Chinese public understanding of the use of agricultural biotechnology—A case study from Zhejiang Province of China

This study explores the Chinese public’s perceptions of, and attitudes to, agriculture and food applications of bio-technology; and investigates the effect of socio-demographic factors on attitudes. A questionnaire survey and interviews were used in an attempt to combine quantitative analysis with qualitative review. The main finding of this study is that the Chinese population has a superficial, optimistic attitude to agricultural biotechnology; and that, in accordance with public attitudes, a cautious policy, with obligatory labelling, should be adopted. The study reveals that education is the factor among socio-demographic variables with the strongest impact on public attitudes. Higher education leads to a more positive evaluation of GM (genetically modified) foods and applications of biotechnology with respect to usefulness, moral acceptability, and suitability for encouragement. In addition, public attitudinal differences depend significantly on area of residence. Compared with their more urban compatriots, members of the public in less developed areas of China have more optimistic attitudes, perceive more benefits, and are more risk tolerant in relation to GM foods and agricultural biotechnology. Finally we obtained a very high rate of “don’t know” answers to our survey questions. This suggests that many people do not have settled attitudes, and correspondingly, that the overall public attitude to agricultural biotechnology and GM foods in China is at present somewhat unstable.

Request-Granting-Resistance Sequence in Chinese Public Service Calls

This study draws on a database of 200 citizens’ telephone calls to a Chinese radio program phone-in helpline and uses conversation analysis as the methodology to examine citizens’ requests for assistance,officials’ granting responses to citizens’ requests,citizens’ or the host’s resistance to officials’ granting responses.It is found that citizens make complaints about their previous failure to solve their problems in a way that is not merely to legitimize their current requests for assistance but also to ask for an account of their previous failure to have matters satisfactorily resolved,since in many cases even when officials grant citizens’ requests,the granting is followed by those citizens’ pursuit of reasons for or remedy to their previous failed resolution attempts.The study also analyzed how citizens’ resistance to officials’ responses is handled and how the final agreement is reached.The findings of this study contribute to the study of turn design of requests and preference organization of responses to requests and have implications for responses to requests in service encounters.

Entrenched Board in New Public Firms： An Empirical Study of Chinese IPOs

This study empirically investigates the impact of managerial entrenchment on firm financial performance of Chinese firms initial public offerings （IPOs）. Using 142 firms listed in the Shenzhen Stock Exchange （SZSE）, which was collected from the Guotaian Research Service Center （GTA-RSC） databases, this study uses two proxies to measure firm performance and three proxies to measure managerial entrenchment. The two proxies for firm performance are Tobins＇ Q and return on assets （ROA）, and the three proxies for managerial entrenchment are entrenchment 1, entrenchment 2, and entrenchment 3. These three entrenchment proxies are derived from the principal component analysis （PCA）. Though previous studies of managerial entrenchment and firm performance variables suffer from endogeneity, with respect to the corporate governance it is unclear as to which variables are endogenous and which are exogenous. This study confirms that the data are linear and no endogeneity issue should be address in this study, but only heteroskedasticity, non-normality for Tobins＇ Q are a problem, therefore, the regression method employed for Tobins＇ Q is the generalised least square （GLS） and the ordinary least square （OLS） between estimators for ROA. The regression result for Tobins＇ Q reveals that managerial entrenchment is negatively impact on firm performance. The results are in contradiction to the stewardship theory for new firms whereas the managerial entrenchment for new firms is positive. Furthermore, only one entrenchment proxy yields a significant coefficient. In conclusion, the negative results of entrenchment proxies were caused by the different institutional structures and legal systems which are the Chinese corporations that are still largely owned and controlled by a state and hence the centralised state controlled was responsible for all managerial actions.

Is Public Capital Productive in China？ Evidence from a Panel of Chinese Provinces

In addition to the direct productivity effect, public capital also has an indirect effect on private capital stock and labor input. This paper offers an evaluation of both the direct and indirect effects of Chinese public capital by applying a trans-log aggregate production function including public capital stock to a panel of regional data from 1986-2009. Moreover, we calculate the impact of public capital on regional total factor productivity （TFP） performance by introducing a system GMM estimation. The results show that the output elasticity of Chinese public capital stock is significantly positive, but decreasing year on year, and public capital is found to be a substitute for labor but complementary to private capital input. Finally, public capital has a significant positive effect on regional TFP performance.

Publicness:The Basis of Constructing a Public Administration Discipline in China

The legitimacy crisis of public administration has a long history.From a historical perspective,an analysis of five Western pathways in the discipline of public administration shows that the roots of this crisis lie in the lack of a public nature.From a theoretical perspective,the“publicness”of public administration should be defined along the dimensions of public administration powers,actors,targets,methods and values.In terms of practice,the uniqueness of China’s public power framework,the influence of traditional political culture on the public nature of Chinese public administration and the provisions governing this public nature at different stages of China’s development constitute the unique public nature of the construction of Chinese public administration.The discipline construction of Chinese public administration should be rebuilt so that its public nature forms the basis of its legitimacy,in accord with historical logic,theoretical logic and practical logic.We should construct a publicness discourse system of Chinese public administration that adheres to the value guidance of publicness and should frame research topics on the basis of publicness.This will ultimately form a research paradigm for the public nature of public administration that will consolidate the foundation of the legitimacy of the discipline construction of public administration.

Growth Enterprise Board Initial Public Offerings:Characteristics,Volatility and the Initial-day Performance

We use the Chinese initial public offering data from October 2009 to August 2010 to examine the newly-established growth enterprise board （GEB）. The results indicate that the GEB has been successful and is providing a viable channel for new small and medium-sized firms to raise external capital. Four variables, the volatility variable, the turnover ratio, the winning lottery ratio and the price-earnings ratio, are important factors driving the initial- day returns in the regression analysis. The implementation of the new trading-halts policy on the GEB is found to be effective in mitigating excessive speculation. Our analysis results could be used by policy-makers to gauge the effects of policy changes on the underpricing of the initial public offerings of the GEB.

The Chinese Dream： Imagining China

This article will discuss how the official discourse on the Chinese Dream is transformed in the meeting with the public in China. The Chinese Dream will be discussed both as a political framing discourse and as a public communication campaign in order to understand how the very selective responsiveness to the central theme of the Chinese Dream, the great rejuvenation of the Chinese Nation, influences the impact of the Dream discourse. An analysis of a selection of posts from Sina Weibo demonstrates how the Dream discourse contributes to national identity building, or in Benedict Anderson＇s words （in Imagined communities： Reflections on the origin and spread of nationalism, 1991）： to the imagined community that is China.
