Central environmental protection inspection and carbon emission reduction: A tripartite evolutionary game model from the perspective of carbon neutrality

Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI)on driving carbon emission reduction,and to study what factors influence the strategic choices of each party and how they interact with each other.The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases.When the initial willingness of all parties increases 20%,50%—80%,the time spent for the whole system to achieve stability decreases from 100%,60%—30%.The evolutionary result of“thorough inspection,regulation implementation,low-carbon management”is the best strategy for the tripartite evolutionary game.Moreover,the smaller the cost and the larger the benefit,the greater the likelihood of the three-party game stability strategy appears.This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.

Theoretical Analysis of Consumers’Purchase Motivation in the Context of Environmental Protection

Through reviewing and summarizing the existing research on consumer motivation,and combining the characteristics of human behavior and the objective needs of environmental protection,this paper analyzes and defines consumers’purchase motivation.In the context of environmental protection,purchase motivation is divided into demand motivation,value recognition motivation,recognition motivation,and interest motivation.Their definitions are given in this paper,which provides a conceptual basis for further research on the influence of purchase motivation on consumer behavior in the context of environmental protection.

The evolution of central environmental protection inspection policy attention in China: An investigation based on inspection reports

The central environmental protection inspection (CEPI) system in China is a significant institutional innova‐tion in national environmental governance. The CEPI applies a joint supervision strategy to address salient en‐vironmental issues and strictly enforce the environmental responsibilities of local governments. This study col‐lects and organizes CEPI inspection reports covering three stages that encompass the first round, the “look back”, and the second round, applying text analysis to obtain sample data and conduct statistical quantifica‐tion of word frequency in inspection reports and identify notable changes. The study explores the allocation of CEPI attention between policy objectives and the intensity of policy instruments. We determine that in con‐junction with public opinion feedback, the CEPI conducts targeted inspections and focuses more on pollutant governance, which has high severity and can be addressed quickly. The CEPI fills the gap of normalized gover‐nance with a campaign-style governance approach. Regarding the intensity of policy measures, the CEPI pri‐marily uses economic incentive policy instruments, supplemented by command-and-control and public guid‐ance approaches, advancing the sustainability of regulatory effectiveness through economic, social, and politi‐cal activities. This study extends knowledge in the field of CEPI policy priorities and implementation, expand‐ing the literature related to outcomes of environmental policy in developing countries.

On the Expansion and Realization of the Right to Environmental Information in Environmental Protection Supervision

As an innovation in the environmental governance system that breaks the traditional hierarchical structure,environmental protection supervision has not only played a significant role in protecting tangible environmental rights but also expanded the basic scope of the right to environmental information—part of procedural environmental rights.In the supervision of environmental protection,the objects of the right to environmental information and the subjects of the obligation to provide environmental information have been both expanded,with the focus shifting from government information to Party information and from administrative organs to Party organs.This vividly demonstrates the Communist Party of China’s concrete efforts to protect human rights in the field of the endeavor to build an ecological civilization.At present,the realization of the right to environmental information in environmental protection supervision still faces problems such as insufficient standards and norms,disordered practice and operation,and lack of liability guarantee.In this context,based on renewing relevant subjects’cognition of the right to know in environmental protection supervision,we should further improve and specify the rule for disclosing information about environmental protection supervision,rationally distribute the obligations for information disclosure in environmental protection supervision,and clarify the accountability rules for violating relevant requirements for information disclosure,so as to promote the overall development of the environmental protection supervision system while guaranteeing the realization of the right to environmental information.

Challenges,Opportunities,and Future Research in the Integration of 5G/6G Networks,LEO Satellites,and IoT for Environmental Protection and Sustainable Development at ECSTAR

The rapid proliferation of connected IoT(Internet of Things)devices,along with the increasing demand for 5G mobile networks and ubiquitous high-speed connectivity,poses significant challenges in the telecommunications sector.To address these challenges,a comprehensive understanding of the integration of 5G/6G networks and LEO(Low Earth Orbit)satellite networks is required,forming the concept of“integrated networks”.Integration offers valuable advantages,including service continuity,wide-area coverage,and support for critical communications and emerging applications.This paper provides a high-level overview of the convergence of 5G/6G,LEO satellites,and IoT devices,shedding light on the technological challenges and standardization issues associated with the transition from 5G to 6G networks using NTNs(Non-Terrestrial Networks)based on LEO satellites.Furthermore,this research delves into the emerging social issues,potential possibilities,and the paradigm shift from the IoT to the IoI(Internet of Intelligence),which is poised to revolutionize the landscape of 6G wireless networks.By highlighting the interconnectedness of 5G/6G networks,LEO satellite systems,and IoT devices,it underscores the importance of leveraging these converging technologies to address environmental protection and achieve the United Nations SDGs(Sustainable Development Goals).In addition to providing valuable insights for readers seeking to comprehend the convergence of 5G/6G networks,LEO satellite systems,and IoT devices,this paper represents the outcomes of a comprehensive analysis conducted at the ECSTAR(Excellence Center of Space Technology and Research).Through an examination of technological challenges and advancements,it identifies future research directions and potential avenues for exploration at ECSTAR,thereby contributing to a broader understanding of integrated networks and their profound impact on future telecommunications systems.This research serves as a significant resource for advancing the knowledge and discourse surrounding the linkages between the convergence of these technologies,environmental protection,and the pursuit of the SDGs.

Effects of Slow Release Fertilizer on the Yield and Nutrient Use Efficiency of Carnation and Its Environmental Protection Effect

[Objective] The aim was to study the effects of slow release fertilizer on the yield,economic benefit and nutrient use efficiency of carnation and environmental pollution.[Method] Taking carnation（Dianthus caryophyllus）as research object,the application effect and environmental protection effect of slow release fertilizer on carnation were discussed through field plot test.[Result] The main agronomic characters of carnation improved after the application of slow release fertilizer;compared with Conv-F treatment,the yield of carnation with slow release fertilizer increased by 18.67%-20.83%,and its economic benefit increased by 105 500 yuan/hm2,while the ratio of output to input improved by 74.29%;under the same NPK ratio and nutrient amount,the yield,economic benefit and ratio of output to input of carnation after the application of slow release fertilizer increased by 2.11%,14 800 yuan and 16.2%,respectively;besides,the application of slow release fertilizer improved the nutrient use efficiency of carnation,and N,P and K nutrient use efficiency in Opt-F-0.7% treatment increased by 13.88%,8.57% and 30.14% compared with Conv-F treatment.[Conclusion] Slow release fertilizer could not only reduce the waste of fertilizer resources and improve fertilizer use efficiency but also decrease the pollution caused by nutrient loss,which had important practical significance for protecting ecological environment and promoting the sustainable development of agriculture.

Closed-loop supply chain network equilibrium strategy model with environmental protection objectives

With the increasing popularity of ecological civilization and sustainable development,enterprises should consider environmental protection measures in their operations in addition to pursue their economic interests.This paper establsihes a closed-loop supply chain network model composed of multiple suppliers,manufacturers,retailers,recyclers,and demand markets—regarding their dual goals of the profit maximization and the minimization of carbon emissions.The conditions necessary for establishing overall equilibrium and an equilibrium model of the entire closed-loop supply chain network are determined by applying variational inequality and dual theory.A modified projection contraction algorithm is used to design a model-solving program.Finally,using numerical examples,the paper conducts a comparative static analysis on important parameters such as the weight coefficients of environmental protection objectives and consumers'awareness of low-carbon environmental protection and attains some beneficial enlightenment on management.The results indicate that when the environmental protection objectives of a certain type of enterprise increases,both the economic benefits and environmental protection performance will improve;when the environmental protection objectives of all enterprises increases simultaneously,environmental protection performance improves significantly,but the changes in economic benefits of different enterprises are inconsistent and profit coordination is more complex.Although consumers’awareness of low-carbon preference could improve environmental performance,it reduces the overall profits of network members and the entire closed-loop supply chain network as a whole.The above conclusions can be used as a reference for the government in designing low-carbon environmental protection policy and in closed-loop supply chain research.

Empirical Research on Factors Influencing Level of Environmental Protection Information Disclosure in Annual Reportsby Listed Companies

Taking 248 A-share manufacturing listed companies in 2006 Shanghai Stock Exchange as example, using "index method" to measure level of environmental protection infor-mation disclosure, this paper examines the factors influencing level of environmental protection information disclosure. The findings show that the disclosure level has improved, but the overall level is still low and unable to satisfy information users; there is positive correlation between corporate size, industry type, accounting firm's type and corporate environmental dis-closure index. The companies of large scale and heavy pollu-tion and those audited by international "Big 4" and domestic "Big 10" accounting firms have a high level of environmental disclosure, while the profitability and financial leverage has no impact on the disclosure level. Finally some suggestions are put forward to establish environmental information disclosure sys-tem in China.
