Existing Problems and Recommendations for Cultivation of Agricultural Science and Technology Talents in China

China is a large agricultural country. Healthy and rapid development of agriculture plays an important role in overall socialist construction of China. To realize sustainable agricultural development,cultivation of agricultural science and technology innovation talents should be strengthened. Through analyzing existing problems in cultivation of agricultural science and technology innovation talents and combining actual situation of China's agricultural development,this paper came up with pertinent recommendations for strengthening China's agricultural science and technology talent cultivation,including improving agricultural science and technology innovation talent cultivation system,implementing " government- industry- university- institute" talent cultivation mode,speeding up construction of experimental teaching demonstration center,and applying human resource theories.

Existing Problems of Agricultural Development in China and Recommendations

In 2012,China's total grain yield reached 590 million tons and realized nine consecutive years of growth. This is huge historic achievement of China and also rare in development history of world agriculture. However,at the same time of making great achievements,China's agriculture is still confronted with many problems. On the basis of extensive survey,it pointed out 10 outstanding problems: farmland,labor,livestock power,water conservancy,input,agricultural disaster,ecological and environmental problem,waste of resources,economic scale and economic benefits. These problems have brought great adverse influence on China's agricultural development. In view of these problems,to realize sustainable,stable and healthy development of agriculture in the new period,it came up with following recommendations:( i)deepening the understanding;( ii) enforcing laws strictly;( iii) enhancing training;( iv) increasing benefits;( v) saving resources;( vi) protecting environment;( vii) developing science and technology;( viii) consolidating foundation.

Current Situations and Problems of Investment in Agricultural Capital Construction from the Perspective of Investment of Different Ministries and Commissions and Recommendations

Investment in agricultural capital construction is an important factor in improving China's agricultural productivity and international competitiveness. In recent years,the attention to the investment in agricultural capital construction has been lifted to a strategic height. However,there is still little research on the investment in agricultural capital construction. From the perspective of investment of different ministries and commissions,this paper systematically analyzed current situations,problems,and came up with recommendations for the investment in the agricultural capital construction. According to the results,( i) from 1983 to the present,China's investment in agricultural capital construction experienced three stages. Especially after 2010,the scale of investment in agricultural capital construction was huge,and it showed a rapid increasing trend;( ii) the investment in agricultural capital construction is characterized by " multi-sector investment,different departments having different investment priorities and investment scale in different periods";( iii) some investment projects are overlapping between departments,local areas are weak in providing support funds,project construction standard is single,and there are problems of attaching importance to the application,belittling the management,stressing the construction,belittling the maintenance,and serious brain drain;( iv) different departments have accumulated certain experience in long-term exploration. For example,they pay more attention to the refinement and differentiation of projects,focus on the development of targeted poverty alleviation,pay more attention to the " quality" of investment,and pay more attention to the transformation of agricultural production methods. Based on current situations and problems,it came up with recommendations including promoting the integration of funds for investment and project integration,strengthening the personnel cultivation,ensuring simultaneous construction and management of projects,stressing the maintenance after project construction,exploring new modes for project design,management,investment,and financing,and enhancing the support for special investment projects.

Research on the Causes and Governance of Non-standard Problems of Heterogeneous Agricultural Cooperatives-based on the Reality Observation from X County in Ganzi Prefecture, China

Over the years,the positive effect of the growth of China’s agricultural cooperatives on the development of rural economy is undoubted,but many problems have been exposed in practice,such as the non-standard problems of shell cooperatives.This paper takes 355 cooperatives in a county of Ganzi as an example to study the types and reasons of nonstandard phenomena in the development of heterogeneous cooperatives,and then puts forward the construction of cooperative governance mechanism based on principal-agent relationship;propagandizing the new cooperative law,enhancing the sense of legal system of members and other governance suggestions to promote the healthy and high-quality development of agricultural cooperatives.

Firstly,the current situation and existing problems of modern agricultural construction in Bijie experimental area were analyzed,and then the countermeasures of promoting construction and sustainable development of modern agriculture were proposed according to the reality of agricultural development in the Bijie experimental area.

By summarizing current situation of modern agriculture in Linyi City,problems faced by the development of modern agriculture in Linyi City under the background of helping poverty alleviation are analyzed.They are mainly the low degree of farmers'organization and the low level of agricultural industrialization;the low overall quality of farmers and the weak ability to absorb science,technology and culture;weak agricultural infrastructure and deterioration of agricultural ecological environment;inadequate agricultural scientific and technological innovation and slow popularization and application of achievements.A series of solutions and countermeasures are put forward to improve the degree of farmers'organization,enhance farmers'quality,increase investment in agricultural infrastructure,and accelerate the transformation of scientific and technological achievements.

Problems and Countermeasures for the Development of Modern Agriculture in Henan Province,China

Current status of agricultural development in Henan Province of China is analyzed,showing that the agricultural production condition is increasingly improved;food production reaches to a new level;characteristic agriculture and green agricultural production begin to take shape;the level of agricultural mechanization is significantly improved;and the agricultural standardization and opening degree are enhanced.Problems in the development of modern agriculture in Henan Province are pointed out,such as the prominent pressure on the increase in grain production,the great risks in food safety,the tough employment situation,and the weak ecological environment.Countermeasures for developing the modern agriculture in Henan Province are put forward,including stabilizing cultivation area,optimizing structure,relying on science and technology,doing everything possible to ensure the increase in grain production,strengthening the supervision on food safety,actively exploring the employment space of modern agriculture,and protecting ecological environment by modern agriculture.

Symmetry Reduction and Cauchy Problems for a Class of Fourth-Order Evolution Equations

We exploit higher-order conditional symmetry to reduce initial-value problems for evolution equations toCauchy problems for systems of ordinary differential equations (ODEs).We classify a class of fourth-order evolutionequations which admit certain higher-order generalized conditional symmetries (GCSs) and give some examples to showthe main reduction procedure.These reductions cannot be derived within the framework of the standard Lie approach,which hints that the technique presented here is something essential for the dimensional reduction of evolu tion equations.

An Adaptive Least-Squares Mixed Finite Element Method for Fourth Order Parabolic Problems

A least-squares mixed finite element (LSMFE) method for the numerical solution of fourth order parabolic problems analyzed and developed in this paper. The Ciarlet-Raviart mixed finite element space is used to approximate. The a posteriori error estimator which is needed in the adaptive refinement algorithm is proposed. The local evaluation of the least-squares functional serves as a posteriori error estimator. The posteriori errors are effectively estimated. The convergence of the adaptive least-squares mixed finite element method is proved.

The Problems of Coordinating Urban-rural Development of Chongqing City and Corresponding Measures of Financial System

The thesis researches urban-rural coordination which is incorporated into the framework of "agriculture,rural areas and farmers",and it focuses on farmers' human resources development,agricultural industrial adjustment,rural regional coordinated development and so on.The main problems existing in the process of coordinating urban-rural development of Chongqing City are discussed under the foregoing framework.We find that input and flow direction of capital deviating from "agriculture,rural areas and farmers" is the direct cause of insufficient rural educational input,insufficient agricultural input,and irrational rural input,while the fundamental reason lies in the irrational financial policy.Based on this,the measures of innovating upon financial policy and financial system are put forward.

A Fourth-Order Modified Method for the Cauchy Problem of the Modified Helmholtz Equation

This paper is concerned with the Cauchy problem for the modified Helmholtz equation in an infinite strip domain 0<x≤1,y∈R.The Cauchy data at x = 0 is given and the solution is then sought for the interval 0<x≤1.This problem is highly ill-posed and the solution(if it exists) does not depend continuously on the given data. In this paper,we propose a fourth-order modified method to solve the Cauchy problem. Convergence estimates are presented under the suitable choices of regularization parameters and the a priori assumption on the bounds of the exact solution.Numerical implementation is considered and the numerical examples show that our proposed method is effective and stable.

POSITIVE SOLUTIONS OF A FOURTH ORDER BOUNDARY VALUE PROBLEM

The existence of positive solutions of the nonlinear fourth order problemu (4)(x)=λa(x)f(u(x)), u(0)=u′(0)=u′(1)=u(1)=0is studied, where a:[0,1]→R may change sign, f(0)>0,λ>0 is sufficiently small. Our approach is based on the Leray-Schauder fixed point theorem.
