomass of I.argentinus and this fishery were in a good state and not presently experiencing overfishing. This study suggests that the environmental conditions of the habitat should be considered within squid stock assessment and management.展开更多

Based on the above analyses of the environmental impacts, strategies and suggestions for the future reclamation in this area have been put forward in order to support the sustainable development of the coastal zone.

文摘On analyzing the achievement of the goal in the modem urban road traffic development planning, the alternative of Strategic Environmental Assessment for urban traffic planning should include the basic scheme, the extended scheme and the environmental protection scheme. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City.

文摘The existing recycling and regeneration technologies have problems, such as poor regeneration effect and low added value of products for lithium(Li)-ion battery cathode materials with a low state of health. In this work,a targeted Li replenishment repair technology is proposed to improve the discharge-specific capacity and cycling stability of the repaired LiCoO_(2) cathode materials.Compared with the spent cathode material with>50%Li deficiency, the Li/Co molar ratio of the regenerated LiCoO_(2) cathode is>0.9,which completely removes the Co_(3)O_(4) impurity phase formed by the decomposition of LixCoO_(2) in the failed cathode material after repair. The repaired LiCoO_(2) cathode mater-ials exhibit better cycling stability, lower electrochemical impedance, and faster Li^(+)diffusion than the commercial materials at both 1 and 10 C.Meanwhile,Li_(1.05)CoO_(2) cathodes have higher Li replenishment efficiency and cycling stability. The energy consumption and greenhouse gas emissions of LiCoO_(2) cathodes produced by this repair method are significantly reduced compared to those using pyrometallurgical and hydro-metallurgical recycling processes.

文摘Biochar-based bioenergy production and sub- sequent land application of biochar can reduce greenhouse gas emissions by fixing atmospheric carbon into the soil for a long period of time. These results will help understand a comprehensive picture of the new interventions in forestry businesses, which are promoting biochar-based bioenergy production.

文摘To complement information of heavy metals' distribution, chemical speciation, activity and environmental risks in agricultural soils surrounding tailings, a total of 16 samples obtained from the 4 # railings site of Dexing copper mine of China were investigated. Meanwhile, for Cu and Zn, the contrary results obtained by different environmental risk assessment approaches, may suggest that a more scientific, adequate environmental risk assessment criterion should consider both total content and chemical speciation activity of heavy metals.

文摘Public participation has been one of important problems in the strategic environmental assessment (SEA). Further, the function, the advantages and the disadvantages of each method were discussed in detail, too.
文摘By integrating the merits of the map overlay method and the geographic information system (GIS), a GIS based map overlay method was developed to analyze comprehensively the environmental vulnerability around railway and its impact on the environment, which is adapted for the comprehensive assessment of railway environmental impact and the optimization of railway alignments. In the end, a detailed case study was illustrated to verify the efficiency of the method.

文摘Iran, as a developing country has been facing rapid growth in the energy demanding sectors and needs to achieve essential elements of sustainable development. It is also suggested that real-time monitoring of the pollutant particles and emissions, together with adapting proper mitigation plans and management skills, will lead to maximum efficiency with the least harmful environmental impacts.

文摘The southern Patagonian stock(SPS) of Argentinian shortfin squid, Illex argentinus, is an economically important squid fishery in the Southwest Atlantic. This study suggests that the environmental conditions of the habitat should be considered within squid stock assessment and management.
