A study on evaluation index system of the sponge city construction of Gui-An New District

The construction of sponge city, should effectively alleviate our country city water, strengthen the rainwater collection and utilization and transform urban development mode to the low impact development mode. In 2015, the pilot city of sponge city's construction has begun to take shape with the push of the Ministry of Housing and Urban-Rural Development of the Peoples' Republic of China, the Ministry of Finance and the Ministry of Water Resources. For the pilot cities, they should strengthen the performance evaluation process and play the leading role of the nation demonstration. Taking the aspects of sponge city project's management, runoff volume control into consideration, sponge city initially formed a set of scientific and objective evaluation index which is in order to reflect the effectiveness of Gui-An New Area's construction.What's more, through analyzing the sponge city's deficiency of the performance evaluation, I also carry out the work that need to put forward suggestions.

Design of Human Resource Performance Evaluation System for Construction Enterprises

Based on job analysis for the permanent departments of construction enterprises, by combining KPI assessment method and 360-degree evaluation method, this article establishes a set of human resource performance evaluation indicator system; by determining indicators＇ weights and evaluators＇ grading weights through analytic hierarchy process （AHP）, offering a kind of dynamic computing method for performance evaluation, and tightly linking the evaluation result to employees＇ personal interests, this article builds up a set of scientific performance evaluation system. This article takes the engineering department of construction enterprises for example to explain the calculation and application of performance evaluation result. This article provides construction enterprises with a method reference for human resource performance evaluation.

Research on the Performance Evaluation Index System of Frontier County Governments in China ——Taking Hekou County as an Example

At present, the overall economic and social development of our country is fast, but the rate of development of the remote land and territories in the land is still far behind the speed of the inland and the east. This has also triggered a series of frontier issues. This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control.

Establishment and application of performance evaluation model for collection and transportation system of municipal solid waste

On the basis of analyzing the typical waste collection and transportation mode,the evaluation index system for performance of the waste collection and transportation system was proposed with three grades,which related to six factors,such as economic evaluation,high efficient evaluation,environmental impact assessment,resource evaluation,evaluation of security and emergency,evaluation of management and society. With the performance evaluation theory,the performance evaluation model of waste collection and transportation system was constructed,which quantified the grading standard of index and determined the index weight in analytic hierarchy process (AHP). After evaluating the waste collection and transportation system of the main districts of Chongqing city,the results show that the it has an excellent performance evaluation grade with very high performance level of three indices involving evaluation of management and society,environmental impact assessment,evaluation of security and emergency and quite low performance level of two indices that include high efficient evaluation and economic evaluation.

Construction of Green Community Index System under the Background of Community Construction

Under the background of community construction, green community has become a concentrated embodiment of human pursuit of high-quality life. Green community plays an important role in saving energy, improving living environment and promoting sustainable development. By establishing the evaluation index system of green community, this paper attempts to make a more comprehensive evaluation from the aspects of resources, environment and management mode of green community, to effectively evaluate the development level of green community, to provide reference for government departments to manage and develop the development of decision-making green community, to provide guidance for planning and designing green community environment, and to provide direction for the construction of green sustainable development. At the same time, it is beneficial to the promotion and development of green environmental protection technology.

Performance Evaluation Method of Discipline Construction Members in Colleges and Universities from the Perspective of Value Management

Study on Urban Construction Land Suitability Evaluation in Southwestern Mountainous Areas of Yunnan Province Based on the Strategy of "Protecting Farmland in Flatland Areas and Constructing Mountainous Cities" : A Case in Lianghe County

According to the particularity of towns＇ construction in the southwestern mountainous areas of Yunnan Province, this study has built constructive land suit- ability evaluation index system which is different to flat area. Then this study deter- mined single evaluation factors index and comprehensive suitability index using ＂ex- treme conditions method＂ and ＂suitability index method＂, and analyzed and assessed the constructive land suitability on each evaluation unit polygons and its suitability level by using GIS software. Taking Lianghe County of Dehong Dai-Jingpo Au- tonomous Prefecture as an example to evaluate land suitability in Lianghe County＇s main towns around the gentle slope, the results show, in the evaluation area, the area of land suitable for construction and unsuitable for construction respectively ac- count 73.58% and 26.42%. And first-class, second and third-class of land suitable for construction should be composited at the ratio of about 11：49：40. The suitability evaluation index system and method developed in this paper is applicable for evalu- ating the construction land suitability in mountainous areas of southwest Yunnan Province, and will provide theoretical and technical support for land policy measures which strengthen the protection of farmland and promote the scientific development of urbanization in Yunnan Province and even similar mountainous areas of the whole China.

Simplified stiffness-based approach for seismic performance evaluation of moment-resisting frame

Based on the concept of stiffness degradation, a damage index of the whole frame and the storey is proposed for the frame seismic performance evaluation. The index is compatible with the non-linear static analysis （e. g. the pushover analysis）, and the structural damage is considered via plastic hinges. Simultaneously, a practical approach is developed to obtain the relationships between the proposed index and earthquake intensities based on the capacity spectrum method. The proposed index is then illustrated through two low-rise reinforced concrete frames, and it is also compared with some other indices. The results indicate that the proposed index is on the safe side and not sensitive to the lateral load pattern. The storey index is helpful to reflect the storey damage and to uncover the position of the weak storey. Finally, the relationship between performance levels and damage index values is also proposed through statistical analysis for the performance-based seismic evaluation.

Research on Evaluating Index of Lightning Protection Safety Performance of High Voltage Overhead Transmission Line

In order to improve the lightning protection performance of transmission lines, lightning protection management has been divided into every tower that lightning protection performance has been evaluated respectively. According to factors such as landform, span, tower type, grounding resistance, isolator type, and so on, relative ratio of tripping operation of every tower in the line has been calculated to evaluate its lightning protection safety performance, it is beneficial to operation maintenance and lightning reconstruction of transmission lines.

Eco-city Planning and Practices from the Perspective of Environmental Performance Evaluation

By reviewing researches on environmental performance evaluation of current eco-city construction, this paper analyzed characteristics and deficiencies of the evaluation methods and index systems, and took Haizhu Eco-city for example to assess the environmental performance of eco-city construction from the perspectives of land, water environment, regional weather, and biodiversity. On this basis, a scientific, objective and feasible evaluation method and index system was basically formed so as to demonstrate the efficiency of eco-city construction, and to provide scientific support for the dynamic adjustment and optimization of eco-city construction.

Application of Fuzzy Comprehensive Evaluation on COGAG Power Plant of Performance

A fuzzy comprehensive evaluation of COGAG power plant performance is given by using a method of fuzzy mathematics, and multilevel fuzzy evaluation model is set up. Taking a naval ship as an example, the major parameters related to COGAG power plant performance are obtained by computer simulation, and a set of synthetic performance evaluation index system is established. The result shows that the strong fuzzy propulsion system performance indexes can be quantified by this fuzzy evaluation model in order to provide the reference for choosing the optimal design of ship propulsion system.

Evaluation and prediction of earth pressure balance shield performance in complex rock strata:A case study in Dalian,China

This research explores the potential for the evaluation and prediction of earth pressure balance shield performance based on a gray system model.The research focuses on a shield tunnel excavated for Metro Line 2 in Dalian,China.Due to the large error between the initial geological exploration data and real strata,the project construction is extremely difficult.In view of the current situation regarding the project,a quantitative method for evaluating the tunneling efficiency was proposed using cutterhead rotation(R),advance speed(S),total thrust(F)and torque(T).A total of 80 datasets with three input parameters and one output variable(F or T)were collected from this project,and a prediction framework based gray system model was established.Based on the prediction model,five prediction schemes were set up.Through error analysis,the optimal prediction scheme was obtained from the five schemes.The parametric investigation performed indicates that the relationships between F and the three input variables in the gray system model harmonize with the theoretical explanation.The case shows that the shield tunneling performance and efficiency are improved by the tunneling parameter prediction model based on the gray system model.

Performance Evaluation of Listed Companies in New-Energy Automotive Industry

As one of the national strategic emerging industries, new-energy-automobile industry has been caused people’s attention increasingly. Therefore, improving the new energy industry listing corporation performance, not only can alleviate the pressure on energy and the environment, but also can conducive to accelerating the transformation and upgrading of the automotive industry. Moreover, it can foster new economic point of growth and international competitiveness. This essay uses the super efficiency DEA model and Malmquist index method to analyze the performance of new-energy-automotive industry listing corporation. The data is from Year 2011 to 2013. Finally according to the conclusion of the empirical research, this paper made several suggestions to improve the operational efficiency of China’s new energy automobile enterprises and promote new energy-automobile industry.

A“Three-index”Seismic Performance Evaluation Method Based on Sino-US Seismic Code

The Code for Seismic Design of Buildings(GB50011-2010)in 2016 and the method of seismic performance-based design for high-rise buildings in the Guide for Performance-based Design of High-Rise Buildings(TBI2017)are compared.In view of the characteristics and limitations of the seismic performance index set by the Sino-US seismic code,a“three-index”performance index system and evaluation process considering the displacement angle of the structural interlayer,the plastic damage degree of components and the plastic strain of material is put forward;combining the example of time-history analysis of a out-of-code high-rise building under the rare earthquakes is verified.The results show that the method of seismic performance evaluation by using deformation control index in Sino-US seismic code is relatively simple;however,both are lacking in the setting of specific components and the whole structure level respectively.The"three-index"system can comprehensively and quantitatively evaluate the seismic performance of out-of-code high-rise buildings.

Assessment of urban sustainable development using fuzzy comprehensive evaluation

Sustainable development index evaluation system is the foundation of the study on the realization of sustain- able development, and it is also an important part to turn sustainable development into operation from philosophical idea. With the rapid economic development, problems of environmental protection appear, and the sustainable develop- ment strategy attracts more and more attention of academia and government. However, because sustainable develop- ment is a complicated and dynamic process, there is no unified index system to evaluate it at present. Based on the theories on cities and sustainable development and certain principles and guidelines, this paper filters sustainable development index, quantizes some key indexes, designs the index system made up of economy, society, environment and resources and system harmony, and comprehensively evaluates the status quo of the sustainable development of a certain area.

Low Temperature Performance Prediction Model of Cold-Filled SMA-13 Asphalt Mixture

Sets of cold-filled SMA-13 asphalt mixture were designed by means of orthogonal design method. The bending and low temperature creep tests of the cold-filled SMA-13 asphalt mixture were carried out. The related models of the fractal dimension and the road performance evaluation index including low temperature bending failure strain εB and bending strength RB are established by using fractal theory. The model can be used to predict the low temperature performance of cold-filled SMA-13 asphalt mixture according to the design gradation, which can reduce the test workload and improve the working efficiency, so as to provide the reference for engineering design.

2-DOF并联行程放大机构结构参数优化

为研制一种能实现快速行走、运动灵活性好的仿生四足机器人,对一种能够实现机构末端位置行程放大的2自由度并联机构进行运动性能分析与结构参数优化,并将优化结果应用到仿生四足机器人的腿部机构,研制出样机。首先,推导2自由度并联行程放大机构位置反解,建立机构的线速度雅克比矩阵,对机构的工作空间进行分析。其次,建立机构运动灵活性能评价指标,揭示主要结构参数对灵活性能指标的影响规律。然后,采用容限加权法确定一组合理的结构参数,使运动灵活性能指标达到最优。最后,根据优化的结构参数设计出仿生四足机器人腿部机构和整体的虚拟样机,并进行虚拟样机运动仿真。仿真结果表明:并联行程放大机构各驱动参数变化平稳,理论速度和仿真速度误差在±1.6×10-6m/s范围内,验证仿生四足机器人腿部机构设计方案和结构参数的合理性及理论推导的正确性,为该仿生四足机器人的进一步研究奠定了基础。

提出了一种新型正交5-DOF并联气囊抛光机床,研究了这种新型5-DOF并联气囊抛光机床的运动学传递性能,定义了速度传递性能评价指标和各向同性性能评价指标,基于这种并联机器人的结构布局特点,分析了各性能评价指标在工作空间内的分布规律,为这种并联气囊抛光机床的应用提供了理论基础。这种新型正交5-DOF并联气囊抛光机床具有结构简单、承载能力强、运动惯性小、初始装配位姿解耦、工艺性好等优点,可用于空间曲面(磨具、叶片等)零件的加工及精密抛光等领域。
