Information Systems Security Threats and Vulnerabilities: A Case of the Institute of Accountancy Arusha (IAA)

All modern computer users need to be concerned about information system security (individuals and organisations). Many businesses established various security structures to protect information system security from harmful occurrences by implementing security procedures, processes, policies, and information system security organisational structures to ensure data security. Despite all the precautions, information security remains a disaster in Tanzania’s learning institutions. The fundamental issue appears to be a lack of awareness of crucial information security factors. Various companies have different security issues due to differences in ICT infrastructure, implementations, and usage. The study focuses on identifying information system security threats and vulnerabilities in public higher learning institutions in Tanzania, particularly the Institute of Accountancy Arusha (IAA). The study involved all employees of IAA, academics, and other supporting staff, which totalled 302, and the sample size was 170. The study utilised a descriptive research design, where the quantitative methodology was used through a five-point Likert scale questionnaire, and found that key factors that affect the security of information systems at IAA include human factors, policy-related issues, work environment and demographic factors. The study proposed regular awareness and training programs;an increase in women’s awareness of information system security;proper policy creation and reviews every 4 years;promote actions that lessen information system security threats and vulnerabilities, and the creation of information system security policy documents independently from ICT policy.

Numerical Simulation of Dynamic Response of Towed Systems

In this paper, the dynamic response of undersea -+towed systems is numerically simulated. A two body towed system is especially considered in detail. The factors influencing the heave of towed-bodies, such as the weight of the towed-body (in sea water), the length and the weight (in sea water) per unit length of the cable between towed-bodies and towing ship, are investigated in detail. Calculations show that the two-body towed system can greatly increases the stability of the towed system.

Dynamic Analysis of Towed and Variable Length Cable Systems

Towed cable systems are frequently used in marine measurements where the length of the towed cable varies during launch and recovery. In this paper a novel method for modeling variable length cable systems is introduced based on the finite segment formulation. The variable length of the towed cable is described by changing the length of the segment near the towing point and by increasing or decreasing the number of the discrete segments of the cable. In this way, the elastic effects of the cable can be easily handled since geometry and material properties of each segment are kept constant. Experimental results show that the dynamic behavior of the towed cable is consistent between the model and the physical cable. Results show that the model provides numerical efficiency and simulation accuracy for the variable length towed system.

Analysis on the Reform and Improvement of Institutions Retiree Income System

Norms of the institution retiree subsidies are important measures to protect and improve people's livelihood, as well as maintain the stability of the retiree group. The income of institution retiree was studied by analyzing its policies and implementations, also some problems were pointed out such as lacking of subsidy standards,no convergence with the historical data,and the existence of special subsidies. Hence,in order to make a smooth transition and improve the pension insurance system of institution, implementing differentiating subsidies and establishing multi-pillar pension insurance system were proposed to solve the problems above.

Institutional Change Logic of the Reform of the Emergency Management of the Super - ministry System

As the typical institutional change,the reform of the emergency management of the super-ministry system embodies itself not only in the integration of emergency function and the combination of organizations,but also in the mechanism reform of the emergency management.As a result,it cannot avoid the accumulation logic,the intentional logic and the isomorphic logic of institutional change.It manifests as follows:from the perspective of the accumulation logic,the reform of the emergency management of the super-ministry system is influenced by the historical context and the original institution;from the perspective of intentional logic,it is influenced by the thinking set and the benefit game;from the perspective of isomorphic logic,it is constrained by the political and social structure and the institutional supply shortage.

Analysis on Discipline Construction and Development Strategy of National-level Professional Research Institutes

Discipline construction is development core of a professional research institute. The paper describes function,guiding ideology,and construction of discipline construction,based on giving a national-level professional research institute directly under the Ministry of Science and Technology,as an example. Furthermore,according to current situation of discipline construction in a professional research institute,the paper discusses development ideas of discipline construction. The final goal of the paper is to provide basis and reference for reinforcing discipline construction of professional research institutes.

Construction of Rural Grass-roots Water Conservancy Service System in the Context of Institutional Changes

At present,it is urgent to solve problems of reforming and improving grass-roots water conservancy management mode in rural areas and improving rural water conservancy public service ability. Through analyzing institutional changes of grass-roots water conservancy management in rural areas,this paper discussed current situations and outstanding problems in grass-roots water conservancy services in rural areas of Kunming City. On the basis of current situations and problems,it came up with policy recommendations from reform of management institutions,reform of personnel system,construction of human resources,development of rural water use cooperation organizations,and improvement of fund input mechanism,to build rural grass-roots water conservancy service system.

Supporting farmer-managed irrigation systems in the Shigar valley, Karakorum： Role of the government and Aga Khan Rural Support Programme

Farmer-managed irrigation systems(FMIS) in the high altitude valleys of the Karakorum,Pakistan, continue to be managed effectively despite increased pressure on the social arrangements that sustain them. Colonial era records shows that over a century ago government agencies undertook irrigation support projects. In the past three decades,government agencies and the non-government agency Aga Khan Rural Support Programme(AKRSP), which channels foreign funds into the region, have actively engaged in the provision of irrigation support. This article seeks to explore whether such projects support or undermine farmer-managed irrigation systems and the complex institutional arrangements that underpin them. Field research using ethnographic and participatory methods was conducted in spring 2013 in the upper Shigar valley, Skardu district, GilgitBaltistan. The findings show that irrigation development is a political activity that involves village-based actors, religious leaders, local politicians,and government and non-government agencies.Government agencies operate in a largely top-down,engineering mode, their larger projects limited to villages suffering water scarcity. The local government provides small funds for renovation work of FMIS,though allocation of funds is highly politicized. Nongovernment agencies, for a variety of reasons including donor-funding cycles, apply a one-size-fitsall ‘participatory' model in an attempt to socially engineer rules and institutions. In communities divided by factionalism the use of such external models that stress formation of committees are unlikely to yield positive results, and could instead contribute to undermining the very systems they seek to support. This research argues that irrigation interventions should take care to build upon the rich and complex social arrangements that have sustained FMIS through the centuries.

边界与弹性:新时代教育评价改革的制度逻辑

新时代教育评价改革需要强化制度层面的认知与执行的双向路径,这正好切合于新制度主义理论关于制度研究主要关注的两个维度,一是属认知的制度分析、二是属实践的制度变迁。故此,在新制度主义理论的基础上,新时代教育评价改革需要依循制度“认知-执行”双向路径对应的“边界-弹性”的双层逻辑框架。认知层上,通过制度分析的相关理论分析,发现新时代教育评价改革的制度认知要基于边界逻辑,即执行主体要理清制度价值层面的“多元”价值边界、主体层面的“规范”权责边界、技术层面的“有限”技术边界,以塑造对制度的理性认知;实践层上,通过制度变迁的相关理论分析,发现新时代教育评价改革的制度执行要基于弹性逻辑,即在制度执行前秉持弹性理念、执行中开展弹性实践以及执行后进行弹性评价,以促使新时代教育评价改革充分落地。

Research on Talent Training System of Marine Cultural Industry Based on Collaborative Innovation of Governments,Enterprises,Colleges,Scientific Institutions and Users

This paper focuses on the coupling between talent training system of marine cultural industry and collaborative innovation of govern-ments, enterprises, colleges, scientific institutions and users. Firstly, the significance of talent training in marine cultural industry for the construction of China as a maritime power was analyzed. Secondly, the current situation of talent training in China＇s marine cultural industry and the existing problems were analyzed. Finally, how to integrate the collaborative innovation of governments, enterprises, colleges, scientific institutions and us-ers into the talent training system of marine cultural industry was explored to help talent training to break through the bottleneck and promote the vig-orous development of marine cultural industry.

气候风险与系统性风险传染——来自中国上市金融机构的经验证据

本文基于2011—2021年中国51家上市金融机构的微观数据,构建了金融机构间系统性风险传染网络,并从微观层面实证研究了气候风险对金融机构间系统性风险传染的影响及传导路径。研究发现,气候风险事件下金融机构间的网络关联度更紧密,彼此间的系统性风险传染水平显著提升。气候风险主要通过加大投资者恐慌情绪提升金融机构间的系统性风险传染水平。相较于大型金融机构,气候风险冲击下中小型金融机构的系统性风险输出与风险输入水平更高;经济政策不确定性的提高会进一步加剧气候风险对金融机构的负面冲击;《巴黎协定》的提出会缓解气候物理风险对金融机构间系统性风险传染的负面影响,但在一定程度上会加剧气候转型风险对金融机构间系统性风险传染的负面影响。本文为防范气候相关金融风险与维护金融体系的稳定提供了政策启示和决策参考。

基于LightGBM的拖曳系统动力响应预报方法

针对传统数值仿真计算方法耗时长、占用计算机资源多等缺点,提出基于LightGBM算法的拖曳系统动力响应进行评估的回归预测模型,以已有的OrcaFlex数值模拟得到的数据为样本,以拖曳系统上的海洋环境条件、拖船航速和下放缆长为特征,以动力响应为目标,引入LightGBM算法,对拖曳缆顶端张力最大值等动力响应进行预测分析。与传统数值模拟方法相比,LightGBM算法在保证结果准确性的同时大幅度提高了计算效率。通过与随机森林(RF)、极限梯度提升(XGBoost)算法相比,其准确度和计算效率的表现更好。最后提出了贝叶斯参数优化的LightGBM算法,准确度进一步提高,为提前采取措施保障拖曳系统的作业安全提供了一条高效的技术途径,同时为建立拖曳系统数字孪生体提供了有力的技术支撑。

我国高校院系治理的演进、困境与进路探赜

院系治理是大学治理能否实现现代化的关键。在协调党政关系主基调下,我国高校院系治理大致历经了“探索初创期”、“调适定型期”和“提质增效期”等三个演进阶段。当前,我国院系治理面临领导体制不健全、制度体系不完备、运行机制不通畅、治理主体权责失衡、党组织功能“悬浮化”等瓶颈和困境。推动院系治理现代化,应在遮蔽与澄清、守正与创新的动态调适中科学规避“制度移植陷阱”,创造性地推进党委领导下的校长负责制向院系层面的制度移植。在实践中,明晰院系党政共同领导下的分工负责制、完善党政联席会议制度、构建党政学协商共治模式、充分发挥党组织功能作用,是加快推进院系治理现代化的应然路径。

全民终身学习教育体系的制度比较——兼论中国体系的构想

终身学习理念及其教育实践在国际社会得到了广泛传播与接纳。我国也确立了构建全民终身学习教育体系的目标,但其制度路径仍有待厘清、制度实践尚需拓展和完善。基于新制度主义社会学分析框架,世界主要国家终身教育体系建构的制度比较与分析可提供一定借鉴。研究发现,各国终身学习教育体系的构建,均根植于其国家的价值传统,且生发于不同的制度领域。因此,我国构建服务全民的终身学习教育体系,可从我国的价值传统出发,在制度路径和运行机制方面展开制度设计。

我国养老服务产业优化发展策略研究

我国正处在人口老龄化进程加速发展的关键期,对养老服务产业提出了庞大需求。文章探索养老服务产业发展的优化策略,为政府决策提供现实依据。通过实地调研、访谈等方式调查国内养老服务产业的需求和供给现状,查找养老服务产业发展过程中的难点,结合对美国、澳大利亚、日本和德国等国家养老服务产业的文献分析,总结其成功的经验。基于上述分析研究,提出增加制度供给引导行业有序发展、鼓励参与主体公平竞争、建立多渠道筹资机制、探索长期护理保险制度、完善养老服务服务人才培养体系、建立资格准入制度、搭建人才发展平台等方面提出具体对策。

省级公益类科研院所创新绩效评估及实证研究

在深化完善科研院所分类改革背景下,构建以创新质量和贡献为导向的包括创新基础、创新产出、成果转化、履职定位、创新环境在内的公益类科研院所创新绩效评价指标体系,并基于山西省省属科研院所数据,对三类科研院所创新绩效进行测度。研究发现:(1)公益一类、公益二类、转制事业单位三类科研院所在职责任务、服务对象和资源配置上存在着较大不同,绩效评价重点也因之变化;(2)比较创新绩效差异性,三类院所在履职定位和创新环境方面得分较为均衡,而在成果转化、创新产出、创新基础3个指标呈现较大差异;(3)省级公益类科研院所在基础设施、创新平台、高层次人才、创新产出、科技成果转化方面有待改善。基于此,针对不同类型科研院所创新绩效水平提升提出策略,以期为地方科研事业单位创新绩效改革提供决策依据。
