New Approach to Find Initial Basic Feasible Solution (IBFS) for Optimal Solution in Transportation Problem

Minimizing transportation time and getting optimal solutions are always considered as important factors while solving transportation problem. This paper shows a new approach for finding initial basic solution for transportation problem which reduces cost of transportation more than any transportation method such as LCM, northwest, Vogel’s approximation and so on. This method has been illustrated by taking an example;afterwards, it compares basic initial feasible solution with other methods IBF and optimal dictate solutions such as MODI and Steppingstone method.

A Study on the Cooperative Mechanism of the Belt and Road Initiative from the Perspective of New Regionalism

The loosely-typed, duty-overlapped and subject-isolated cooperative mechanism of the Belt and Road Initiative has significantly limited the advancement of the initiative and affected the full play of its cooperative effect. New Regionalism is a theory of international relations that concerns international cooperation at the regional level. Its characteristics of multilevel, multi-topic and multi-subject conform to the cooperation needs of the Belt and Road Initiative and provide a guiding framework for the cooperative mechanism of the Initiative. According to the theoretical connotation of New Regionalism, the cooperative mechanism of the Belt and Road Initiative should enrich its cooperation forms, deepen cooperation topics and promote the participation of "State-Market-Society". This mechanism is expected to form various cooperation models, comprehensive governance and diversified participants to enable the smooth advancement of the Belt and Road Initiative.

Tentative New Terminology: Initial Comedonal Phase Preceding Acute Inflammatory Phase of Acne Vulgaris—Importance of Early Treatment

We report a case of a 12-year-old female with closed and open comedo without inflammatory lesions at the first visit. She had been treated with topical adapalene once daily, and closed and open comedo subsided without inflammatory lesions one month after the treatment without any side effects induced by adapalen. The recurrence of comedo had not been observed afterwards. In the Japanese Dermatological Association (JDA) guidelines for the treatment of acne vulgaris, comedonal phase has not been stated. Then we propose the tentative new terminology of a comedonal phase and emphasize its importance in the early initial treatment for comedo to prevent the development of the acute inflammatory phase such as red papules and pustules and formation of acne scars.

Selenga River human dispersal path in Initial Upper Paleolithic

Here,we consider earlier Upper Paleolithic sites in the Selenga River Basin,the main fluvial input of Lake Baikal that flows through northern Mongolia and the southwestern Transbaikal region of Russia.Lithic industries from these sites can be attributed to the laminar Initial Upper Paleolithic(IUP)technocomplex,widespread in southern Siberia and Central Asia.IUP industries appear in the Selenga Basin about 45 kaBP cal.Aspects of regional typological variability and the transport of exotic raw materials over long distances indicate that these populations participated in developed exchange networks and employed high mobility targeting the acquisition of necessary raw materials.Two site types are present:quarry-workshops in northern Mongolia and generalized activity settlements in the southwestern Transbaikal.Although faunal data are limited,we interpret available information as indicating a specialization on hunting,focusing on migrating steppe game species.The distribution of sites in the mid-altitudes and landscapes of the Selenga-Orkhon geographical region and the geomorphological homogeneity of this territory also supported interregional human moves during the IUP.

A Corpus-based Investigation on News Attitudes towards the Belt and Road Initiative

Newspaper reports contain some attitudes in seemingly objective words. This corpus-based discourse analytical study,by comparing the use of semantic prosodies in the reports from China Daily and the Washington Post relating the Belt and Road Initiative, interprets the news attitudes presented by the two media toward it. The analysis of the news discourse will be carried out firstly with Antconc, a corpus analysis software which enables us to observe the most frequent co-occurrences of the phrases the Belt and Road, One Belt and One Road, New Silk Road and the initiative; and then COCA(Corpus of Contemporary American English) is involved to analyze the semantic prosodies of these co-occurrences, on this basis the semantic prosodies of the above phrases are revealed. The analysis of the semantic prosodies of the above four phrases in the two corpora shows that China Daily hold a supportive attitude toward the Initiative, while the Washington Post hold a complex one.

Anti-Poverty Cooperation between China and West Asian and North African Countries in the Context of the Belt and Road Initiative

As important parts of the Belt and Road Initiative,West Asia and North Africa have rich resources and prominent strategic position.Anti-poverty has always been a crucial social issue of China,West Asia and North Africa. Through literature review and data analysis,this paper analyzed the current situations of anti-poverty in West Asia and North Africa and the causes of poverty,and objectively summarized the realistic foundation of anti-poverty cooperation between China and West Asian and North African countries. On the basis of current situations,it put forward a path for anti-poverty cooperation between China and West Asian and North African countries,in the hope of providing decisionmaking basis and policy recommendations for China to undertake anti-poverty cooperation in the worldwide range.

An Inquiry into the Approach to Asian Regional Trade Integration Under the Belt and Road Initiative——The Case of the Alignment of a China-Japan-South Korea Free Trade Area

It has been five years since the Belt and Road Initiative (BRI) was first introduced. Though there has been a growing body of literature on regional cooperation between covered countries, Japan and South Korea have been barely discussed. This paper starts with the consensus-based mechanism of a China-Japan-South Korea Free Trade Area (FTA) to probe the approach of its alignment with the BRI in terms of the sequence of “master plans,”“viability of cooperation,” and “embedding of rules.” This inquiry found that the three countries have a shared interest in cooperation in Central Asia to which China prefers a pragmatic approach, while Japan and South Korea an approach combining idealism with pragmatism. Given the huge potential of cooperation between the trio, it is suggested that a “Central Asia chapter” be incorporated in the negotiation framework of this trilateral FTA, and that the design feature three aspects;fundamental principles, specific rules, and an executive body with a view to functionally contributing to regional trade integration in Asia. This approach may also be applied to the alignment of other Asian areas with the BRI.

China-Central Asia Relations and Role of the Belt and Road Initiative

China is moving to greater economic and political influence in the global scale.One of the Chinese strategy for“go global”is Belt and Road Initiative(BRI)which was announced by President Xi Jinping in 2013.The BRI includes a significant number of countries from Asia,Central Asia,the Middle East,Africa,and Europe.In this framework,China relations with Central Asia are an important part of the BRI project.The BRI is not merely an economic project as framed by Beijing,but that it represents a new stage in China’s engagement with the Central Asian republics.The Belt and Road Initiative is highly likely to become China’s most significant contribution to Central Asia economic development.This would affect the China-Central Asia relations economically and politically.

A Brief Analysis of New Media Pushing “The Belt and Road” Initiative

In 2013,President Xi Jinping put forward the strategic ideas of“Silk Road Economic Belt”and“21st Century Maritime Silk Road”during his visit to central Asia and South Asia,which gained extensive attention from the international community.To promote the implementation of the“The Belt and Road”initiative,it is necessary to not only build good infrastructure to promote economic and trade exchanges between countries,but also create a good public opinion environment to enhance exchanges and mutual trust between countries.New media,as one of the main channels of information communication in the current era,plays an important role in spreading the culture of“The Belt and Road”initiative and promoting economic cooperation among countries with its characteristics of flexibility,interactivity and high efficiency.Exploring the role of new media in promoting the political,cultural and economic aspects of the“The Belt and Road”initiative will be of great significance to mastering the power of discourse of the Silk Road and strengthening the exchanges and cooperation among countries along the route.

Quantitative Analysis of Mainstream Media Coverage of the“One Belt and One Road”Initiative in Central Asian Countries

Five Central Asian countries are active participants in the construction of“One Belt and One Road”.Understanding the acceptance and participation of the“One Belt and One Road”Initiative by Central Asian countries will help promote the dissemination of some relevant issues,deepen the understanding of“One Belt and One Road”Initiative among the people of the five Central Asian countries,and promote the joint development of“One Belt and One Road”to be deeper and more concrete.This paper takes the official reports related to the“One Belt and One Road”Initiative among the five countries as samples,and on the basis of sorting out the number of reports and analyzing the content of the reports,uses Python language to conduct text mining,and analyzes in detail the reporting tendency and its causes.It is found that due to the different national conditions of Central Asian countries and the development level of their cooperation with China,there are differences in the number and content of the“One Belt and One Road”Initiative reports.Therefore,in addition to strengthening political mutual trust,different communication strategies should be adopted in economic,cultural,and media cooperation to spread the“One Belt and One Road”Initiative to Central Asian countries.

A Comparative Study of Humanistic Exchange and Cooperation between China and Southeast Asian in the Perspective of "the Belt and Road" Initiative

In the exchanges between different countries,apart from enhancing political mutual trust and strengthening pragmatic cooperation,it is of great importance to forging humanistic exchange.With a long history of exchanges between China and all the countries in South-east Asia,the humanistic exchange between China and South-east Asia has been continuing since the founding of the People's Republic of China.After the establishment of China-ASEAN dialogue relations,the strategic position of humanistic exchange has been rapidly improved.By means of the case study of Confucius Institute,sister cities,and tourism cooperation,the author has found that humanistic exchange between China and South-east Asia has enjoyed a long history and embodied profound and extensive meaning.It is the ancient Maritime Silk Road that helped to form the exchanges between China and South-east Asia.In the meantime,it is the 21st-Century Maritime Silk Road that has deepened this friendship.The successful experience of humanistic exchange and cooperation between China and South-east Asia has not only consolidated the China-ASEAN strategic partnership but also provided a conducive reference for people-to-people ties in the implementation of the Belt and Road Initiative.In addition,it has added dynamics and confidence to the building of a community with a shared future for mankind which is propelled by China's humanistic diplomacy.

Initial orbit determination of BDS-3 satellites based on new code signals

For the two newly launched satellites(PRN number 27 and 28) of the future global BeiDou navigation satellite system(BDS-3), there is no available broadcast ephemeris data and other initial orbit information, but the initial orbit is the fundamental of the comprehensive analysis of the satellites and their signals. Precise orbit determination(POD) also requires determination of a priori initial value with a certain precision in order to avoid problems such as filter divergence during POD. Compared with the Newton iteration method, which relies on the initial value, this study utilizes the Bancroft algorithm to directly solve the nonlinear equations with the advantage of numerical stability. The initial orbits of these two satellites are calculated based on new code signals, and their results are analyzed and discussed. The experimental results show that, with the exception of very few epochs, when the new code signal is utilized, the median and robust variance factor of the observed residuals computed using pseudo-range observations and the solved initial orbits are less than 4 and 2 m, respectively. It also shows that this solution can be used for rapid initial orbit recovery after maneuvers of the new BeiDou satellites.

Initial Rifting Age of the Nearly N–S Rifts in Southern Tibetan Plateau:New Evidence from the Age limit of the Early Sediments

Objective The nearly parallel N-S-trending rifts in southern Tibet represent the E-W extension of the Tibet Plateau. Most data which constrained the age of the extensional deformation come from isotopic dating of the dikes probably related to the activity of the nearly N-S faulting and micas from hydrothermal activity and the low- temperature thermochronology of plateau uplift. Previous research shows that there are at least three different ideas about the age of the rifts： （1） older than 16-12 Ma, （2） 14- 10 Ma, and （3） 8-4 Ma （Fig. la）. For the old sedimentary strata represented the beginning of the rifting, the dating of the sediments helps to better define the initial rifting age.

Taxonomic notes and new species of the genus Minooa Yamanaka from Southeast Asia and China(Lepidoptera, Pyralidae,Pyralinae)

Two species of Minooa are revised from China and Southeast Asia,and one of these,Minooa carinata Qi,Bae&Li,sp.nov.is described as new to science,and M.acantha Qi,2016 is newly recorded from Vietnam.Photographs of adults,male and female genitalia are provided,along with a key for all species of Minooa.

New initial condition of the new agegraphic dark energy model

The initial condition Ωde（zini）=n^2（1＋zini）^-2/4 at zini = 2000,widely used to solve the differential equation of the density of the new agegraphic dark energy（NADE） Ωde,makes the NADE model a single-parameter dark-energy cosmological model.However,we find that this initial condition is only applicable in a flat universe with only dark energy and pressureless matter.In fact,in order to obtain more information from current observational data,such as the cosmic microwave background（CMB） and the baryon acoustic oscillations（BAO）,we need to consider the contribution of radiation.For this situation,the initial condition mentioned above becomes invalid.To overcome this shortcoming,we investigate the evolutions of dark energy in matter-dominated and radiation-dominated epochs,and obtain a new initial condition de（zini）=n2（1＋zini）-2（1＋F（zini））2/4 at z ini = 2000,where F（z）≡Ωr0（1＋z）/[Ωm0＋Ωr0（1＋z）] with Ωr0 and Ωm0 being the current density parameters of radiation and pressureless matter,respectively.This revised initial condition is applicable for the differential equation of Ωde obtained in the standard Friedmann-Robertson-Walker（FRW） universe with dark energy,pressureless matter,radiation,and even spatial curvature,and can still keep the NADE model as a single-parameter model.With the revised initial condition and the observational data of type Ia supernova（SNIa）,CMB,and BAO,we finally constrain the NADE model.The results show that the single free parameter n of the NADE model can be constrained tightly.

Diversifying on the Ark:multiple new endemic lineages of dwarf geckos from the Western Ghats provide insights into the systematics and biogeography of South Asian Cnemaspis(Reptilia:Squamata)

The highly speciose gekkonid genus Cnemaspis Strauch,1887 is polyphyletic,with three distantly related and geographically isolated clades from Africa,South Asia(SA),and Southeast Asia.At present,there are 85 known species within SA Cnemaspis,although the number continues to increase rapidly with focused surveys and rigorous taxonomic work.Recent studies have provided valuable insights into the diversity and evolutionary history of SA Cnemaspis;however,most of these studies lack sufficient sampling in the Western Ghats(WG),where the genus has its greatest diversity.We addressed this research gap by conducting extensive sampling across the WG and re-examining museum specimens,thus providing a systematic account of various extant Cnemaspis species along with their distribution and natural history.We described 12 new species and a southern WG endemic clade of SA Cnemaspis.Ten of the newly described species are endemic to the forests of the southern WG.We also identified 10 well-supported subclades that can be separated across morphological,geographic,and phylogenetic axes.A time-calibrated phylogeny and ancestral area reconstructions confirmed the Paleocene origin of SA Cnemaspis in the WG and provide insights into its evolutionary history and biogeography.The discovery of multiple endemic and deeply divergent lineages further highlights the evolutionary significance of the WG for lizards.

A NEW MODEL FOR CALCULATING PROPAGATION PRESSURE AND INITIATION PRESSURE OF PIPELINES WITH A LOCAL DENT

An analytical model of a ring with six yield hinges and two deformable arc segments is presented for. the prediction of the buckle propagation pressure and initiation pressure in offshore pipelines. The configuration of a fully collapsed ring is considered as a real dumbbell shape with a line touch between two 'bells', instead of the dumbbell shape with a point touch of two diametrically opposite points. Calculations are performed assuming that the dominant effect on the plastic energy dissipation has the circumferential bending mode. For the linear strain-hardening materials it is found that theoretical predictions based on the above model for both propagation pressure and initiation nressure are in good agreement with experimental results of Kyriakides et al.
