Spatiotemporal Differences and Classification Regulation of Urbanization Impact on Agricultural Development in Shrinking Areas:A Case Study of 15 Shrinking Cities in Three Provinces of Northeast China

Studying the impact of urbanization on agricultural development in shrinking areas is important for maintaining food security and promoted agricultural development in China.Based on the measurement results of the shrinking cities in the three provinces of Northeast China,this paper selects 15 shrinking cities as the research object,and constructs a multi-dimensional index system to explore the impact of the urbanization level of the shrinking areas on the agricultural development in the region since 2007–2019,analyzes the influencing factors and their differences by using the geographically-weighted regression model and Geodetector,and proposes a targeted regulation strategy.The results show that:1)overall,there is a negative correlation between the urbanization level and the agricultural development level in the contracted areas of the three northeastern provinces.The urbanization level in these areas has a certain negative impact on the overall level of agricultural development;2)regarding the time dimension,the impact of urbanization level on the agricultural development level in the contracted areas of the three northeastern provinces gradually increases over time;3)regarding the spatial pattern,the overall impact of shrinking urbanization levels in the three provinces of Northeast China on the agricultural development shows a significant distribution pattern of high in the east and low in the west;4)the total population and natural population growth rate at the end of the year were the main factors influencing a certain level of urbanization on agricultural development in the shrinking cities while population density and the urban fixed asset investment rate were the secondary factors;and 5)the main reasons why the level of agricultural development in different cities was affected by the level of urbanization were different.However,they can be categorized into areas of population loss and spatial construction,which can be further divided into area of population loss in the northeast,areas of negative population growth in the west,and areas of urban spatial change in the south.According to the causes of the impact,this paper adopted targeted regulation strategies and formulated relevant policies and solutions that cater to local conditions.

Relationship between the Three Laws of Dialectics of Nature and Agricultural Development

Based on the three laws of dialectics of nature-the law of unity of opposites, the law of mutual change of quality and the law of negation of negation, this paper analyzes the relationship between the three laws and agricultural development, and proposes making good use of the three laws to promote the better development of agriculture and realize agricultural modernization.

Socio-economic and energy-environmental impacts of technological change on China's agricultural development under the carbon neutrality strategy

Promoting agricultural modernisation through technological change is an important strategy for China.China's carbon neutrality strategy is leading to systemic socio-economic changes that could exacerbate the uncertainty of agricultural development.Therefore,applying a computable general equilibrium(CGE)model,this study characterises the agricultural sector in detail,introducing endogenous technological change proxied by research and development(R&D)to assess the impact of different technological change scenarios on agricultural development under the carbon neutrality target.The results show that allocating carbon revenue for R&D inputs can mitigate the significant negative impact of achieving carbon neutrality on knowledge capital and production in agricultural sectors.Overall,using carbon revenue only for R&D input in crop sectors has the optimal effect on increasing the agricultural sectors'knowledge capital,improving crop production and profit,reducing crop external dependence and promoting the synergistic reduction of carbon and pollutant emissions.However,this scenario has the largest negative impact on macro-economics and household welfare.In contrast,allocating carbon revenue to promote technological change in broader non-energy sectors or both crops and non-energy sectors can effectively mitigate negative socio-economic impacts,but the positive impact on agricultural development is minimal.These findings provide practical insights for the rational use of carbon revenue to expand agricultural R&D investment and ensure balanced agricultural and economic development under the carbon neutrality target.

Prospects of China's Agricultural Development

Remarkable achievements have been made in China＇s agricultural development since the late 1970s. Nevertheless, deep-rooted problems are arising from inefficient farming practices. From mid- and long-term perspectives, migration of China＇s agricultural labor will slow and large-scale operation of farmland will accelerate. Although grain supply and demand have maintained a tight balance, new potentials still exist in improving grain production. Under the pressures of resource and environmental constraints, advancing the green and efficient transition of agriculture will become a new trend in China＇s agricultural development. In this context, the treatment of agricultural pollution, supply-side structural reform and innovation of agricultural subsidy policy are of strategic significance to the transition and upgrade of China＇s agriculture.

Seven Decades of China's Agricultural Development:Achievements,Experience and Outlook

Over the past seven decades since the founding of the People's Republic of China in 1949,China's agriculture has been transformed beyond recognition.Tremendous progress has been made in China's agricultural output.China has made all-round achievements in its agriculture,forestry,livestock and fishery sectors,vastly improved agricultural production conditions,fostered new types of agricultural operators,increased opening-up,and delivered better living conditions for rural residents.China's agricultural development experience over the past seven decades can be summarized as follows:the Party's leadership over the work on agriculture,farmers and countryside,policy support and protection for agriculture,agri-technology innovation,and agricultural product market reform.In the new era,China's agriculture must follow a green and quality-oriented approach,and develop multifunctionality.China'should foster new-type agricultural operators and service entities,promote large-scale agriculture,encourage capital inputs in agriculture,integrate primary,secondary and tertiary agricultural industries,and bring about a new patter of agricultural opening-up.

ECOLOGICAL SECURITY EVALUATION OF SUSTAINABLE AGRICULTURAL DEVELOPMENT IN KARST MOUNTAINOUS AREA—A Case Study of Du'an Yao Autonomous County in Guangxi

Ecological security is the main task and applied field of present geography, resources and environment sciences and ecology. Ecological security evaluation will efficiently promote ecological security and environmental construction in regional land use. In this thesis, the authors put forward the index system of ecological security evaluation in karst mountainous area on three aspects, the pressure of resources and eco-environment, the quality of resources and eco-environment, and the ability of environmental protection and ecological improvement. Using the evaluation method with single index, based on the case study ofDu'an Yao Autonomous County of Guangxi Zhuang Autonomous Region, the system of synthetic regionalization of ecological agricultural economy was formed, which includes three regions, south region with basic security and synthetic agricultural development, east region with critical security and agriculture, forestry, animal husbandry balanced development, mid-west and south region with ecological insecurity and compounded agriculture and forestry management. Meanwhile, for these regions, the countermeasures of sustainable agricultural development were pointed out, which provide the basis and example for ecological regulation and control of sustainable agricultural development in counties ofkarst mountainous area.

Quantification of restricting factors of agricultural development in Min County of Gansu, China

Agricultural development in povertystricken areas is a major problem affecting agricultural modernization in China. This study discusses the restrictive factors affecting agricultural development in impoverished areas in China. A typical impoverished mountainous area, Min County,was selected for a case study. A regression analysis on the factors and characteristics of agricultural development in Min County between 1982 and 2017 was performed in this study. Taking agricultural output as the dependent variable, we selected nine main inputs of agricultural production in impoverished mountainous areas as the independent variables. Ridge regression analysis was carried out by testing for unit root and co-integration to verify the equilibrium relationship of the data. The results showed that the real Gross domestic product(GDP)per capita, the non-grain area ratio, the proportion of government expenditure on agriculture support to total expenditure, and the amount of chemical fertilizer applied in unit cultivated land area were the four most significant factors. The proportion of government expenditure on agriculture support to total expenditure was a negative influence, whereas the other three significant factors had a positive influence on agricultural output. This study highlights about the most significant factors affecting the agricultural development of impoverished mountainous regions in China.

Development Stage and Evolution Cause of European Union Agriculture and Suggestions for Chinese Agricultural Development

Agriculture is a basic industry related to national economy and people’s livelihood,and is also the cornerstone of national economic development. European Union(EU) is the second largest exporter of agricultural products in the world,and its agricultural production change has international influence. In this paper,starting from two angles of EU agricultural development scale and target,development stage of its agricultural production is explored,and development and evolution causes of EU agriculture are analyzed: efficiency and benefit targets cause change of EU agricultural management model; change of agricultural product supply-demand pattern leads the evolution of EU agricultural development idea; the reflection of agricultural development target impels the transformation of EU agricultural development. On this basis,the below conclusions are obtained: agricultural development could evolve according to the changes of economic and social conditions; it is a necessary requirement of promoting internal market stability and international market harmony to actively use agricultural support policies adapting to agricultural development at each stage; it is an important measurement of impelling agricultural modernization process to promote innovation of agricultural management model and development of market integration; it is an inevitable road of realizing sustainable development of agriculture to develop ecological agriculture and emphasize equal development of agriculture and countryside. On this basis,it could provide the reference for agricultural development of China based on EU agricultural development experience.

Coupling and coordination of provincial new urbanization and high-quality agricultural development in China, 2004-2018

The construction of a new type of urbanization is a necessary path for the development of modern cities,and a powerful support for coordinating the balanced development of urban and rural areas and promoting high-quality agricultural development.Based on the panel data of 30 provinces in China from 2004 to 2018,the article constructs a new urbanization and agricultural high-quality development evaluation system;then using the coupling coordination degree model and the spatial correlation analysis method,the paper empirically tests the coupling coordination of the two systems degree and its spatial relevance.The results of the study show that the average level of coupling and coordination between new urbanization and high-quality agricultural development in the period under study is at a barely coordinated level,with the highest level being moderately coordinated.There are significant inter-regional differences,with a higher level of coupling and coordination in the eastern regions and more room for improvement in the central and western regions.At this stage,the trend of"club convergence"is remarkable,with highhigh agglomeration and low-low agglomeration coexisting,and the polarization is serious.Therefore,comprehensively promoting the rural revitalization strategy,adhering to the integrated development of urban and rural areas,and enhancing inter-regional collaborative governance are powerful measures to promote the joint progress of new urbanization and high-quality agricultural development.

Interactive Effect and Spatial Characteristics of Agricultural Development Level and Transport Superiority Degree in Main Grain-producing Areas of the Central Jilin Province,China

To investigate the spatial synergy between agricultural development level and transport superiority degree in grain-producing areas of the central Jilin Province and the driving mechanism between them,22 counties in the central Jilin Province were used as the research units to calculate agricultural development level and transport superiority degree using the entropy weighting method,weighted travel time and raster cost distance.The spatial econometric model was used to analyze the mechanism of the mutual influence between the two.The main conclusions are as follows.1)Agricultural development level around Changchun,the provincial capital city,and in the areas of Changchun-Jilin and Changchun-Gongzhuling is high,whereas the development level of the counties in the southwest is low.2)Transport superiority degree of each county has improved,the overall connectivity of the road networks has been optimized,and the level of transportation accessibility has shown the development trend of‘centralization’,exhibiting the characteristics of proximity diffusion.3)Locally,there is spatial heterogeneity in the mutual driving effects of the two,with six main patterns.4)The theoretical conditions of von Thunen’s agricultural location have changed under the conditions of market economy due to the improvement of the transport networks,the new model of agricultural development,and the changes of the market system.

Analysis on the Influence of Computer Technology on Agricultural Development in China

Wide application of the computer-leading information technology is promoting tremendous changes in agricultural management,production,sales and agricultural science and technology,and education,showing broad application prospects,bringing unprecedented development opportunities to the information technology industry,greatly driving agricultural modernization,but also bringing challenges to agricultural science and technology workers to meet the agricultural information technology revolution. Information technology,as a kind of resource,is manifesting its functions in agricultural production and operation of agricultural products,and farmers are also paying more attention to the use of information technology to guide production and sales. China's Agricultural Development: Structural Contradictions and Policy Transition

The primary contradiction facing China's agricultural development has shifted from the previous undersupply to structural contradictions. This paper dissects these structural contradictions in terms of sectoral structure, product structure, organizational structure, technical structure, trade structure and spatial structure. Since reform and opening-up in 1978, China has followed a growth-oriented agricultural policy to ensure steady yield increase. Indeed, this policy has effectively increased the output of agricultural produce, safeguarded national food security, and enhanced agricultural production capabilities. However, China's agriculture is yet to become internationally competitive, increase efficiency and farmers' income, and improve the quality and safety of agricultural produce. As China's agricultural development enters into a new stage of comprehensive transition and upgrade, it is essential for China's agricultural policy to shift from the progrowth policy characterized by the dependence on chemical fertilizers and pesticides to an efficiency and quality-oriented policy that pursues green agriculture.

On the Economic Management of Information Technology in Agricultural Development and Strategy

Agricultural development and food security： The way out of crisis

The purpose of this study is to elicit how investments in agricultural development and food security would safeguard the Virgin Islands （BVI） and the Caribbean, by extension, from future global crisis. History shows that agriculture played a significant role in the rise of civilization globally and was the main contributor to the Caribbean economy before the 1950＇s. Overall, it was determined that the BVI population, in general, is desirous of more investment opportunities within the agricultural sector, to assist with the alleviation of poverty at the national level, to advance economic development and trade across the region and to make sustainable development more attainable for the Caribbean, as a whole. To do this, agricultural development and food security must become the focal point of the BVI and other Caribbean economies. Accordingly, the paper recommends that investment within the agricultural sector be undertaken more aggressively across the region. The mixed research approach method was used to validate these claims.

Coordinating environmental protection and agricultural development: a village-based case study for promoting green transformation

Balancing ecological preservation with sustainable agricultural practices is a global issue. Erhai Lake has felt this challenge keenly. To address it, in 2022, a Science and Technology Backyards(STBs) project was launched in Gusheng Village. The goal of this is to care for the environment while ensuring that farms and farmers can thrive sustainably. The uniqueness of the Erhai STB arises from its interdisciplinary integration, encompassing fields such as ecology, agronomy and social science, resulting in specifically-designed solutions for the Erhai context. While this model aligns with broader STB paradigms, its distinctive edge lies in technological innovation and robust support mechanisms for local agricultural stakeholders. This paper describes the methodology and outcomes of the STB initiative, highlighting its pivotal role in spearheading sustainable transition in Erhai. Preliminary findings underscore the potential of the STB model as an efficacious tool for harmonizing environmental conservation and agricultural practices, that are both financially and environmentally sustainable, rendering it a potential model for comparable regions in China and other counties.

Influencing Factors and Improvement Suggestions for Agricultural Green Development Performance:Empirical Insights from China

Agricultural green development is an essential direction for global sustainable agriculture.The academic literature,however,needs to place greater emphasis on studying the factors influencing agricultural green development performance and how such performance can be improved.A theoretical framework for agricultural green development performance was constructed in this paper using the Super-SBM model,which considers undesirable outputs,to measure the agricultural green development performance of 330 cities at or above the prefecture level in China(excluding Tibet Autonomous Region,Hong Kong,Macao and Taiwan of China)from 2007 to2018.Furthermore,the influencing mechanism of agricultural green development performance was then analyzed using a spatial econometric model.The results show that:1)from 2007 to 2018,China’s agricultural green development performance experienced three stages of evolution:‘rise,decline and rise’.2)The regions with high performance agricultural green development are mainly distributed in eastern China,northeastern China,and southern Qinghai Province.3)The agricultural economic level,industrialization process,and labor quality play significant roles in promoting local agricultural green development performance,while such performance is obviously inhibited by the openness level and the government’s environmental regulations.Local agricultural green development performance is significant inhibited by the agricultural economic level and accelerated industrialization process in neighboring cities,while significantly promoted by the agricultural industrial structure in neighboring cities.Some suggestions for improving agricultural green development performance are proposed based on these research results,which can provide scientific references for promoting sustainable agriculture.

Basic Path and System Construction of Green and Low-Carbon Agricultural Development with Respect to the Strategic Target of Carbon Peaking and Carbon Neutrality

The Dual Carbon strategy,which is aimed at achieving carbon peaking and carbon neutrality,is one of China's major strategiesinthecomingperiod.Agriculture is both an important source of greenhouse gas and a huge carbon sink system.To promote the Dual Carbon strategy,it is crucial for China to lay emphasis on green and low-carbon agricultural development.To achieve carbon peaking,agricultural carbonreduction and sequestration are significant means and haveegreat potential.Thisspaper firstly reviews the current situation of green and lowcarbon agricultural developmen.t.At present,the total agricultural carbon emissions in China are approaching the peak smoothly,and the proportion of carbon emissionsSgenerated by the use of such modern agricultural inputssas fertilizer and on-farm energy increases.Meanwhile,the operation of agricultural ecosystems in China demonstrates the strong capacity to absorb carbon.Then,the paper analyzes the main problems existing in green and low-carbon agricultural development,including excessive agricultural inputs and excessive consumption of fossil energy,the low utilization rate of agricultural resources,insufficient technical reserves for green and low-carbon agricultural development,and a weak supporting system.In the next part,the paper elaborates on the basic path and measures to realize green and low-carbon agriculturalddevelopment,such as strengthening the conservation of agricultural resources and improving the efficiency of resource utilization;enhancing the comprehensive treatment of agricultural non-point source pollution,realizing the reduction and efficiency of fertilizer and pesticide,resource utilization of agricultural wastes,and effective control of white agricultural pollution;cultivating,expanding and strengthening green and low-carbon agricultural industries,and greening the whole industrial chain of agricultural products from production,processing tocirculation;increasing scientific and technological innovation and building a scientific and technological support systems for green and low-carbon agricultural development.Finally,an institutional system to promote green and low-carbon agricultural development is constructed from the aspects of fiscal and taxation system,financial system,land management system,value realization mechanism of ecological products,and constraint and incentive mechanism,etc.This study provides a scientific basis for the further formulation of green and lowcarbon agricultural development policies and measures and relevant research.
