Through the receipt of funds from the state budget, the organizations in the public sector use country's resources towards the implementation of objectives as well as social policies set by national government. Therefore, most countries will aim to gradually improve the management of public finance, but control of public finance has faced challenges because of the existing limitations As a result, the public finance management needs to be reformed. In Vietnam, this process has been performed in recent years. To enhance the effectiveness of improvement, public finance has to combine with the transformation of public sector accounting. In fact, there are a lot of researches in public sector accounting together with financial management. However, in the world, from the past to present, very little research has been conducted to examine the change in management to the public finance and relationship to public accounting, especially to the model of general accounting. Because of the significance of above matters, the main purposes of this paper are to identify the role of public finance and the process of reforming it and to build up the new model in Vietnam, called as General State Accounting (GSA) which is applied for Vietnamese government in the near future. This study takes debt financing as the entry point and explores the impact of state-owned capital participation in private enterprises from the perspectives of“unarticulated rules”and“articulated rules”.The study ...This study takes debt financing as the entry point and explores the impact of state-owned capital participation in private enterprises from the perspectives of“unarticulated rules”and“articulated rules”.The study finds that state-owned capital participation significantly reduces the debt financing costs of private enterprises and expands the scale of their debt financing.This conclusion remains valid after a series of endogeneity and robustness tests.Further analysis of the mechanism reveals that state-owned capital participation improves the debt financing of private enterprises through multiple channels:Enhancing their social reputation,mitigating the“statistical bias”they face,optimizing their information quality,and reducing the“shareholder-creditor”agency problems.This paper conceptualizes these benefits as the“complementary advantages of heterogeneous shareholders”.This not only constructs a theoretical framework for“reverse mixed-ownership reform”but also better narrates the Chinese story of“mixed-ownership reform”by adopting a more universally applicable theory of equity structure.Additionally,the paper supplements existing research on the macro-and meso-level relationship between the government and the market by exploring the government’s positive role at the micro-level.展开更多

This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ow...This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ownership(direct link of the development of urbanization).This article cracks the problem by two approaches:the state and collective property right.The first part of the analysis is macro-perspective,i.e.,the course of land reform and the land users.In general,the state remains the sole owner of all the land and delegates the local governments to manage the use of land in China.However,the high interest undermines their roles,and degradation of environment in the process of urbanization continues.Based on this observation,we analyzed their administration,i.e.,who are the actors and how the powers are shared.The lack of transparency and independence is in its structure,i.e.,they have ambitions to have a good protection but the conflict appears frequently.In the further part,micro-vision was employed.We focused on the regulations of planification,procedures and formalities that is deeply involved.In fact,we find that the volume of law was expanded and a need of consolidation is urgent for the coherence,accessibility and understanding of law.Then it follows the analysis of two typical procedures:the procedure of environmental assessment as well as participation.These procedures are the practical implementation of the consideration of the environment.The fact is that rapid urbanization resulted in a reconfiguration of the urban space,and the appearance of a variety of interests.The degradation of environment,coupled with the importance of urbanization has become a challenge to governance.People realized more and more issues related to housing,welfare and citizenship.This forces the government to change their policies and acts.From different points of views-historical,political,administrative,legal and social-this research determines how a better environmental protection can play in law of planification.The reforms are envisaged,and there are still problems:the harmonization and consistency of the regulations,the clarity of the law for his efficiency and law security,the improvement of the process.Contrary to what is received,the government has intention to solve this question,as demonstrated by his consistency to innovation and reform in the field.At the present,planification,rather than a method of protection,works for the growth of the economy.Due to the lack of effective regulation,the real consideration of environment is still very limited.展开更多

The aim of this research is to separate the entire sample of Municipalities in Greece into categories, based on the effectiveness of financial management and financial performance into effective and ineffective ones. ...The aim of this research is to separate the entire sample of Municipalities in Greece into categories, based on the effectiveness of financial management and financial performance into effective and ineffective ones. In this study, it investigated the existence of differences between the characteristics of these two categories. The main objective is to investigate the influence of financial effectiveness regarding those areas falling under state jurisdiction with the greatest room for improvement. Specifically, in Municipalities with ineffective financial management, local employment was notably considered to be the area with the greatest margin for improvement. Additionally, 21% of mayors of Municipalities with effective fmancial management consider that the state area of responsibility with the greatest capacity for improvement is that of attracting private investment. Moreover, the influence of financial effectiveness regarding the areas of competence of Greek Municipalities with the greatest room for improvement has a similar pattern. According to responses from mayors in Municipalities with ineffective fmancial administration, the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (23% of responses) and attraction of private investment (19% of responses). Accordingly, responses from mayors in Municipalities with the highest financial performance indicate that the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (21% of responses) and attraction of private investment (20% of responses).展开更多

Moreover, all Municipalities are quite different considering specific characteristics, such as geographic, demographic, and economic. The aim of this research is to separate the entire sample of Municipalities in Greece into categories, based on the effectiveness of financial management and financial performance into effective and ineffective ones. For the separation of the sample into groups, cluster analysis was preferred. For this reason, three variables were used: the lending capacity of the Municipality, flexibility in making non-investment costs, and flexibility in investment spending. These three variables were considered to be the key dimensions of effectiveness in financial management and therefore their use, representatively describes the effectiveness of Greek Municipalities. Thus, this paper presents the literature review of the financial effectiveness of Municipalities and the methodology of an empirical research through structured questionnaire that was sent to the entire population of Greek Municipalities, characterized in this way with considerable heterogeneity. In this way, it investigates the views of Mayors in the two categories of Municipalities (effective and non effective financial management and financial performance) as regards: (a) the biggest problems faced by the citizens in their Municipality, and (b) the biggest personnel problems faced by their Municipality. Concluding, the prioritization of both problems seems to be the same for both groups of Municipalities. The frequency of responses differs slightly and differences are not so large that financial performance can be considered to affect respondents' opinions.展开更多

文摘This article aims to answer the question that if the law of planification of China,really takes account of the objectives of environmental protection.The answer is based on,first of all,the reform of system of land ownership(direct link of the development of urbanization).This article cracks the problem by two approaches:the state and collective property right.The first part of the analysis is macro-perspective,i.e.,the course of land reform and the land users.In general,the state remains the sole owner of all the land and delegates the local governments to manage the use of land in China.However,the high interest undermines their roles,and degradation of environment in the process of urbanization continues.Based on this observation,we analyzed their administration,i.e.,who are the actors and how the powers are shared.The lack of transparency and independence is in its structure,i.e.,they have ambitions to have a good protection but the conflict appears frequently.In the further part,micro-vision was employed.We focused on the regulations of planification,procedures and formalities that is deeply involved.In fact,we find that the volume of law was expanded and a need of consolidation is urgent for the coherence,accessibility and understanding of law.Then it follows the analysis of two typical procedures:the procedure of environmental assessment as well as participation.These procedures are the practical implementation of the consideration of the environment.The fact is that rapid urbanization resulted in a reconfiguration of the urban space,and the appearance of a variety of interests.The degradation of environment,coupled with the importance of urbanization has become a challenge to governance.People realized more and more issues related to housing,welfare and citizenship.This forces the government to change their policies and acts.From different points of views-historical,political,administrative,legal and social-this research determines how a better environmental protection can play in law of planification.The reforms are envisaged,and there are still problems:the harmonization and consistency of the regulations,the clarity of the law for his efficiency and law security,the improvement of the process.Contrary to what is received,the government has intention to solve this question,as demonstrated by his consistency to innovation and reform in the field.At the present,planification,rather than a method of protection,works for the growth of the economy.Due to the lack of effective regulation,the real consideration of environment is still very limited.

A study area(Kara Kara National Park) is selected for identifying key challenges for implementing good governance of protected area. The challenges of good governance of protected area were investigated in this paper. The last part is based on the results from the third section and explores the strategies for addressing these challenges.
文摘This article explores the progress of the healthcare sector in the Kingdom of Saudi Arabia over the past two decades. Through continuous coordination and efforts to improve the quality and quantity of health services, the government has significantly increased the availability of health facilities across the nation. This steady growth has allowed the country to maintain an upward trajectory in healthcare sector development in comparison to other countries. The Saudi Arabian government is preparing to implement Accountable Care Organizations (ACOs) as part of their “Vision 2030.” By aligning with the goals of this visionary roadmap, the government aims to address the challenges faced by the existing healthcare system under the Ministry of Health (MOH). This strategic move is expected to transform the healthcare sector, positioning Saudi Arabia at par with its international counterparts and bolstering its economic competitiveness. This article highlights the historical context of Saudi Arabia’s healthcare system, and compares it with the forthcoming ACO implementation under “Vision 2030.” This information provides valuable insights into the trajectory of the country’s healthcare landscape and the potential impact of ACOs in shaping the Kingdom’s future in healthcare and economic development overall.
文摘The aim of this research is to separate the entire sample of Municipalities in Greece into categories, based on the effectiveness of financial management and financial performance into effective and ineffective ones. In this study, it investigated the existence of differences between the characteristics of these two categories. The main objective is to investigate the influence of financial effectiveness regarding those areas falling under state jurisdiction with the greatest room for improvement. Specifically, in Municipalities with ineffective financial management, local employment was notably considered to be the area with the greatest margin for improvement. Additionally, 21% of mayors of Municipalities with effective fmancial management consider that the state area of responsibility with the greatest capacity for improvement is that of attracting private investment. Moreover, the influence of financial effectiveness regarding the areas of competence of Greek Municipalities with the greatest room for improvement has a similar pattern. According to responses from mayors in Municipalities with ineffective fmancial administration, the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (23% of responses) and attraction of private investment (19% of responses). Accordingly, responses from mayors in Municipalities with the highest financial performance indicate that the areas of competence with the greatest room for improvement are provision and maintenance of infrastructure (21% of responses) and attraction of private investment (20% of responses).
文摘Municipalities are autonomous economic and administrative entities, with common actions and responsibilities. Moreover, all Municipalities are quite different considering specific characteristics, such as geographic, demographic, and economic. The aim of this research is to separate the entire sample of Municipalities in Greece into categories, based on the effectiveness of financial management and financial performance into effective and ineffective ones. For the separation of the sample into groups, cluster analysis was preferred. For this reason, three variables were used: the lending capacity of the Municipality, flexibility in making non-investment costs, and flexibility in investment spending. These three variables were considered to be the key dimensions of effectiveness in financial management and therefore their use, representatively describes the effectiveness of Greek Municipalities. Thus, this paper presents the literature review of the financial effectiveness of Municipalities and the methodology of an empirical research through structured questionnaire that was sent to the entire population of Greek Municipalities, characterized in this way with considerable heterogeneity. In this way, it investigates the views of Mayors in the two categories of Municipalities (effective and non effective financial management and financial performance) as regards: (a) the biggest problems faced by the citizens in their Municipality, and (b) the biggest personnel problems faced by their Municipality. Concluding, the prioritization of both problems seems to be the same for both groups of Municipalities. The frequency of responses differs slightly and differences are not so large that financial performance can be considered to affect respondents' opinions.
