Teaching Reform and Practice of Finance under the Background of New Liberal Arts

Under the background of new liberal arts,the problems existing in the teaching process of Finance were re-examined.For instance,the setting of teaching objectives does not meet the requirements of construction of new liberal arts,and teaching content emphasizes theory;teaching method is single,and teaching assessment is not reasonable.It is proposed that the curriculum reform should be carried out from five dimensions:teaching objective,teaching content,teaching method,practice system and teaching evaluation,so as to meet the requirements of construction of new liberal arts.

Teaching Reform of Fundamentals of Combustion for Energy and Power Engineering Majors in Agricultural Colleges and Universities in the Context of New Engineering Course

The Fundamentals of Combustion course is an important compulsory course for Energy and Power Engineering Majors under the background of carbon peaking.According to the characteristics of teaching and scientific research at present,combined with the characteristics of complexity,interdisciplinary and rapid technology update of this course,this paper discusses the teaching content and teaching design of this course to meet the needs of talents of production,teaching and research under the background of new engineering course.It proposes more applicable teaching methods and practical means to broaden students horizons,stimulate students autonomous learning momentum,master the professional knowledge application ability,and cultivate innovative and competitive engineering professionals to adapt to the new energy strategy.

New College Entrance Examination Reform in the Zhejiang Province of China

This paper reviews the situation,challenge,and consequence of the new college entrance examination(NEMT)reform in the Zhejiang Province of China.By analyzing the issues arising from the new NEMT reform,the researchers analyze the effectiveness of the new college entrance examination reform in Zhejiang Province.Three main issues could be found in the new college entrance examination reform,which are difficult in class arrangements,increasing costs,and confusion for students in choosing future careers.The researchers compare the influence of these issues from the new college entrance examination reform with that of the labor markets.This review also indicates that the influence of the labor market exceeds that of issues from NEMT reform.Then the way career planning education under the new college entrance reform is discussed.

Reform Paths of Rural Land Property Rights System in the Context of Agricultural Modernization

The reform of rural land property rights system can promote large-scale and intensive agricultural production,improve the quality of laborers,improve agricultural production efficiency,increase farmers'income,and effectively promote the development of agricultural modernization.In the context of the reform of the"separation of three powers",the rural land property rights system still has problems in terms of ownership,use rights,disposal rights,and income rights,which affect the healthy development of agricultural modernization.In this situation,it is necessary to further clarify the subject of rural land ownership,thoroughly improve the right to use rural land,vigorously improve the right to dispose of rural land,effectively protect the right to benefit from rural land,and deeply promote the reform of the rural land property rights system in order to effectively promote the development of agricultural modernization.

Research on the Teaching Reform and Practice of the Food Analysis Course Under the New Situation

With the development of society,the overall development of various industries in our country is unprecedentedly prosperous.However,various damaging industries with the sole goal of profit have emerged,significantly reducing people’s experience in basic needs such as food,clothing,housing,and transportation.Food analysis course is an essential primary subject established by colleges and universities to cultivate food quality and safety talents.In order to further ensure the food safety of society,this article mainly analyzes the teaching reform path of food analysis courses under the new situation.We hope the views in this article can provide guidelines for relevant workers.

Considering Regional Connectivity and Policy Factors in the Simulation of Land Use Change in New Areas:A Case Study of Nansha New District,China

Numerous emerging development areas worldwide are receiving attention;however,current research on land use change simulation primarily concentrates on cities,urban clusters,or larger scales.Moreover,there is a limited focus on understanding the impact of regional connectivity with surrounding cities and policy factors on land use change in these new areas.In this context,the present study utilizes a cellular automata(CA)model to investigate land use changes in the case of Nansha New District in Guangzhou,China.Three scenarios are examined,emphasizing conventional locational factors,policy considerations,and the influence of regional connectivity with surrounding cities.The results reveal several key findings:(1)Between 2015 and 2021,Nansha New District experienced significant land use changes,with the most notable shifts observed in cultivated land,water area,and construction land.(2)The comprehensive scenario exhibited the highest simulation accuracy,indicating that Nansha New District,as an emerging area,is notably influenced by policy factors and regional connectivity with surrounding cities.(3)Predictions for land use changes in Nansha by 2030,based on the scenario with the highest level of simulation accuracy,suggest an increase in the proportion of cultivated and forest land areas,alongside a decrease in the proportion of construction land and water area.This study contributes valuable insights to relevant studies and policymakers alike.

Reform of Rural Land System from the Perspective of New Urbanization

In view of artificially high urbanization rate of China and possible causes,survey and data analysis methods were used to discuss reform of household registration system,and path for promoting rural land system reform. Results show that it is required to eliminate bottlenecks of land system in the advance of new urbanization process. In line with land system bottlenecks of new urbanization,it is recommended to take following measures.( i) Promoting land right confirmation centered land system reform.( ii) Weakening rural land ownership and stressing land use right.( iii) Establishing urban and rural integrated land market and putting an end to low cost urbanization road.( iv) Realizing asset value of rural construction land and tackling the problem of insufficient construction land.( v) Reforming the land expropriation system and increasing the share of gain in land value to farmers.( vi) Implementing different land policies to promote coordinated development of regional social economy.( vii) Establishing land circulation access system to ensure unchanged land use purpose and high efficient use.

Rethinking of Teaching Reform of Land Resource Management Discipline in Local Normal Colleges and Universities under the New Situation

The Agriculture and Forestry discipline in local normal colleges and universities plays an important role in cultivating talents and higher education to serve the local"agriculture,rural areas and farmers".The Land Resource Management discipline is a science that studies the use,allocation,and management of land resources and assets,and has comprehensive and practical features.In the context of the proposal of the rural revitalization strategy and the establishment of the Ministry of Natural Resources of the State Council,the importance of cultivating land resource management talents who understands both land planning and urban planning is self-evident,and the teaching reform of Land Resource Management discipline is receiving much attention.Taking the Land Resource Management discipline of Jiangxi Normal University,a key normal university in Jiangxi Province as an example,combining the characteristics of the discipline setting and the development process,we analyzed the existing problems in its development,so as to provide recommendations for the teaching reform of Land Resource Management discipline in local normal colleges and universities.

基于Landsat影像的雄安新区2013−2021年土地利用变化检测和生态政策评估

利用2013−2021年共9期Landsat8影像,采用面向对象的监督分类方法,得到新区逐年土地利用与覆盖分类结果,进行LUCC分析及生态品质评价.结论:1)分类结果总体精度>86.8%,K为0.81~0.88,优于同期FROM-GLC及GLC_FCS全球分类产品;2)雄安新区设立至今耕地面积减少,不透水面和林地面积增长,蓝绿空间面积占比由12%增加至30%,雄安3县(雄县、容城县和安新县)建设严格遵循了新区《规划纲要》中植树造林、城市发展、湿地涵养3项不同的建设任务,各县主要土地利用覆盖变化分别为耕地向林地的转变、耕地与不透水面的相互转变以及耕地向水体和水生植被的转变;3)不透水面扩张与城市建设对生态品质的负面影响正逐步被森林覆盖率、蓝绿空间面积增加带来的正面影响所抵消.总体看,雄安新区土地利用/覆盖变化遵循新区规划要求,体现了经济社会发展和生态建设的成果.

Analyzing land use characteristics of rural settlements on the urban fringe of Liangjiang New Area, Chongqing, China

The objective of this paper is to analyze land use characteristics of rural settlements in urban fringe so as to provide references for optimizing the regional distribution of rural settlements, consolidating rural settlements, and coordinating urban-rural integrated development. The methods of spatial statistical analysis, buffer analysis, Ripley's K function, kernel density analysis based on GIS(Geographic Information System) were used to analyze the characteristics of scale, spatial differentiation and spatial patterns of the rural settlements in Liangjiang New Area in Chongqing Municipality of China. The fractal dimension formula was also developed to reflect fractal feature of the rural settlements. The results show that, the scale of rural settlements in Liangjang New Area takes on distinct characteristics of spatial differentiation along with changes in elevation, gradient, location, geohazards distribution, and the like. The fractal characteristic of rural settlements has obvious regional variations subject to the 6 factors of location in the Liangjiang New Area. Overall, the worse the terrain conditions are, the larger the fractal dimension values become. The better the locationconditions, the larger the fractal dimension values are. The spatial pattern in the township scale presents three kinds of distribution as being aggregated, uniform and random. In contract, the spatial pattern in the plaque scale displays a banding distribution from a general view with several aggregation zones centering on each town center. From the results, we can see that the characteristics of rural settlements in urban fringe are more complicated. For such kind of rural settlements in special regions, in the rural land consolidation more attention should be paid to improve the rural living environments and public services, as well as to promote the harmonious relationship between the urban and rural areas.

Allocation of New Construction Land Based on Land Competitiveness Evaluation

Connotation of land competitiveness is expatiated from both the narrow sense and broad sense. Evaluation index system of land competitiveness is established according to the 2008 China Statistical Yearbook and 2008 China Land Resources Statistical Yearbook. Efficiency Coefficient Method and Principal Component Analysis Method are used to evaluate the land competitiveness of 31 provincial units in China. Result shows that in the year 2007, land competitiveness gradually decreases from southeast to northwest. The land competitiveness and GDP per unit land have significant negative correlation. The rank of approved new construction land has low positive correlation with the rank of land competitiveness in China. This indicates that there is little correlation between the allocation of regional new construction land and the land use efficiency. Therefore, it is suggested that regional allocation of new construction land should be treated differently based on the evaluation result of land competitiveness.

Study on the Influencing Factors of Land Transfer Price in the Context of Rural Land Reform

Agricultural land is the key to large-scale agricultural management,and the transfer price is the key to the success or failure of land transfer. At present,there are many problems in the pricing of rural land transfer in China,such as low price,random pricing,and large price difference,which seriously hinder the development of rural land transfer. Drawing lessons from the research results of domestic and foreign scholars,combined with the actual situation of rural land transfer in China,this paper analyzes the influencing factors of land transfer price in the context of rural land reform. Finally,according to the influence of different factors on the behavior of agricultural land transfer,this paper proposes establishing and perfecting the evaluation system of contracted land,perfecting the evaluation institution of transferred land assets and establishing a unified dynamic monitoring system of land transfer price in the whole country,and then driving the broad masses of farmers to get rich together,which is of great significance to achieving the revitalization of China’s rural areas.

Study on Deepening Rural Land Reform and Farmers’ Income

The rural land system reform is an essential part of China s rural economic system reform.In recent years,China s rural land system becomes gradually diversified,and is developing towards market and benefiting people,which is favorable for improving the rural economy.Through more than 40 years of reform and opening up,China s rural land system reform has been continuously deepened and sectionalized,which has also affected the income of farmers.Rural land reform provides great opportunities for farmers to increase their income and contribute to the realization of land asset income and interests.However,the rural land system reform also has some drawbacks,which limit the increase of farmers income.This paper attempts to analyze the internal logic of land system reform and farmers land interests,and accordingly comes up with recommendations for deepening the rural land reform.

A New Cultivation Technique of Cangmai 6005 for High Yield in Cangzhou Dry-alkali Land

Cangmai 6005 is a national wheat variety approved by Cangzhou Academy of Agriculture and Forestry Sciences,which has the characteristics of drought resistance,salt tolerance,high yield and stable yield. According to the characteristics of dry-alkali land in Cangzhou City and the variety characteristics,the new cultivation technique was completed.

Land use suitability analysis for town development planning in Nanjing hilly areas: A case study of Tangshan new town, China

Land use suitability analysis plays an important role in sustainable land use and solving environmental problems caused by rapid urban development.A land use suitability mapping approach for town development planning in hilly areas was constructed based on two multi-criteria evaluation methods:Weighted Linear Combination(WLC)and Ordered Weighted Averaging(OWA),to comparatively evaluate and map land use suitability of Tangshan new town in Nanjing,China.Fourteen evaluation factors related to topographic,environmental,socio-economics and historical sites data were used as suitability criteria.The analytic hierarchy process(AHP)method and GIS techniques were integrated into the evaluation models to create the land use suitability map for town development planning.The results of WLC approach showed that 11.4%of the total area is highly suitable while the 48.6%is unsuitable.The results of WLC and OWA approach showed the distribution of degree of land use suitability is almost the same.The areas located at the southern and eastern flat regions are highly suitable for land use,whereas the areas close to the mountain forests,steep slopes,waters,and hot springs,have lower suitability for land use.Sensitivity analysis indicated that the suitability results of the two proposed methods are robust.Indirect validation was achieved by mutual comparison of suitability maps derived from the WLC and OWA methods.It demonstrated that the overall agreement is 90.81%and kappa coefficient is 0.81,indicating that both methods provide very similar spatial suitability distributions.By overlaying the resultant map with the previous master plan map of Tangshan new town,the overlay map once again indicated a satisfactory ecological fit between the two maps.At last,several recommendations are proposed aiming at improving the long-term town development plan for Tangshan new town.

The Supply-Side Structural Reforms——Adapting to and Leading China's New Normal

The Central Economic Working Conference proposed supplyside structural reforms which can be regarded as major innovations and necessary measures that adapt to and lead the new normal of economic development. The 13^(th) Five Year Plan is a critical period for the transformation of economic development patterns and economic restructuring, so clarifying the theoretical values and practical significances of the supply-side structural reforms, making a clear explanation of the scientific connotations and policy implications of these reforms from a scientific standpoint, and discussing concrete measures to promote the reforms against the background of the economic new normal not only has academic values but also has important practical implications. Viewed from the practical standpoint of China' s new normal and through analyzing the basic national conditions, this article proposes a roadmap for implementing the proposed reforms and points out that only by doing well in the hybrid operation of "addition, subtraction, multiplication and division", based on the framework of the "five policy pillars", an innovative path of the supply-side structural reforms with Chinese characteristics can be paved.

Land system reform should protect farmers' interests

|Editorial Note|Land has become an issue of increasing social concern as demand continues to surge in the midst of economic development,urbanization and industrialization.The crux of the issue is the land regime. China has a unique dualistic land regime under which the land market has not been well developed.Based on a review and commentary of the existing land polices,this article elaborates on the deficiencies inherent in China’s dualistic land rights system and land market and offers policy recommendations for promoting land system reform and market development.This study will help us gain an in-depth understanding of the problems in China’s land regime.

Urban Construction Land Suitability Evaluation Based on Improved Multi-criteria Evaluation Based on GIS(MCE-GIS): Case of New Hefei City,China

Urban construction land suitability evaluation(UCLSE)is a complex system engineering and the basis for rational use of the limited urban land resources in China.It has an important practical value on urban construction land use planning and management from the angle of methodology.As a widely used technique,traditional multi-criteria evaluation based on GIS(MCE-GIS),is not suitable for UCLSE.This study develops an improved MCE-GIS method which could be more suitable for UCLSE based on urban complex ecological system theory and the summary of the shortcomings of traditional MCE-GIS.The improvements include three aspects:a composite evaluation index system rather than natural indexes alone,an index weight calculated by using fuzzy Analytic Hierarchy Process(AHP)method rather than the common AHP method,and the integrated overlay rule,which includes selecting the minimum value,weighted linear combination(WLC)and simple summation.The main advantage of this improved technique is that it can make UCLSE more comprehensive,more operational and more reasonable.It can provide a scientific basis for decision making in the planning and management of urban construction land use.The improved MCE-GIS system has been adopted in the New Hefei City,Anhui Province,China.Based on the results of UCLSE in New Hefei,three functional areas including construction-appropriate areas,construction-restricted areas and construction-forbidden areas could be worked out,in which 36.90%of the total study area could be developed as urban construction land and the remaining 63.10%should be protected as reserves land or as ecological land.Furthermore,the results can provide scientific decision support for spatial planning and eco-environment protection in New Hefei.

Survey on the Peasants' Will of Forest Land Transfer in the Reform of Collective Forest Right System——On the Case of 180 Peasant Households in Lishui City of Zhejiang Province

Taking sample survey in the eighteen villages of Yunhe, Longquan and Qingyuan County of Lishui City of Zhejiang Province, the results show that the forest land transfer of sample peasants is mainly transfer-out, the private treaty of forest land transfer is the main pattern of most peasant households, forest right trading market hasn't got wide approval in peasants, peasants' dependence on land is reducing, and so on. Through analysis, the reasons of influent transfer of forest land include peasant's subjective will, less type of transfer objects, dull information communication, big difference of expected price and imperfect development of intermediary organization. In order to promote a healthy development of forest land transfer, the paper puts forward proposals of strengthening policy publicity, improving system, identifying property right, pushing variety of transfer types, developing forest land market, cultivating subject of market and so on.
