A national knowledge innovation system is a network of institutions and organizations which jointly or individually contributes to the knowledge innovation (including scientific and technical knowledge innovation). The author stresses that knowledge innovation will occur in all processes of the produc-tion, transmission and use of knowledge. There are four subsystems in this system: scientific knowledge innovation, technical knowledge innovation, knowledge trans-mission and knowledge use subsystem. The main purpose of this paper is to explore the intermediary role of policy incentives and marine technological innovation in marine high-end human capital promoting marine knowledge innovation.Previous studies on th...The main purpose of this paper is to explore the intermediary role of policy incentives and marine technological innovation in marine high-end human capital promoting marine knowledge innovation.Previous studies on the impact of marine high-end human capital on marine knowledge innovation mainly focused on the direct impact of marine high-end human capital on marine knowledge innovation,while ignoring the role of intermediary variables.Based on 512 sample survey data from 138 organizations in 16 coastal cities of China,this paper uses structural equation model to examine the relationship between high-end human capital and policy incentives,technological innovation and marine knowledge innovation.The research shows that marine high-end human capital has an impact on marine knowledge innovation through policy incentives and marine technology innovation.Policy incentives and marine technology innovation play a full intermediary role in the relationship between marine high-end human capital and marine knowledge innovation.展开更多

Knowledge and information have become the economy’s primary raw material and its most important outcome. Under increas ingly competitive pressure, many enterprises are examining how they can better m anage their knowledge. During the last years, another concept has gained increas ing interest: knowledge management. The emerging field of knowledge management a ddresses the broad processes of locating, organizing, transferring and more effi ciently using knowledge and expertise within an enterprise. An enterprise’s and its employees’ knowledge is regarded as the most important corporate capital in the arising global information society. Knowledge management therefore aims towa rds improving an enterprise’s ability to acquire, develop, preserve, distribute and use knowledge. This paper describes a conceptual model of knowledge manageme nt and innovation, focusing on analyzing the knowledge management and innovation process, trying to make knowledge more productive and create knowledge more eff iciently. In this paper, an integral and conceptual model of knowledge management and inno vation is presented first; then, the knowledge work process is analyzed, which i s conceptualized as a knowledge spiral; subsequently, knowledge management proce ss is conceptualized into knowledge development, knowledge acquisition, knowledg e transfer, knowledge sharing, knowledge utilization and knowledge evaluatio n, all of which can be conceptualized as a knowledge cycle; furthermore, the fac ilitating conditions for implementing knowledge management are analyzed; in the end, the input-output model of knowledge innovation is given as well as the mai n tools for assisting knowledge management are summarized.展开更多

With the arrival of the information age, research activities focused on the practice and approaches of knowledge services are on a marked increase as evidenced in the publications of social sciences. According to a so...With the arrival of the information age, research activities focused on the practice and approaches of knowledge services are on a marked increase as evidenced in the publications of social sciences. According to a social network analysis on knowledge service related literature, it reveals that information and knowledge workers often fail to take such an important element as the functional role of an emotive engagement into consideration in their study of knowledge services. It has increasingly become an issue of high profile with the rapid development of digital libraries and their web-based knowledge services in China and anywhere else in the world. In order to have a clearer understanding about issues involved in knowledge servicing so as to maximize the effectiveness and efficiency of digital libraries in their knowledge service performance, the author has conducted surveys for seven times on the online information seeking behavior of graduate students at the Chinese Academy of Sciences with such research methods as questionnaires, interviews and natural observations during September 2006-June 2009. The research result has showed the emotive element has an important role in the user's information seeking behavior and in knowledge services practice. Therefore, knowledge services rendered may be more effective by adding the emotiveness-oriented communication element into such practice. This paper recommends that such an emotiveness-oriented communication approach should be carefully studied and factored into libraries' knowledge services practice.展开更多

Combining the multidisciplinary research of knowledge innovation, this paper constructs a measu...Knowledge innovation is a key component of urban innovation function and an important basis for modern urban development. Combining the multidisciplinary research of knowledge innovation, this paper constructs a measurement framework of urban knowledge innovation function from the perspective of urban geography and analyzes its spatial pattern and influencing factors. The conclusions are as follows:(1) The function of urban knowledge innovation refers to the tasks and roles it undertakes in the process of knowledge creation, knowledge dissemination and knowledge application, which is based on the internal knowledge stock and external practice conditions to meet the needs of human survival and development in the new era. The measurement dimensions include functional scale, functional intensity, functional scale, and functional vitality.(2) The development level of knowledge innovation functions in Chinese cities is uneven, and the cities with outstanding knowledge innovation functions are mainly concentrated in the eastern coastal areas and a few developed areas in the central and western regions, forming the diamond-shaped knowledge innovation structure with the Beijing-Tianjin, the Yangtze River Delta, the Pearl River Delta, Shaanxi-Chengdu-Chongqing as the four vertices and central Wuhan and Hefei as the center. According to the Jenks natural breakpoint method, it is divided into national-level, regional-level, local-level and knowledge-innovative development cities.(3) The spatial differentiation characteristics of urban knowledge innovation function are simultaneously affected by various natural and human factors. Among them, economic environment, opening environment, and cultural environment have the strongest interactive explanatory power with other factors, and are the dominant factors affecting the city’s knowledge innovation function. In the future, China should fully considers the status and characteristics of the city’s own knowledge economy development with corresponding policies and measures suitable for the development of the city’s knowledge economy, and strengthen the dominant position of human and social factors in the constructing the city’s knowledge innovation function.展开更多
Synthetic biology is capable of delivering new solutions to key challenges spanning the bioeconomy,both nationally and internationally.Recognising this significant potential and the associated need to facilitate its t...Synthetic biology is capable of delivering new solutions to key challenges spanning the bioeconomy,both nationally and internationally.Recognising this significant potential and the associated need to facilitate its translation and commercialisation the UK government commissioned the production of a national Synthetic Biology Roadmap in 2011,and subsequently provided crucial support to assist its implementation.Critical infrastructural investments have been made,and important strides made towards the development of an effectively connected community of practitioners and interest groups.A number of Synthetic Biology Research Centres,DNA Synthesis Foundries,a Centre for Doctoral Training,and an Innovation Knowledge Centre have been established,creating a nationally distributed and integrated network of complementary facilities and expertise.The UK Synthetic Biology Leadership Council published a UK Synthetic Biology Strategic Plan in 2016,increasing focus on the processes of translation and commercialisation.Over 50 start-ups,SMEs and larger companies are actively engaged in synthetic biology in the UK,and inward investments are starting to flow.Together these initiatives provide an important foundation for stimulating innovation,actively contributing to international research and development partnerships,and helping deliver useful benefits from synthetic biology in response to local and global needs and challenges.展开更多
