Changes of China’s Status in the Global System and Its Influencing Factors:A Multiple Contact Networks Perspective

Clarifying China’s position in the global system is an important logical basis for developing national diplomacy.Although much research has been done on China’s development status,most studies have been based on country comparisons or institutional en-vironment.In today’s networked era in which the global economy,trade,personnel,and information are closely connected,studies on China’s global position and its status changes and influencing factors in multiple contact networks are still insufficient.In this study,from the perspective of diverse global contact networks,we constructed economic,cultural,and political influence indices to explore the changes and influencing factors on China’s status in the global system from 2005 to 2018.The results show that during the study period,China’s global influence in the fields of economic ties,cultural exchanges,and political contacts increased significantly,but its influ-ence in the fields of cultural exchanges and political contacts lagged far economic ties.The pattern of China’s economic influence on various economies around the world has shown a transformation from an‘upright pyramid’to an‘inverted pyramid’structure.The proportion of these economies in low-influence zones has decreased from more than 60%in 2005 to less than 20%in 2018.China’s cultural and political influence on various economies around the world has increased significantly;however,for the former,the percentage of high-influence areas is still less than 20%,whereas for the latter the percentage of these economies in medium-and high-influence areas is still less than 50%.Analyses such as a scatter plot matrix show that geographical proximity,economic globalization,close cooperation with developing countries,and a proactive and peaceful foreign policy are important factors in improving China’s status in the diverse global network system.

Understanding the Global Identification with China’s Stories: A Cross-Cultural Perspective

Cross-cultural storytelling is a primary way for humankind to seek mutual recognition of value orientations between cultures,which facilitates the ability to jointly address the problems of human existence in the context of globalization.In this study,we conducted an interview survey of 6,130 respondents who were college students or graduates from 107 countries.The results show that there were a number of cross-cultural values embodied in China’s stories seen by the respondents as part of a common vision for the future of humankind and widely identified guidance on collaborative responses to global challenges.These cross-cultural values are common prosperity,ecological harmony,individual-collective integration,the urgency of global peace,as well as respect for multicultural and indigenous development paths.

Spatio-temporal Variation Characteristics of Extreme Climate Events and Their Teleconnections to Large-scale Ocean-atmospheric Circulation Patterns in Huaihe River Basin,China During 1959–2019

Huaihe River Basin(HRB) is located in China’s north-south climatic transition zone,which is very sensitive to global climate change.Based on the daily maximum temperature,minimum temperature,and precipitation data of 40 meteorological stations and nine monthly large-scale ocean-atmospheric circulation indices data during 1959–2019,we present an assessment of the spatial and temporal variations of extreme temperature and precipitation events in the HRB using nine extreme climate indices,and analyze the teleconnection relationship between extreme climate indices and large-scale ocean-atmospheric circulation indices.The results show that warm extreme indices show a significant(P < 0.05) increasing trend,while cold extreme indices(except for cold spell duration) and diurnal temperature range(DTR) show a significant decreasing trend.Furthermore,all extreme temperature indices show significant mutations during 1959-2019.Spatially,a stronger warming trend occurs in eastern HRB than western HRB,while maximum 5-d precipitation(Rx5day) and rainstorm days(R25) show an increasing trend in the southern,central,and northwestern regions of HRB.Arctic oscillation(AO),Atlantic multidecadal oscillation(AMO),and East Atlantic/Western Russia(EA/WR) have a stronger correlation with extreme climate indices compared to other circulation indices.AO and AMO(EA/WR) exhibit a significant(P < 0.05) negative(positive)correlation with frost days and diurnal temperature range.Extreme warm events are strongly correlated with the variability of AMO and EA/WR in most parts of HRB,while extreme cold events are closely related to the variability of AO and AMO in eastern HRB.In contrast,AMO,AO,and EA/WR show limited impacts on extreme precipitation events in most parts of HRB.

Transitivity Analysis of the Energy in China’s New Era

At present,with the steady development of the global economy,more and more countries begin to pay attention to the impact of ecological environment on economic development and human society,so the ecological environment has become a global issue that cannot be ignored in today’s era.Therefore,from the perspective of the ecological philosophy of Diversity&Harmony as well as Interaction&Co-existence,this paper will conduct ecological discourse analysis on the Energy in China’s New Era based on the transitivity system of systemic-functional grammar,and use the Corpus analysis software UAM Corpus Tool 3.3x to label and make statistics on the transitivity system,aiming to explore the distribution characteristics of the transitivity system in this white paper.Through the transitivity analysis of the white paper,this study helps readers to have a deeper understanding of the positive significance contained in the white paper.To a certain extent,it enables readers at home and abroad to understand China’s stance on energy issues and the positive image of China in energy ecology.It also awaken readers’awareness of environmental protection and acquire good habits of resource conservation to be in harmony between human and nature for sustainable development.

Historical review and reflections on the participation of acupuncture and moxibustion in the treatment of epidemics in the People’s Republic of China (from 1950 until now)

Since the establishment of the People’s Republic of China, both the Communist Party and the government have placed great emphasis on the advancement of traditional Chinese medicine. Acupuncture and moxibustion have been actively involved in combating major epidemics such as malaria, schistosomiasis, and COVID-19. This article conducts a historical review of these three significant cases to elucidate how the acupuncture community has effectively utilized its unique advantages and characteristics through theoretical discussions, clinical practices, experimental research, as well as receiving administrative leadership and political support from the Communist Party of China and government. We provide an objective evaluation of their effectiveness while summarizing historical experiences to serve as a reference for future utilization of acupuncture and moxibustion therapy in epidemic relief efforts. Additionally, propose four suggestions: strengthening Party leadership and enhancing political support;timely summarization of experiences to establish programs and systems;deepening scientific research by integrating experimental findings with clinical practice;focusing on public awareness campaigns and education to solidify grassroots foundations.

Problems and Countermeasures of Green Logistics Development in China

Green logistics represents direction and trend of future logistics development, and is a kind of new mode of the logistics industry under the guidance of strategic guidance of scientific development concept and construction guideline of ecological civilization. Various countries in the world gradually make green logistics activity as the focus of logistics industry development and actively study special technology of green logistics, thereby laying foundation for green and sustainable development of logistics. In China, green logistics starts later, and awareness on green logistics is very limited, We study current situation of green logistics development in China, analyze many problems at concept, regulations and policies, in- frastructure, technical information and logistics personnel of green logistics, and put forward specific suggestions for improving green logistics devel- opment in China.

Study on Characteristics and Reduction Countermeasures of the Agricultural Carbon Emission in China

Based on seven carbon sources including chemical fertilizer, pesticide, agricultural film, nitrogen fertilization, agricultural machinery, irri- gation and straw burning, the carbon emissions in agricultural production of China during 1995-2011 was calculated. The results showed that both total agricultural carbon emission and per capita agricultural carbon emission overall presented growth trends, and the growth rate began to slow in recent years. The agricultural carbon emission intensity decreased year by year. Straw burning was the primary carbon source in China＇s agricul- ture, followed by chemical fertilizer. Total agricultural carbon emission in China in 17 years experienced three stages of ＂fluctuated growth -slow drop-new growth＂. Finally, suggestions and countermeasures of the low-carbon agriculture development in China from three aspects were proposed.

Evolution,Problems and Countermeasures of China's Subsidy Policy for Agriculture

China's agricultural subsidy policy experiences three development stages. Detailed summing up is carried out for achievements of each stage. On the basis of this, this paper discusses problems existing in current agricultural subsidy policy, including high operational cost, out of balance of subsidy structure, little subsidy effort, lack of effective supervision and vacancy of benefit safeguarding mechanism. Finally, it presents suggestions for optimizing China's agricultural subsidy policy, such as regulating direction of agricultural policy, strengthening subsidy effort, taking full advantage of WTO rules, perfecting agriculture-related systems, and establishing and perfecting legal system to support agriculture.

Trade Barriers and Countermeasures for Export of China's Agricultural Products

At present,export of China's agricultural products is faced with many trade barriers,especially technological barriers.Trade barriers include(1)technological barriers(such as quarantine and inspection barrier,identity certification/authentication barrier and labeling rules barrier);(2)trade remedy barrier;(3)other non-tariff barriers(NTB).Through positioning and analysis of trade barriers of China's agricultural products,it is known that technological barriers should not be deemed unreasonable totally.Some barriers also have certain positive significance.To respond to trade barriers,it comes up with countermeasures and recommendations from the perspective of agricultural producers and government.Agricultural producers should actively improve product quality,abide by requirement of importers,and treat quarantine and inspection in a rational manner;government should supply information and issue early warning,assist domestic producers in responding to lawsuits,and take advantage of WTO platform to solve trade disputes.

PRELIMINARY STUDY ON SAND - DUST STORM DISASTER AND COUNTERMEASURES IN CHINA

As a kind of natural disasters, sand dust storms frequently occur in deserts and their surrounding areas. The occurrence of this disaster in China′s northwest and north China has exerted an extremely adverse effect upon the environment in China. The management of sand dust storms is of a systematic project closely related with the environment such as agriculture, ecosystem, forestry, water conservancy, meteorology and other aspects. Therefore, studies of the formation, the basic features, causes, temporal spatial distribution, developing trend and related disasters of sand dust storms in China are conducted based on satellite data. The experience of sand dust storms control and countermeasures in the United States and some other countries are referred. Meanwhile, preliminary countermeasures relating to sand dust storms in China are proposed.

Problems and Countermeasures for the Development of Modern Agriculture in Henan Province,China

Current status of agricultural development in Henan Province of China is analyzed,showing that the agricultural production condition is increasingly improved;food production reaches to a new level;characteristic agriculture and green agricultural production begin to take shape;the level of agricultural mechanization is significantly improved;and the agricultural standardization and opening degree are enhanced.Problems in the development of modern agriculture in Henan Province are pointed out,such as the prominent pressure on the increase in grain production,the great risks in food safety,the tough employment situation,and the weak ecological environment.Countermeasures for developing the modern agriculture in Henan Province are put forward,including stabilizing cultivation area,optimizing structure,relying on science and technology,doing everything possible to ensure the increase in grain production,strengthening the supervision on food safety,actively exploring the employment space of modern agriculture,and protecting ecological environment by modern agriculture.

Obstacles to Rural Residents' Consumption in China and the Countermeasures

On the basis of relevant statistical data, this paper analyzes the obstacles to rural residents' consumption in China as follows: the consumption structure is restricted critically; the consumption environment cannot meet the need of social development; the traditional consumption concept has not yet been changed; the social security system is not sound; the support of rural finance is short. Pointed countermeasures for eliminating the obstacles to rural residents' consumption are put forward as follows: first, adopt effective measures to elevate the level of farmers' income; second, strengthen the credit support of rural finance; third, quicken the pace of modernized development in rural areas; fourth, construct perfect rural social security system.

Causes of Corruption in China's Rural Areas in the New Period and Countermeasures

In the new period,corruption in China's rural areas is becoming increasingly prominent. There is frequent occurrence of violation of laws and disciplines,such as the use of power for personal gain,and corruption and bribery. Main causes for the corruption in China's rural areas include imperfect rural supervision mechanism,imperfect financial system,and low crime cost. How to deal with the increasingly serious corruption situation is a topic faced at present and in the future. It is required to continue to reinforce the democratic supervision and education of village cadres,improve the comprehensive quality of villagers,and increase the crackdown and punishment of corrupt practices,so as to guarantee healthy operation of rural authorities.

Developing Situation and Countermeasures of Mortgage Financing of “Three Rights” in China's Rural Areas

By adopting archival analysis method and investigation method,this paper expounds the relationship between "three rights" mortgage and farmers' financing in rural areas,and conducts analysis on behavior choosing of "three rights" mortgage financing in rural areas.The results show that the farmers has strong need for financing,but the satisfaction level of need is not high;the farmers have many irregular channels of financing and there is a ubiquitous phenomenon of loan being rejected without mortgage;agricultural modernization,industrialization and scaling-up management have strong need for capital.The main problems yet to be solved in the process of carrying out "three rights" mortgage loan are expounded and corresponding countermeasures are put forward as follows:first,we should solve the problems of mortgage registration as quickly as possible,which is the prerequisite of implementing "three rights" mortgage loan;second,we should establish smooth evaluation mechanism,which is important condition for promoting "three rights" mortgage loan;we should solve the difficulties in confirmation of farmers' house as quickly as possible,which is indispensable element of expanding mortgage loan of farmers' house;we should effectively solve the problem of turning an asset into cash and assets disposal,which is the key to expanding "three rights" mortgage financing;we should establish sound forestry factor market,which is the main part of promoting healthy development of forestry right mortgage loan;we should formulate management methods of financing risk compensation fund of rural property rights and adopt rational measures to reduce taxation,which is the main approach to quicken offering of "three rights" mortgage loan.

Poverty eradication is an important goal of African social development.China has always attached great importance to exchanges and cooperation with African countries in the field of poverty reduction and with the deepening of the practice and understanding of China-Africa anti-poverty cooperation,industrial-capacity cooperation has become a new theme of poverty reduction and development in China-Africa cooperation at the 2016 Forum on China Africa Cooperation(FOCAC)—Africa-China Poverty Reduction and Development Conference.Through combing and analysis of relevant literature and data,we found that China-Africa industrial-capacity cooperation,which is based on infrastructure construction,industrial park construction and trade exchanges,has played an important role in poverty reduction and development in African countries by facilitating industrialization and agricultural modernization,enhancing endogenous motivation for poverty alleviation,and improving the sustainable livelihood of poor people.At present,in the practice of anti-poverty industrial-capacity cooperation between China and Africa,there are still difficulties such as weak anti-poverty foundation and cooperation paths yet to be optimized.Meanwhile,it is also faced with a series of risks and challenges such as intensified international competition.In order to improve the cooperation between China and Africa,promote anti-poverty benefits,optimize the implementation paths,and better solve the dilemma of cooperation,we put forward relevant countermeasures and suggestions from the four dimensions of government,enterprises,think tanks and people.
