The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.Th...The reorganization of the global production network and the increased mobility of urban-rural elements have accelerated the differentiation of rural spaces,resulting in a trend towards specialization in rural areas.This paper focuses on the concept of specialization,and takes a renowned bonsai specialized village in Guangzhou City,China as a typical case to explore its transformation and development process,action logic and coupling mechanism with the social governance.The results show that:1)the development of rural specialization in Ruiling Village is shaped by several key actors,such as local governments,grassroots organizations,villagers,social organizations,policies,markets and infrastructure.The transfer of these key actors and the reconstruction of actor-networks in different stages have an important influence on the transformation and realization of rural development goals.2)Through subjects-driven,organization management and resource connection,social governance supports the specialization of rural industrial organization,operation,technology and mode.The governance structure shifts from decentralization to networking,refinement and integration.A coupling community of social governance and specialization is created by the social governance system of‘local government-grassroots organizationseconomic cooperatives-villagers’,which links industries,industrial chains and cooperatives.3)Social governance integrates into the value chain extension process of rural specialized development with a central,multi-level organizational structure.It promotes the construction of the whole value chain through organizational planning,resource integration and image shaping,thus realizing the value,branding and organization of the industry,as well as the integration of rural sustainable development and governance mechanism.Social governance has a profound impact on the development of rural specialization in terms of subject,structure and mode,and participates in the construction of the whole value chain of rural areas.This paper provides a new perspective for understanding the coupling effect of social governance in the rural development transformation,and promotes the rural sustainable development and governance.展开更多

The high-speed growth of the economy not only led China to a period of industrialization, urbanization, informatization and agricultural modernization, but also exacerbated the situation of the urban–rural dual structure. Based on the review of current studies, we first used the analytic hierarchy process(AHP) method to evaluate the urban–rural development and transformation level by population transformation index, land transformation index, industrial transformation index and social transformation index between 1996 and 2012 around the Bohai Rim Region. Then, based on the results of each index, we used the exploratory spatial data analysis(ESDA) method to investigate the spatial autocorrelation of the change in the urban–rural development transformation index during the 16-year period using Global Moran's I index and Local Moran's I index. Finally, we investigated the mechanism of change of the urban–rural development transformation index at county level, summarizing five main factors:(1) the radiation from the surrounding big cities,(2) the acceleration of the urbanization process,(3) the upgrading of the industrial structure,(4) the publishing and implementation of a macro development strategy and regional policy, and(5) natural factors such as topology.展开更多

Although this phenomenon is well established in pluralist democracies, it is an important factor in the process of democratization in some developing economies and a panacea for enduring Industrial Relations (IR) in many transformational economies. This paper contributes to this issue in Nigeria (as an example of a transformation economy) by focusing on the industrial relations characteristics that are being developed in the country. These characteristics are being highlighted by further investigating the emerging contextual issues which have significant contribution to the effectiveness of industrial relations and thus raising the floor for employee rights/voice/democracy in the work environment. Furthermore, the paper is based on the analysis from 12 companies with well-established IR practices and who are also key players in the Nigeria Employers' Consultative Association (NECA). The evidence from the empirical findings suggests that despite globalization, employee rights have specific country orientation (acquiring new contours) and thus reflecting the socio-economic and cultural predisposition which is common with many transformation economies.展开更多

The Center for Regional Agricultural and Rural Development, part of the Institute of Geographic Sciences and Natural Resources Research under the Chinese Academy of Sciences, was established in 2005. The Center has laid solid foundations for integrating research in the areas of agricultural geography and rural development in China over the past decade. The paper aims to review the major achievements in rural geographical research in China during the past decade, analyze innovative developments in relevant theories and methods, and suggest prospects and countermeasures for promoting comprehensive studies of urban-rural transformation and rural geography. The research shows that innovative achievements have been made in rural geography studies of China in the past decade as major national policy development, outputs of result and decision making support; new breakthroughs have been achieved in such major research projects as geographical integrated theory, land remediation projects and technology demonstration projects, new urbanization and urban-rural integration; significant progress has been made in actively expanding the frontiers of rural geography and pushing forward theoretical innovations in land and resource projects; and, with China's development goals of building a moderately prosperous society in all respects and achieving modernization in mind, future innovative developments in agricultural and rural geography should aim to make research more strategic, systematic, scientific and security-oriented, with attention given to promoting systematic scientific research on international cooperation and global rural geography.展开更多

The paradox of China's "double surplus" in the international balance of payments reflects the substantive issue of the appearance of a capability gap in Chinese economic development, which, interacting with dependence on FDI, hinders industry upgrading. As a result, the extensive mode of development has persisted and even worsened, rendering the Chinese economy more vulnerable to external shocks. At the historic juncture when the international economic environment is undergoing dramatic changes, the Chinese economy is likely to suffer severe setbacks due to its capability gap and dependence on FDI unless there is substantial development in its technological and organizational capacities and institution-building. The main findings indicate that the net worth of China...Using available data and necessary estimations, this paper provides a tentative picture of the balance sheet of China's sovereign account between 2000 and 2010. The main findings indicate that the net worth of China's sovereign assets had been positive and increasing during the period under review. This implies that the Chinese government has sufficient sovereign assets to cover its sovereign liabilities, therefore the likelihood of a sovereign debt crisis in China is extremely low in the near term. Moreover, although China's leverage ratio (total liabilities/GDP) is far lower compared to advanced economies, it seems higher than that of other major emerging economies such as Brazil, Russia, and India (BRIC). In fact, the leverage ratio has been increasing rapidly over recent years and requires special attention. In particular, according to sector-specific analysis, high corporate liability ratios (percentage to GDP) constitute a major concern of China's national balance sheet. In 2010, this liability ratio exceeded l OO percent, which exceeds the 90 percent level observed in OECD countries. Lastly, this paper concludes that a sustainable economic growth and structural transformation of growth model are the fundamental means to taming China's balance sheet risks.展开更多

文摘With the implementation of a series of policies to support rural development,such as the national rural revitalization strategy and poverty alleviation,the economic responsibility audit of township party and government leading cadres has been given new responsibilities and missions.However,some grass-roots audit institutions are faced with practical difficulties such as the solidification of audit thinking,slow progress of audit informatization construction,and large gap of grass-roots audit resources.The only way to overcome the difficulties is to explore the transfonnation of the economic responsibility audit and countermeasures of the township party and government leading cadres by tracing the source and adapting measxires according to the difficulties.
文摘This study analyzes the current situation and challenges of Nantong University amid the rapid development of higher education,addressing aspects such as faculty structure,administrative management efficiency,and promotion mechanisms.Through questionnaire surveys and field research,coupled with SWOT analysis and various theoretical methods,a comprehensive analysis was conducted on Nantong University’s internal and external environment.The study proposes an improved comprehensive development strategy and implementation measures,which include updating management concepts,strengthening professional training,optimizing employment conditions,and improving salary systems.Ultimately,this study provides practical strategies for human resource management and the transformational development of Nantong University and other local comprehensive universities.
文摘Employee rights have and continue to be subject to significant analysis in developing economies from numerous perspectives: the economic dimension, the cultural and socio-political significance and the interconnectivity of these factors. Although this phenomenon is well established in pluralist democracies, it is an important factor in the process of democratization in some developing economies and a panacea for enduring Industrial Relations (IR) in many transformational economies. This paper contributes to this issue in Nigeria (as an example of a transformation economy) by focusing on the industrial relations characteristics that are being developed in the country. These characteristics are being highlighted by further investigating the emerging contextual issues which have significant contribution to the effectiveness of industrial relations and thus raising the floor for employee rights/voice/democracy in the work environment. Furthermore, the paper is based on the analysis from 12 companies with well-established IR practices and who are also key players in the Nigeria Employers' Consultative Association (NECA). The evidence from the empirical findings suggests that despite globalization, employee rights have specific country orientation (acquiring new contours) and thus reflecting the socio-economic and cultural predisposition which is common with many transformation economies.
文摘This study discusses the basic guarantee of the Charter of the United Nations to realize the right to development from the angle of Transforming Our World: the 2030 Agenda for Sustainable Development. The concepts regarding the people as the focal point, the dignity, the worth of the human being, as well as larger aspects of freedom, and other basic concepts within the Charter of the United Nations, guide the right direction of action for the realization of the right to development. The purpose and principles of the United Nations establishment in the Charter constitute the basic legal protection of the right to development. Values of peace, international dialogue, and international cooperation show the right path to the realization of the right to development.
文摘According to customs statistics, China’s exports of machinery and electric products in 1996 were worth US$ 48.21 billion, an increase of 9.9 percent over the preceding year, and 8.4 percent higher than the growth rate of the nation’s total exports. The proportion of machinery and electric product exports in the nation’s total foreign trade volume\ increased from 29.5 percent in 1995 to 31.9 percent in 1996, a growth at 2.4 percent.
文摘Over the past 20 years, China has made spectacular achievements in economic growth as well as in thetransformation of economic growth pattern. Industrial structure is being updated, and technology is playing a more andmore important role in economic development. The energy and resource consumption in many industries and enterprisesare reducing. However, we should realize that there are still many problems in changing the economic growth pattern,such as high input, high consumption, high discharge, inharmony, recycling difficulty, and low efficiency, which havegreatly impaired and restrict Chinese economic development. Therefore, the fundamental change of the economic growthpattern is inevitable. Based on the analysis on the status quo and the exploit of resources, this paper suggests that thetransformation from unsustainable to sustainable growth is the only choice in changing the economic growth pattern. Inaddition, the transformation should not completely rely on the fundamental effects of market mechanism. We should makefull use of the power of governments to speed up the transformation of economic system.

文摘Urban-rural transformation and rural development are issues at the forefront of research on the topic of the urban-rural relationship in the field of geography, as well as important practical problems facing China's new urbanization and overall planning of urban and rural development. The Center for Regional Agricultural and Rural Development, part of the Institute of Geographic Sciences and Natural Resources Research under the Chinese Academy of Sciences, was established in 2005. The Center has laid solid foundations for integrating research in the areas of agricultural geography and rural development in China over the past decade. The paper aims to review the major achievements in rural geographical research in China during the past decade, analyze innovative developments in relevant theories and methods, and suggest prospects and countermeasures for promoting comprehensive studies of urban-rural transformation and rural geography. The research shows that innovative achievements have been made in rural geography studies of China in the past decade as major national policy development, outputs of result and decision making support; new breakthroughs have been achieved in such major research projects as geographical integrated theory, land remediation projects and technology demonstration projects, new urbanization and urban-rural integration; significant progress has been made in actively expanding the frontiers of rural geography and pushing forward theoretical innovations in land and resource projects; and, with China's development goals of building a moderately prosperous society in all respects and achieving modernization in mind, future innovative developments in agricultural and rural geography should aim to make research more strategic, systematic, scientific and security-oriented, with attention given to promoting systematic scientific research on international cooperation and global rural geography.
文摘In order to deploy the crucial levers in the transformation of the Chinese mode of economic development, it is necessary to identify the nature and reasons for the economy's existing mode of operation. The paradox of China's "double surplus" in the international balance of payments reflects the substantive issue of the appearance of a capability gap in Chinese economic development, which, interacting with dependence on FDI, hinders industry upgrading. As a result, the extensive mode of development has persisted and even worsened, rendering the Chinese economy more vulnerable to external shocks. At the historic juncture when the international economic environment is undergoing dramatic changes, the Chinese economy is likely to suffer severe setbacks due to its capability gap and dependence on FDI unless there is substantial development in its technological and organizational capacities and institution-building. Therefore, the critical variable in transforming the Chinese mode of economic development is capability growth.

文摘Using available data and necessary estimations, this paper provides a tentative picture of the balance sheet of China's sovereign account between 2000 and 2010. The main findings indicate that the net worth of China's sovereign assets had been positive and increasing during the period under review. This implies that the Chinese government has sufficient sovereign assets to cover its sovereign liabilities, therefore the likelihood of a sovereign debt crisis in China is extremely low in the near term. Moreover, although China's leverage ratio (total liabilities/GDP) is far lower compared to advanced economies, it seems higher than that of other major emerging economies such as Brazil, Russia, and India (BRIC). In fact, the leverage ratio has been increasing rapidly over recent years and requires special attention. In particular, according to sector-specific analysis, high corporate liability ratios (percentage to GDP) constitute a major concern of China's national balance sheet. In 2010, this liability ratio exceeded l OO percent, which exceeds the 90 percent level observed in OECD countries. Lastly, this paper concludes that a sustainable economic growth and structural transformation of growth model are the fundamental means to taming China's balance sheet risks.

文摘The industrial civilization has played an irreplaceable role in the evolution of human civilization,but it is dispelled by the serious ecological problems it has brought about.Thus,the prosperous industrial civilization cannot develop sustainably because of the loss of the solid natural ecological foundation.From the perspective of ecological economics,its whole process shows obvious non-ecological appearances,which are the sharpness of the basic contradiction of the ecological economic system,the predatoriness of the ecological economic structure and the inevitability of the ecological crisis.These non-ecological appearances reflect the objective factual state of separation and opposition between the economic system and the ecological system in the process of the industrial civilization development.Only by transforming the industrial civilization into the ecological civilization can human civilization evolve sustainably.
