Does digitalization mitigate regional inequalities?Evidence from China

Regional inequality significantly influences sustainable development and human well-being.In China,there exists pronounced regional disparities in economic and digital advancements;however,scant research delves into the interplay between them.By analyzing the economic development and digitalization gaps at regional and city levels in China,extending the original Cobb-Douglas production function,this study aims to evaluate the impact of digitalization on China's regional inequality using seemingly unrelated regression.The results indicate a greater emphasis on digital inequality compared to economic disparity,with variable coefficients of 0.59 for GDP per capita and 0.92 for the digitalization index over the past four years.However,GDP per capita demonstrates higher spatial concentration than digitalization.Notably,both disparities have shown a gradual reduction in recent years.The southeastern region of the Hu Huanyong Line exhibits superior levels and rates of economic and digital advancement in contrast to the northwestern region.While digitalization propels economic growth,it yields a nuanced impact on achieving balanced regional development,encompassing both positive and negative facets.Our study highlights that the marginal utility of advancing digitalization is more pronounced in less developed regions,but only if the government invests in the digital infrastructure and education in these areas.This study's methodology can be utilized for subsequent research,and our findings hold the potential to the government's regional investment and policy-making.

Accelerating the Digitalization Process in Rural China and Promoting Common Prosperity

Under the historical background of promoting agricultural and rural modernization in an all-round way,this paper deeply analyzes the practical significance of digital construction in rural China,and explores the problems in the digitalization level of rural infrastructure,farmers digitalization awareness and accomplishment,and agricultural digital system.Countermeasures and suggestions are put forward from four aspects:digital village construction policy system,rural digital infrastructure construction,rural digital talent cultivation system,and agricultural digital system,and the rural digital construction of Huzhou City is taken as an example,in order to further realize the goal of empowering rural farmers with digital technology for common prosperity.

How R&D investment promotes green technology innovation in the context of digitalization?-An empirical analysis based on provincial panel data

Green technology innovation is an important driving force and source to promote my country’s high-quality development,and it is the core path to achieve sustainable development.This paper uses my country’s provincial panel data from 2016 to 2019 to study the impact mechanism of R&D investment on green technology innovation,and introduces the level of digitization,using the panel threshold model to discuss its role in the impact mechanism of R&D investment on green technology innovation.The study found that when the level of digitalization in a region is low,increasing R&D investment does not necessarily improve the ability of green technology innovation;when the level of digitalization is relatively high,R&D investment has a positive role in promoting green technology innovation.Therefore,it is necessary to improve policies to encourage enterprises to increase investment in research and development;at the same time,it is necessary to promote the coordinated development of digital foundation,digital investment,digital literacy,digital economy and digital application,and promote the deep integration of digitalization and green technology innovation.

The study explores how educational digitalization enables the precise development of ideological and political education in colleges and universities.Digital transformation enables colleges and universities to accurately define educational objectives,content strategies,effect evaluation,and process management,and realize the precision and intelligence of ideological and political education.The application of big data technology enhances the data-oriented thinking of teachers and students,promotes the accurate application of data,and improves the efficiency of ideological and political education.The research also prospected a new vision of the digital construction of ideological and political courses and clarified the theoretical and practical path of the implementation and evaluation mode of ideological and political courses under digital empowerment.Education digitalization enables precise ideological and political education,which is a key way to promote the innovative development of ideological and political education in colleges and universities and will strongly support the improvement of the overall quality of higher education and the training of excellent talents.

An Approach to Optimize Multi-family Residence HVAC Systems Using Digitalization

As mentioned by National Geographic(2017),70%of world’s population is expected to live in large apartment buildings by 2050.Today,buildings in cities generate 30%of world’s greenhouse gas emission or GHG(National Geographic,2017).Major urban centers are committed to reducing greenhouse gases by 80%by 2050(IEA,2021).However,achieving such goals in rental properties is not easy.Landlords are hesitant to use high-efficiency technologies because,typically,tenants pay the utilities bill.However,that situation is rapidly changing.For example,New York City like other US cities,is considering a carbon cap on all large buildings(Local Law 97,2019).That means landlords will pay a carbon penalty if the building’s carbon footprint exceeds certain threshold no matter who uses that carbon.The Pacific Northwest National Laboratory(PNNL)has received funds from DOE(US Department of Energy)with the collaboration of a commercial partner to address emerging energy efficiency market opportunity in multi-family or rental housing as discussed above.It has partnered with a large national real estate owner in order to test a novel energy optimization method at a rental property in Tempe,Arizona.By using a seamless-integrated method of acquiring building’s operating data,the optimization approach essentially resets setpoints of different energy consuming equipment such as chillers,boilers,pumps,and fans.Data-driven optimization approach is pragmatic and easily transferrable to other buildings.The authors shall share the problem background,technical approach,and preliminary results.

In film festivals Purpose of digitalized works especially screening works are at the basic of changes resulting from the development of digital technology and information society.Film screening mediums radically changed the way of traditional film making processes such as producing,distributing,and archiving.Digitization is the second most relevant change in cinema history.It replaces conventional 35 mm film and projectors with computer workstations and high resolution electronic video projectors.It has introduced the Computer Generated Imaginary(CGI).Digital media affects all stages of communication,including acquisition,manipulating,storage,and distribution,but the computer media revolution also affects all types of media text,still images,moving images,sound,and spatial constructions(Manovich,2002,p.43).Ethiopian film producers slowly started to digitalize DVD formats of production.Who does this Digitalization of Hirut(2020)do?And what is the fat of AAIFF 2020?This paper seeks to address these issues.Hirut was released on DVD in March 1964 and digitalized in 2021 in the screening of the first Addis Ababa film festival.The pioneer film and theatre directors,Addis Ababa city cinema hall administers,prominent film producers,and young film scholars participate in the Digitalization of Hirut(2020).It is there most recent contribution in digitalizing process in the history of the first Ethiopian film in Addis film festival.The author of this article used primary and secondary data.In addition to this,he directly participated in the digitalization process and presented his ongoing Ph.D.desertion project which is directly related to film digitalization.For film festivals in the AAIFF film festivals so he used participation method to investigate the data.Finally,he found that digitalization of films and government owned film festivals in Ethiopia give green light in the archiving and development of film industry in Ethiopia.

国家将教育数字化作为教育强国建设的重要内容进行专门部署,强调教育数字化是开辟教育发展新赛道和塑造教育发展新优势的重要突破口。为了明晰教育数字化对我国教育强国建设的深远意义和影响,以及推进教育数字化转型与创新的现实路径,文章首先通过文献研究梳理了世界教育强国教育数字化发展的共同特征,总结了我国教育数字化转型面临的问题与挑战。其次,通过引入“教育硬实力”和“教育软实力”的理论分析框架,从过程与状态的双重视角构建了衡量数字化发展的表现性关键指标,为教育数字化助力实现教育强国目标锚定了重点方向。最后,立足当前我国教育强国建设背景下数字化的发展进程与现实挑战,提出发展对策:打造世界一流的教育数字基座、形成中国特色的数字教育思想、构建影响世界的数字教育生态、完善数字教育公共服务体系、加强数字化全民终身学习体系与推动数字教育产业集群纵深发展。

我国“数字煤炭”建设发展研究与探讨

“数字煤炭”的内涵是通过数字技术与煤炭工业的深度融合,优化煤炭生产、运营、流通、转化、服务等各环节,全面推进煤炭工业及所关联对象的数字化进程,进而实现煤炭工业以安全、高效、绿色、智能、健康为核心目标的高质量发展。全面阐述了优化升级煤炭数字基础设施、全面赋能现代化煤炭产业体系、完善煤炭数字技术创新体系等10个方面“数字煤炭”建设的主要内容;为进一步提升“数字煤炭”建设水平,研究提出应突出顶层设计、健全体制机制、保障资金投入、实施示范评价等具体建议;认为在数字中国建设背景下,为实现煤炭工业高质量发展,“数字煤炭”建设势在必行。

论数字经济推动新质生产力形成的路径

本文采用2013~2022年我国31个省(区、市)的面板数据,建立固定效应模型,从数据要素化、数字产业化、产业数字化、数字治理4个维度出发,实证检验了我国数字经济对新质生产力形成的影响及作用机制。研究发现,数字经济对新质生产力的形成有显著的正向影响,且在我国东部地区最为明显,中部地区次之,西部地区较为不明显。灰色关联度分析表明,战略性新兴产业和未来产业发展基础与我国新质生产力水平关联度最强。考察作用机制发现,数字产业化、产业数字化、数字治理是我国数字经济发展推动新质生产力形成的有效路径。大力发展数字化产业,促进数字技术创新;加快产业数字化转型升级,构建现代产业体系;提升数字治理能力,缩小新质生产力地区差距,成为推动我国新质生产力形成的重要政策启示。

为何以及如何实施信息科技课程:教育数字化转型视野下的新思考

当前教育数字化转型的推进已经进入深水区,《义务教育信息科技课程标准(2022年版)》的出台肩负着促进学生数字素养提升,助力教育数字化转型的历史使命。文章深入分析教育数字化转型“转”什么的问题,挖掘了教育数字化转型的三个典型层面:制度层面的创新、物质层面的升级以及人的素养的提升。进一步地探讨教育数字化转型怎么“转”的问题,构建了教育数字化转型的系统运行模型。在此基础上,分析了信息科技课程在教育数字化转型系统中的制度耦合价值、物质统整价值、素养发展价值。随后,在教育数字化转型系统中,审慎分析并指出当前信息科技课程的实施困境:在制度层面,政策理解与师资队伍发展不足;在物质层面,数字化软硬件设施与资源建设不完善;在人的层面,数字化教育实践意识与能力薄弱。最后,针对当前落实信息科技课程的困境,提出了针对性的实践策略:强化培训深度与广度,建立完善的信息科技教师培育机制;加快新教材建设步伐,完善课程内容和相关资源体系;重塑信息科技教育价值观,变革教学模式与方法;重视人机协同的教学实践,促进人机融合创新发展;落实“教—学—评”一致性,关注师生数字素养评价。

智慧水利理论体系与数字孪生流域虚拟模型研究成果述要

智慧水利是水利高质量发展的显著标志之一。围绕智慧水利理论体系不完善、流域映射精准度不高、模型精度不高、决策支撑程度低等问题,建立了由智慧流域基础理论、数字孪生流域基础理论和智能水网理论框架组成的智慧水利理论体系,研究了由数字孪生感知节点模型、数字孪生降水遥感模型、数字孪生蒸散发遥感模型、数字孪生土壤水遥感模型、数字孪生水体遥感模型、数字孪生地下水遥感模型、数字孪生水质遥感模型组成的数字孪生流域感知模型,构建了由数字孪生流域水文模型、数字孪生水动力水质模型、数字孪生动态调控模型、数字孪生虚拟仿真模型、数字孪生协同决策模型、数字孪生并行组合模型等组成的数字孪生流域虚拟模型。研究成果可为我国智慧水利建设提供理论基础和技术支撑。

政策工具视角下我国教育数字化转型的现状与审思

政策工具是政策文本的表现形式,也是政策目标和政策行动之间的连接机制,通过施用于有关部门与目标团体从而实现相关政策目标。文章基于28份与教育数字化转型相关的政策文件,通过工具分类、议题界定、政策编码的手段,遵循“政策工具—政策议题”的二维矩阵分析框架进行统计分析,将我国当前教育数字化转型相关政策的现状予以完整呈现。研究发现,我国教育数字化转型的相关政策可分为“改善基础设施、开发在线资源、构建网络空间、改革治理体系、发展师生能力、开展试点案例”六大议题。当前,我国教育数字化转型的相关政策存在政策工具整体结构失衡、内部运用失调、选择偏向单一的问题。在未来政策制定上,应调整政策工具结构、加大基础设施建设的政策供给、加强试点示范与实践推进、优化政策工具与政策议题配置。

数字乡村视域下农民数字素养培育路径

文章从数字认知、数字学习、数字生活、数字创新、数字安全5个维度构建农民数字素养框架并设计调查问卷,选取四川省大邑县、崇州市和彭州市部分村庄进行调查研究和实证分析。研究发现:目前我国农民数字素养存在数字技能认知缺失、数字学习深度不够、数字生活场景单一、数字创新能力较低等问题,并据此从构建普惠性资源服务体系、培育互联网思维方式、增强数字使用意愿和加强农村干部数字素养教育方面提出农民数字素养培育路径。

中小企业数字化转型的路径探析

加快推动中小企业数字化转型是数字经济发展的重要基础。由于缺乏足够的技术与资源,中小企业数字化转型需依附第三方数字平台完成产品体系、组织结构、业务流程的改造,进而降低成本、提升效率。其数字化转型过程为企业层面的数字技术部分采用、行业层面的数字技术整体融合以及生态层面的数字技术共生发展。但中小企业在数字化转型过程中,还面临数字意识薄弱、转型能力不足、转型资源受限、转型数据欠缺、转型成本过高等诸多困境。中小企业要立足推动数字经济发展的战略要求,从培养动态管理能力、运用轻体量数字平台、提升组织使用信息技术的能力、获得政府外部帮扶及支持等方面创新路径,推动数字化转型。

欧盟“数字双法”对数字经济的影响研究

为防止国际大型服务平台对欧洲数字市场造成不良影响,推动数字服务领域的公平竞争,欧盟于2022年公布并实施了《数字市场法》和《数字服务法》。欧盟“数字双法”出台的根本目标是一致的,都致力于促进欧盟单一数字市场的繁荣与规范。但二者侧重点有所不同,《数字市场法》更侧重于反垄断和促进公平竞争,《数字服务法》更侧重于数字服务和数字内容治理。文章在对欧盟“数字双法”进行比较分析的基础上,剖析了二者对数字经济的影响机理和现实效果,重点探究了对中国的影响和启示,并建议中国政府和企业应努力做到:完善数字领域制度体系;适应欧盟“数字双法”新规;拓展欧盟数字市场;拓展其他海外市场。

数字权力的理论谱系

权力本质上是一种行动能力和组织能力。从人类社会生产史角度审视,权力并非起源于国家,而是源自具备开展社会生活,实现组织意志和组织技术的社会共同体。从作用机制看,权力不是由实施权力的意愿决定的,而是由实施权力的机制和能力决定的。从新石器时代开始,摆脱“亚人类”状态的人类社会开始建立有组织的生产模式,依靠稳定的空间建构、社会合作、有效支配,建构集体性社会协作和结构性的权力网络。近代国家形成的过程,实际上是权力国家化和合法垄断权力的过程。数字权力基于源代码、算法运行的计算网络、作为算法决策基础的大数据,在数字化决策能力基础上产生的一种全新的权力形态。这种权力形态强化了权力的网络力量,提升了权力的行动力量,濡化了权力的强制力量,造成一种“超越国家”的理论假象。数字权力并未改变权力的国家属性,但拓展了权力的实施空间,造成了国家对数字社会的技术依赖,将从根本上重构国家权力与公民权利的关系。
