However, there are still many problems as follows: the cooperation never goes deep;the cooperative governance is devoid of necessary system guarantee and information exchange and share platform. We analyse the status quo of cooperation in regional intergovernmental public administration as follows: it integrates the hierarchy power of government; it sponsors the forum for strengthening public administration and deepening cooperation in Beibu Gulf Economic Zone; it accelerates regional transportation system building; it sets up public administration institution; it quickens the pace of innovation of management and system in Beibu Gulf Economic Zone. Finally we put forward the path to construction of regional government cooperative governance so as to promote sustainable regional development as follows: construct the composite regional administrative cooperative governance model; construct the regional administrative network organization governance model; construct regional administrative special-project-based intergovernmental cooperative governance model; construct long-term flexible regional administrative cooperative mechanism.展开更多

However, few frameworks exist that allow for a comparative examination of existi...The importance of evaluating the success of policies developed to effectively manage coastal and marine resource use is well documented. However, few frameworks exist that allow for a comparative examination of existing policy instruments, as opposed to specific initiatives, which assess governance performance aimed at addressing issues arising in the coastal zone. This paper describes the process and findings for evaluating the feasibility of a modified Coastal Sustainability Standard (CoSS) framework that seeks to measure the effectiveness of individual planning instruments within overlapping spatial boundaries in the landward and marine areas in the southeast region of Cuba. Through workshops conducted in Santiago de Cuba and Guamá municipalities with key representatives involved in coastal management and planning, the utility of the framework was assessed using the main instruments of territorial planning in Cuba, namely integrated river basin management, territorial planning in coastal municipalities and marine and coastal management. While, the findings suggest that the modified CoSS framework can be used to assess the effectiveness of these planning instruments in the region, and workshop participants also suggested improvements to better match its use to the characteristics of the study region.展开更多
Reasonable development and utilization of spatial resources in the coastal zone not only affects the development quality of the marine economy but also impacts the utilization efficiency of spatial resources,playing a...Reasonable development and utilization of spatial resources in the coastal zone not only affects the development quality of the marine economy but also impacts the utilization efficiency of spatial resources,playing an important role in regional sustainable development.Depending on the natural,economic,and societal characteristics of a region,research topics such as using relevant methods to divide the coastline,proper spatial development of the coast,protecting coastal zones,and achieving higher spatial resource distribution efficiency have recently become hot topics in geographic research.Most of the scholars construct the evaluation index system from the perspective of economic and ecological factors and undertake some exploration of the division methods.However,the selection of indicators for a coastal zone needs a different and more scientific approach.There is a need for emphasizing the overall strategy of land-ocean integration in developing spatial resources in a coastal zone.Taking the coastal zone in Ningbo as an example,this paper develops a new evaluation framework and spatial function regionalization method that is used to divide the coastline and coastal zone.Based on the perspective of overall strategy for the land and ocean,we evaluate the suitability of coastline development.We then propose the spatial function regionalization of the coastal zone.Finally,based on the status quo of spatial development in Ningbo,we divide the coastal zone into ecological space,production space and living space,and propose adjustment directions and control requirements for the different types of spatial layouts.展开更多
