Europe's Strategic Predicament and China-European Relations under the COVID-19 Pandemic

The COVID-19 pandemic has both posed challenges and brought about opportunities for Sino-European relations.While the ongoing fight against the pandemic has highlighted the importance of cooperation for both China and the EU,the two major economies are faced with the uncertainties in the recovery of industrial chain and supply chain.Meanwhile,the post-pandemic scenario will further cast new impacts on the China-European relations.

Bilateral Relations Defined at a Strategic Level

Problems seem to pile up in Sino-Japanese ties as exchanges are increasing while contacts grow in width and new developments surface on both sides. Not surprisingly different interpretations of these issues have also given rise to varying misgivings about the prospects for the relationship between the two neighbors among academics. This has found its reflection in the recent extensive concern over the matter. For deepening the discussion, the Forum of Experts of Contemporary International Relations and the Division for Northeast Asian Studies of China Institute of Contemporary International Relations cosponsored a one-day meeting at Wanshou Villa in the suburb of Beijing with a view to seeking a brighter future for bilateral ties. Heated, in-depth discussions involved a variety of relevant issues. Excerpts of speeches at the symposium follow.

Since confidence is fading and anxiety is increasing in the US,America’s China policy has become more radical. In the short term, the US has the upper hand and China is in a relatively passive position. In the medium-and long-term, there will be more balance between them. Strategic Direction of Russia Interpreted from Its New National Security Strategy

In July 2021,Russia unveiled its new National Security Strategy,which is a considerably updated version compared with the previous one and hence presents several new features.For instance,it further stresses that security should be prioritized over other aspects;it gives more attention to the chaotic aspects of order change in its assessment of the international situation;it highlights the threats from the West;and it places increased emphasis on domestic capacity building as a means for safeguarding national security.From the content of the new Strategy as well as Russia’s policies in recent years,the strategy of Russia for the foreseeable future can be generally characterized as inward-looking.Domestically,its policies will become more conservative;diplomatically,it will take up a defensive position;and economically,it will increasingly emphasize security and selfreliance.In other words,several issues that were previously overlooked will be given attention.However,strategic introversion does not mean that Russia will invest all its energy in defense.Instead,Russia will build up strength for changes that lie ahead.With the expected strategic introversion,Russia will fnd difculty in making breakthroughs in terms of its relations with the West;the China-Russia relations will continue on the path of steady development;and Russia will place greater importance to the balance of power among major countries.

BENIGN INTERACTION AMONG MAJOR POWERS AND NEW-TYPE INTERNATIONAL RELATIONS

Future of Public Relations Curriculum： Searching for the Ideal Undergraduate Public Relations Curriculum

This study analyzes the public relations curricula of 44 American colleges that have a Public Relations （PR） Student Society of America （PRSSA） chapter. Through content analysis, this study examines general requirements, core public relations courses, requirements of public relations programs and strategic communication programs, and optional public relations courses offered by the colleges. The findings of this study reveal that very few public relations programs offer courses involving new media, crisis communication, and PR ethics. In order to keep in touch with the fast-changing public relations landscape, more PR programs should require and integrate new media, crisis communication and ethics courses.

Implementation of SHRM in Organizations Through Strategic HR Directors

Aim of this study is to discuss implementation method of strategic human resource management(SHRM)in organizations.Study suggests strategic HR Director position in organizations to implement SHRM.Because personnel management(PM)and human resource management(HRM)are already implemented by firms,SHRM is not in practice yet.Strategic HR Director might be the methodology for implementation of SHRM.Methodology of this study is systematic review.Hence,study carefully scanned well-known field researches written by well-known HR scholars.In systematic review methodology,author posed out a research question and it answers this question by field studies and HR scholars.Main research question of this study is whether strategic HR Directors put SHRM into practice in organizations.Major defense is:Managers carry firms to organizational goals.Job responsibilities of strategic HR Directors are talent management and HRM systems.Target of talent management and HRM systems is star employees and talents in organizations because it is expected that stars may become managers in organizational hierarchy at the future.Furthermore,talent manager,PM division,and SHRM division are operated inside HRM department.If strategic HR Director position is set at top management,VENN relations between PM,HRM,and SHRM may be dispersed.Because SHRM activities would be tied to strategic HR Director,this study also explores VENN relations among three HR methodology.

The research of Chinese Government Public Relations-- Based on the idea of the Balanced Scorecard

Through analyzing the problems of Chinese government public relations, using the idea of the Balanced Scorecard, we analyze the reasons of these problems and discuss the countermeasures from four aspects that conclude financial, internal operations, customers, learning and growth to achieve the all-round and balanced development of public relations and establish a high level of government public relations organization, regarding the overall strategic goal of government public relations that aim to strengthen the communication with various public, establish an innovative, pragmatic, honest and efficient government image in the public and the international community as the center.

澳大利亚主动追随美国制华战略的原因、表现及应对

随着中美战略竞争不断加剧,美国多数盟友不免被迫卷入其中。然而,澳大利亚却选择主动追随美国制衡中国。这一战略行为主要基于两个原因:首先,作为美国主导的国际秩序的“捍卫者”、全球中等强国和南太地区霸主,澳大利亚的三重战略定位均与中国崛起存在张力;其次,澳大利亚国内的意识形态和社会基础促使其反华情绪上升,这种情绪进一步推动其对华战略的对立立场。中澳两国的主要分歧集中于政治安全和意识形态领域,而在经贸领域的共同利益难以抵消澳大利亚在这两个领域对中国的对立态度。因此,中国需对澳大利亚中长期充当美国在亚太地区的遏华力量有充分准备,通过外交、军事、经济等多重政策组合加大施压力度,警惕其在西方世界凭借制华前沿角色提高国际地位的企图。

新科技革命背景下人工智能知识产权问题的立体因应

新科技革命引发了社会经济关系变化,必须探索新的利益平衡和激励机制。人工智能输入、处理和输出三个维度的知识产权问题既相互独立,又是一个立体整体。中国的因应方案要结合中国在新科技革命中的地位和国际竞争态势:在人工智能输入端依托数据资源优势,在优化推进数据资产,特别是数据知识产权登记基础上,构建数据和文本挖掘例外制度;在人工智能处理过程中调整公开性、软件技术性特征要求等专利授权条件,避免商业秘密无序扩张;对于人工智能输出端,绝对排除人类智力贡献的人工智能生成内容并不科学,赋予人类智力贡献趋少直至极限值的人工智能生成内容相应知识产权,既是科技革命和社会发展的历史必然,也有利于维护我国在新科技革命中的竞争力。

中美战略博弈背景下的美国涉华金融制裁演变及应对策略

近年来,在中美战略博弈背景下美国逐步升级涉华金融制裁,特别是在特朗普和拜登政府期间,制裁手段日趋复杂。在美国“国会立法与总统行政令—政府部门规章—制裁清单与具体制裁对象”的三维制裁体系结构下,中国虽暂未遭遇美国大规模直接制裁,但针对其他国家的制裁间接波及大量中国主体,使其在非中国议题的制裁名单中的比例急剧上升。美国涉华金融制裁力度日趋升级,成为其应对地缘政治变动、遏制中国崛起和削弱中国全球影响力的重要工具。中国应通过构建动态预警机制、健全法律应对体系及加强国际合作,采取全面且更具前瞻性的应对措施,保障国家经济安全和全球影响力。

试论构建中哈命运共同体的未来前景和战略思考

中哈建交至今,两国关系发展经历了五次质的跃升,达到永久全面战略伙伴的新高度,开启了双边关系新的“黄金30年”,以共建“一带一路”合作为主线,通过各自发展倡议的战略对接,正在迈入共同构建世代友好、高度互信、休戚与共中哈命运共同体的新时代。因此,应从维护国家核心利益和长远发展、确保我国西北边疆长期安全稳定与经济繁荣、实现社会和谐与民族融合的战略需要出发,立足综合观点谋划深化战略对接,进一步拓展两国睦邻友好关系的内涵,把维护中哈关系作为构建两国命运共同体的前提,并将两国关系打造成为互利合作的“火车头”,地区安全的“稳定器”,民心相通的“好亲戚”,国际协作的“同路人”,才能推动中哈命运共同体行稳致远。

农业生产托管与农业经营方式创新

农业经营方式创新是加速现代农业内生循环的重要动力。小农户的动态演变是理解农业经营方式创新的核心和关键,蕴含需要赋能小农户及老弱农民、规范新型经营主体、高效构建农业经营体系和优化提升立体式复合型经营体系四重逻辑。农业生产托管作为“小农户+服务主体”二元结构形式的组织载体,具有开放包容、灵活延展、统筹整合的功能特性。农业生产托管推动农业经营方式创新的内在逻辑在于内含灵活多样服务化的生成机制、集中连片规模化的动力机制、集约高效组织化的激励机制,能够将多元经营主体和服务主体共同纳入立体式复合型经营体系中,推动集中在耕地经营的、单一的、平面的小农业向多功能、开放式、综合性的现代化大农业转变,是以新型农业生产关系更好适应农业新质生产力的关键。据此,应从提升农业生产托管专业化服务能力、培育服务主体内生动力、加强服务标准体系建设、推动服务平台应用推广、强化服务组织体系创新五方面明确农业生产托管促进农业经营方式创新的战略思路。

如何辨识中国式现代化新征程上的战略新机遇

当前国际上出现一些“看淡中国发展前景”“唱衰中国经济”的论调,这反映了一些西方国家对世界发展大势和中国发展优势缺乏准确认知,无法辨识中国式现代化新征程上的战略新机遇。事实上,从历史维度看,国际体系转型蕴含着双重战略机遇。一是国际秩序整体上从殖民秩序、霸权秩序不断向更加公正合理的国际新秩序转型;二是中国式现代化顺应了世界多极化、经济全球化、发展模式多样化、国际关系民主化的潮流,体现了中国发展的历史主动性和不断上升的塑造能力。从空间维度看,随着技术和产业的深刻变革,中国在推动开放型经济发展过程中蕴含着重要的战略机遇,尤其是超大规模市场和生产性权力结构所形成的市场空间整合效应,铁路物流和数字贸易的发展,数字化转型和绿色化产业变革等,都为中国带来了战略新机遇。从关系维度看,中国以人类命运共同体理念为引领,超越西方国际关系理论的传统逻辑,推动构建新型国际关系范式,促进全球治理机制改革创新,合力应对全球性挑战,为大国关系总体稳定及巩固和拓展中国的全球伙伴关系提供了战略新机遇。
