Establishment of Geographic Information Database of Benxi City and Its Application in Analysis of Climatic Resources

Based on 1:50 000 basic geographic information data,the digital elevation,longitude,latitude,slope,aspect and all kinds of terrain databases of Benxi City (China) were established with Arcgis 9.2 software.Township boundary database was established by digitizing map,and the township information was amended according to the reality.Taking the elaborate simulation of spatial distribution of annual mean temperature as an example,the paper reports the application of the geographic information database in analysis of climatic resources.

Influence of Information Literacy Skills on Postgraduate Students’ Use of Electronic Resources in Private University Libraries in South-West, Nigeria

The introduction of new technologies has had a significant influence on teaching, learning and research activities in universities. This has offered university libraries opportunities to provide information resources in a variety of formats. This study investigated the influence of information literacy skills on postgraduate students’ use of electronic resources in private university libraries in Nigeria. The study adopted the survey research design. The study population comprised 2805 postgraduate students in five private universities offering postgraduate programmes in South-West, Nigeria. Multistage sampling technique was used in the selection process. A purposive selection of four faculties from each of the five universities was carried out. Proportionate sampling technique was used to select the sample size of 550 postgraduate students as the respondents for the study. Findings revealed that there was a significant positive correlation between information literacy skills and use of electronic resources (r = 0.28, p < 0.05). The study concluded that the utilization of electronic resources promoted access to current information among postgraduate students in the selected private universities in South-West, Nigeria. The study recommended that the management of private university libraries should ensure a continuous provision of electronic resources with adequate information communication technology tools to facilitate their use.

Analysis on the Construction Path of Database of Zhuang and Yao Medicine Information Resources

In order to realize the sharing,exchange,protection and rational utilization of Zhuang and Yao medicine resources,the problems encountered in the development of Zhuang and Yao medicine industry can be solved by using modern information technology in accordance with the present situation of Zhuang and Yao medicine resources in Guangxi Zhuang Autonomous Region and the actual needs of the development of ethnic medicine.This paper expounds the significance of constructing the database of Zhuang and Yao medicine information resources from three aspects:the inheritance and development of Zhuang and Yao medicine,the sustainable development of Zhuang and Yao medicine industry and the information service system.On this basis,the principle and framework of constructing Zhuang and Yao medicine information resource database are put forward.

Research on the Utilization and Optimal Management of Electronic Information Resources in University Libraries

Through theoretical analysis,this paper expounds the value of strengthening the utilization of electronic information in university libraries and the reasons affecting the utilization rate of information resources in electronic libraries,so as to give better play to the role of university libraries and improve the utilization rate of electronic information in university libraries.In view of the existing problems,this paper puts forward measures to optimize the utilization rate of electronic information resources in university libraries and give full play to the role of electronic information resources,so as to promote information exchange and development.

Soil Database Management Software Development for Optimizing Land Resource Information Utilization to Support National Food Security

Since land resource database development in 1987/1988, a large amount of digital data in spatial, tabular and metadata format has been collected and generated. There are some application softwares of soil database to manage such a large amount of data, i.e.: Side & Horizon (SHDE4), Soil Sample Analysis (SSA), and Land Unit in dbf file, while Site and Horizon is in DataEase formats. The database contains soil physics and chemical property data of each soil horizon from surface to effective soil depth, climate, land surface condi- tions, and other parameters required for soil classification. Currently, database management software for land resources is still based on DOS and is stand alone. The system is not efficient and effectively used as Agri- cultural Land Resource Information System. At present, as a key component of this system requires review and development of new database software is compatible with the development of information technology. This paper explains about development of interactive agricultural land resources information system for op- timizing land resources data utilization. Hopefully, the software can give contributions in national Agricul- tural Land Resources System Information development for supporting food security.

GIS Platform-based Multi-source Information System for Evaluation of Cu, W and Au Resources in the Northern Qilian, China

Based on the information of geology, geochemistry, geophysics and remote sensing, the GIS of multi-source information is used to evaluate Cu, W and Au mineral resources in Northern Qilian, China. As the GIS evaluation system works out in the thinking of geological prospecting, its functions include file management, graph edition, database maintenance, information inquiry and comprehensive spatial analysis as well as prospecting target prognosis. Accordingly, the GIS evaluation system can be used directly and conveniently for inquiry and analysis of visual graphs or images.

An empirical study on user satisfaction in relation to those influencing factors for the development of database resources

In taking into full consideration of the technology acceptance model(TAM),this empirical study has made a few assumptions and also has formulated a model for the study on the level of satisfaction of database users. This research project was conducted by collecting relevant data from library users of five universities. Specifically, it aimed to measure database users' level of satisfaction and tried to find factors affecting these graduate students who are using databases regularly at their university libraries. An analysis of the collected data shows that the level of database users' satisfaction could be directly affected by the database service quality, the easiness of accessing the system and user perceived notion of usefulness of those databases that they use often. This study also found that database users' gender could be a significant factor in their perceived notion of easiness of accessing databases, and also in their perceived notion of satisfaction for their successful information retrieval operations. The frequency of accessing databases by these graduate students has an impact on users' perceived notion of easiness of database access. The users' school classifications could make a significant difference in their perceived notion on the extent of usefulness of a particular database.

Smart Dynamic Resource Allocation Model for Patient-Driven Mobile Medical Information System Using C4.5 Algorithm

A mobile medical information system (MMIS) is an integrated application (app) of traditional hospital information systems (HIS) which comprise a picture archiving and communications system (PACS), laboratory information system (LIS), pharmaceutical management information system (PMIS), radiology information system (RIS), and nursing information system (NIS). A dynamic resource allocation table is critical for optimizing the performance to the mobile system, including the doctors, nurses, or other relevant health workers. We have designed a smart dynamic resource allocation model by using the C4.5 algorithm and cumulative distribution for optimizing the weight of resource allocated for the five major attributes in a cooperation communications system. Weka is used in this study. The class of concept is the performance of the app, optimal or suboptimal. Three generations of optimization of the weight in accordance with the optimizing rate are shown.

The Concept of Information Support for Bi-oresource and Ecosystem Research in the North-West Pacific: Theory and Practical Implementation

The first part of the article provides an overview of the theoretical evidence, the main provisions, and the implementation strategy of information support for bioresource and ecosystem research in the north-west Pacific, which has been conducted over the past 20 years in the Russian Far East Research Institute TINRO-Center. In short, the concept consists of a combination of the following four assertions: 1) For the steady and sustainable development of the Russian Far East, the entire Russian Federation and the Asia-Pacific Region in general, environmental, food, economic, and other security is required, which cannot be achieved without the rational use of bioresources based on the ecosystem approach to the management of aquatic bioresources. 2) For the inventory, appraisal, monitoring, forecasting of the state of and management the natural water resources when applying this approach, statistically relevant quantitative information is required on the greatest possible number of constituents of marine biocenosis of the north-western Pacific for the longest possible period of time, which is only available at the TINRO-Center. 3) This valuable data should be organized into databases, based on which geo-information and other electronic information systems are prepared, and based on these map atlases and reference books on natural water resources, using automated workplaces created especially for this. 4) The resulting unique information support will be of great value not only for practical purposes, but also for science, both applied and fundamental. Next comes a summary of the many years of work on the practical implementation of this concept and the key achievements in this field obtained by the TINRO-Center by the end of 2015 are reviewed. At the end, some plans for the near future are outlined.

基于ArcSDE和Geodatabase的森林空间数据库构建研究

介绍ArcSDE空间数据库引擎及Geodatabase地理数据库模型的概念及特点.从数据库内容、数据库逻辑设计、数据存储方式等方面进行了设计.对数据库UML建模、数据入库的方法及流程等进行了论述.认为基于ArcSDE和Geodatabase的森林资源空间数据库能从理论上保证数据的完整性和共享性,提高数据存储及管理效率.

The Arc-view application in the field of hydrology and water resources

Through system design and analysis from the aspects of entity categories, hierarchical design, attribute design, and the final function design and realization of the system, this paper develops a software application based on Arc-view platform with a view to solving the deficiencies of conventional groundwater dynamic management in managing the spatial graphics data. Using this application into the supporting automatic monitoring system of groundwater level helps to achieve the automatic analysis of attribute data, and offer a new, visual and efficient automated management tool. Moreover, the computer geospatial modeling can realize the quick query and spatial analysis of geographic information, and thus facilitating dynamic simulation and prediction of the research object. However, a multi-functional, multi-level groundwater level information management system is a complex system engineering, which requires continuous improvement of the structure, development of functions, and supplement of user models.

Nursing Students’ Experience with Information Literacy Skill

This study examined the searching skills and extent of usage of electronic databases by Nursing, Midwifery and Public Health Nursing students in the University of Health and Allied Science (UHAS). The focus was on forty (40) level 300 students drawn from a universe of two hundred and forty six (246) of the School of Public Health (SPH). The study used quantitative method approach and the survey instruments were questionnaire, interview and observation. The data collected were analyzed and classified into the following themes: usefulness, extent of use, determinants of use of e-databases, searching skills, and main drawbacks of learning information literacy skills (ILS). Although all the respondents strongly agreed that e-databases are indispensable for academic and professional practice, findings revealed that majority of them have low quality of searching skills and that accounts for the sparse use of the e-databases. This positive association is proven by Pearson’s chi square test (0.000). The study also established that students’ attitude, academic loads and methodology of teaching were the challenges hindering the acquisition of ILS of students. As a consequence, the study recommends that Academic librarians should intensify their education on e-databases, the development of research guides and encourages stronger collaboration with faculty members in the teaching of ILS so that student nurses would be more adept in searching for information to enhanced scholarship and professional practice.

Empirical research on user satisfaction model of the content quality of database information resources

As database system becomes more mature,people are paying more attention to the quality of information resources.It is of great urgency to improve user satisfaction of the quality with information resources so as to better meet their demands.This paper studies the authoritativeness,completeness,and timeliness of the content of information resources,constructs conceptual model of user satisfaction with the quality of information resources based on the customer satisfaction theory,and then verifies and revises the model by survey.The results show that the 'literature quantity', 'full text rate' and 'content authority' of information resources in database are the key indices influencing users’ quality satisfaction;users tend to measure quality satisfaction from the perspective of value,so that perceived value has greatest influence on quality satisfaction,while perceived quality has little influence on quality satisfaction.

On the Phenomenon of Information Silo in the E- government Construction in China

In the past decade,the e-government affairs keep developing,which prom otes the reform of governmental affairs and the enhancement of administrative efficiency.However,the phenomenon of inform ation silo has bad influence upon the governm ental information resources sharing and the efficiency of the e-government affairs,hindering inform ation connectivity,so that the government management cannot meet the need of society,nor can the e-governm ent develop in the long run.This paper attempts to analyze the embodiment and causes of the phenomenon of information silo,putting forward measures of solving the problem of inform ation silo.

国家三角梅种质资源库信息管理系统与服务平台建设

三角梅花期长、花量大、抗逆性强且应用形式多样,现已成为我国南方地区花卉朝阳产业中发展最快的木本花卉。随着园艺技术的提升与国际交流的扩大,三角梅品种数量逐年攀升,同名异物及同物异名的现象频繁发生,给资源的收集与保存带来一定的难度。为促进三角梅种质资源的管理,厦门市园林植物园作为国家三角梅种质资源库,基于B/S模式,利用现代化的管理信息系统,初步建成国家三角梅种质资源库信息管理系统与服务平台,实现种质资源库的高效管理。本文详细地介绍了平台架构、数据库设计、技术实现及平台功能构成等内容,通过提高信息管理效率,以期促进三角梅种质资源的收集、保护、研究、评价和应用。此外,该平台的设计与开发实现方法可为其他花卉的信息管理系统与服务平台建设提供借鉴。

“高端交流平台”内涵、构建思路与关键问题——国家科研论文和科技信息高端交流平台构建研究项目论证会综述

《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》部署了“构建国家科研论文和科技信息高端交流平台”这一与信息资源管理学科息息相关的战略任务。为进一步推动国家科研论文和科技信息高端交流平台构建的研究与实践,华中师范大学依托国家社科基金重点项目召开了学术研讨会议。会上,曾建勋教授依托课题研究作了专题报告,阐述了项目的研究背景、研究现状与内容框架,14位来自高校、馆所、科协和企业的专家进行了深入交流讨论,探讨了国家科研论文和科技信息高端交流平台的内涵及构建思路,提出了高端交流平台构建中需要突破的关键问题。

黑龙江省农业微生物发展困境及振兴对策

农业微生物是农业生产、农产品加工、农业生物技术和农业生态环境保护等领域中应用的微生物的总称。它们在物质转化和能量循环中发挥着关键作用,并被认为是推动农业产业高质量发展的关键引擎。为实现农业微生物产业和科学研究的可持续发展,从推动农业微生物行业振兴的角度,阐述了农业微生物在应用领域、技术发展、资源保护和菌种保藏方面的研究现状,提出了农业微生物研究面临多方面的问题,包括知识产权风险、科研创新水平不高、监管监测体系不完善,以及缺乏农业微生物信息数据库等。从而提出了进一步加强黑龙江省农业微生物行业振兴的对策建议,即开展系统性科学攻关、加强生物安全实验室平台建设、促进形成产业集群、加强政策保障等。

大数据找矿信息平台建设及其在新一轮找矿突破战略行动中的应用

充分利用信息化手段支撑地质工作是地学研究的前沿领域.随着新一轮找矿突破战略行动的逐步展开,大数据信息技术对于开展地质找矿工作、构建地质信息数据库有重要意义.本文探讨了大数据在地质找矿行动中的作用与优势,并总结归纳了数据平台建设研究方法.大数据找矿信息平台的建设将为进一步找矿工作提供科学依据.借助大数据、云计算等现代信息技术为新一轮找矿突破战略行动赋能,这为找矿工作数据库体系的智能化建设提供了全新的思路.

数字政府时空数据中台设计与实践

自然资源和地理信息大数据是数字政府中重要的生产要素,是全国一体化政务大数据体系的重要组成部分。由于各部门存在数据分散和应用孤岛的问题,跨部门、跨业务的数据共享与应用存在一定困难,整体数据利用率低下。针对上述问题,围绕自然资源和地理信息大数据资源服务的需求,设计了数字政府时空数据中台,并对存储计算、数据体系和应用支撑等关键部分进行了详细说明。通过自然资源和地理信息库与人口综合库和法人综合库的整合,数字政府时空数据中台实现了人、企、地三者的有机融合,并结合具体的应用实践进行说明。

利用计算机电子工程技术开展医疗信息数据库系统设计

随着医疗技术的不断进步,建立高效、安全、可靠的医疗信息数据库系统变得尤为重要。基于计算机电子工程技术进行医疗信息数据库系统的设计,介绍医疗信息数据库的系统框架设计思路,并结合硬件设计与软件设计体现该信息数据库系统的功能和优势,最后通过实验测试基于计算机电子工程技术所设计的医疗信息数据库系统的实用性和功能性。实验结果表明:此数据库系统在提高医疗信息管理效率和质量方面均有显著效果,为未来医疗发展提供了有力支持。
