Exploring China's Western and Central County Systems Performance Measured by Outcomes Framework Scores-A Cross-sectional Survey of Routine Healthcare Data

This study was designed to measure the performance of county health systems in central and western China utilizing routine healthcare data.Drawing on a literature review and expert consultation,the study established a theoretical framework and an indicator system for performance review.Questionnaires were designed and disseminated to collect empirical data on health system performance in four counties of two central and western provinces.Quantitative data were subjected to descriptive statistical analysis through SPSS12.0.Three dimensions were introduced in the performance review framework—health outcomes,financial risk protection and consumer and provider satisfaction.Health outcomes were assessed from four secondary indicators：infant mortality rate;maternal mortality rate;under-5 child mortality rate;and the incidence of Class A and Class B notifiable diseases.Financial risk was assessed using two secondary indicators：the proportion of the cost of inpatient care that was reimbursed under the New Cooperative Medical System（NCMS） insurance scheme,and the rate of NCMS funds utilization.The assessment of satisfaction was made using two secondary indicators：the overall satisfaction of local residents with healthcare services,and the satisfaction of health practitioners at the township and village level.The study indicated better health system performance in the two counties in Chongqing than those in Shanxi.It was concluded that outcome framework scores can fairly reveal performance differences among county health systems in central and western China,and can provide practical evidence for optimizing the operation and inputs of county health systems.Caution needs to be exercised in generalizing such performance outcomes as many factors such as spending and organization that contribute to county health system performance were not included in the study.

Impacts of Land Use Change on Ecosystem Service Value in Yanchi County of Ningxia

Based on TM image data in 1989, 1995, 1999, 2003, 2006 and 2009 of Yanchi County of Ningxia, the land use date of Yanchi County in each year were extracted supported by RS and GIS technology, and used to analyze the dynamic change of land use. The land use data were studied for estimating the change of ecosystem services value caused by the land use change of Yanchi County, using the evaluation method of China terrestrial ecosystem services value. The results showed that the changes of land use were obvious during 1989 to 2009. The area of woodland and construction land had an increasing tendency; grassland area changed from decreasing to increasing, which was in contrary to farmland and un-used land areas （from increasing to decreasing）; water area fluctuated slightly. The ecosystem services value of Yanchi County had an increasing tendency during 1989 to 1995, because the increasing woodland area had took the major role in raising the total ecosystem services value. The grassland accounted for a large proportion of the total ecosystem service value of Yanchi County, with its contribution rate from 49.8% to 60.4%. And the composition of the ecosystem services value of Yanchi County happened benign change for the increasing contribution rate of woodland. The ecosystem services value sensitivity index of each land use type was less than 1, indicating that the ecosystem services value of Yanchi County lacks flexibility on its service value index, and the research results are reliable.

A GIS-based Framework for Improving the Rural Settlement System in Dancheng County of Henan Province

[Objective] This study formulated a technical framework for key settlement selection in Dancheng County of Henan Province. [Method] The location set covering model (LSCM) provided by ArcGIS 10.0 was used in this study. [Result] After reconstruction, the settlement system in Dancheng County is composed of 2 county centers, 7 key towns and 122 key villages. [Conclusion] This study provides suggestions for the development of key settlements in Dancheng County, which contributes to improving the level of rural public services and ensuring social justice.

Green Space System Planning of Huaiyang County in Henan Province

The characteristics of small cities in Henan Province were summarized in this study, with Huaiyang County as an example, guiding concepts, goals and contents of green space system planning of county-level cities in Henan Province were analyzed through reviewing the general situation of its green space system and the planning of green space system in the construction of garden cities.

Research on Nitrogen Removal and Microorganism in a Subsurface Flow Constructed Wetland System in Sihong County

Experiments in monitoring the removal of organic material and nitrogen and determining the amounts of mi- croorganism at different sites in the subsurface flow constructed wetland in Sihong county were performed. The results show that the removal of CODCr agrees with the kinetic equation of a first order reaction. The removal of pollutants varies with different seasons. The removal rates of CODCr, NH3-N, TN in the spring are 15%–23% higher than those in the autumn. The amount of ammonifier is larger than that of denitrifying bacteria and the amount of denitrifying bacte- ria is larger than that of nitrosomonas. The amount of bacteria around the plant roots is larger than that on the surface of the packing medium. No apparent change is observed for the amount of denitrifying bacteria and nitrosomonas between spring and autumn.

Origin and Evolution of the Hydrothermal System in Namiihu Samlaozhuaiig Molybdenum (Tungsten) Ore Deposit, Luanchuan County, Henan Province

Thoroughgoing studies of the homogenization temperatures, pressures and chendcal compositions offluid inclusions and the stable isotopes of hydrothermal minerals (quartz. calcite, pyrite and molybdenite)have thrown light on the evolution trend of the molybdenum-bearing hydrothermal system which originatedfrom magmatic processus and underwent significant mixing with meteoric waters in the later stages ofhydrothermal activity.

System Schema Analysis of County Economy Talents Shortages Based on the Perspective of Returning-home Entrepreneurship

According to the discussion of domestic scholars on county talents,we know that the researches concerning county human resources mainly focus on discussing the problems such as the total amount,distribution,quality and introduction of county talents though the analysis of coordination between talents and county economic development,and the research of relationship between industry adjustment and talents need.However,there have no relevant documents about the analysis and discussion of county talents problems based on system schema theory.In view of this reality,on the basis of the introduction of the system schema theory propounded by management guru Peter Senge,we conduct the feedback schema analysis of the restricted factors of talents shortages during county economic development;establish the growth limits schema of county talents system;analyze the functioning mechanism of the total amount,distribution,quality and introduction of county talents on the development of county economy;discuss the relationship between the individual quality,social relation and emotional need of returning-home start-up,and talents resource shortage;propose the countermeasures and suggestions to mitigate the shortage of county talents,in order to optimize the allocation of county human resources,and promote the county's economic development.

New Attempt for Building Rural Water Environment Management System Based on the Investigation and Analysis of Water Environment in Xianxia Town, Yudu County

Water environment is a part of ecological environment, and conservation of water environment has always been a focus of public attention in China, but water environment management in the vast countryside has been stuck in bottleneck. Based on the fi eld investigation in Xianxia Town, Yudu County, Ganzhou City, Jiangxi Province, this paper explored the current situation of local water environment and the management diffi culties, then introduced the holistic view to integrate the linkage of government, market and society, proposed the universality of the individual case, and the new attempt centering on urban-rural integrated water environment management system with public participation mechanism, management subjects' benefit balance and coordination system, marketing operation mechanism and economic incentive mechanism as the extension.

Modern Spontaneous Evolution and Research Value of Construction System of Tibetan Dwellings in Aba County: A Case Study of Tieqiong Village in Waerma Town

Based on the field survey of dwellings in Tieqiong Village of Waerma Town in Aba County, northwest Tibetan area of Sichuan Province, this paper firstly introduced main characteristics of the construction system in the structure, materials and structural system, and analyzed changes in construction practices of various dwellings from traditional to modern time. Finally, it summarized characteristics of spontaneous evolution and research value of the construction system of dwellings in the northwest Tibetan area of Sichuan Province, with rammed earth wooden dwellings in upper and middle Aba areas as representatives.

Research of the Response of Ecosystem to LUCC in Miyun County,Beijing:Based on Ecosystem Services Valuation

Miyun County,located in the northeast of Chinese capital Beijing,was underwent remarkable variations in land use in recent years.This paper aimed to detect changes in land use of Miyun from 1997 to 2005,and to qualify the response of ecosystem to LUCC based on ecosystem services valuation.With two-periods TM images,we got land use change data,and then ecosystem services values were calculated using ecosystem services valuation coefficients proposed by Chinese scholar Xie Gaodi.Results showed that water area,farm land and unused land decreased while residential land,forest land,grassland and orchard land increased during the study period.The loss of ESV was RMB 206 million and the main reason was the decrease of water area and farm land area.As for spatial variation,there were most dramatically land use change and ESV decline in reservoir ecological protection region.The coefficient sensitivity analysis indicates that valuation coefficients used in the study are suitable and results are reasonable.The driving forces of ESV loss were rapid population growth and economic development.More work should be done to make eco-environment stay healthy.

The Evaluation Principles,Indicator System and Methods for Environment-friendly Utilization of County-level Land Resources

From the perspective of environmental issues concerning land use and importance of county,we analyze the great significance of environment-friendly use of county land resources. On the basis of discussing the concept and connotation of environment-friendly utilization of land resources,we build the basic framework for the evaluation of environment-friendly utilization of land resources from environment,economy and society,and propose the evaluation methods combining composite index method and multi-angle single indicator evaluation method. At the same time,we establish the grading system and grading standards for environment-friendly county land use,to promote the qualitative and quantitative evaluation of environment-friendly county land use.

Change of cultivated land area and effect on ecosystem service in black soil region in Northeast China: a case study of Lishu County, Jilin Province

It is of great significance to study the influence of spatial pattern change of cultivated land on eco-system service,including the sustainable utilization and ecological protection in black soil region in Northeast China.Taking Lishu County of Jilin Province as the study area,we quantitatively evaluated soil conservation,habitat quality,carbon storage and grain production service,and analyzed the change of cultivated land and ecosystem service pattern in Lishu County from 1990 to 2020 by using Pearson correlation analysis on the correlation between cultivated land change and ecosystem service.The results show that:(1)The cultivated land area of Lishu County was reduced by 19.67 km2,the characteristics of cultivated land change are signifi-cant;(2)the overall change rate of carbon storage,habitat quality,soil conservation and grain production ser-vice in the study area was 10.82%,-0.09%,4.07%and 1.80%,respectively.They all had significant spatial differentiation features;(3)the change of habitat quality,grain production service showed a significant pos-itive correlation with the change of cultivated land area.The change in soil conservation and carbon storage were negatively related to cultivated land area.In order to promote the rational development and utilization of cultivated land in the research area,it is suggested to scientifically carry out the comprehensive utilization of cultivated land reserve resources such as saline-alkali land,strengthen the management and protection of newly added cultivated land at the same time.The results can provide scientific reference for formulating comprehensive land use planning under ecological security conditions.

Change of ecosystem service value in Menglian county with large-area economic gardens

From the point of spatio-temporal changes of ecological system type,function and value,in Menglian county,land using/cover data was based on three Landsat TM images(respectively obtained in2000,2005,2010 and 2015) which were interpreted as basic information sources by using RS and GIS technology and then revising ecosystem service value per unit area in Menglian county.This paper has researched on the changes of ecosystem service value of economic garden for large area planting as well as evaluated ecosystem service value scientifically in Menglian county combined with the sensitivity analysis.The Results showed that:(1) In Menglian county,from 2000 to 2015,land use pattern manifested as the transformation from large areas of cultivated land,forest land and shrub to the economic landscape,the economic landscape is increased by 24458.31 hm^2,however,farm land,wood land and shrub are reduced by 24865.74 hm2 in total;(2) Changes of ecosystem service value is closely related to economic landscape development in Menglian county.The situation of ecosystem service value shows the changing trend from improvement to severity in 2000-2015.ESV is increased by 96.39 million yuan from 2000 to2005,whose annual growth rate is about 0.56%·a^(-1).But in the year of 2005 to 2015,ESV is reduced by120.23 million yuan and annual reduced rate is about 0.34%·a^(-1);(3) In Menglian county,the main ecological system is the woodland ecological system,the primary ecosystem service functions are biodiversity protection,gas regulation,soil formation and retention,climate regulation and water supply,the ecological benefit were decreased in 2000-2015;(4) From the aspect of space distribution,ecosystem service value in Menglian county is relatively high in the central area and relatively not high in the western and eastern area.ESV(yuan·hm`(-2)) was changed obvious,Gongxin town trended to decline,other towns increased first the then reduced.The temporal and spatial variation of ecosystem service value in Menglian county is affected by natural and human factors.The key to the development of economic landscape is rational land use according to the practical situation,which can create economic value and also keep its ecological value.

Research on the Performance Evaluation Index System of Frontier County Governments in China ——Taking Hekou County as an Example

At present, the overall economic and social development of our country is fast, but the rate of development of the remote land and territories in the land is still far behind the speed of the inland and the east. This has also triggered a series of frontier issues. This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control.

Automated machine learning for rainfall-induced landslide hazard mapping in Luhe County of Guangdong Province,China

Landslide hazard mapping is essential for regional landslide hazard management.The main objective of this study is to construct a rainfall-induced landslide hazard map of Luhe County,China based on an automated machine learning framework(AutoGluon).A total of 2241 landslides were identified from satellite images before and after the rainfall event,and 10 impact factors including elevation,slope,aspect,normalized difference vegetation index(NDVI),topographic wetness index(TWI),lithology,land cover,distance to roads,distance to rivers,and rainfall were selected as indicators.The WeightedEnsemble model,which is an ensemble of 13 basic machine learning models weighted together,was used to output the landslide hazard assessment results.The results indicate that landslides mainly occurred in the central part of the study area,especially in Hetian and Shanghu.Totally 102.44 s were spent to train all the models,and the ensemble model WeightedEnsemble has an Area Under the Curve(AUC)value of92.36%in the test set.In addition,14.95%of the study area was determined to be at very high hazard,with a landslide density of 12.02 per square kilometer.This study serves as a significant reference for the prevention and mitigation of geological hazards and land use planning in Luhe County.

Spatial Equity Evaluation of Rural Eldercare Service Resources Based on Accessibility: A Case Study of Huanxian County of Gansu Province, China

Safeguarding the elderly population in the countryside is an inherent requirement for alleviating social conflicts in rural areas and effectively carrying out China’s Rural Revitalization.The existing spatial mismatch between rural elderly service facilities and pop-ulation distribution in China aggravates the imbalance of facility resource space,how to improve the accuracy of demand and supply results and better measuring the spatial fairness of elderly service is significant to realize the optimal allocation of rural elderly service.Based on the above,this study pays attention to the refined needs of the elderly population,and focuses on the spatial equity of the rural elderly facilities,to make up for the short boards of the basic public services in the countryside and realize the all-round rural revitalization.This study takes Huanxian County in the hilly loess area of Longdong,China as an example and explores the spatial equity of rural elderly services by using the Urban Spatial Network Analysis(UNA)to measure the accessible quantity and supply capacity of elderly services.The results found that there were 553 rural eldercare service facilities in Huanxian County,including 285 eldercare facilities and 268 medical and health facilities,and the spatial distribution is characterized by a southward shift in the east and uneven regional distribution.Overall,the supply capacity of rural pension services was generally good,with the township center as the gathering point and spreading out in a faceted manner,with nearby townships forming a contiguous area;however,there were strong contrasts and obvious differences in the strength of supply capacity.However,the spatial equity of rural eldercare service was poor.In 42.05%of the eld-erly population grid cells,eldercare service spatial equity was extremely low.The spatial distribution also presented a northern preference over the southern,a western preference over the eastern,and a concentration along the highway.The study explored the realization of spatial equity in the optimal allocation of rural elderly services based on paying attention to the refined needs of the rural elderly pop-ulation,a vulnerable group,to provide a reference for solving the shortcomings of basic public services in rural areas.The fair allocation of rural elderly services demands that the spatial optimization of facility layout be organically coordinated with policy,management,and post-maintenance,and all elements in the rural territorial system be fully mobilized to achieve the basic guarantee of China’s rural elderly problems.

Attributes of Specialized Households'Resilience and Its Impact on Rural Industrial Advancement:A Case Study of National Musical Instrument Production Specialized Households in Lankao County,Henan,China

Specialized households serve as the primary units within specialized villages in China,and their capacity to withstand risks and external influences significantly shapes the future trajectory of specialized villages and the overall vitality of the rural economy.In this study,we established a measurement indicator system based on the definition of specialized households’resilience,elucidating the logical connection between specialized households’resilience and rural industrial development in China.The musical instrument industry in Lankao County,Henan Province of China,was employed as a case;survey data,the entropy method,and an obstacle diagnosis model were used to examine how instrument production specialized households responded to the challenges posed by Corona Virus Disease 2019(COVID-19)and the tightening of national environmental protection policies,yielding the following key findings:1)there exists substantial variation in the comprehensive resilience levels among different specialized households;2)the ability to learn and adapt is the most significant contributor to the overall resilience level of specialized households;3)technological proficiency and access to skilled talent emerge as pivotal factors influencing specialized households’resilience;4)the positioning of specialized households within the industrial supply chain and the stability of their income have a direct bearing on their resilience level.The influence of specialized households’resilience on industrial development primarily manifests in the following ways:stronger resilience correlates with increased stability in production and sales,fostering a more proactive approach to future actions.However,heightened exposure to the external macroeconomic environment can lead to a higher rate of export reduction.To enhance the development resilience of entities like specialized households and family farms,and to invigorate rural economic development,escalating investments in rural science and technology and prioritizing the training of technical talent become imperative.

The Differences between County,County-level City and Municipal District in the System of Administrative Divisions in China

Administrative division is an important means of political power reorganization and management,resource integration and optimal allocation,which profoundly shapes the spatial layout of urban development in China.To clarify and compare differences between counties,county-level cities and municipal districts is the primary premise for the study of administrative division and urban development.This paper analyzes the institutional differences between counties and county-level cities,as well as counties,county-level cities and municipal districts,from the aspects of organizational structure,urban construction planning,land management,finance,taxation and public services.The research shows that the establishment of counties,county-level cities and municipal districts adapt to different levels and stages of economic and social development,and the conversion from county to county-level city and the conversion from county(or county-level city)to municipal district are both important transformation ways to change their administrative systems,which has different management system and operation pattern.At the same time,the transformation of county-level administrative region is also a“double-edged sword”,we should think about the administrative system as a whole to decide whether it should be adjusted,and effectively respond to the actual needs of local economic and social development.

Development of Rural Tourism Industry under the Background of New Rural Construction : A Case Study of Henghe of Boluo County in Huizhou City

Henghe Town in Boluo County of Huizhou is taken as the research object for analysis.The research and analysis on the tourism industry in Henghe Town of Boluo County are conducted,and the basic situation of rural tourism construction in Henghe Town is sorted out.The forms of tourism industry in Henghe Town and the problems in rural tourism development are identified,and some targeted suggestions and countermeasures are proposed.It hopes to provide ideas and references for the construction of beautiful rural areas in mountainous areas of Guangdong Province,and theoretical reference and practical significance for the development of rural tourism in mountainous areas of Guangdong Province.
