The UN's decade–long promotion of cultural diversity coincides with the advancement of China's cultural and creative industries; however, China's situation is different from the creative economy advocated by the UN in terms of developmental logic. The policy of cultural diversity provides a basis for the UN to push forward the development of cultural and creative industries in developing countries. It is derived from the developmental theories of developed countries, which regard creativity(innovation) as a "technique" and overlook its uniqueness. The digital revolution has never given fair play to developing countries which explains why the UN's promotion of cultural diversity has not yet helped developing countries to substantially increase their exports of cultural goods and services in the past ten years. Nevertheless, the development of the in ternet and digital technology may create an opportunity for developing countries to catch up with and surpass their developed neighbors. With the promotion of the rural revitalization strategy,cultural and creative industries of tourism have gradually become an important driving force for rural revitalization.Since the economic level of minority areas ...With the promotion of the rural revitalization strategy,cultural and creative industries of tourism have gradually become an important driving force for rural revitalization.Since the economic level of minority areas is low and the concept of industrial development lags behind,developing the cultural and creative industries of tourism has a positive role in cultural revitalization and economic structure transformation.In recent years,Ebian Yi Autonomous County(Ebian County)has relied on rich intangible cultural heritage resources and achieved fruitful results in the development of cultural and creative products of rural tourism,adding vitality to its rural tourism and rural revitalization.Starting from the economy and the development of cultural and creative industries empowered by intangible cultural heritage(ICH),this study analyzed the impact of related cultural and creative products of Ebian County on its economic development in the five-year period from 2018 to 2022 by means of qualitative and quantitative research methods.Three main conclusions could be drawn.(1)The impact of intangible cultural heritage cultural and creative industries of Ebian County on the economy has been positive and expanding gradually with time.(2)The number of inheritors and workshops,and the business income of workshops are the three major factors affecting the development of cultural and creative industries.(3)Ebian already has a good foundation of cultural and creative industries of intangible cultural heritage,so the investment of funds and training of talents have played a major role in promoting the development of cultural and creative industries of intangible cultural heritage.展开更多

The COVID-19 pandemic has led to a current global health crisis with dreadful repercussions all over the world.A global economic recession is anticipated,with strong impacts in all economic and social sectors,includin...The COVID-19 pandemic has led to a current global health crisis with dreadful repercussions all over the world.A global economic recession is anticipated,with strong impacts in all economic and social sectors,including the cultural sector.Although all sub sectors will be impacted(heritage sites,theatres,museums,operas,art galleries),the cultural built heritage is particularly at stake,as it relies on multiple stakeholders through a wide range of heritage-related activities(tourism,recreation,housing,real estate,construction,craftsmanship,etc.).Sites management and heritage conservation have not only been vulnerable to strong economic and social disruptions,like most of other cultural fields,but have been greatly challenged because heritage values and the paradigm of conservation(50 years after adoption of the UNESCO convention)are being themselves revisited in the perspective of the Sustainable Development Goals.The paper aims also to consider cultural heritage as part of the Cultural and Creative Sectors(CCS)and how creativity and innovation contribute to post-COVID recoveries through Schumpeter-related creative destruction process.The current crisis might be perceived in a perspective of long wave theory of innovations and economic growth.The economic history is filled with many examples of such transition period when inventions,innovations,and growth reactivate the economic development in an upward long-term trend.In such framework,crisis can trigger innovation and creativity and can be understood as opportunity to increase the CCS resilience and sustainability,as well as harness the universality and the power of creativity.Finally,the paper aims to describe implications of such situation by providing to the CCS ways to learn and experience cultural entrepreneurship,resilient strategies,new sustainable and circular business models applied to the cultural heritage sector and its conservation.展开更多

Since the turn of the century,creative industries have displayed considerable power in transforming the social and economic landscapes of most global metropolises,including such Chinese mega-cities as Beijing and Shan...Since the turn of the century,creative industries have displayed considerable power in transforming the social and economic landscapes of most global metropolises,including such Chinese mega-cities as Beijing and Shanghai.However,the story of creative industries does not end there.Recent studies have focused on the role of creative sector in the countryside.It has been argued that the creative sector can effectively contribute to diversifying socio-economic development in rural areas by increasing employment,enhancing the quality of life,and promoting social inclusion and community development.With the aim to chart new paths for China’s rural revitalisation and address the country’s‘three rural issues’(i.e.agriculture,rural areas and farmers),this paper examines the potentials and challenges to developing the creative sector in rural China.It first reviews the academic debate about expanding the development of creative industries from urban to rural areas.Drawing on the research and classification of creative industries in rural Western Ireland,this study identifies industries characterised by‘content creation and production’and‘creative design services’,which would have potential in rural China.The major impediments to and crucial factors for developing rural creative industries in China are investigated and appraised within the framework of‘creative people,creative place,and creative support’.After analysing emerging practices in Jiangsu Province,this paper highlights the potential of abandoned industrial complexes in rural parts of China’s coastal regions,which can act as incubators for creative industries.Those former manufacturing plants are the remains of township-village enterprises(TVEs),which constituted part of China’s flagship policy for rural regeneration in the 1980s.Not only do they have special architectural attributes favourable for creative production,but also represent the socio-economic entity of the village collective and are the carriers of cultural meanings and memories.This paper concludes with a set of recommendations for both public and private sectors.It calls for a more proactive stance from governments to promote the creative sector in rural areas and revitalise rural economies and communities through the reuse or regeneration of former TVEs.展开更多

文摘With the promotion of the rural revitalization strategy,cultural and creative industries of tourism have gradually become an important driving force for rural revitalization.Since the economic level of minority areas is low and the concept of industrial development lags behind,developing the cultural and creative industries of tourism has a positive role in cultural revitalization and economic structure transformation.In recent years,Ebian Yi Autonomous County(Ebian County)has relied on rich intangible cultural heritage resources and achieved fruitful results in the development of cultural and creative products of rural tourism,adding vitality to its rural tourism and rural revitalization.Starting from the economy and the development of cultural and creative industries empowered by intangible cultural heritage(ICH),this study analyzed the impact of related cultural and creative products of Ebian County on its economic development in the five-year period from 2018 to 2022 by means of qualitative and quantitative research methods.Three main conclusions could be drawn.(1)The impact of intangible cultural heritage cultural and creative industries of Ebian County on the economy has been positive and expanding gradually with time.(2)The number of inheritors and workshops,and the business income of workshops are the three major factors affecting the development of cultural and creative industries.(3)Ebian already has a good foundation of cultural and creative industries of intangible cultural heritage,so the investment of funds and training of talents have played a major role in promoting the development of cultural and creative industries of intangible cultural heritage.

文摘The development of creative cities in China currently shows strong government-led characteristics.Therefore,taking Beijing as an example,this paper discusses the government-led development model of cultural and creative industrial clusters.By analyzing the cultural and creative resources in Beijing,it explores the approaches initiated by the Municipal Government to promote cultural and creative industrial clusters.Based on the exploration of the industrial structure and spatial distribution of such clusters,this paper points out their role in urban renewal,industrial heritage utilization,New Countryside Construction,industrial park development,etc.,and further proposes measures for their future improvement.

文摘The COVID-19 pandemic has led to a current global health crisis with dreadful repercussions all over the world.A global economic recession is anticipated,with strong impacts in all economic and social sectors,including the cultural sector.Although all sub sectors will be impacted(heritage sites,theatres,museums,operas,art galleries),the cultural built heritage is particularly at stake,as it relies on multiple stakeholders through a wide range of heritage-related activities(tourism,recreation,housing,real estate,construction,craftsmanship,etc.).Sites management and heritage conservation have not only been vulnerable to strong economic and social disruptions,like most of other cultural fields,but have been greatly challenged because heritage values and the paradigm of conservation(50 years after adoption of the UNESCO convention)are being themselves revisited in the perspective of the Sustainable Development Goals.The paper aims also to consider cultural heritage as part of the Cultural and Creative Sectors(CCS)and how creativity and innovation contribute to post-COVID recoveries through Schumpeter-related creative destruction process.The current crisis might be perceived in a perspective of long wave theory of innovations and economic growth.The economic history is filled with many examples of such transition period when inventions,innovations,and growth reactivate the economic development in an upward long-term trend.In such framework,crisis can trigger innovation and creativity and can be understood as opportunity to increase the CCS resilience and sustainability,as well as harness the universality and the power of creativity.Finally,the paper aims to describe implications of such situation by providing to the CCS ways to learn and experience cultural entrepreneurship,resilient strategies,new sustainable and circular business models applied to the cultural heritage sector and its conservation.
文摘Emerging along with the economic restructuring and the increase of cultural demands after the reforms and opening-up in the late1970s,the cultural and creative industries have gone through rapid development in China driven by the reform on cultural system.Since the21stcentury,the development of cultural and creative industries has further become one of China’s national policies of industrial development,occupying a significant position in the national economy.Starting by clarifying various definitions on the conception of cultural and creative industry,this paper outlines the process of cultural and creative industry development in China since the reforms and opening-up,summarizes its development trends in the past decade and its contributions to the socio-economic development,and analyzes its potential influences on the urban renovation of certain kinds of areas,in particular the historic neighborhoods in regeneration,the industrial areas in redevelopment,and the peripheral urban villages in transformation.

文摘Urban memory is the soul of a city. With the rapid development of the city, the phenomena of“large-scale demolition and construction” and “a thousand cities having the same pattern” are becoming more and more serious, and the urban characteristics containing rich historical information are gradually lost. As an important witness of the historical development of urban industry, industrial heritage contains precious historical and cultural values. Starting urban memory, and taking Taoxichuan Square as the example,through field research and memory interview, the continuation manner of urban memory in industrial heritage space is studied, and the transformation strategy of industrial heritage is put forward from the perspective of urban memory, making industrial heritage have a unique life cycle and cultural precipitation,inherit the urban context and promote the harmonious development of society.
文摘The slogan 'One Country,Two Systems' guides the political,economic and cultural development of Hong Kong – one of the world's most important financial centers.However,the city is more than just a financial center and a tradehub.The city also has a strong civil society,and the members of the civil society have much interest in culture and cultural identity.The city aims to strengthen its position as a prominent center of higher education in Asia.Therefore,cultural facilities,infrastructure,festivals(such as the Hong Kong Film Festival) and culturerelated fairs,as well as cultural and creative industries,are high on the political agenda,dedicated to promoting Hong Kong to be a cultural center in Asia.In recent years,a number of studies have been commissioned to explore the potential of cultural and creative industries under the urban economy.The findings suggest that cultural and creative industries are one of the economic development fields that the Hong Kong Special Administrative Region(HKSAR) Government should support and promote in the future.A design center and agency,called Cyberport,has been established to create institutions that can support the evolution of cultural and creative industries.In addition,the Hong Kong Special Administrative Regional Government of China decided in 2008 to develop a prime location in the middle of the city into a cultural district.The West Kowloon Cultural District will position the city on the cultural map of Asia.
文摘Taipei is a city full of oriental traditional culture.Different from other Chinese cities,Taipei has a very specific urban fabric and development context that provides excellent conditions for the development of cultural and creative industries(CCIs).Since 2011,Taipei City Government has set up 11 creative quarters that have demonstrated the unique features and lifestyles of Creative Taipei.In this paper,the authors introduce Creative Taipei in 4 parts:examining the CCIs conditions of Taipei,identifying strengths of Taipei’s CCIs,understanding governance strategies and policies,and analyzing creative city governance through case studies.Looking into the future of Creative Taipei,this paper concludes that the clear leading policies,the attractive investment environment for private investors,and the cross-boundary integration are three dimensions to further strengthen the power of CCIs in Taipei.

文摘Since the turn of the century,creative industries have displayed considerable power in transforming the social and economic landscapes of most global metropolises,including such Chinese mega-cities as Beijing and Shanghai.However,the story of creative industries does not end there.Recent studies have focused on the role of creative sector in the countryside.It has been argued that the creative sector can effectively contribute to diversifying socio-economic development in rural areas by increasing employment,enhancing the quality of life,and promoting social inclusion and community development.With the aim to chart new paths for China’s rural revitalisation and address the country’s‘three rural issues’(i.e.agriculture,rural areas and farmers),this paper examines the potentials and challenges to developing the creative sector in rural China.It first reviews the academic debate about expanding the development of creative industries from urban to rural areas.Drawing on the research and classification of creative industries in rural Western Ireland,this study identifies industries characterised by‘content creation and production’and‘creative design services’,which would have potential in rural China.The major impediments to and crucial factors for developing rural creative industries in China are investigated and appraised within the framework of‘creative people,creative place,and creative support’.After analysing emerging practices in Jiangsu Province,this paper highlights the potential of abandoned industrial complexes in rural parts of China’s coastal regions,which can act as incubators for creative industries.Those former manufacturing plants are the remains of township-village enterprises(TVEs),which constituted part of China’s flagship policy for rural regeneration in the 1980s.Not only do they have special architectural attributes favourable for creative production,but also represent the socio-economic entity of the village collective and are the carriers of cultural meanings and memories.This paper concludes with a set of recommendations for both public and private sectors.It calls for a more proactive stance from governments to promote the creative sector in rural areas and revitalise rural economies and communities through the reuse or regeneration of former TVEs.
