Establishing a mechanism for international cooperation for Fukushima nuclear-contaminated water monitoring

The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety risks.Monitoring the unclear contaminated water is a starting point to combat these risks and seek remedies for the rights and interests of all concerned parties.The establishment of a mechanism for international cooperation in this respect is necessary to handle the risks of the Fukushima nuclear-contaminated water and to lay the foundation of a framework for tackling any future disposal of nuclear-contaminated water following Japan’s example.At present,the international legal systems in the spheres of nuclear safety and security,marine environmental protection,and other areas,as well as the questioning of the monitoring reports of the International Atomic Energy Agency(IAEA)by the relevant parties,the monitoring practices of historical nuclear accidents,and numerous radioactivity monitoring mechanisms have provided the institutional and practical basis for constructing such a mechanism.The mechanism can be promoted by the IAEA through its existing mechanisms or be jointly initiated by China,the Russian Federation,the Republic of Korea,the Democratic People’s Republic of Korea,and the Pacific Island countries,among other stakeholders.Specifically,this mechanism should consist of three levels:first,the framework of the basic legal system,including the cooperative principles of national sovereignty,interest-relatedness,and procedural fairness,and the signing of the Framework Convention on the Monitoring of Fukushima’s nuclear-contaminated water and its Optional Protocol;second,the organizational structure and its responsibilities,which may include the Conference of Parties as the decision-making body,the Secretariat as the central coordinating body,and the monitoring committees in various fields as specific implementing agencies;and third,specific administrative arrangements,which involve the standardization of monitoring,the management system of monitoring networks and stations,the rules for monitoring procedures,and the rules for the utilization of the monitoring data,etc.With the urgent need for the scientific and fair monitoring of Fukushima’s nuclear-contaminated water,China,as a stakeholder country,can promote the establishment of such a mechanism for monitoring nuclear-contaminated water through the following paths:①It is necessary to clarify the factors affecting the construction of an international cooperation mechanism for monitoring nuclear-contaminated water so as to ascertain the standpoints of the stakeholders,claims of their interests,contents of their cooperation,and the relevant international relations.②On the basis of existing practices,China should consider improving the monitoring mechanism to cope with the risks of the discharge of Fukushima’s nuclear-contaminated water by formulating targeted policies and systems,setting up specialized monitoring institutions,and establishing a systematic monitoring network system.③This is an effective way for China to actively promote the participation of stakeholders in the construction of an international cooperation mechanism for monitoring nuclear-contaminated water in Fukushima by further innovating the dissemination mechanism to address the risk of Fukushima’s nuclear-contaminated water discharging into the sea and facilitating the identification of issues for international cooperation in monitoring Fukushima’s nuclear-contaminated water based on the concept of a community with a shared future for mankind.

Innovative Exploration and Research on International Exchange and Cooperation Mechanisms under the Background of Hainan Free Trade Port

In order to explore and foster innovation in international exchange and cooperation,this study focuses on the background of the construction of the Hainan Free Trade Port.It delves into the current development status,characteristic demands,and potential challenges of its international exchange and cooperation mechanisms.Through a comprehensive analysis of relevant cases,survey questionnaires,and literature,this study aims to provide feasible innovative models and recommendations to promote the sustained development of the Hainan Free Trade Port in the field of international exchange and cooperation,injecting new vitality into China’s economic globalization.This exploration contributes to a deeper understanding of the development of free trade ports and provides insights and references for other countries and regions.

A Study on the Cooperative Mechanism of the Belt and Road Initiative from the Perspective of New Regionalism

The loosely-typed, duty-overlapped and subject-isolated cooperative mechanism of the Belt and Road Initiative has significantly limited the advancement of the initiative and affected the full play of its cooperative effect. New Regionalism is a theory of international relations that concerns international cooperation at the regional level. Its characteristics of multilevel, multi-topic and multi-subject conform to the cooperation needs of the Belt and Road Initiative and provide a guiding framework for the cooperative mechanism of the Initiative. According to the theoretical connotation of New Regionalism, the cooperative mechanism of the Belt and Road Initiative should enrich its cooperation forms, deepen cooperation topics and promote the participation of "State-Market-Society". This mechanism is expected to form various cooperation models, comprehensive governance and diversified participants to enable the smooth advancement of the Belt and Road Initiative.

Cooperative Mechanism of Supply Chain Under Asymmetric Information

The cooperative mechanism is one main issue in the decentralized supply chain system, especially in an asymmetric information structure. We analyze the non-cooperative game behavior of a 2-echelon distribution supply chain, compare the results with the system optimal solution, and give the supplier dominated cooperative mechanisms. We also analyze the validity of our contract under the asymmetric retailers' holding cost information and give some useful conclusions.

Recommendations for Optimizing Internal Management Mechanism of Farmers' Specialized Cooperatives

Based on the survey of 38 farmers' specialized cooperatives in Hubei Province,this paper analyzed existing problems in internal management mechanism of cooperatives,including widespread problem of centralized control,imperfect supervision mechanism,lack of effective incentive mechanism,insufficient specialized personnel,and limited participation of cooperative members in management. It elaborated causes for these problems from the perspective of practice. Finally,it came up with recommendations for optimizing farmers' specialized cooperatives: building democratic decision making mechanism with coordination of cooperative members and able personnel,establishing supervision mechanism suitable for self demands,improving internal incentive mechanism,establishing talent introduction and cultivation mechanism in proper time,and strengthening internal member management of cooperatives.

Research on Benefit Distribution Mechanism of Farmers’ Specialized Cooperative Economic Organization

On the basis of conducting survey in Jiaonan City,the thesis analyzes benefit distribution mechanism of farmers’ specialized cooperative economic organizations:firstly,the benefit correlation is mainly the contract correlation;secondly,the profit distribution is mainly the dividend;thirdly,patronage refund has many connotations;fourthly,the public accumulation has not yet been quantified to individual;fifthly,the government support capital is ill-defined.Based on these,the measures are put forward in order to improve benefit distribution pattern of farmers’ specialized cooperative economic organizations:firstly,reform structure of property rights and realize farmers’ ownership;secondly,change mode of decision-making,and realize farmers’ control;thirdly,increase turnover rebate and realize farmers’ benefiting;fourthly,quantify public accumulation and government support fund.

The Obstacles,Paths and Mechanisms of the Sustainable Development of Farmers' Cooperatives in Hebei Province

Based on the description of the major role played by famers' cooperatives in developing rural economy and in increasing the income of farmers,the obstacles of the sustainable development of famers' cooperatives in Hebei Province are introduced.Firstly,the cooperative mechanism is imperfect;secondly,the development is substandard;thirdly,the coverage of preferential policy is limited;fourthly,the capitals and financing problem are difficult;fifthly,the operation is single;sixthly,the construction of marketing channels is the weak;seventhly,the professional talents are scarce.The sustainable development paths of famers' cooperatives in Heibei Province are analyzed.Firstly,conducting value-added processing and taking the way of materialized development,industrialized operation and enterprise-style management;secondly,implementing agricultural quality and brand strategy and moving into the high level market;thirdly,constructing modern agricultural marketing and taking the road of supermarket agriculture;fourthly,enforcing the management of information and getting efficiency from information;fifthly,developing recycling agriculture and taking the way of improving resource efficiency.There are five ways for establishing the operational mechanism of sustainable development of farmers' cooperatives in Heibei Province.The government should innovate the cooperation mechanism;innovating training and education mechanism;innovating production mechanism;innovating financial mechanism;innovating marketing mechanism.

Research on Trust Mechanism in Rural Cooperatives

The thesis introduces the generation and mechanism of action of trust during cooperation, which indicates that trust can activate the members' participation in management and investment, and preclude the generation of members' will and behavior of breach of contract so as to guarantee the stable development of farmers' cooperatives; the decreasing degree of trust can put sand in the wheels of farmers' cooperatives. Based on these, we conduct survey of questionnaire on 197 rural households of 10 farmers' cooperatives in Yanliang, Xi'an, Lintong and Yanglin . By analyzing the generation of trust mechanism and survey data, some suggestions are put forward as follows: promote inner communication; remodel the trust culture of informal system; hew to contractual system; perfect the system of motivation and punishment; establish the system of equal property right and investment; implement management and supervision by job rotation so as to promote the trust degree among the members of farmers' cooperatives and keep the benign recycle of "trust-cooperation".

Design of a Non-cooperative Target Capture Mechanism

A passive compliant non-cooperative target capture mechanism is designed to maintain the non-cooperative target on-orbit. When the relative position between capture mechanism and satellite is confirmed,a pair of four-bar linkages lock the docking ring,which is used for connecting the satellite and the rocket. The mathematical model of capture mechanism and capture space is built by the Denavit-Hartenberg(D-H)method,and the torque of each joint is analyzed by the Lagrange dynamic equation. Besides,the capture condition and the torque of every joint under different capture conditions are analyzed by simulation in MSC. Adams. The results indicate that the mechanism can capture the non-cooperative target satellite in a wide range. During the process of capture,the passive compliant mechanism at the bottom can increase capture space,thereby reducing the difficulty and enhance stability of the capture.

KD(D&K) and Double-Bases Cooperating Mechanism

KD(D&K) (Synthesized Knowledge Discovery System based on Database and KnowledgeBase Cooperating Mechanism) is first advanced in this paper on the basis of KDD (KnowledgeDiscovery System based on Database) and KDK (Knowledge Discovery System based on KnowledgeBase). KD (D&K) is not simple addition of KDD and KDK but a new system with absolutelynew character and essential development, which is distinct from KDD and KDK and includes them.Not only the generalized structural frame of control rules KD (D&K) acquiring method is proposed,but also the theoretical basis of its key technical problem--don ble-bases cooperating mechanism isdiscussed according to the original academic idea to restrict KDD by basic knowledge base.

KDD Based on Double-Base Cooperating Mechanism and Its Realization of Software

On the basis of KDD(Knowledge Discovery based on Database), this paper proposesthe general framework of open KDD system, discusses its theoretical foundation and realization of technology of its key technology-double base cooperating mechanism, and especially introduces themining method of cause-and-effect rule. The result of initial illustration shows that the structure ofKDD is effective and available.

A dynamic incentive and reputation mechanism for energy-efficient federated learning in 6G

As 5G becomes commercial,researchers have turned attention toward the Sixth-Generation(6G)network with the vision of connecting intelligence in a green energy-efficient manner.Federated learning triggers an upsurge of green intelligent services such as resources orchestration of communication infrastructures while preserving privacy and increasing communication efficiency.However,designing effective incentives in federated learning is challenging due to the dynamic available clients and the correlation between clients'contributions during the learning process.In this paper,we propose a dynamic incentive and reputation mechanism to improve energy efficiency and training performance of federated learning.The proposed incentive based on the Stackelberg game can timely adjust optimal energy consumption with changes in available clients during federated learning.Meanwhile,clients’contributions in reputation management are formulated based on the cooperative game to capture the correlation between tasks,which satisfies availability,fairness,and additivity.The simulation results show that the proposed scheme can significantly motivate high-performance clients to participate in federated learning and improve the accuracy and energy efficiency of the federated learning model.

A cooperative detection game:UAV swarm vs.one fast intruder

This paper studies a special defense game using unmanned aerial vehicle(UAV)swarm against a fast intruder.The fast intruder applies an offensive strategy based on the artificial potential field method and Apollonius circle to scout a certain destination.As defenders,the UAVs are arranged into three layers:the forward layer,the midfield layer and the back layer.The co-defense mechanism,including the role derivation method of UAV swarm and a guidance law based on the co-defense front point,is introduced for UAV swarm to co-detect the intruder.Besides,five formations are designed for comparative analysis when ten UAVs are applied.Through Monte Carlo experiments and ablation experiment,the effectiveness of the proposed co-defense method has been verified.

Reputational preference and other-regarding preference based rewarding mechanism promotes cooperation in spatial social dilemmas

To study the incentive mechanisms of cooperation, we propose a preference rewarding mechanism in the spatial prisoner’s dilemma game, which simultaneously considers reputational preference, other-regarding preference and the dynamic adjustment of vertex weight. The vertex weight of a player is adaptively adjusted according to the comparison result of his own reputation and the average reputation value of his immediate neighbors. Players are inclined to pay a personal cost to reward the cooperative neighbor with the greatest vertex weight. The vertex weight of a player is proportional to the preference rewards he can obtain from direct neighbors. We find that the preference rewarding mechanism significantly facilitates the evolution of cooperation, and the dynamic adjustment of vertex weight has powerful effect on the emergence of cooperative behavior. To validate multiple effects, strategy distribution and the average payoff and fitness of players are discussed in a microcosmic view.

Competition vs cooperation:renewable energy investment under cap-and-trade mechanisms

This paper explores the incentives of investment in renewable energy of two utility firms who compete or cooperate under either a cap-and-trade grandfathering mechanism(GM)or benchmarking mechanism(BM).We find that utility firms will invest in renewable energy more under BM than under GM,in both competitive and cooperative markets,and they will invest more in a competitive market than in a cooperative market,under either GM or BM.Furthermore,utility firms will produce more electricity and generate more total carbon emissions under BM than under GM.The profits of two firms,however,are higher in cooperative market than in competitive market.The government will benefit from implementing a BM to encourage utility firms to invest in renewable energy in a competing market.

The Coalition Cooperative Game Method and Its Application in Multi-objective Optimization Design

This paper proposes a multi-objective optimization design method based on the coalition cooperative game theory where the three design goals have been seen as three game players. By calculating the affecting factors and fuzzy clustering, the design variables are divided into different strategic spaces which belong to each player, then it constructs a payoff function based on the coalition mechanism. Each game player takes its own revenue function as a target and obtains the best strategy versus other players. The best strategies of all players consist of the strategy permutation of a round game and it obtains the final game solutions through multi-round games according to the convergence criterion. A multi-objective optimization example of the luff mechanism of compensative sheave block shows the effectiveness of the coalition cooperative game method.
