The research examined the role of media in promoting peace and conflict resolution in North Kivu,Democratic Republic of Congo.The security situation in the Democratic Republic of the Congo(DRC),particularly in the eas...The research examined the role of media in promoting peace and conflict resolution in North Kivu,Democratic Republic of Congo.The security situation in the Democratic Republic of the Congo(DRC),particularly in the eastern region of North Kivu,has been deteriorating.The study was anchored in social identity theory.The research methodology employed for this study was qualitative,focusing on the analysis of Mr.Edgar Mateso’s contributions to Radio Okapi’s“Dialogue entre Congolais”program during the period from 2019 to 2023.The research was conducted within the broader context of the persistent war and conflict in the Democratic Republic of Congo,providing valuable insights into the dynamics and challenges of addressing the ongoing insecurity and violence in the region.The study found that media,exemplified by Radio Okapi,plays a multifaceted and significant role in promoting peace and conflict resolution in North Kivu,Democratic Republic of Congo(DRC).It serves as a critical source of accurate information,enabling informed decision-making regarding ceasefire agreements,peace talks,and humanitarian aid.Media fosters dialogue and understanding among different stakeholders,contributing to reconciliation efforts.Additionally,it raises awareness about the human cost of the conflict,challenges misinformation,monitors peace agreements,amplifies the concerns of the affected population,and promotes human rights and justice.Media also engages youth,serves as an early warning system,and attracts global attention to the conflict.It is recommended that media organizations in North Kivu continue their efforts to facilitate dialogue and understanding among different stakeholder groups.Additionally,media should maintain its focus on raising awareness about the human cost of the conflict,ensuring that the suffering of civilians remains in the spotlight and generates international empathy and support.Media outlets should also continue their role as watchdogs by closely monitoring the implementation of ceasefire agreements and reporting any violations transparently.To strengthen media’s role in promoting peace,there should be continued advocacy for peace through dedicated radio programs,news reports,and editorial content.Internationally,media should continue to provide comprehensive coverage of the conflict in North Kivu,attracting global attention and shaping the perception of the conflict on the global stage.Lastly,media organizations should preserve a lasting legacy of peace by archiving peace-related content,documentaries,and narratives of reconciliation.展开更多

After analyzing traffic conflict characteristics and vehicle collision scenarios at intersection, a vehicle dynamics model and an inter-vehicle communication method are discussed. In the inter-vehi- cle communication environment, the relative relationship between two encountered vehicles are de- signed. Then vehicle conflict detection and resolution algorithms under two conflict scenarios are put forward to represent the conflict-free movements of vehicles with adjusting vehicle velocity at cross- ing. Finally, simulation studies are carried out and the results prove that the proposed algorithms are effective for vehicle conflict resolution at blind crossing.展开更多

Designers of different places complete the same work, but the conflict appears in the process of design which may interface the design. Case-based reasoning (CBR) method is applied to the problem of conflict resolution, which is in the artificial intelligence field. However, due to the uncertainties in knowledge representation, attribute description, and similarity measures of CBR, it is very difficult to find the similar cases from case database. A fuzzy CBR method was proposed to solve the problem of conflict resolution in collaborative design. The process of fuzzy CBR was introduced. Based on the feature attributes and their relative weights determined by a fuzzy technique, a fuzzy CBR retrieving mechanism was developed to retrieve conflict resolution cases that tend to enhance the functions of the database. By indexing, calculating the weight and defuzzicating of the cases, the case similarity can be obtained. Then the case consistency was measured to keep the right result. Finally, the fuzzy CBR method for conflict resolution was demonstrated by means of a case study. The prototype system based on web is developed to illustrate the methodology.展开更多

The constraint satisfaction problem being NP-complete, the algorithms developed to solve it have been of two types: non-systematic and systematic search methods. In this paper, we have considered a breakout algorithm as an example of non-systematic search methods and a backtracking procedure that maintains Arc Consistency (MAC) as an example of systematic search methods. The performance of these algorithms was compared experimentally and the Breakout algorithm is shown to be clearly superior.展开更多

In this paper, one of the objectives is to showcase instances of proverbs serving as tools for conflict resolution in D.O. Fagunwa's Yoruba novel entitled Ogboju Ode Ninu Igbo IrunmQl~, which Abioye (1989) has translated as Le preux chasseur dans la for^t infest^e de demons (The Forest of a Thousand Demons). This paper focuses attention on the role of agba (elders) in conflict resolution at various levels of Yoruba life. We acknowledge that agba (elders) have performed these roles in traditional, indigenous Yoruba societies. The opinion expressed in this paper is that agba, as theoretical and practical conflict resolution mechanism, can be philosophically developed and used as an alternative model to the current means of resolving conflicts through wars and terrorism and other forms of violence by aggrieved individuals and groups in national and international arenas.展开更多

Based on ADS-B surveillance data,this paper proposes a multi-unmanned aerial vehicle(multi-UAV)collision detection method based on linear extrapolation for ground-based UAV collision detection and resolution,thus to p...Based on ADS-B surveillance data,this paper proposes a multi-unmanned aerial vehicle(multi-UAV)collision detection method based on linear extrapolation for ground-based UAV collision detection and resolution,thus to provide early warning of possible conflicts.To address the problem of multi-UAV conflict,the basic ant colony algorithm is introduced.The conflict simplification model of the traditional basic ant colony algorithm is optimized by adding a speed regulation strategy.A multi-UAV conflict resolution scheme is presented based on speed regulation and heading strategies.The ant colony algorithm is improved by adding angle information and a queuing system.The results show that the improved ant colony algorithm can provide multi-UAV joint escape routes for a multi-UAV conflict situation in airspace.Unlike the traditional ant colony algorithm,our approach converges to the optimization target.The time required for the calculation is reduced by 43.9%,and the total delay distance caused by conflict resolution is reduced by 58.4%.展开更多

A constraint satisfaction based conflict detection and resolution tool CSCDR is then developed. It can help collaborative designers to detect and resolve the conflicts in time in the early stage of the design process so that the unnecessary design iteration and repeated negotiation are avoided and the design efficiency is then much improved. In principle, it can be performed by using coded-mask imaging with a very long mask-detector distance. Previously, the diffraction-interference effect was thought to degrade coded-mask imaging performance dramatically at the low energy end with its very long mask-detector distance. The diffraction-interference effect is described with numerical calculations, and the diffraction-interference cross correlation reconstruction method (DICC) is developed in order to overcome the imaging performance degradation. Based on the DICC, a super-high angular resolution principle (SHARP) for coded-mask X-ray imaging is proposed. The feasibility of coded mask imaging beyond the diffraction limit of a single pinhole is demonstrated with simulations. With the specification that the mask element size is 50 × 50 μm^2 and the mask-detector distance is 50 m, the achieved angular resolution is 0.32arcsec above about 10keV and 0.36arcsec at 1.24keV (λ = 1 nm), where diffraction cannot be neglected. The on-axis source location accuracy is better than 0.02 arcsec. Potential applications for solar observations and wide-field X-ray monitors are also briefly discussed.展开更多

基于无人机未来融入国家空域系统的发展趋势,针对无人机数量增多导致与有人机之间碰撞风险增大的问题,根据ADS-B IN的优势和特点,提出了一种融合空域下,无人机利用ADS B IN进行冲突探测和解脱的模型。模型中依据飞行器的具体参数划设了...基于无人机未来融入国家空域系统的发展趋势,针对无人机数量增多导致与有人机之间碰撞风险增大的问题,根据ADS-B IN的优势和特点,提出了一种融合空域下,无人机利用ADS B IN进行冲突探测和解脱的模型。模型中依据飞行器的具体参数划设了有人机的安全区和保护区,并利用几何法设置潜在碰撞风险判定标准和解脱完成标准,根据最小机动和最快解脱原则,无人机在空域内进行实时探测并对可能产生冲突的有人机主动避让,在避让过程中分别考虑了速度解脱、航向解脱、速度和航向混合解脱三种解脱策略。在实际运行场景中,同时考虑了风对航空器速度和航向的影响,进行了风速修正。设置三种运行场景进行了仿真试验,仿真结果满足最低安全间隔的要求。为进一步验证模型的优势,另与传统的人工势场方法进行了仿真对比。以上两种结果均证实了模型的可靠性和优越性,未来可用于降低管制员工作负荷,提高空域整体安全性。展开更多

The consequences of ...The pervasive herdsmen-farmers conflicts in the north-central region of Nigeria have changed the narrative of Nigeria’s enduring ethnic crises to ideologies, which are in-controvertibly sinister. The consequences of this tension, which has defied possible military responses, political, religious and cultural strategies are potentially devastating, not just for Nigeria, but the whole of West African region. Since the particular nature of these conflicts increasingly highlights the significance and inevitability of land resources for crops farming and cattle rearing, it is imperative to create awareness of the elemental nature of soils, especially their diversities in these conflict-prone areas. This study’s objective was to produce a Geographic Information System (GIS) based digital soil map (DSM) of the north-central region of Nigeria, and to delineate soil distribution and unique properties. Based on this study, the DSM offers a quick access to quantitative soil data covering the study area. It indicates that soil mapping units 15d, 18d and 24b are dominant, and constitute about 40% of the local arable lands. The broad pattern of distribution of these soils reflects both the climatic conditions and the geological structure of the region. The soils are highly weathered with limited capacities to supply essential nutrients needed by crop plants. These issues raise a number of questions, most of which focuses on the best possible way to maximize these soils to accommodate both crop farming and cattle rearing. It is our hope that taking the advantage of GIS to stimulate the knowledge and consciousness of soil distribution in the region will place the weight where it is appropriate in terms of food security through crops production and cattle rearing, and hence forge a more realistic pathway to reconciliation and conflict resolution.展开更多
The multi-UAV adversary swarm defense(MUASD)problem is to defend a static base against an adversary UAV swarm by a defensive UAV swarm.Decomposing the problem into task assignment and low-level interception strategies...The multi-UAV adversary swarm defense(MUASD)problem is to defend a static base against an adversary UAV swarm by a defensive UAV swarm.Decomposing the problem into task assignment and low-level interception strategies is a widely used approach.Learning-based approaches for task assignment are a promising direction.Existing studies on learning-based methods generally assume decentralized decision-making architecture,which is not beneficial for conflict resolution.In contrast,centralized decision-making architecture is beneficial for conflict resolution while it is often detrimental to scalability.To achieve scalability and conflict resolution simultaneously,inspired by a self-attention-based task assignment method for sensor target coverage problem,a scalable centralized assignment method based on self-attention mechanism together with a defender-attacker pairwise observation preprocessing(DAP-SelfAtt)is proposed.Then,an imperative-priori conflict resolution(IPCR)mechanism is proposed to achieve conflict-free assignment.Further,the IPCR mechanism is parallelized to enable efficient training.To validate the algorithm,a variant of proximal policy optimization algorithm(PPO)is employed for training in scenarios of various scales.The experimental results show that the proposed algorithm not only achieves conflict-free task assignment but also maintains scalability,and significantly improve the success rate of defense.展开更多

Both are devoted to expound all the comprehensive properties of Cauchy's function f(z) (z = x + iy) and its integral J[f(z)]≡(2πi)-∮cf(t)(t-z)-1dt taken along the unit circle as contour C,inside which(the open domain D+) f(z) is regular but has singularities distributed in open domain Doutside C. Resolution is given to the inverse problem that the singularities of f(z) can be determined in analytical form in terms of the values f(t) of f(z) numerically prescribed on C(|t| = 1) ,as so enunciated by Wu's conjecture. The case of a single singularity is solved using complex algebra and analysis to acquire the solution structure for a standard reference. Multiple singularities are resolved by reducing them to a single one by elimination in principle,for which purpose a general asymptotic method is developed here for resolution to the conjecture by induction,and essential singularities are treated with employing the generalized Hilbert transforms. These new methods are applicable to relevant problems in mathematics,engineering and technology in analogy with resolving the inverse problem presented here.展开更多

Gerontocracy, governance by the elderly, an adopted mode of government by most African communities, mostly has its wisdom reflected in proverbs. Proverbs then become an administrative tool to resolve conflict among warring parties, communities or persons. In this paper, one of the objectives is to showcase instances of proverbs serving as tools for conflict resolution in D.O. Fagunwa's Yoruba novel entitled Ogboju Ode Ninu Igbo IrunmQl~, which Abioye (1989) has translated as Le preux chasseur dans la for^t infest^e de demons (The Forest of a Thousand Demons). Another objective is to study the translational strategies employed by Abioye to successfully translate the rich cultural African worldview encapsulated in Yoruba proverbs into French, a non-African language.
文摘In indigenous and contemporary societies, different elements of social and political institutions have come up with various inner mechanisms that are unique to their societies that can adjudicate in conflict situations. In traditional, indigenous Yoruba societies, agba (elders) were usually relied upon as agents and institutions of conflict resolution in view of certain qualities possessed by this category of people. This paper focuses attention on the role of agba (elders) in conflict resolution at various levels of Yoruba life. We acknowledge that agba (elders) have performed these roles in traditional, indigenous Yoruba societies. The opinion expressed in this paper is that agba, as theoretical and practical conflict resolution mechanism, can be philosophically developed and used as an alternative model to the current means of resolving conflicts through wars and terrorism and other forms of violence by aggrieved individuals and groups in national and international arenas.

文摘It is not objective to rate the decision-making factors in the traditional failure mode and effect analysis,so fuzzy semantic theory is used in this paper.Six fuzzy semantic scales and their corresponding semantics are summarized,and a defuzzification method is studied to obtain the fuzzy value table of the six fuzzy semantic scales.For the conflicts between experts in the traditional failure mode and effects analysis,a conflict-resolution algorithm is studied to obtain the failure risk order.Finally,a certain type of industrial valve is used as an example to prove the validity of the theory proposed in this paper.
文摘With the appearance of globalization,communication across cultures plays an important role in English learning.However,in the traditional English teaching of China,we have mainly focused on teaching grammar and language skills.In this paper,the author employs collaborative learning model with the author's teaching practice to illustrate the conflict resolution and the importance of cultures from a dialogue of team work in the process of teaching.And in order to educate the consciousness of students in communication across cultures,the author puts forward some suggestions.

文摘Based on ADS-B surveillance data,this paper proposes a multi-unmanned aerial vehicle(multi-UAV)collision detection method based on linear extrapolation for ground-based UAV collision detection and resolution,thus to provide early warning of possible conflicts.To address the problem of multi-UAV conflict,the basic ant colony algorithm is introduced.The conflict simplification model of the traditional basic ant colony algorithm is optimized by adding a speed regulation strategy.A multi-UAV conflict resolution scheme is presented based on speed regulation and heading strategies.The ant colony algorithm is improved by adding angle information and a queuing system.The results show that the improved ant colony algorithm can provide multi-UAV joint escape routes for a multi-UAV conflict situation in airspace.Unlike the traditional ant colony algorithm,our approach converges to the optimization target.The time required for the calculation is reduced by 43.9%,and the total delay distance caused by conflict resolution is reduced by 58.4%.

文摘To the issues of low efficiency of conflict resolution method in collaborative design, we proposed a method, which is conflict resolution about collaborative design based on grid services.It uses the grid services from the current design points, uses the method of retrospective thinking to find the conflict point by detecting, and then uses the corresponding method to resolve the conflict point according to the conflict characteristic, after that carried on the conflict detection again. If there is still the conflict, resolve the conflict point again, until the conflict no longer exists. This method combines various traditional resolution methods, makes full use of the grid idle high-performance large-scale sharing resources. With this method the collaborative design conflict resolution cost reduced and the conflict resolution efficiency was raised. And then the problem which is not handled completely was then solved, so that the conflict resolution Quality was guaranteed.
文摘The conflict detection and resolution in collaborative design is a key issue to maintain multi disciplinary design consistency. This paper proposes a new method for conflict detection and resolution based on constraint satisfaction technique. The representation of design constraint, the interval arithmetic of the constraint satisfaction problem CSP and the conflict resolution strategy based on constraint relaxation and adjustment are introduced. A constraint satisfaction based conflict detection and resolution tool CSCDR is then developed. It can help collaborative designers to detect and resolve the conflicts in time in the early stage of the design process so that the unnecessary design iteration and repeated negotiation are avoided and the design efficiency is then much improved. A design case illustrates the effectiveness of CSCDR.

文摘High angular resolution X-ray imaging is always useful in astrophysics and solar physics. In principle, it can be performed by using coded-mask imaging with a very long mask-detector distance. Previously, the diffraction-interference effect was thought to degrade coded-mask imaging performance dramatically at the low energy end with its very long mask-detector distance. The diffraction-interference effect is described with numerical calculations, and the diffraction-interference cross correlation reconstruction method (DICC) is developed in order to overcome the imaging performance degradation. Based on the DICC, a super-high angular resolution principle (SHARP) for coded-mask X-ray imaging is proposed. The feasibility of coded mask imaging beyond the diffraction limit of a single pinhole is demonstrated with simulations. With the specification that the mask element size is 50 × 50 μm^2 and the mask-detector distance is 50 m, the achieved angular resolution is 0.32arcsec above about 10keV and 0.36arcsec at 1.24keV (λ = 1 nm), where diffraction cannot be neglected. The on-axis source location accuracy is better than 0.02 arcsec. Potential applications for solar observations and wide-field X-ray monitors are also briefly discussed.
文摘Land use conflicts are complex disputes that contribute at large in terms of negative social and economic impacts within the heterogeneous societies.The mechanisms of success for land use conflict resolution still need further research because of various mindsets of the people.In this paper,the issues of land conflicts between farmers and pastoralists in Tanzania mainland which could lead to low economic development are reviewed and the general causes and effects of land use conflicts are outlined.Poor land governance,inappropriate of land use plans,inadequate land policies,land tenure insecurity,corruption and population increases are cited as being among of the main offenders fuelling land use conflicts in Tanzania.
文摘High-resolution atomic-beam laser spectroscopy has been performed to study Stark effect of Ba atom. Stark spectra have been observed at various electric fields for Ba highly excited states. The scalar polarizability of the transition from 6s5d3D2 to 5d6p3F3 at 728.0 nm and the tensor polarizability of the 3F3 level have been determined for the first time, to be αs = -89.8 (12) kHz/(kV/cm)2 and αt = -133.7 (20) kHz/(kV/cm)2, respectively.
文摘基于无人机未来融入国家空域系统的发展趋势,针对无人机数量增多导致与有人机之间碰撞风险增大的问题,根据ADS-B IN的优势和特点,提出了一种融合空域下,无人机利用ADS B IN进行冲突探测和解脱的模型。模型中依据飞行器的具体参数划设了有人机的安全区和保护区,并利用几何法设置潜在碰撞风险判定标准和解脱完成标准,根据最小机动和最快解脱原则,无人机在空域内进行实时探测并对可能产生冲突的有人机主动避让,在避让过程中分别考虑了速度解脱、航向解脱、速度和航向混合解脱三种解脱策略。在实际运行场景中,同时考虑了风对航空器速度和航向的影响,进行了风速修正。设置三种运行场景进行了仿真试验,仿真结果满足最低安全间隔的要求。为进一步验证模型的优势,另与传统的人工势场方法进行了仿真对比。以上两种结果均证实了模型的可靠性和优越性,未来可用于降低管制员工作负荷,提高空域整体安全性。
文摘The pervasive herdsmen-farmers conflicts in the north-central region of Nigeria have changed the narrative of Nigeria’s enduring ethnic crises to ideologies, which are in-controvertibly sinister. The consequences of this tension, which has defied possible military responses, political, religious and cultural strategies are potentially devastating, not just for Nigeria, but the whole of West African region. Since the particular nature of these conflicts increasingly highlights the significance and inevitability of land resources for crops farming and cattle rearing, it is imperative to create awareness of the elemental nature of soils, especially their diversities in these conflict-prone areas. This study’s objective was to produce a Geographic Information System (GIS) based digital soil map (DSM) of the north-central region of Nigeria, and to delineate soil distribution and unique properties. Based on this study, the DSM offers a quick access to quantitative soil data covering the study area. It indicates that soil mapping units 15d, 18d and 24b are dominant, and constitute about 40% of the local arable lands. The broad pattern of distribution of these soils reflects both the climatic conditions and the geological structure of the region. The soils are highly weathered with limited capacities to supply essential nutrients needed by crop plants. These issues raise a number of questions, most of which focuses on the best possible way to maximize these soils to accommodate both crop farming and cattle rearing. It is our hope that taking the advantage of GIS to stimulate the knowledge and consciousness of soil distribution in the region will place the weight where it is appropriate in terms of food security through crops production and cattle rearing, and hence forge a more realistic pathway to reconciliation and conflict resolution.

文摘The multi-UAV adversary swarm defense(MUASD)problem is to defend a static base against an adversary UAV swarm by a defensive UAV swarm.Decomposing the problem into task assignment and low-level interception strategies is a widely used approach.Learning-based approaches for task assignment are a promising direction.Existing studies on learning-based methods generally assume decentralized decision-making architecture,which is not beneficial for conflict resolution.In contrast,centralized decision-making architecture is beneficial for conflict resolution while it is often detrimental to scalability.To achieve scalability and conflict resolution simultaneously,inspired by a self-attention-based task assignment method for sensor target coverage problem,a scalable centralized assignment method based on self-attention mechanism together with a defender-attacker pairwise observation preprocessing(DAP-SelfAtt)is proposed.Then,an imperative-priori conflict resolution(IPCR)mechanism is proposed to achieve conflict-free assignment.Further,the IPCR mechanism is parallelized to enable efficient training.To validate the algorithm,a variant of proximal policy optimization algorithm(PPO)is employed for training in scenarios of various scales.The experimental results show that the proposed algorithm not only achieves conflict-free task assignment but also maintains scalability,and significantly improve the success rate of defense.
文摘This is a series of studies on Wu's conjecture and on its resolution to be presented herein. Both are devoted to expound all the comprehensive properties of Cauchy's function f(z) (z = x + iy) and its integral J[f(z)]≡(2πi)-∮cf(t)(t-z)-1dt taken along the unit circle as contour C,inside which(the open domain D+) f(z) is regular but has singularities distributed in open domain Doutside C. Resolution is given to the inverse problem that the singularities of f(z) can be determined in analytical form in terms of the values f(t) of f(z) numerically prescribed on C(|t| = 1) ,as so enunciated by Wu's conjecture. The case of a single singularity is solved using complex algebra and analysis to acquire the solution structure for a standard reference. Multiple singularities are resolved by reducing them to a single one by elimination in principle,for which purpose a general asymptotic method is developed here for resolution to the conjecture by induction,and essential singularities are treated with employing the generalized Hilbert transforms. These new methods are applicable to relevant problems in mathematics,engineering and technology in analogy with resolving the inverse problem presented here.
