In order to ge...Purpose: China Academic Library & Information System(CALIS) planned to launch an institutional repository(IR) project to promote IR development and open access at colleges and universities in China. In order to get to know the current state of IRs in academic institutions, with the help of Peking University Library, CALIS Administrative Center conducted this survey.Design/methodology/approach: We conducted an online survey of CALIS member libraries.Findings: Firstly, the development of IRs at China's colleges and universities is still in its infancy. Secondly, the Chinese colleges and universities have reached a consensus on the objective for having an IR. Thirdly, they are having high expectations of IR functions. Fourthly,they prefer to establish a centralized IR system at a minimum cost. Finally, there are both similarities and differences between the Chinese academic institutions and their counterparts in other countries in the state of IR development.Research limitations: The questionnaire needs to be improved because there is a lack of enough questions for those who do not plan to build an IR. Comparatively lower rate of valid questionnaire return can affect the accuracy of the results. It is hard to go into an in-depth discussion only based on the data collected from this questionnaire survey, and consequently,the findings from the survey can hardly present an accurate and comprehensive picture of the current state of IR development in the academic sector in China.Practical implications: The survey results provide essential foundation for CALIS IR project,and meanwhile the research can serve as a reference source for the future studies of the development of IRs at China's colleges and universities.Originality/value: It is the first national survey focused on the development of IRs in academic institutions in China.展开更多

In this study,an analytical framework was established to analyze how overall institutional changes were reflected in the roles of relationships between governmental and non-governmental actors engaged in environmental governance. Institutional changes were observed at three levels:informal institutions(cultural traditions, and political ideology); formal institutions(the polity,political system, property rights, and judiciary); and governing mechanisms(structures, regulatory approaches, and incentives). This analysis of interactions between institutional changes and the changing environmental process explained not only the drives and constraints behind China's environmental policy evolution so far but also shed light on future challenges and opportunities.展开更多

Literatures about the institutional arrangement of the Peasant Special Cooperative Organization are summarized.Based on the introduction of theoretical background,the overall level of annual earnings in the year 2008 ...Literatures about the institutional arrangement of the Peasant Special Cooperative Organization are summarized.Based on the introduction of theoretical background,the overall level of annual earnings in the year 2008 is selected as a dependent variable to evaluate the economic performance of cooperative organizations,according to the investigation on 54 Peasant Special Cooperative Organizations in Cuiping District,Sichuan Province,China.A total of 13 institutional indices passing the correlation test are chosen as independent variables.Relationship between the development level and the institutional factors affecting the economic performance of cooperative organizations is studied by using factor analysis method.Result shows that there is relatively high consistency between the score of institutional factor and the development level of cooperative organization.Both macroscopic support system and internal benefit distribution system have greater impacts on the Peasant Special Cooperative Organization;the internal supervision factor and the interest factor of core members have insignificant impacts on the economic performance;and the production management factor has little effect on economic performance.Based on this,several suggestions are put forward,including standardizing and reforming the system,improving the countermeasures for economic performance,strengthening the support and policy guidance for Peasant Special Cooperative Organization,improving and standardizing the distribution of benefit system,the security system and monitoring system for core members' interests,and fully reflecting the interests of core members.展开更多

Background:Primary health care system is a critical component of diabetes care and management.This article aimed to analyze the availability of glucose-lowering drugs in primary health institutions(PHIs)in China,and t...Background:Primary health care system is a critical component of diabetes care and management.This article aimed to analyze the availability of glucose-lowering drugs in primary health institutions(PHIs)in China,and to explore the relationship between availability of glucose-lowering drugs and medication adherence among type 2 diabetes mellitus(T2DM)patients.Methods:This cross-sectional study conducted in Shandong Province,eastern China(hereafter referred to as Shandong),between August and December 2017.In total,2520 community-managed T2DM patients were selected from 68 PHIs in Shandong,including 62 village-level and 6 township-level PHIs.The self-developed questionnaire was used to survey the availability of glucose-lowering drugs in PHIs.Patients’medication adherence was assessed by four self-reported questions,and was classified as either adherent or non-adherent.Descriptive statistics was used to analyze the availability of glucose-lowering drugs in PHIs and the medication adherence among the T2DM patients.Multilevel logistic regression models were used to explore the relationship between the availability of glucose-lowering drugs in PHIs and patients’medication adherence.Results:A total of 1866 T2DM patients prescribed with at least one glucose-lowering drug were included in analysis.Among them,58.5%patients followed their antidiabetic treatment well.In village-level PHIs,the patient’s adherence rate was lower than in township-level PHIs(55.9%vs.61.1%,P<0.05).Among the 68 PHIs,average(2.53±0.97)glucose-lowering products(generic names)were available,which in village-level PHIs were less than in township-level PHIs(2.47 vs.3.17,P<0.05).And the number of available glucose-lowering products in PHIs was associated with the adherence of T2DM patients.Conclusion:Poor availability of glucose-lowering products was found in PHIs in Shandong.The availability of glucose-lowering products in PHIs was positively associated with patients’medication adherence,and could be enhanced to improve the control of diabetes in primary care settings.展开更多

A single product cost function is normally considered inadequate and yield distorted results. Both quadratic and single product cost functions have been applied to university data from China's Ministry of Education (MOE). Vegetation greening has long been acknowledged,but recent studies have pointed out that vegetation greening is possibly stalled or even reversed.However,detailed analyses about greening reversal or increased browning ...Vegetation greening has long been acknowledged,but recent studies have pointed out that vegetation greening is possibly stalled or even reversed.However,detailed analyses about greening reversal or increased browning of vegetation remain scarce.In this study,we utilized the normalized difference vegetation index(NDVI)as an indicator of vegetation to investigate the trends of vegetation greening and browning(monotonic,interruption,and reversal)through the breaks for the additive season and trend(BFAST)method across China’s drylands from 1982 to 2022.It also reveals the impacts of ecological restoration programs(ERPs)and climate change on these vegetation trends.We find that the vegetation displays an obvious pattern of east-greening and west-browning in China’s drylands.Greening trends mainly exhibits monotonic greening(29.8%)and greening with setback(36.8%),whereas browning shows a greening to browning reversal(19.2%).The increase rate of greening to browning reversal is 0.0342/yr,which is apparently greater than that of greening with setback,0.0078/yr.This research highlights that,under the background of widespread vegetation greening,vegetation browning is pro-gressively increasing due to the effects of climate change.Furthermore,the ERPs have significantly increased vegetation coverage,with the increase rate in 2000-2022 being twice as much as that of 1982-1999 in reveg-etation regions.Vegetation browning in southwestern Qingzang Plateau is primarily driven by adverse climatic factors and anthropogenic disturbances,which offset the efforts of ERPs.展开更多
Clarifying China’s position in the global system is an important logical basis for developing national diplomacy.Although much research has been done on China’s development status,most studies have been based on cou...Clarifying China’s position in the global system is an important logical basis for developing national diplomacy.Although much research has been done on China’s development status,most studies have been based on country comparisons or institutional en-vironment.In today’s networked era in which the global economy,trade,personnel,and information are closely connected,studies on China’s global position and its status changes and influencing factors in multiple contact networks are still insufficient.In this study,from the perspective of diverse global contact networks,we constructed economic,cultural,and political influence indices to explore the changes and influencing factors on China’s status in the global system from 2005 to 2018.The results show that during the study period,China’s global influence in the fields of economic ties,cultural exchanges,and political contacts increased significantly,but its influ-ence in the fields of cultural exchanges and political contacts lagged far economic ties.The pattern of China’s economic influence on various economies around the world has shown a transformation from an‘upright pyramid’to an‘inverted pyramid’structure.The proportion of these economies in low-influence zones has decreased from more than 60%in 2005 to less than 20%in 2018.China’s cultural and political influence on various economies around the world has increased significantly;however,for the former,the percentage of high-influence areas is still less than 20%,whereas for the latter the percentage of these economies in medium-and high-influence areas is still less than 50%.Analyses such as a scatter plot matrix show that geographical proximity,economic globalization,close cooperation with developing countries,and a proactive and peaceful foreign policy are important factors in improving China’s status in the diverse global network system.展开更多

Huaihe River Basin(HRB) is located in China’s north-south climatic transition zone,which is very sensitive to global climate change.Based on the daily maximum temperature,minimum temperature,and precipitation data of...Huaihe River Basin(HRB) is located in China’s north-south climatic transition zone,which is very sensitive to global climate change.Based on the daily maximum temperature,minimum temperature,and precipitation data of 40 meteorological stations and nine monthly large-scale ocean-atmospheric circulation indices data during 1959–2019,we present an assessment of the spatial and temporal variations of extreme temperature and precipitation events in the HRB using nine extreme climate indices,and analyze the teleconnection relationship between extreme climate indices and large-scale ocean-atmospheric circulation indices.The results show that warm extreme indices show a significant(P < 0.05) increasing trend,while cold extreme indices(except for cold spell duration) and diurnal temperature range(DTR) show a significant decreasing trend.Furthermore,all extreme temperature indices show significant mutations during 1959-2019.Spatially,a stronger warming trend occurs in eastern HRB than western HRB,while maximum 5-d precipitation(Rx5day) and rainstorm days(R25) show an increasing trend in the southern,central,and northwestern regions of HRB.Arctic oscillation(AO),Atlantic multidecadal oscillation(AMO),and East Atlantic/Western Russia(EA/WR) have a stronger correlation with extreme climate indices compared to other circulation indices.AO and AMO(EA/WR) exhibit a significant(P < 0.05) negative(positive)correlation with frost days and diurnal temperature range.Extreme warm events are strongly correlated with the variability of AMO and EA/WR in most parts of HRB,while extreme cold events are closely related to the variability of AO and AMO in eastern HRB.In contrast,AMO,AO,and EA/WR show limited impacts on extreme precipitation events in most parts of HRB.展开更多

Through summing up the current defects existed in the financial management activities of the private higher learning institutions, this paper tries to advise the private higher learning institutions to set out their efforts on financial management foundation, financing management, investment management, budget management, financial analysis and financial supervision six aspects, standardize and optimize the financial management activities to promote the healthy development of China's private higher learning institutions.
文摘Both being two developing countries with a vast territory, dense population, and centuries-old ancient civilization, China and India have many in common in natural resources, population size, historical condition, current economic issues, etc. except for regime. The competition between China and India is a typical one between economic institutions. This paper, by making a diachronic analysis on their courses of development, tries to justify the importance of adopting an economic institution suitable to the situation of a country.
文摘Many studies exist in the literature of scale and scope economies in institutions of higher education employing multi-product cost functions of quadratic, constant elasticity substitution (CES), or hybrid translog form. A single product cost function is normally considered inadequate and yield distorted results. Both quadratic and single product cost functions have been applied to university data from China's Ministry of Education (MOE). This study compares those two methods and their statistical results and finds that ray economies of scale from these two cost functions are quite similar though the single product cost function which can not be used to calculate product-specific economies of scale or economies of scope.

文摘I. Symposium on National Human Rights Institutions and Research Topics Academic research in the Chinese mainland on national human rights institutions started in February 2003. From October 16-17, 2004, the China University of Political Science and Law organized an international sympo- sium in Qingdao, Shandong Province, on research about national human rights protection institutions, inviting experts from Australia, South Africa and Canada to brief the symposium on related information concerning the Asia-Pacific region and South Africa as well as to provide information about Canada's National Human Rights Commission. Chinese participants also discussed the possibility of establishing a national human rights organization in China.

文摘Vegetation greening has long been acknowledged,but recent studies have pointed out that vegetation greening is possibly stalled or even reversed.However,detailed analyses about greening reversal or increased browning of vegetation remain scarce.In this study,we utilized the normalized difference vegetation index(NDVI)as an indicator of vegetation to investigate the trends of vegetation greening and browning(monotonic,interruption,and reversal)through the breaks for the additive season and trend(BFAST)method across China’s drylands from 1982 to 2022.It also reveals the impacts of ecological restoration programs(ERPs)and climate change on these vegetation trends.We find that the vegetation displays an obvious pattern of east-greening and west-browning in China’s drylands.Greening trends mainly exhibits monotonic greening(29.8%)and greening with setback(36.8%),whereas browning shows a greening to browning reversal(19.2%).The increase rate of greening to browning reversal is 0.0342/yr,which is apparently greater than that of greening with setback,0.0078/yr.This research highlights that,under the background of widespread vegetation greening,vegetation browning is pro-gressively increasing due to the effects of climate change.Furthermore,the ERPs have significantly increased vegetation coverage,with the increase rate in 2000-2022 being twice as much as that of 1982-1999 in reveg-etation regions.Vegetation browning in southwestern Qingzang Plateau is primarily driven by adverse climatic factors and anthropogenic disturbances,which offset the efforts of ERPs.

文摘Clarifying China’s position in the global system is an important logical basis for developing national diplomacy.Although much research has been done on China’s development status,most studies have been based on country comparisons or institutional en-vironment.In today’s networked era in which the global economy,trade,personnel,and information are closely connected,studies on China’s global position and its status changes and influencing factors in multiple contact networks are still insufficient.In this study,from the perspective of diverse global contact networks,we constructed economic,cultural,and political influence indices to explore the changes and influencing factors on China’s status in the global system from 2005 to 2018.The results show that during the study period,China’s global influence in the fields of economic ties,cultural exchanges,and political contacts increased significantly,but its influ-ence in the fields of cultural exchanges and political contacts lagged far economic ties.The pattern of China’s economic influence on various economies around the world has shown a transformation from an‘upright pyramid’to an‘inverted pyramid’structure.The proportion of these economies in low-influence zones has decreased from more than 60%in 2005 to less than 20%in 2018.China’s cultural and political influence on various economies around the world has increased significantly;however,for the former,the percentage of high-influence areas is still less than 20%,whereas for the latter the percentage of these economies in medium-and high-influence areas is still less than 50%.Analyses such as a scatter plot matrix show that geographical proximity,economic globalization,close cooperation with developing countries,and a proactive and peaceful foreign policy are important factors in improving China’s status in the diverse global network system.

文摘Cross-cultural storytelling is a primary way for humankind to seek mutual recognition of value orientations between cultures,which facilitates the ability to jointly address the problems of human existence in the context of globalization.In this study,we conducted an interview survey of 6,130 respondents who were college students or graduates from 107 countries.The results show that there were a number of cross-cultural values embodied in China’s stories seen by the respondents as part of a common vision for the future of humankind and widely identified guidance on collaborative responses to global challenges.These cross-cultural values are common prosperity,ecological harmony,individual-collective integration,the urgency of global peace,as well as respect for multicultural and indigenous development paths.

文摘Huaihe River Basin(HRB) is located in China’s north-south climatic transition zone,which is very sensitive to global climate change.Based on the daily maximum temperature,minimum temperature,and precipitation data of 40 meteorological stations and nine monthly large-scale ocean-atmospheric circulation indices data during 1959–2019,we present an assessment of the spatial and temporal variations of extreme temperature and precipitation events in the HRB using nine extreme climate indices,and analyze the teleconnection relationship between extreme climate indices and large-scale ocean-atmospheric circulation indices.The results show that warm extreme indices show a significant(P < 0.05) increasing trend,while cold extreme indices(except for cold spell duration) and diurnal temperature range(DTR) show a significant decreasing trend.Furthermore,all extreme temperature indices show significant mutations during 1959-2019.Spatially,a stronger warming trend occurs in eastern HRB than western HRB,while maximum 5-d precipitation(Rx5day) and rainstorm days(R25) show an increasing trend in the southern,central,and northwestern regions of HRB.Arctic oscillation(AO),Atlantic multidecadal oscillation(AMO),and East Atlantic/Western Russia(EA/WR) have a stronger correlation with extreme climate indices compared to other circulation indices.AO and AMO(EA/WR) exhibit a significant(P < 0.05) negative(positive)correlation with frost days and diurnal temperature range.Extreme warm events are strongly correlated with the variability of AMO and EA/WR in most parts of HRB,while extreme cold events are closely related to the variability of AO and AMO in eastern HRB.In contrast,AMO,AO,and EA/WR show limited impacts on extreme precipitation events in most parts of HRB.
