Ethics of Information Technologies in Knowledge Society

How should we define the ethics of information technology？ It is not a new field of study in the sense that it requires an entirely new ethical thinking. Rather, it is a field where we can try to use our traditional philosophical notions and apply them to this field of computer technology, information science, and knowledge society in order to define responsibility and accountability. Although relations of causalities may be blurred and complex because of the auto-poetic development of computers and information systems we may still have to face the fact that human beings are fundamentally responsible behind the responsibilities of the computers. So we can say that the concept of reliability and accountability is related to human responsibility in the field of Internet technology. Indeed, issues of hacking, viruses and intervention in computers also pose the problems of responsibility and violation of property and copyrights and here we face similar issues as when we talk about physical property rights although what happens is going on in cyberspace. Also we face fundamental problems about transparency, power and democracy of society as the result of the information revolution in knowledge. This shows how it becomes more and more difficult for governments and organizations to hide information and that information is becoming more and more public. We can also talk about the present development as a technology-driven information revolution in knowledge society. The information overload is a result of this revolution that is expressed in the Internet and that changes the relation of human beings to society where human beings need to access information technology and tools in order to be able to live and work in society.

Effects of Information Technologies Over Decision-Making Process About Cost Controlling at Food and Beverage Departments at Five-Star Hotels

Information technologies play an important role in many business areas. One of these areas is hotel information system. Many operations, such as check-in, check-out, and food and beverage, are performed owing to information technologies. Package programs are used for managing hotel operations. Software provides reporting, filtering, remote accessing, and cost control services which are important key parameters of decision-making processes of hotel managers. Cost control is one of the most important operations in hotel management. Cost control service of package programs assists managers in monitoring overall cost and computing each department＇s partial cost and serves information to the different departments of hotels using information technologies. Cost control is important in the departments which are profitable in a hotel. Food and beverage is one of these profitable departments, which is the second profitable department in hotels. It makes profit between mostly 20% and 40%. This research aims to understand effects of information technologies during decision-making processes. The sample of study is food and beverage managers in five-star hotels in Istanbul. Questionnaire was applied to 45 participants.

Application and prospects of spatial information technology in CO_(2)sequestration monitoring

This paper systematically reviews the current applications of various spatial information technologies in CO_(2)sequestration monitoring,analyzes the challenges faced by spatial information technologies in CO_(2)sequestration monitoring,and prospects the development of spatial information technologies in CO_(2)sequestration monitoring.Currently,the spatial information technologies applied in CO_(2)sequestration monitoring mainly include five categories:eddy covariance method,remote sensing technology,geographic information system,Internet of Things technology,and global navigation satellite system.These technologies are involved in three aspects:monitoring data acquisition,positioning and data transmission,and data management and decision support.Challenges faced by the spatial information technologies in CO_(2)sequestration monitoring include:selecting spatial information technologies that match different monitoring purposes,different platforms,and different monitoring sites;establishing effective data storage and computing capabilities to cope with the broad sources and large volumes of monitoring data;and promoting collaborative operations by interacting and validating spatial information technologies with mature monitoring technologies.In the future,it is necessary to establish methods and standards for designing spatial information technology monitoring schemes,develop collaborative application methods for cross-scale monitoring technologies,integrate spatial information technologies with artificial intelligence and high-performance computing technologies,and accelerate the application of spatial information technologies in carbon sequestration projects in China.

The Impact of Health Information Technology on Hospital Performance: A Systematic Integrative Literature Review

Objective: To review, categorise, and synthesise findings from literature on health information technology (HIT) functionalities, HIT use, and the impact of HIT on hospital performance. Materials and Methods: We conducted a systematic integrative literature review based on a compre-hensive database search. To organise, categorise and synthesise the ex-isting literature, we adopted the affordance actualization theory. To align the literature with our research framework, we used four categories: 1) the functionalities of HIT and how these functionalities are measured;2) use and immediate outcomes of HIT functionalities;3) different perfor-mance indicators and how HIT functionalities affect them;and 4) what hospital characteristics influence the outcome of hospital performance. Results: Fifty-two studies were included. We identified four types of HIT. Only ten studies (19.2%) define the use of HIT by explicitly meas-uring the use rate of HIT. We identified five dimensions of hospital per-formance indicators. Every dimension showed mixed results;however, in general, HIT has a positive impact on mortality and patient readmis-sions. We found several hospital characteristics that may affect the rela-tionship between HIT and hospital-level outcomes. Discussion: Further efforts should focus on embedded research on HIT functionalities, use and effects of HIT implementations with more performance indicators and adjusted for hospital characteristics. Conclusion: The proposed framework could help hospitals and researchers make decisions regard-ing the functionalities, use and effects of HIT implementation in hospi-tals. Given our research outcomes, we suggest future research opportuni-ties to improve understanding of how HIT affects hospital performance. .

The Value of Modern Information Technology in Nursing Emergencies

In first aid, traditional information interchange has numerous shortcomings. For example, delayed information and disorganized departmental communication cause patients to miss out on critical rescue time. Information technology is becoming more and more mature, and as a result, its use across numerous industries is now standard. China is still in the early stages of developing its integration of emergency medical services with modern information technology;despite our progress, there are still numerous obstacles and constraints to overcome. Our goal is to integrate information technology into every aspect of emergency patient care, offering robust assistance for both patient rescue and the efforts of medical personnel. Information may be communicated in a fast, multiple, and effective manner by utilizing modern information technology. This study aims to examine the current state of this field’s development, current issues, and the field’s future course of development.

The Influence of Information Technology(IT)on Accrual Accounting Adoption:The Case of the Jordanian Public Sector

Jordan is one of many countries that intends to reform its public sector by adopting accrual accounting,which is primarily carried out through the International Public Sector Accounting Standards(IPSAS)implementation plan,scheduled to be completed by 2021.Considering the difficulties of adoption,this process cannot be completed without an appropriate Information Technology(IT)system capable of providing the accounting information required for this reform.Therefore,this study aims to examine the influence of IT on accrual accounting adoption in the Jordanian public sector.The study employed the quantitative survey approach.Based on 331 usable questionnaires,the descriptive findings showed that the use of IT in the Jordanian public sector is relevant to daily accounting transactions in general and to accrual accounting in particular.The regression analysis showed a positive,significant relationship between IT use and accrual accounting practice.The IT specialist should be able to understand the needs of public sector in adopting accrual-based accounting.In line with today’s digitalization age,which integrates advanced technologies and numerous techniques,this study suggests that a combination of accounting and IT experts is a value added to sharpen the competitiveness of public sector reform.This study contributes to the extant literature in public sector,concerning the relationship between IT and accrual accounting adoption in the context of Jordan.

The concept of“STEM+”integrates art,humanistic literacy,and social values in the traditional STEM education concept,advocates cross-disciplinary integration,and aims to cultivate compound talents equipped to tackle future challenges.In 2022,the Ministry of Education issued the“Compulsory Education Information Technology Curriculum(2022 Edition),”emphasizing the core literacy of information science and technology and the integration of interdisciplinary disciplines,and encouraging the teaching mode suitable for discipline characteristics.The 6E teaching mode is a student-centered teaching strategy characterized by active exploration and cross-disciplinary integration.This article innovatively designed the“STEM+”6E teaching mode,which is applied to junior high school information technology teaching,which can better achieve core literacy teaching goals.

Applying the Technology Acceptance Model (TAM) in Information Technology System to Evaluate the Adoption of Decision Support System

With the beginning of the information systems’ spreading, people started thinking about using them for making business decisions. Computer technology solutions, such as the Decision Support System, make the decision-making process less complex and simpler for problem-solving. In order to make a high-quality business decision, managers need to have a great deal of appropriate information. Nonetheless, this complicates the process of making appropriate decisions. In a situation like that, the possibility of using DSS is quite logical. The aim of this paper is to find out the intended use of DSS for medium and large business organizations in USA by applying the Technology Acceptance Model (TAM). Different models were developed in order to understand and predict the use of information systems, but the information systems community mostly used TAM to ensure this issue. The purpose of the research model is to determine the elements of analysis that contribute to these results. The sample for the research consisted of the target group that was supposed to have completed an online questionnaire about the manager’s use of DSS in medium and large American companies. The information obtained from the questionnaires was analyzed through the SPSS statistical software. The research has indicated that, this is primarily used due to a significant level of Perceived usefulness and For the Perceived ease of use.

Optical studies of semiconductor perovskite nanocrystals for classical optoelectronic applications and quantum information technologies: a review

Semiconductor perovskite films are now being widely investigated as light harvesters in solar cells with ever-increasing power conversion efficiencies,which have motivated the fabrication of other optoelectronic devices,such as light-emitting diodes,lasers,and photodetectors.Their superior material and optical properties are shared by the counterpart colloidal nanocrystals(NCs),with the additional advantage of quantum confinement that can yield size-dependent optical emission ranging from the near-UV to near-infrared wavelengths.So far,intensive research efforts have been devoted to the optical characterization of perovskite NC ensembles,revealing not only fundamental exciton relaxation and recombination dynamics but also lowthreshold amplified spontaneous emission and novel superfluorescence effects.Meanwhile,the application of single-particle spectroscopy techniques to perovskite NCs has helped to resolve a variety of optical properties for which there are few equivalents in traditional colloidal NCs,mainly including nonblinking photoluminescence,suppressed spectral diffusion,stable exciton fine structures,and coherent singlephoton emission.While the main purpose of ensemble optical studies is to guide the smooth development of perovskite NCs in classical optoelectronic applications,the rich observations from single-particle optical studies mark the emergence of a potential platform that can be exploited for quantum information technologies.

Telecentres in Mountain Regions-A Peruvian Case Study of the Impact of Information and Communication Technologies on Remoteness and Exclusion

Communities in developing country mountain areas,in part due to their remoteness,find themselves excluded from social,political and economic systems; and excluded from access to resources. This paper aims to study the impact of information and communication technologies (ICTs) on remoteness and exclusion. It utilises two models - the resource movement framework,and the "information chain" - to analyse a telecentre in one district of mountainous Huancavelica,Peru's poorest region,set in the high Andes. It finds ICTs enabling new and positive resource flows for the two key user groups:teenaged school students and young farmers. These help to maintain social networks. They also support information searches that have improved agricultural practice where other information chain resources have been available. But non-use and ineffective use of the telecentre are found where information chain resources are lacking. ICTs have some impacts on intangible elements of remoteness. In this particular example,they also offer access to some previously-excluded resources. But they have not really addressed the systematic exclusions faced by mountain communities. And they so far appear to be a technology of inequality; favouring those residents who begin with better resource endowments.The paper concludes by offering some recommendations for mountain ICT project practice.

Creeping Tiger,Soaring Dragon:India,China and Competition in Information Technologies

Although conventional international economic wisdom holds China ＇s hardware and India ＇s software industries to be equipotential, little attempt has been made to compare their information industries in an overarehing dynamic framework. Using a schema that links intellectual to financial value creation, it is found that China has systematically moved ahead in creating a self-supporting industrial and innovation ecosystem. Hardware enjoys higher barriers to entry, which the Chinese companies are increasingly reinforcing with intellectual property investments. In addition to being better integrated with the global economy, they are also buttressed by the huge domestic market. The overdependence of Indian firms on selling low-value services to a few countries and insulation from domestic demand make them vulnerable to emerging competition and international economic ill-winds. The two countries provide a study in contrast on the effects of divergent industrial strategies.

The Modern Information Technologies and Visualization Methods for Analysis of Computer Simulation Results for Complex Plasma

In this paper we present a software package based on modern information technologies that allows rapid analysis and visualization of the properties of complex plasmas.The properties of plasma are simulated by two means.First of all,we have applied the molecular dynamics simulation method which numerically solves the equations of motions for plasma particles.Secondly,we calculate microscopic properties of plasma by using the Boltzmann equation with additional relations,initial and boundary conditions.

Information and Communication Technologies： A Way to Reduce Digital Illiteracy

The teaching-learning process may have several obstacles; one of those would be a cultural situation of students. When the author refers to cultural situation, the author means the language or dialect that they speak. In the state of Puebla, Mexico, there are primary schools where the courses are taught to students who do not speak Spanish and they only speak their own dialect. On the other hand, the use of information and communication technologies in primary schools in Puebla is a fact but a main concern in schools is that the languages in which they are operated are Spanish. To analyze this situation, the author finds that turns out to be very important and with a negative effect on both the implementation and acceptance of a multimedia program in these schools, generating a technological gap between students. The government efforts are decimated because of this cultural divide prevalent in many communities in the state of Puebla and the increase of this situation when considering the illiterate population.

Application of Information Technology in Institutions and Challenges of Human Resources-Case Study: Administration of the Municipality of Ferizaj

This study aims to investigate how information technology is applied in the administration of the municipality of Ferizaj and what are the challenges with human resources, the work was carried out through a case study in the municipality. This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. Also, information technology enables a better control over the activity of the municipality because every action is recorded as data which can then be used to analyze the performance of the municipality.
