Secondly, it proposes an hierarchical fuzzy comprehensive judgmental method for quantitative appraisal which is based on AHP. Finally, according to the historical data of Shaanxi province, the paper takes advantage of qualitative reasoning and quantitative computing meta-synthesis method for decision simulation. A series of satisfied policy assemblages are given for decision reference.展开更多
