The writer thinks that in China we teach English as a foreign language instead of a second language, that the bilingual education is the supreme level of the foreign language acquisition, and that the final goal of the bilingual education is to make learners simultaneously think and use Chinese and English in both ways as well as communicate with one another in two languages according to the situational context. Therefore, it is not easy to practice the bilingual education in a country like China, which is still poor in the English language context. But the situation will change as China enters WTO and the globalization speeds up.展开更多

The paper presents research results on readiness of non-Georgian schools to implement multilingual educational programs effectively. The research studied the important factors influencing the effectiveness of bilingual educational programs, specifically (1) type of program, (2) human resources of schools and teachers professional development, (3) bilingual education as shared vision for all school stakeholders, and (4) community and parental involvement in designing and implementation of bilingual educational programs. The following research methods were used during the research: (1) quantitative and qualitative content analysis of bilingual educational programs of 26 non-Georgian schools of Kvemo Kartli and Samtskhe-Javakheti regions of Georgia, (2) quantitative survey of non-Georgian school principals through questionnaires, and (3) quantitative survey of non-Georgian schools' teachers of different subjective groups through questionnaire. The study revealed that schools are implementing mostly "weak" bilingual educational programs. The schools implementing bilingual educational programs do not have sufficient human resources, bilingual education is not a shared vision for all school stakeholders and parents and community are not actively involved in designing and implementation of the programs.展开更多

As English competence is regarded as a new kind of literacy tha...English, now being an international communication medium, has been promoted as the most important foreign language in school curricula in many countries. As English competence is regarded as a new kind of literacy that enables the "world citizens" to participate in the global community, various educational reforms in many countries have been implemented and new teaching approaches are introduced, aiming to provide quality English instruction for school children (Cha and Ham, 2008). Among them is a bilingual model-"content and language integrated learning (CLIL)", which serves as the umbrella term for approaches that give emphasis both on language learning and subject knowledge learning. This paper aims to start with a brief discussion of the global role of English in terms of its impact on school curricula and language policy making in EFL and ESL contexts. In the next section, further examination on sociolinguistic and cultural issues of bilingual education in EFL context will be presented and specific reference will be made to English education in China. Identification process of LEP (Limited English Proficient) students via nomination, testing and testing criteria to be identified as LEP, hence ESL if placed in the program is defined in detail Standardized testing process of these students based on the federal AYP (Adequate Yearly Progress) measures through regular state standardized tests depending on three types of instructional program that LEP student is placed in the school that are Bilingual Education Program, ESL Program, and Two-Way Immersion Dual Language Programs are described. Standardized testing process of these students based on the federal AYP measures through other means if exempted from regular state standardized tests such as LAT (Linguistically Accommodated Testing) and the conditions to be exempted are discussed in detail. Holistically rated English Language Proficiency Assessments that are implemented to fulfill federal AMAOs (Annual Measurable Achievement Objectives) measures are defined briefly. Physical features of LAT test as well as direct and indirect accommodations for LAT reading, mathematics and science tests are defined via the accommodation needed and the type of assistance provided. 文摘Globalization has developed into an ideological discourse that drives change,because of the perceived immediacy and need to adapt to a new world order.It has a significant impact on the political,social,economic,cultural,and educational aspects.A visible transition has also been occurring in higher education.The world has grown extremely competitive because of the expending of globalization.Universities all over the world have to enhance their competitiveness through Englishization in higher education.Taiwan is experiencing educational reforms in higher education,in a way in which it is similar to other Asian nations,in order to maintain its competitiveness in the world.This article focuses on how globalization exacerbates competitiveness around the world,particularly in the educational sectors.The aim of this study is to review and to define how globalization is affecting higher education and in what way it has an impact on education policy in the context of Taiwan’s higher education.The effects of globalization on global citizenship will also be examined,in order to give a full reflection.

文摘Worldwide,there has been a number of researchers studying how children acquire two or more languages since bilingualism or multilingualism were increasingly prevalent.China,a monolingual culture is a late participant engaged in the field of bilingualism studies.Recent years witnessed a growing number of Chinese parents who attempted to raise their children bilingual by speaking English to them at home,however,relevant research on bilingualism acquisition in China lagged behind.This article reviews existing studies on early child bilingualism acquisition and bilingual parenting,displays language context in China,and explores solutions to difficulties Chinese parents face.Different from their counterparts in culturally diverse context,these Chinese parents living in a monolingual environment were confronted with unique and more challenges:the quality of English they speak as a second language to children;the quantity of English input;the monolingual environment in China;and resistance to English by children.Solutions are proposed to tackle these issues respectively.

文摘English, now being an international communication medium, has been promoted as the most important foreign language in school curricula in many countries. As English competence is regarded as a new kind of literacy that enables the "world citizens" to participate in the global community, various educational reforms in many countries have been implemented and new teaching approaches are introduced, aiming to provide quality English instruction for school children (Cha and Ham, 2008). Among them is a bilingual model-"content and language integrated learning (CLIL)", which serves as the umbrella term for approaches that give emphasis both on language learning and subject knowledge learning. This paper aims to start with a brief discussion of the global role of English in terms of its impact on school curricula and language policy making in EFL and ESL contexts. In the next section, further examination on sociolinguistic and cultural issues of bilingual education in EFL context will be presented and specific reference will be made to English education in China. After that, major concepts of CLIL and cognitive development theories will be drawn on to explore the benefits and potentially problematic areas in bilingual education.

文摘This article discusses the result of cognitive deviation originating from the lexical and syntactic difference between English and Chinese. By analyzing three different aspects involved in this paper, namely, synthetic versus analytic, compact versus diffusive and hypotactic versus paratactic deviations, a conclusion can be drawn that consciousness of necessary information qualifies a translator for work only when he is familiar with this kind of cognitive deviation.
文摘A comprehensive overview of standardized testing system for ESL (English as a Second Language) students in U.S kindergarten thru grade 12 public school system is reviewed within the context of basis on federal and state laws, as well as instructional basis. Identification process of LEP (Limited English Proficient) students via nomination, testing and testing criteria to be identified as LEP, hence ESL if placed in the program is defined in detail Standardized testing process of these students based on the federal AYP (Adequate Yearly Progress) measures through regular state standardized tests depending on three types of instructional program that LEP student is placed in the school that are Bilingual Education Program, ESL Program, and Two-Way Immersion Dual Language Programs are described. Standardized testing process of these students based on the federal AYP measures through other means if exempted from regular state standardized tests such as LAT (Linguistically Accommodated Testing) and the conditions to be exempted are discussed in detail. Holistically rated English Language Proficiency Assessments that are implemented to fulfill federal AMAOs (Annual Measurable Achievement Objectives) measures are defined briefly. Physical features of LAT test as well as direct and indirect accommodations for LAT reading, mathematics and science tests are defined via the accommodation needed and the type of assistance provided. Lastly, testing criteria to exit LEP status and other issues concerning exiting LEP status are reviewed
文摘In order to accommodate the trend of high-speed railway signaling integrating with communication techniques,Basic Theory and Application of GSM-R is a crucial curriculum for students majoring in Traffic Information Engineering and Control and Transportation Engineering.It helps students to master the latest theory and application of train-ground communication techniques.However,with the application of the next generation railway mobile communication technique,several advanced communication techniques are presented in the form of English materials.It is of great significance to have a bilingual teaching mode for this course.This would contribute to cultivating research-oriented and professional talents with international competitiveness.Through the blended teaching reform of bilingual education,the proportion of topic selection of interdisciplinary research papers by postgraduates has increased from 6%to 15%.In this article,the characteristics and the current problems of bilingual teaching are discussed from theory to practice in three aspects:the production of bilingual courseware,the supplement of English materials,and the guidance of research topics.Additionally,corresponding teaching reform schemes are proposed in this article.
