Panama-China Economic and Trade Cooperation Forum Opened

The Economic and Trade Cooperation Forum between Panama and China was held in Panama City on December 3,2018.The forum,co-hosted by the China Council for the Promotion of International Trade(CCPIT)and Ministry of Commerce and Industries,invited a total of 300 delegates from Chinese and Panamanian enterprises.

Sino-Arab Economic and Trade Cooperation: Situations, Tasks, Issues and Strategies

Sino-Arab economic and trade cooperation,which started a long time ago,has achieved a great headway since 2004 when it entered the fast track.In 2010,the China-Arab States Economic and Trade Forum was established,providing Sino-Arab economic and trade cooperation for further expansion with an effective new platform and mechanism.The main positive factors for their current economic and trade cooperation are:a good basis for cooperation,a strong economic complementarity,a good beginning for bilateral investment cooperation,the existence of common languages,and the accordance with common interests.The principles and ideas for developing future cooperation are:to play out in the role of the China-Arab States Economic and Trade Forum,and to treat Sino-Arab bilateral cooperation with a large field of vision;to promote Sino-Arab economic and trade cooperation by enhancing bilateral relations;to pay attention to handling Sino-US relations well when strengthening Sino-Arab economic and trade cooperation;to continue to expand market openness and promote trade liberalization positively;to expand economic and trade cooperation further on the basis of energy cooperation.In order to maintain and protect the growing overseas interests of the Chinese government,a grand strategy of China's foreign should be established.

China-Arab Energy Cooperation: Construct new Energy Silk Road

It is an important part of the Belt and Road initiative that Chinaand Arab countries to strengthen energy cooperation and jointlybuild the energy Silk Road. China-Arab has made remarkable progressin energy cooperation, especially in the fields of oil and gascooperation and new energy cooperation. China and Arab countriesare also strengthening strategic docking, promoting energytransition and cooperation in the field of new energy, and workingto form a clean energy production and modern energy consumptionsystem. China and Arab countries should deepenenergy cooperation by taking their complementary advantages,improve the docking mechanism of energy cooperation, promotecooperation in the whole energy industry chain, and avoid geopoliticalrisks through co-development. In the future, the energytransition will also bring great opportunities for deepening China-Arab energy cooperation. At the same time, political and economicrisks will still be an important challenge for China-Arabenergy cooperation. However, the sound political foundationbetween China and Arab countries is the long-term advantage ofChina-Arab energy cooperation.

中阿经贸合作的深化与发展

中阿经贸合作由来已久,自2004年起进入了快车道,实现了跨越式发展。2010年"中阿经贸合作论坛"的成立,为中阿经贸合作的进一步拓展提供了广阔的新平台和有效的新机制。当前中阿经贸合作的积极因素主要是:合作基础较好、经济互补性较强、双边投资合作起步良好、存在共同话语、符合共同利益等。未来合作的发展原则与思路是:发挥"中阿经贸论坛"的作用,以大视野看待中阿双边合作,通过提升中阿关系,带动中阿经贸合作。在加强中阿经贸合作时,要重视处理好中美关系;继续扩大市场开放程度,积极推动贸易自由化进程,以能源合作为本,进一步拓展经贸合作领域。

中国与葡语国家关系刍议

中国与葡语国家关系源远流长,历史悠久。近年来,双方在互惠共赢的基础上建立了战略合作甚或战略伙伴关系。经贸合作前景广阔,但也存在着经贸发展不平衡、潜力有待挖掘,增进外交互信等问题。基于各方良好的合作潜力及建立"中葡论坛"合作机制的事实,笔者提出了充分强化中葡各方的互补诉求,积极运用澳门平台促进各方发展的建议。并思考了若干优化澳门平台的方法。最后,阐明了发展良好的中国与葡语国家关系对于中国构建和谐内外环境,提升大国地位,储备"1+N"机制的外交经验以及推动葡语各国的发展都具有重要的战略意义。

非洲大陆自贸区协定生效对中非经贸合作的机遇与挑战

习近平主席在2021年11月中非合作论坛达喀尔会议上宣布,中国对非合作从"八大行动"提升为"九大工程",进一步推动"一带一路"倡议下中非合作走向深入。当前,非洲大陆自贸区的正式运行也为后疫情时代下中非发展战略对接提供了新机遇,这更加凸显了中非经贸合作提质发展的重要性。非洲大陆自贸区不仅为中非未来经贸合作进一步拓展空间,助力对接中国构建自主可控的产业链和供应链;更是在数字经济领域为中国在新一轮国际经贸规则体系中占据主动地位提供了制度红利。但是,考虑在非洲大陆自贸区下中非经贸往来面临着诸多挑战,例如投资者合法权利适用受限、区域贸易协定重叠导致规则的混乱、以及企业和个人寻求区域司法救济路径缺失等问题。未来,中非经贸提质发展应在顶层设计层面加速推动建设中非自贸区的步伐,做好微观层面的行业合作与企业对接,并从制度层面加强对非经贸合作法律保障体系的构建。

中非合作论坛背景下的非洲恐怖主义活动及对我国经贸合作的影响

2018年9月中非合作论坛北京峰会取得丰硕成果,然而随着“伊斯兰国”全球化拓张与战略转移,非洲地区恐怖主义活动给中非合作带来了更多挑战。通过使用GTD数据库对21世纪以来18年间非洲恐怖主义活动进行分析,发现非洲地区在北非、索马里和萨赫勒地带存在严重的恐怖主义问题,而通过与我国在非经贸合作的国家与领域对比发现,恐怖主义问题给深度促进中非合作带来严峻挑战。通过对非洲恐怖主义活动的特点和原因分析,结合《中非合作论坛——北京行动计划》,提出从安保力、情报力与合作力三个层面保障我国与非洲合作,推进“一带一路”倡议。

二十大以后的中非经贸合作:形势与建议

中非经贸合作历史悠久,百年未有之大变局增加了中非经贸合作的复杂性和挑战性,其中有非洲自身的因素,也有国际环境变化对非洲的影响,更有进入新的历史阶段后中非经贸合作面临的新问题,探索中非经贸合作的创新路径具有重要的现实意义。中非合作论坛等合作机制在中非经贸合作中发挥了重要作用,“真实亲诚”对非合作理念和正确义利观为中非经贸合作指明了方向,共建“一带一路”为中非合作提供了新的合作平台,中非经贸合作将迎来新的发展机遇。基于非洲政治经济发展的整体态势和存在的问题,今后一段时期的中非经贸合作仍需进一步开拓创新,推动中非经贸合作再上新台阶。
