Through the analysis on China＇s economic develop- ment, utilization of resource environment and soft power, a basic judgment was made of the influence of ＂China development＂. The overall influential power of China development on international community was misunderstood. What we see is the role of ＂China Factor＂ in different fields. In the process of economic globalization, what economic system of capitalist market has seen is ＂China＇s cheap labor＂, ＂China＇s loose economic system environment＂, ＂earlier abuse of unlimited resource environment＂, ＂China＇s broad consumption market＂ and ＂demographic dividend＂. In global or Asian financial crisis, what other countries valued was China＇s ＂foreign currency＂ accumulated over the years. In global gov- ernance or crisis management, what international community expected was ＂China＇s obligations and responsibilities＂ without the right of speech, etc.. All these are the ＂passive＂ roles produced by ＂a single factor＂ in definite fields. The active and initiative role China will play in international community still needs time and the continuous efforts of several generations. China once was a big country that had significant inftuential power on the world, and China＇s renaissance is a normal process of development of things. What excessive talks about its influential power reflect may be the lack of China＇s influence.

Counteraction to China?Impact of the U.S.International Development Finance Corporation on China’s Development Finance

The United States passed the Better Utilization of Investment Leading to Development(BUILD Act),as a counterweight to China’s overseas development activities.Under the Act,the US established a new federal agency,the U.S.International Development Finance Corporation(DFC),to enhance U.S.development financing capabilities.To better understand the impact of the DFC on China’s development finance,this article analyzes the DFC’s purpose,functions,structure,and funding.Then it focuses on the purpose of establishing the DFC,providing a preliminary analysis of the potential motivation for its establishment.It also compares the China Development Bank(CDB)and the DFC based on their focused sectors.Finally,through an in-depth analysis of financial frictions in China-U.S.relations,this article argues that the DFC competes with China’s overseas development financing activities in the context of broader strategic competition between China and the U.S.

Rural Tourism Development in China:Principles,Models and the Future

Rural tourism in China,has undergone a rapid development in the last three decades.It is an emerging and effective catalyst that promotes industrial restructuring,agricultural development and the upgrading of rural areas.However,there remains little understanding about the core issues of rural tourism in China:the exact connotation,the principles,the development models and the future directions.This review paper identifies the key issues based on literature analysis,national statistics and press reports to form a general picture of the past,the current and the future prospects of China's rural tourism.The paper firstly addresses the definition,content and principles of rural tourism,and then provides an overview and brief evaluation of the progress and the current development models in China.Finally,based on the analysis of the experiences and problems,the authors sum up with five pathways of the future development of China's rural tourism from the perspective of rural tourism resources,product,market and promotion.

Eco-compensation and Harmonious Regional Development in China

Harmonious regional development poses difficult problems, especially in so far as the harmonious regional development of ecological resources is concerned. China has explored several eco-compensation models, and in each province eco-compensation has different characteristics. These methods have had significant impacts. The aim of this paper is first to examine the meaning of ecocompensation and to present a framework for analyzing it. Next the development of eco-compensation in China is examined. Finally, four typical models of eco-compensation are compared: the government financial transfer payment compensation model; the ecological resource exploiters′ payment compensation model; the ecological destruction compensation model; and the ecological resource tax collection compensation model. Each model has its own unique feature and potential to contribute to harmonious regional development.

Perceiving China's Energy Development from the World Key Energy Statistics

As the world's authoritative organization on energy information, the International Energy Agency (IEA), which was founded in 1974, releases Key World Energy Statistics every year from 1997 (hereinafter referred to as the "Key Data"). The "Key Data" released in 2007 announced the 2005 statistics, and also provided the 1973 statistics for comparison. From the published data, we can clearly find the development path and trend of the world energy and power industry. Also, China's strong development momentum, high- speed growth of energy consumption and the enormous challenges in the sustainable energy supply are especially noticeable. This paper reviewed the "Key Data" to perceive China's Energy Development. The analysis and interpretation of these data are purely from the author's point of view.

Co-benefits of Local Air Pollutants and Greenhouse Gas Reduction Achieved by Hydropower Development in Xizang(Tibet) Autonomous Region, China

Hydropower development in Xizang(Tibet) Autonomous Region plays a vital role in co-control of local air pollutants and greenhouse gas(GHG) in China. According to emission factors of local air pollutants and GHG of coal-fired power industry in different hydropower service regions, we estimate the effect and synergy of local air pollutants and GHG reduction achieved by hydropower development in Tibet, examine the main factors constraining the effect and synergy, using correlation analysis and multiple regression analysis. The results show that: 1) During the period from 2006 to 2012, the effect of local air pollutants and GHG reduction achieved by hydropower development in Tibet decreased as a whole, while the synergy increased first and decreased afterwards. 2) The effect and synergy of local air pollutants and GHG reduction achieved by hydropower development in Tibet vary significantly across different hydropower service regions. The effect based on emission levels of Central China power grid(CCPG) and Northwest China power grid(NCPG) was more significant than that based on emission level of national power grid(NPG) from 2006 to 2012, and the synergy based on emission levels of CCPG and NCPG was also more significant than that based on emission level of NPG from 2010 to 2012. 3) The main factors constraining the effect and synergy based on emission levels of NCPG and CCPG included SO2 removal rate and NOx removal rate, the effect and synergy based on emission level of NPG was mainly influenced by net coal consumption rate. 4) Transferring hydropower from Tibet to NCPG and CCPG, and substituting local coal-fired power with hydropower can greatly help to co-control local air pollutants and GHG, transform the emission reduction pattern of the power industry and optimize energy structure.

On China's Foreign Trade Development and Linkage with the Customary Rules of International Trade

Although great differences exist between the trade systems of different countries,internationaltrade must go on in line with the customary international trade rules.As China’s economy developsand the socialist market economic system emerges,China is basically qualified to link up withcustomary international trade rules.In the Ninth Five-Year Plan period,China’s reform of its foreigntrade system aims at setting up a trade system that conforms with international trade practice.Forthe purpose,the author of this article suggests that a neutral trade policy should be adopted inaccordance with the international practice since it does not hinder exports,nor restrict imports toan excessive degree.
