Drivers for Inter-city Innovation Networks Across Chinese Cities:Modelling Physical Versus Intangible Effects

Cross-region innovation is widely recognized as an important source of the long-term regional innovation capacity.In the recent past,a growing number of studies has investigated the network structure and mechanisms of cross-region innovation collaboration in various contexts.However,existing research mainly focuses on physical effects,such as geographical distance and high-speed railway connections.These studies ignore the intangible drivers in a changing environment,the more digitalized economy and the increasingly solidified innovation network structure.Thus,the focus of this study is on estimating determinants of innovation networks,especially on intangible drivers,which have been largely neglected so far.Using city-level data of Chinese patents(excluding Hong Kong,Macao,and Taiwan Province of China),we trace innovation networks across Chinese cities over a long period of time.By integrating a measure on Information and Communications Technology(ICT)development gap and network structural effects into the general proximity framework,this paper explores the changing mechanisms of Chinese innovation networks from a new perspective.The results show that the structure of cross-region innovation networks has changed in China.As mechanisms behind this development,the results confirm the increasingly important role of intangible drivers in Chinese inter-city innovation collaboration when controlling for effects of physical proximity,such as geographical distance.Since digitalization and coordinated development are the mainstream trends in China and other developing countries,these countries'inter-city innovation collaboration patterns will witness dramatic changes under the influence of intangible drivers.

A Sri Lankan Development Communication Model： Use of Traditional Forms of Communication

This paper explores the potentials of traditional forms of communication in rural development communication. Experimenting a local development communication model that can be used at the grass-root level communication at the community development programs in Sri Lanka is the research objective. This study is a participatory research. Live participatory observation, impact analysis using a questionnaire and direct interview tools were used to analyze the impact of the creative model. This research study was experimented at Rasnayakapura divisional secretariat, Sri Lanka from 2004 to 2005. Results suggest that the traditional forms of communication can be utilized as a useful instrument in the rural community programs more than the dominant use of mass media and conventional use of small group communication. Forms of traditional communication are rich in communication because of their closeness to rural life, credibility, Utilization of familiar signs ＆ symbols, Participation of the same community, collective presentation, Utilization of past experiences, plot and the stories from their own life and psychological understanding （attraction, attention, rationality）. Communicating a message through entertainment was the practice of this model. Finally impact analysis confirmed the success of the model.

An Interactive Model for Analyzing the Development of the Communication Discipline： Israel as a Case Study

Our paper presents an interactive four-dimensional model for studying the long- and short-term development of the communication discipline with Israel serving as a case study： institutional-contextual, institutional-in-field, intellectual-contextual, and intellectual-in-field. Our empirical analysis utilized personal interviews, archive documents, and statistical data. Four main processes were discerned： transition from integration to alienation between institutions of higher learning and the larger political and ideological context; a shift from Hebrew University Institute of Communication＇s institutional monopoly to a multiplicity of increasingly competitive communication schools/departments; transition from intellectual hegemony to limited intellectual diversity; and gradually improving status for the communication field among social science disciplines. Our case-study analysis validated the interactive relationship among the model＇s conceptual dimensions, calling for future cross-national comparisons.

Research on the Communication and Development of Heilongjiang Cultural and Creative Industry under the Background of“Belt and Road”

This paper focuses on the research on the dissemination and development of cultural and creative industries in Heilongjiang Province under the background of“Belt and Road.”Firstly,the paper analyzes the main characteristics of cultural and creative industries in Heilongjiang Province and then puts forward the leading advantages of the government to promote the development of cultural and creative industries.The government gives full play to its regional advantages and creates Longjiang cultural products,while also accelerating regional industrial cooperation and innovative cultural communication forms.In-depth discussion is made on integrating scientific and technological means of the times and strengthening the cultivation of innovative talents.The government optimizes the communication and development path of the Heilongjiang cultural entrepreneurship industry and brings positive influence to the stable development of the Heilongjiang region in the future.

Measuring Spatial Differences of Informatization in China

As the wide application of new Information and Communication Technologies （ICTs） shows, the world is moving fast to- wards an information age. Since China was first connected to the Internet in 1994, the development of ICTs in China and around the world has been astonishingly fast, and yet there is a clear ＇digital divide＇ among different regions in China. Although Chinese geogra- phers have paid attention to regional differences in informatization, they usually employ a limited number of indicators, mainly focusing on the Intemet. In fact, infi^rmatization is a much broader concept, covering not only the lntemet, but also mobile phones as well as user ability. In the light of these considerations, this study provides a comprehensive examination of the development of informatization and its spatial differences in China. First, based on a literature review, the paper identifies 29 preliminary indicators for measuring informa- tization, and employs prin,-ipal components analysis and the fuzzy analytic hierarchy process to streamline them into 12 indicators to form an ICTs Developmen： Index （ID1）. Second, by using the data from provincial statistical yearbooks and the China Internet Network Information Center, the paper calculates the 1191 of each mega-region and each province in 2000-2010, and measures the changing spa- tial differences in the development of informatization in China. Lastly, the paper quantifies the relationship between informatization and economic growth. The empirical results show that the IDI of the western and central China has been increasing faster than that of the coastal region, indicating that the digital divide in China has been narrowing.

High-Speed EMU TCMS Design and LCC Technology Research

This paper introduces the high-speed electrical multiple unit （EMO） life cycle, including the design, manufacturing, testing, and maintenance stages. It also presents the train control and monitoring system （TCMS） software development platform, the TCMS testing and verification bench, the EMU driving simulation platform, and the EMU remote data transmittal and maintenance platform. All these platforms and benches combined together make up the EMU life cycle cost （LCC） system. Each platform facilitates EMU LCC management and is an important part of the system.

Communication on Road Safety in Cameroon: Representation in the Press and Government Strategy

Road safety is a major concern in Cameroon, due to the multiplicity of road accidents resulting in the loss of human lives and the deterioration of road infrastructures. In 2019, the year marking the end of the United Nations decade of actions for road safety, the number of deaths on Cameroonian roads was 937. In this article, we have selected to examine the theme of road safety in the Cameroonian press and to look at awareness-raising strategies on the same subject. Our objective is to highlight the importance of communication in solving road safety problems. We therefore asked ourselves the following questions: How is the topic of road safety dealt with in the media? In combination with awareness campaigns, are the representations conveyed through the press sufficient to contribute to a change in road users behaviour? The option of studying both the representations of road safety that we have chosen has enabled us to show how the co-production of this public problem can be explained through the interrelations between the media and institutional fields. We initially postulated that communication achieves its objective in road safety campaigns when it integrates mixed strategies including campaigns aimed at road users, information for the general public through the press and social marketing campaigns aimed at changing behaviour. After a content analysis of articles published on road safety in three newspapers and an analysis of the messages disseminated in the posters and flyers produced during awareness campaigns, we found that awareness-raising through the media is not enough on its own. We therefore conclude that it is important to combine marketing techniques, citizen education and awareness raising aimed at changing user behaviour in road safety communication strategies. The target strategy is also important because each road safety message is addressed to a specific target group that plays a specific role

A Study on the Cultivation of Students'Intercultural Communicative Competence in College English Teaching

With the further deepening of international cooperation and exchanges, the social demand for talents with interculturalcommunicative competence will be increasing. At present, the cultural competence of college students is far from meeting theneeds of intercultural communication. It is increasingly urgent to strengthen cultural teaching to improve the awareness and abilityof intercultural communication of College students. Teaching English should not only teach students to master the basic abilities ofEnglish listening, speaking, reading and writing, but also pay attention to the cultivation of students' intercultural communicativecompetence in order to improve college students' comprehensive English ability. This paper takes the approach of interculturalcommunication ability as the starting point, and explores the ways to cultivate students' intercultural communicative competence incollege English teaching.

Weekly Journal： A Win-win Proposition for CE Learners and Teachers

This paper provides an overview of the weekly journal writing carried out over the period of one semester with two classes of College English learning freshmen. After introducing the situation of CE learning and teaching in China and the theoretical background, via a case study and a questionnaire and interview survey, it argues that by employing the weekly journal writing, the teacher can have a better knowledge of the students, thus being able to adopt a more learner-centered practice. Meanwhile, the students benefit in writing competence, positive emotional development, and fostering learner autonomy. It concludes that the weekly journal is the realization of three things at once： ongoing teacher-student communication, learners＇ positive emotional development, and semi-free writing-a win-win proposition for learners and teachers.

Implementing the communication for development strategy to improve knowledge and coverage of measles vaccination in western Chinese immunization programs:a before-and-after evaluation

Background:Communication for Development(C4D)is a strategy promoted by the United Nations Children’s Fund to foster positive and measurable changes at the individual,family,community,social,and policy levels of society.In western China,C4D activities have previously been conducted as part of province-level immunization programs.In this study,we evaluated the association of C4D with changes in parental knowledge of immunization services,measles disease,and measles vaccine,and changes in their children’s measles vaccine coverage.Methods:From April 2013 to April 2014,C4D activities were implemented as part of provincial immunization programs in the Inner Mongolia,Guangxi,Chongqing,Guizhou,Tibet,Shaanxi,Gansu,Ningxia,and Qinghai provinces.We used a before-and-after study design and employed face-to-face interviews to assess changes in parental knowledge and vaccination coverage.Results:We surveyed 2107 households at baseline and 2070 households after 1 year of C4D activities.Following C4D,95%of caregivers were aware of the vaccination record check requirement for entry into kindergarten and primary school;80%of caregivers were aware that migrant children were eligible for free vaccination;more than 70%of caregivers knew that measles is a respiratory infectious disease;and 90%of caregivers knew the symptoms of measles.Caregivers’willingness to take their children to the clinic for vaccination increased from 51.3%at baseline to 67.4%in the post-C4D survey.Coverage of one-dose measles-containing vaccine(MCV)increased from 83.8%at baseline to 90.1%after C4D.One-dose MCV coverage was greater than 95%in the Guangxi,Shaanxi,and Gansu provinces.Two-dose MCV coverage increased from 68.5 to 77.6%.House-to-house communication was the most popular C4D activity among caregivers(91.6%favoring),followed by posters and educational talks(64.8 and 49.9%favoring).Conclusions:C4D is associated with increased caregiver knowledge about measles,increased willingness to seek immunization services for their children,and increased measles vaccination coverage.Tailored communication strategies based on insights gained from these analyses may be able to increase vaccination coverage in hard-to-reach areas.C4D should be considered for larger scale implementation in China.

BLE Mesh： A Practical Mesh Networking Development Framework for Public Safety Communications

Owing to advanced storage and communication capabilities today, smart devices have become the basic interface between individuals and their surrounding environment. In particular, massive devices connect to one other directly in a proximity area, thereby enabling abundant Proximity Services（Pro Se）, which can be classified into two categories： public safety communication and social discovery. However, two challenges impede the quick development and deployment of Pro Se applications. From the viewpoint of networking, no multi-hop connectivity functionality component can be directly operated on commercially off-the-shelf devices, and from the programming viewpoint, an easily reusable development framework is lacking for developers with minimal knowledge of the underlying communication technologies and connectivity. Considering these two issues, this paper makes a twofold contribution. First, a multi-hop mesh networking based on Bluetooth Low Energy（BLE） is implemented,in which a proactive routing mechanism with link-quality（i.e., received signal strength indication） assistance is designed. Second, a Pro Se development framework called BLE Mesh is designed and implemented, which can provide significant benefits for application developers, framework maintenance professionals, and end users. Rich application programming interfaces can help developers to build Pro Se apps easily and quickly. Dependency inversion principle and template method pattern allow modules in BLE Mesh to be loosely coupled and easy to maintain and update. Callback mechanism enables modules to work smoothly together and automation processes such as registration, node discovery, and messaging are employed to offer nearly zero-configuration for end users.Finally, based on the designed Pro Se development kit, a public safety communications app called Quote Send App is built to distribute emergency information in close area without Internet access. The process illustrates the easy usability of BLE Mesh to develop Pro Se apps.
