Discussion and Application of Planning EIA Index System in the Industrial Development Region Based on Low Carbon Economy

Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems.

Process Reengineering of Cold Chain Logistics of Agricultural Products Based on Low-carbon Economy

Through the process analysis of cold chain logistics of agricultural products,we find that cold chain logistics of agricultural products contradict the development model of low-carbon economy to some extent.We apply the development idea of low-carbon economy,introduce the thirdparty logistics companies,establish distribution center of cold chain logistics of agricultural products,and strengthen information sharing,to reengineer the process of cold chain logistics of agricultural products in China.The results show that applying low-carbon economy to process reengineering of cold chain logistics of agricultural products,has advantages of increasing added value of products,promoting scale merit and abating lag,plays a role in promoting emission reduction,high efficiency and environmental protection in the process of cold chain logistics of agricultural products in China.

Empirical analysis of Beijing forestry industrial structure and its competitiveness under the background of low carbon economy

With Shift-Share Method, the study implemented an empirical analysis of Beijing's forestry industrial structure and its regional competitiveness around China from 2002 to 2011.The results indicated that the development tendency of forestry industry structure will be gradually transferred from "primarysecondary –tertiary industry" into "tertiary-secondary-primary industry". As the study suggested that the basic position of the primary forestry industry should be strengthened and promoted, deep processing capacity and resources utilization of the secondary industry should be further developed, and the leading role of the tertiary industry should be further enhanced in accordance with the low carbon concept.

Exploring the “Green” Transformation Planning of Industrial Parks in the Era of Low Carbon Economy

The core function of the low carbon economy is to change the economic development trend of the whole society. It is necessary to carry out industrial transformation and upgrading according to the concept of sustainable development and to realize integrated technological innovation and efficient economic development without violating the law of ecological and environmental development. In the era of the low-carbon economy, industrial parks should solidly promote the green transformation planning process. Relying on the basic logical framework of green transformation of industrial parks, it can build a green development quality evaluation system of industrial parks and formulate a green planning mechanism and green economic cycle development model in line with the background of the low-carbon economy.

Tourism is of vital practical significance to low-carbon economic transition of resources-exhausted cities.By taking Gejiu City of Yunnan Province for example,the paper discussed that Gejiu City as the resources-exhausted city should positively develop tourism,particularly industrial heritage tourism,treating tourism development as the breakthrough and motive power of low-carbon economic transition of resources-exhausted cities,so as to walk out a unique road of tourism promoting low-carbon economic development.

建筑业减污降碳动态效率研究:基于Malmquist-Luenberger指数模型

减污降碳是实现建筑业高质量可持续发展的关键。以中国30个省市为研究对象,利用Malmquist-Luenberger指数模型对建筑业减污降碳效率进行测度,分析中国四大经济区域及省域2010—2020年间建筑业减污降碳效率的时序演变特征。结果显示,研究期内各地区ML指数整体上呈现出波动上升的趋势,东部地区的技术进步指数对综合效率值的提升起到促进作用,技术水平趋于平稳发展;中部地区的技术进步指数对综合效率值贡献最大;西部地区的规模效率变化指数在研究期内出现下降趋势,纯技术效率指数是提高综合效率指数的关键;东北地区的纯技术效率变化指数和规模效率变化指数显著增加。

Thoughts and Prospects for Promoting Energy-Saving and Carbon Footprint Reduction in the Non-Ferrous Metal Industry

As the upstream of high-energy consumption industries such as metallurgy and chemical enterprises, the “carbon neutrality” ability of mining and mining enterprises can have a strong influence on the progress of China’s non-ferrous metal industry to achieve the “double carbon” goal. According to the Global Mining Development Report 2021, although mining occupies an important position in global economic development, it also accounts for 4% to 7% of global greenhouse gas emissions. Therefore, as an important part of promoting China’s economic development and energy structure transformation, mining will also face scale adjustment. By investigating and studying the carbon emission sources of mining enterprises at the current stage at home and abroad, the carbon neutrality method that has been implemented in mines, and the future low-carbon technologies to be developed, this paper provides the thoughts and prospects for promoting the development of green mines, as well as the reference value for the transformation of China’s mining industry.

中国资源型城市研究进展——基于Citespace图谱分析

资源型城市健康发展涉及国家长远发展,基于598篇CSSCI文献,采用Citespace知识图谱分析法,揭示资源型城市的研究进展和趋势。结果显示,资源型城市研究经历了三个阶段:萌芽期、扩张期和成熟期。研究内容以政策导向为主,侧重城市经济和产业转型领域。随着“双碳”目标提出,研究逐渐关注低碳经济和生态文明。未来需要更多关注环保和低碳议题,促进跨领域、跨地区合作,推动资源型城市可持续发展。

基于VAR模型的物流业与碳排放动态关系研究——以安徽省为例

利用Granger因果关系检验、脉冲响应与方差分解方法,基于1995—2013年的安徽省样本数据,通过构建VAR模型对安徽省碳排放与物流业之间的动态响应关系进行实证研究。结果表明:物流业发展是碳排放量增加的格兰杰原因;安徽省物流业发展水平的迅速提高,引起能源消耗量的快速增加,使碳排放量不可避免地增加;但物流业发展水平达到一定阶段之后,人们的环保意识逐渐加强,碳排放量会出现下降。根据以上结论,提出促进物流产业低碳化发展的对策建议。

基于STIRPAT模型的临沂市工业碳排放分析及预测

为使省、市级区域更好地实施碳减排,根据2009—2019年临沂市工业碳排放数据建立可拓展的随机性环境影响评估(STIRPAT)模型,定量分析了临沂市工业碳排放量与企业固定资产、人均工业生产增加值、能源强度和能源结构的关系,通过岭回归消除各自变量之间的共线性问题,得出企业固定资产、人均工业生产增加值、能源强度、原煤占能源消耗比和净购入电力每变化1%,临沂市工业碳排放量相应变化0.069 37%,0.016 30%,0.214 60%,0.550 00%,0.214 60%。基于灰色预测模型GM(1,1)预测了人均工业生产增加值,并通过设置6种不同的情景预测了2020—2030年临沂市的工业碳排放量,通过对比结果得出,保持工业产值适度增长、加大能源结构优化、降低能源强度是减少临沂市工业碳排放的有效路径。

基于RAGA-PP模型的中国产业结构低碳优化研究

以低碳经济和产业结构优化相关理论为基础,认为技术创新、产业共生、能源结构和环境规制驱动产业结构低碳优化,由此构建产业结构低碳优化的实现机理模型,并从产业结构高度化、合理化、生态化三个方面构建评价指标体系,利用基于加速遗传算法(RAGA)的投影寻踪模型(PP)从时、空两个维度综合评价中国产业结构低碳优化水平,据此给出提升产业结构低碳优化水平的对策建议。

基于DEA的我国能源效率分析及路径选择

文章基于1978-2013年的年度数据,运用数据包络分析(DEA)方法,对我国能源效率进行了实证研究,发现改革开放以来我国能源效率在不断提高。通过考察能源经济效率、产业结构变化、技术水平以及能源加工转换效率,进一步证明了我国能源效率在提高。在能源经济效率方面,我国万元生产总值能耗的变动表现出明显的下降趋势;在产业结构方面,随着工业转为相对集约的发展模式,能源利用效率也随之提高;在技术水平方面,我国越来越重视科技投入,注重技术进步对提高能源效率的长期正向作用;在能源加工转换效率方面,我国能源效率也在提高。然而,在能源结构、产业化发展、技术水平以及与国际相比较方面,我国能源效率都比较低。因此,我国需要建立健全能源政策,重视可再生能源发展;需要积极调整产业结构,加强能源研发投入,提升技术水平;通过加强能源国际合作,提升我国能源效率。

打造我国5A级天然气产业链的若干思考

从全球能源演变过程来看,能源清洁低碳化利用是应对全球气候变化和构建和谐生态环境的必由之路。在对全球能源发展趋势分析的基础上,重点研究了天然气在实现能源消费结构转型升级过程中的重要地位和作用。通过分析天然气成为我国主体能源的现实条件和市场基础,提出了从供给侧打造我国5A级,即"可获得、运得到、用得稳、买得起、有责任"天然气产业链的战略构想,以及通过深化天然气体制改革和政策支持相结合的近中期和中长期实施路径及建议。

基于BP-DEMATEL的陕西省制造业低碳经济影响因素研究

制造业低碳经济发展是国家生态文明建设战略的重要内容。然而,由于地区经济状况不同,我国不同区域制造业低碳经济水平呈现出巨大的差异。近年来,省级区域已成为制造业低碳经济研究的有力入手点,因此,识别区域制造业低碳经济影响因素对其发展具有重要的现实意义。本文构建了陕西省制造业低碳经济影响因素指标体系,采用BP-DEMATEL方法分析并识别了强驱动型因素、普通驱动型因素、强特征型因素和普通特征型因素,并根据分析结果提出了对策和建议。

近年来,绿色低碳转型成为全球新一轮产业竞争的前沿端口,国际产业链和分工体系正发生深度演变,全球性的绿色低碳发展新赛道正逐步形成。产业链绿色低碳转型不仅是我国实现“双碳”目标的必然要求,也是抢抓全球低碳经济发展新机遇的主动作为,立足于全球产业链绿色低碳转型的影响要素及作用传导机理,探究中国产业链绿色低碳转型面临的国内外双重机遇和挑战,提出新发展格局下持续推动产业结构和能源结构调整的现实逻辑。从积极参与全球气候治理、加快发展方式绿色转型、改革低碳绿色政策机制角度对中国产业链绿色低碳转型提出具体建议。

低碳经济背景下我国现代化皮革产业绿色转型发展研究

党的二十大报告明确指出,在推进“十四五”发展进程中始终要注重绿色转型发展,实施全面节约战略,加快发展绿色低碳产业,积极倡导低碳绿色消费,积极推动形成绿色低碳的生产生活方式。为了能够更好地顺应低碳经济发展形势,深入贯彻落实循环经济发展战略,转变产业发展模式,实现健康稳定发展,本文以我国皮革产业为研究对象,在低碳经济背景下,深度分析皮革产业发展现状及存在的问题。在此基础上,从产品生产、经营模式、制造工艺、经营方式等角度入手来探讨现代化皮革产业绿色转型发展出路。

产业链创新链融合对低碳转型的影响效应研究

加快实施创新驱动发展战略,促进产业链与创新链融合是实现低碳转型的重要举措。在梳理产业链创新链助推低碳转型相关文献的基础上,利用中国省级面板数据系统考察了产业链创新链融合对低碳转型的复杂影响效应。研究结果表明:(1)产业链创新链融合显著促进了低碳转型发展,这一结论在经过多重稳健性检验后依然成立,并且产业链创新链融合对低碳转型的影响在双重目标约束下存在一定的异质性。(2)机制分析表明产业链创新链融合可以通过产业结构升级、绿色技术进步和能源效率提升等路径推动低碳转型发展。(3)进一步分析发现在实现低碳转型的过程中,产业链创新链融合效果呈现出“先降后增”的“U”型阶段性特征。

环境规制与低碳经济发展——产业结构优化视角

产业结构优化是我国实现降碳减排绿色发展的重要抓手,文章在构建环境规制-产业结构优化-低碳经济(LCE)转型的逻辑框架基础上,进一步结合中介效应模型与面板门槛模型考察产业结构优化过程中环境规制对LCE发展的传导机制与异质性。研究发现:(1)环境规制对产业结构优化起到进入壁垒机制与技术创新机制双重作用,且呈“U”型关系;(2)产业结构优化对LCE发展的影响取决于经济规模效应、技术效应及能源结构效应的叠加;(3)产业结构优化在环境规制影响LCE发展过程中存在“中介效应”与“调节效应”;(4)LCE转型时间路径模拟分析阐明,在实现环境污染区域协同规制的基础上,产业结构优化调整有助于减轻低碳转型代价,且严厉的碳减排约束效应可显著降低碳排放量。文章从产业结构优化视角拓展了LCE理论体系,为实现LCE转型提供良好策略。
