The result of 1:10 000 land use investigation map has high accuracy, but this method can not be used to dynamically monitor the land use because of its big expenses, long period and difficulty in updating data. In this paper, the characteristics of physiognomy, climate and the status of land use in Dehui County are taken into consideration and a set of method, which takes use of 3S techniques and applies to Northeast China Plain, is come up with. When the land use type of a land parcel changed as a whole, the date updating can be make by changing its land type ID in the attribute table in a GIS. When the land use type of an irregular area changed, GPS receivers are used to position its border. This set of method is characteristic of high accuracy and low expenses. It gets the information of land use change timely and can be used to dynamically monitor the land use. .展开更多

The evaluation of sustainable land use is the key issue in the field of studying the sustainable land utilization. In general analysis, the sustainable land use is evaluated respectively from its ecological sustainabi...The evaluation of sustainable land use is the key issue in the field of studying the sustainable land utilization. In general analysis, the sustainable land use is evaluated respectively from its ecological sustainability, economic sustainability and social sustainability in China and other countries in recent years. Although this evaluation is an important work, it seems insufficient and hard to comprehensively reflect the whole degree of land use sustainability. Thus, to make up this deficiency, this paper brings forward the evaluation indexes, which make it possible to quantitatively reflect the whole degree of land use sustainability, namely, the concept of "degrees of overall land use sustainability" (Dos), and research and measurement development of the method of and calculation in Dos. Taking the evaluation of the degree of land use sustainability in county regions of Yunnan Province as the actual example for analysis, results are basically as follows: 1) The degree of land use sustainability (Dos) is the ration index to organically and systematically integrate the degree of ecological friendliness (DeF), the degree of economic viability (Dev) and the degree of social acceptability (Dsa), able to comprehensively reflect the whole sustainability degree of regional land use 2) Based on the value of Dos, the grading system and standard for the sustainability of land use may be established and totally divided into five grades, namely, the high-degree sustainability, middle-degree sustainability, low-degree sustainability, conditional sustainability and non-sustainability. Meanwhile, the standard for distinguishing sustainability grades has also been confirmed so as to determine the nature of sustainability degrees in different grades. This makes the possibility for the combination of nature determination with ration in research result and provides with the scientific guideline and decision-making gist for better implementation of sustainable land use strategy. 3) The practice in evaluation of sustainability degree in county regional land use in Yunnan shows that the value of the degree of land use sustainability (Dos) of whole Yunnan Province is only 58.39, belonging to the grade of low-degree sustainability. Two thirds of counties in the whole province represent the grade of "conditional sustainability" and "non-sustainability" in the sustainability of land use. Among these counties, 11.11 % shows "non- sustainability'. The lowest degree of land use sustainability appears especially in the middle plateau mountain region of Northeast Yunnan, where the value of Dos in most counties (districts) is below 40 %, belonging to the grade of "non-sustainability". The sustainability degree in the karst mountainous region in lower-middle plateau mountain region in Southeast Yunnan is generally low and the value of sustainability degree (Dos) in most of the counties (cities and districts) is below 55. The value of sustainability degree (Dos) in most of the counties (cities and districts) in the north, west, northwest and southwest parts of Yunnan is below 55. This article also analyzes the reasons of low degree of sustainability in land use in Yunnan and puts forward the countermeasures to increase the degree of sustainability in land use in the whole province.展开更多

The abandonment of cultivated land in southern China was gradually obvious.This research aims to provide a reference for solving the abandonment of cultivated land in hilly regions and promote rural development in Chi...The abandonment of cultivated land in southern China was gradually obvious.This research aims to provide a reference for solving the abandonment of cultivated land in hilly regions and promote rural development in China.We examined Longnan county located in the hilly regions of southern China as an example,where abandoned cultivated land is very common.We analyzed its land use data with a field survey to identify the abandoned cultivated land and geospatial characteristics.From the two aspects of social and natural factors,we analyzed the factors driving cultivated land abandonment with the help of Geodetector.The results showed that in 2019,the total area of the abandoned cultivated land in Longnan county was 4,962.35 hm^(2),covering 39.51% of this region.Among the topographic factors,the abandonment rate is positively correlated with elevation and slope gradient,but not with slope direction.Among the land parcel conditions,the abandonment rate is positively correlated with the access to road network and cultivation distance from settlement.At the county level,the abandonment of cultivated land in study area was affected by multiple factors,among which,the direct factor was the reduction in the labor force,such as the decrease of farming laborers and the increase of female population,which made farming unsustainable.Changes in production factors also promoted transformations in farmers’motivation to engage in production,such as the decrease of grain crops and the increase of cash crops,which was the indirect factor affecting cultivated land abandonment.The development of the rural nonagricultural industry affected farmers’enthusiasm,such as the decrease of farming households,which was the fundamental factor leading to cultivated land abandonment in this area.展开更多

Anhui Province is one of the four pilot provinces, and the medical reform measur...Background: China began to implement the national medical and health system and public hospital reforms in 2009 and 2012, respectively. Anhui Province is one of the four pilot provinces, and the medical reform measures received wide attention nationwide. The effectiveness of the above reform needs to get attention. This study aimed to master the efficiency and productivity of county-level public hospitals based on the data envelopment analysis (DEA) model and Malmquist index in Anhui, China, and then provide improvement measures for the future hospital development. Methods: We chose 12 country-level hospitals based on geographical distribution and the economic development level inAnhui Province. Relevant data that were collected in the field and then sorted were provided by the administrative departments of the hospitals. DEA models were used to calculate the dynamic efficiency and Malmquist index factors for the 12 institutions. Results: During 2010-2015, the overall average relative service efficiency of 12 county-level public hospitals was 0.926, and the number of hospitals achieved an effective DEA for each year from 2010 to 2015 was 4, 6, 7, 7, 6, and 8, respectively, as measured using DEA. During this same period, the average overall production efficiency was 0.983, and the total productivity factor had declined. The overall production efficiency of five hospitals was 〉1, and the rest are 〈1 between 2010 and 2015. Conclusions: In 2010-2015, the relative service efficiency of 12 county-level public hospitals in Anhui Province showed a decreasing trend, and the service efficiency of each hospital changed. In the past 6 years, although some hospitals have been effective, the efficiency of the county-level public hospitals in Anhui Province has not improved significantly, and the total factor productivity has not been effectively improved. County-level public hospitals need to combine their own reality to find their own deficiencies.展开更多
Poverty alleviation is one of the greatest challenges faced by low-income and middle-income countries.China,which had the largest rural poverty-stricken population,has made tremendous efforts in alleviating poverty es...Poverty alleviation is one of the greatest challenges faced by low-income and middle-income countries.China,which had the largest rural poverty-stricken population,has made tremendous efforts in alleviating poverty especially since the implementation of the targeted poverty alleviation(TPA)policy in 2014,and by 2020,all national poverty-stricken counties(NPCs)have been out of poverty.This study combines deep learning with multiple satellite datasets to estimate county-level economic develop-ment from 2008 to 2019 and assess the effect of the TPA policy for 592 national poverty-stricken counties(NPCs)at country,provincial and county levels.Per capita gross domestic product(GDP)is used to measure the affluence level.From 2014 through 2019,the 592 NPCs experience an average growth rate of per capita GDP at 7.6%±0.4%,higher than the average growth rate of 310 adjacent non-NPC counties(7.3%±0.4%)and of the whole country(6.3%).We also reveal 42 counties with weak growth recently and that the average affluence level of the NPCs in 2019 is still much lower than the national or provincial averages.The inexpensive,timely and accurate method proposed here can be applied to other low-income and middle-income countries for affluence assessment.展开更多

In the first stage(2000-2006), attempts ...The process of building central and branch libraries since the year 2000 accelerates the equalization of public library services. This process can be divided into three stages. In the first stage(2000-2006), attempts are made to solve problems related to government-led administration, Borrow Anywhere, Return Anywhere(BARA) service, technical support, and centralized management. In the second stage(2007-2010), some central and branch libraries expanded their scale and achieved remarkable progress through professional reform. Theoretical research in this period shed light on the objective laws in building the central and branch libraries. The third stage(2011-present) has witnessed libraries’ active participation in building 'National Demonstration Zones for Public Cultural Services', which is initiated by the Ministry of Culture and the Ministry of Finance. Researchers have been focusing on factors related to the sustainable development of central-branch libraries system. Such research directly promotes the promulgation of Guidance on Promoting the County Central-branch Cultural Center System and Central-branch Library System Development. Centering its discussions on the Guidance, this paper puts forward several issues that require special attention in building central and branch libraries in the new development stage. First, correctly understanding and handling the relationship between local conditions and professional requirements. Building central-branch libraries requires appropriate solutions that avoid conflicts with institutional barriers, so as to meet to the maximum the professional requirements in concept and design. Second, issues in building central-branch libraries at the county level are addressed in this paper. Third, providing universal and equitable services and fulfilling missions of the public library requires the construction of branch libraries in physical form. New types of services can only serve as integral parts and supplement of central-branch libraries. Fourth, the service innovation of 'library plus' should reflect the service concepts of public libraries, and guard against the establishment of service barriers or threshold.展开更多

The structure of houses is crucial for assessing the vulnerability of rural houses. However, at present, available data on rural housing structure are incomplete and their spatial scales are inconsistent. This paper estimated the amount and ratio of rural houses in five structures, namely 'wood', 'brick', 'mixed', 'reinforced concrete', and 'other', for 2380 counties across China. With the percent- age sampling census data in 2005, four accuracy levels were specified. Then, a set of down-scaling models were established, where the impact of climate, economic development level and ethnic minority cultural factors on rural housing structure, as well as the spatial autocorrelation of neighboring spatial units were considered. Based on the estimation results, a database of county-level rural housing structure was established, based on which the vul- nerability of rural houses in different areas was clarified.展开更多
