Impact of China-ASEAN Free Trade Area on China's International Agricultural Trade and Its Regional Development

This study aims to examine the impact of the China-ASEAN Free Trade Area （CAFTA） on China＇s international agricultural trade and its regional agricultural development, using the Global Trade Analysis Project model and the China Agricultural Decision Support System. Our analysis showed that： （i） CAFTA will improve resource allocation efficiencies for both China and ASEAN and will promote bilateral agricultural trade and, hence, will have positive effects on the economic development of both sides; （ii） CAFTA will accelerate China＇s export of the agricultural commodities in which it has comparative advantages, such as vegetables, wheat and horticultural products, but at the same time bring about a large increase in imports of commodities such as vegetable oil and sugar; and （iii） CAFTA will have significantly varying impacts on China＇s regional agricultural development because of large differences in the agricultural production structure in each region. Our results indicate that agriculture in the northern, northeastern and eastern regions of China will benefit from CAFTA, whereas agriculture development in southern China will suffer. Those regional specific impacts are quite different from the effects brought by multilateral free trade treaties, such as those of the WTO, which usually have positive effects on south China but negative impacts on the northern and western parts of China.

Translation of Company Name swithin a Trade Globalization Context--A Case Study of Wuhan Pilot Free Trade Area

Under the further development of trade and economic globalization,the construction of free trade area provides a platform for local enterprises to"go out".In this context,the English translation of company names in Wuhan Pilot Free Trade Area is the basic guarantee for the company to further integrate into the international trade market.Based on the investigation of the current situation of translation of company names in Wuhan Area and the analysis of the problems in the translation,this paper puts forward some specific suggestions to improve the translation quality of company names.

The Shift in the Discourse About a Free Trade Area in the Brazilian Amazon： From Progress to Ecological Modernization

The Manaus Free Trade Area （ZFM） will end in 2023, but there is a proposal to amend the Brazilian Federal Constitution so that it lasts until 2073. From the understanding of discourse as a social practice, this paper is based on the analysis of 265 parliamentary pronouncements, 19 numbers of an institutional magazine, and 626 news texts from the most important local newspaper, all published between 2007 and 2010. It reveals a shift in the discourse about the ZFM, guided by ecological modernization. The industries are now presented as responsible for preserving the rainforest： it is said that if the tax incentives stop, there will be unemployment and deforestation. This tragic story line does not recognize the role of traditional peoples and communities in forest conservation and neither is open to the public debate about other models of development for the Amazon.

An Inquiry into the Approach to Asian Regional Trade Integration Under the Belt and Road Initiative——The Case of the Alignment of a China-Japan-South Korea Free Trade Area

It has been five years since the Belt and Road Initiative (BRI) was first introduced. Though there has been a growing body of literature on regional cooperation between covered countries, Japan and South Korea have been barely discussed. This paper starts with the consensus-based mechanism of a China-Japan-South Korea Free Trade Area (FTA) to probe the approach of its alignment with the BRI in terms of the sequence of “master plans,”“viability of cooperation,” and “embedding of rules.” This inquiry found that the three countries have a shared interest in cooperation in Central Asia to which China prefers a pragmatic approach, while Japan and South Korea an approach combining idealism with pragmatism. Given the huge potential of cooperation between the trio, it is suggested that a “Central Asia chapter” be incorporated in the negotiation framework of this trilateral FTA, and that the design feature three aspects;fundamental principles, specific rules, and an executive body with a view to functionally contributing to regional trade integration in Asia. This approach may also be applied to the alignment of other Asian areas with the BRI.

Path Selection of Xi＇an Free Trade Area Construction under the Strategy of Silk Road Economic Belt

From the present situation of worldwide flee-trade area and the new trend of reform and opening in China after 18 of the fifth plenary session, you can see that in domestic, the construction and development of free-trade area, taking regional core city as center, is economy transformation means under new normal economic environment, and new clues to improve the level of reform and opening. The establishments of free trade Area in Shanghai, Guangdong, Tianjin, Fujian provided references for establishing a free trade area of xi ＇ an under the background of the silk road economic belt construction. This article firstly analyzes the present domestic and foreign research situation and development trend; and then put forward the necessity of building Xi＇ an free trade area. Then discusses the Xi＇ an Silk Road economic belt free trade area construction strategy. Finally, in combination with the practical situation of Xi＇ an, it proposes path selection of Xi＇ an free trade area construction under the strategy of Silk Road economic belt.

Thinking on Establishing Free Trade Area of Central Asia

With the economic integration all over the world, it is necessary to establish the free trade area of central Asia, including Xinjiang. This paper analyses the demands on establishing free trade area in central Asia. According to the present statues of Xinjiang and five countries of central Asia, the developmental patterns are suggested. Furthermore, some policies and suggestions are proposed about the existing problems.

The Impact of High-standard Free Trade Areas on the Diversification of China's Export Products: Expanding Market or Intensifying Competition?

In the context of China's efforts to establish a global network of free trade areas and diversify its export products, this study explores the impact of trade agreement depth on China's export diversification. Building upon a trade model with multiproduct firms, we discover that the effect of trade agreement depth on export diversification is multifaceted, depending on the relative magnitude of the “market expansion effect” and the “competition intensification effect.” Through empirical analysis of China's exports to 132 countries (or regions) from 2000 to 2015, we find that the deepening of trade agreements affected China's export diversification negatively. This negative correlation was predominantly due to the similarity in comparative advantages between China and its trade partners, leading to the “competition intensification effect” overshadowing the “market expansion effect.” We also note that “natural” agreements, when deepened, were more likely to affect China's export diversification adversely than their “non-natural” counterparts. Moreover, as export diversification increased, the marginal impact of deepening trade agreements exhibited an inverted U-shaped trajectory.

“印太经济框架”新进展及其对亚太区域经济一体化的影响

“印太经济框架”(IPEF)以成员方自愿选取其四大支柱参与的“菜单式”合作,构建不同于传统自由贸易协定、聚焦新兴领域及高标准规则的新型经济框架。截至目前,“供应链”支柱协议已签署并生效,“清洁经济”“公平经济”支柱协议和IPEF协定也已实质性结束磋商。作为美国加速推进的“印太战略”的经济支柱,IPEF的地缘政治和意识形态色彩更为浓厚,尤其基于“价值观同盟”的区域供应链的构建与强化及对“美国优先”、对中国经济“去风险化”的发展与强调,使地缘经济分裂的风险进一步加剧,亚太区域经济一体化既有的进程受损、既定的目标趋弱、可能的路径分散,亚太自由贸易区议程的推进更为不易。中国自由贸易区提升战略的实施,应继续保持战略定力,持续推进亚太经合组织内部自由贸易协定能力建设与亚太自由贸易区议程及自身加入《全面与进步跨太平洋伙伴关系协定》(CPTPP)的进程,加快与IPEF、亚太经合组织、CPTPP成员双边自由贸易区的构建,适时扩容和升级《区域全面经济伙伴关系协定》(RCEP),并切实推动RCEP与CPTPP的融合发展,尽量减轻IPEF带给自身的战略压力。

CAFTA升级前后服务贸易开放对中国制造业服务化的影响研究

中国对东盟整体的服务贸易开放平均水平比东盟整体对中国的低,随着CAFTA的升级,二者水平均呈上升趋势,且波动幅度趋缓.东盟自贸区内各个国家相互之间的服务贸易开放水平各有不同,但中国与新加坡、泰国、菲律宾和越南等国的开放水平较高.运用国家投入产出表测度中国制造业投入服务化和产出服务化水平,发现二者都呈现逐年上升的趋势,且CAFTA升级后,制造业投入服务化水平上升幅度更明显.CAFTA的升级对中国制造业服务化水平的提升有显著的促进作用,中国对东盟的服务贸易开放水平对中国制造业投入服务化的影响更大,而东盟对中国的服务贸易开放对中国制造业产出服务化的影响程度相对较小.

自由贸易协定纵向深化对中国出口商品结构的影响——以CAFTA升级为准自然实验

自由贸易协定纵向深化是中国推进自由贸易区提升战略的重要内容,厘清其对出口商品结构优化的影响对实现出口贸易高质量发展具有重要意义。基于中国-东盟自由贸易区升级视角,运用双重差分法系统研究了自由贸易协定纵向深化对中国出口商品结构的影响。结果显示,自由贸易协定纵向深化对中国出口商品结构优化具有显著正向作用,这种正向效应在基础制造业中更凸显;自由贸易协定纵向深化通过价值链整合效应、外商投资激励效应和生产效率促进效应等途径显著促进了出口商品结构优化。基于此,提出了持续推进FTA纵向深化、扩大面向全球的高标准自由贸易区网络,畅通FTA纵向深化促进出口商品结构优化的作用渠道,推动装备制造业深度融入自由贸易区市场等对策建议。

“文商旅”融合视角下世界文化和旅游商品自由贸易中心的创建路径

“文商旅”融合是对文化、商业和旅游的三方资源进行整合,重构三者之间的关系,从而形成相互促进、共同发展、共享繁荣的经济态势。基于对金义片区的发展现状分析,该区在文化旅游、商业贸易等方面都具备先发优势与核心优势:一是商业活动发达,经济贡献显著;二是人文底蕴深厚,文化创意焕发;三是旅游资源丰富,精品项目频现;四是多元文化交融,多地民俗交织。在创建世界文化和旅游商品自由贸易中心方面提出以下路径:一是准确定位,开发三大旅游路线;二是发挥优势,融通三种品牌宣传平台;三是聚焦人才,打造一个文化双创高地,以供参考。

论上海建设中国特色国际体育贸易中心的战略路向——基于赛事、版权与转会市场的分析

近年来,上海出台了一系列促进体育产业改革与创新发展的战略规划和政策举措,提出了加快上海建设国际体育贸易中心的战略构想,但目前关于国际体育贸易中心建设的研究仍处于起步阶段。现从国际贸易学的“要素禀赋理论”和“比较优势理论”出发,结合全球著名国际体育贸易中心发展的历程与经验、上海建设国际体育贸易中心已经取得的经验和优势,同时运用PEST分析法、文献资料法、调研法和案例分析法,从国家战略与城市定位、体育产业结构状况、体育消费市场、体育产业政策等角度对上海建设国际贸易中心的内外部环境进行具体分析。通过研究发现当前上海市建设国际体育贸易中心存在体育赛事缺乏创新、版权保护形势严峻、体育产业结构不合理等诸多问题,并由此提出上海建设国际体育贸易中心要进一步促进中华文化与体育赛事的融合、强化版权保护、推动体育产业结构转型升级并强化运动员人力资本产权的界定等战略路向。

中国-东盟自贸区背景下食品类人才培养探究——以南宁学院食品质量与安全专业为例

广西是中国-东盟自由贸易区的开放前沿,其与东盟国家贸易的快速发展对区域内的食品类人才培养提出新要求。该文通过分析现阶段广西食品类人才在区域性国际化方向培养中存在的问题,立足南宁学院食品质量安全专业的办学特色,提出从实践教学体系、课程体系、教育评价体系及实践教学能力出发,探讨服务中国-东盟自贸区发展的人才培养模式,以期为区域性、复合型人才的培养模式提供新思路。

哈尔滨新区构建数字自贸区的必要性及路径研究

Advancing the Multilateral Regional Cooperation in Economy and Trade with the Scheme Reform of Zero Tariffs

China＇s tariff arrangement in the transition period after ＂entry to WTO＂ influences the process of the multilateral trade system in the world. Establishing the free trade area and customs union according to WTO/GATS 1994 article 24, or according to authorizing the clause （Enabling Clause ） to sign the regional trade agreement between developing countries or signed the protocol of economic integration taking promoting and serving the liberalization of trade as purpose according to WTO/GATS article 5, include the regional trade agreement in the multilateral trade system frame to standardize, supervise and coordinate to China, reduce trade protectionism and improve the multilateral trade system＇s influence in the world greatly. Drawing lessons from CEPA and China the system of the manoeuvre ahead of time of overall ＂entry to WTO＂ of ASEAN Free Trade Area and arrange, accelerate multilateral regional cooperation in economy and trade, zero tariff scheme reform favors route choice.

中国自由贸易试验区正定片区数字贸易规则与RCEP对接

近年来,全球数字贸易蓬勃发展,随着中国签订《区域全面经济伙伴关系协定》(RCEP)并正式实施,中国自由贸易试验区正定片区的数字贸易规则面临与RCEP对接的巨大挑战。在此背景下,本文基于SWOT分析法,分析了正定片区在数字贸易规则方面同RCEP对接存在的优势(S)、劣势(W)及面对的机遇(O)和威胁(T)。据此,文章提出了正定片区的数字贸易规则与RCEP对接应建立健全数字贸易规则相关法律法规、完善知识产权保护、推动RCEP对接等政策建议,以供参考。

中孟自由贸易区的贸易效应评估——基于动态GTAP模型的模拟

为全面评估中国—孟加拉国自由贸易协定的可行性及经济效应,本文基于2011—2022年中孟双边贸易的详细数据,从政治、经济两个方面分析中孟自贸区的建立基础,并运用GTAP模型评估中孟自贸区的贸易效应。结果表明:建立中孟自贸区可为两国带来明显的正向贸易效应,但需重点关注关税和非关税下降对孟加拉国的贸易条件带来的不良影响;总体来看,不同的开放设定对两国宏观层面的指标影响存在差异,同时由于两国要素禀赋不同,中孟两国产业所受影响具有非对称性,建立自贸区对两国部分产业有一定的不利冲击。文章基于上述结论给出相应对策,以期为中孟自贸区的建立提供理论支持和政策参考。

法文化视域下海南民族地区社会治理研究

在海南自由贸易港(以下简称自由贸易港)建设中,民族地区法文化活态和社会治理机制的探讨将为自由贸易港建设提供重要的法律资源和可靠的法律制度保障。海南是一个多民族聚居的省份,现有乐东、陵水、昌江、保亭、琼中、白沙6个民族自治县,这6个县拥有大量少数民族聚居区;此外五指山市、东方市、三亚市均有比较集中的少数民族聚居区。以黎族、苗族、回族为代表的族群在民族地区大量存在,这些民族地区还存在着隐形的家族组织和一系列的法文化活态,在自由贸易港建设背景下如何处理好民族地区法文化活态与社会治理的关系,对于实现民族地区的“善治”具有重要作用。探究民族地区治理模式、尊重民族传统文化、发挥族群自治功能等路径可以为海南民族地区社会治理提供有力支持。

自贸区背景下能源企业经营方式的变化及其应对策略

分析自由贸易区背景下能源企业经营方式的变化,并探讨能源企业应对这种变化的策略,为能源企业在自由贸易区背景下的经营方式履行提供理论支持和实践借鉴.研究发现,自由贸易区的设立为能源企业提供了更开放和有利的经济环境,吸引了大量的投资和贸易活动.在自由贸易区的经济环境下,其经营方式更注重环境保护、员工权益保障和社区发展支持等方面.通过对自由贸易区背景下能源企业经营方式的研究,得出结论:能源企业应积极主动地适应自由贸易区的经济环境,注重经营方式的履行,推动可持续发展和社会共同进步.为此,能源企业可以制定和实施全面的经营方式战略,加强与利益相关者的合作,提高经营方式履行的透明度和可衡量性.

中国—东盟自由贸易区3.0版建设路径探析

自2020年起,中国与东盟互为第一大贸易伙伴,双边经贸合作进入全新阶段。中国—东盟自由贸易区升级版协定已签署超过七年,与RCEP、CPTPP等最新的国际经贸规则相比,还存在贸易便利化政策水平有待提高、服务贸易开放承诺水平不高、未涉及新贸易方式和新贸易需求的内容、投资政策不够便利等问题。在中国—东盟自由贸易区3.0版建设中,可以在对标RCEP、CPTPP等先进自由贸易规则的基础上,提高谈判标准,探索解决目前RCEP实施过程中存在的困难问题,进一步提升贸易便利化水平和投资自由化水平、拓展新贸易方式和新贸易需求、创新通关便利化条款。
