The systematic analysis of the hierarchical relationship among the factors affecting the sustainable supply chain implementation of water diversion projects has theoretical value and practical significance for the sus...The systematic analysis of the hierarchical relationship among the factors affecting the sustainable supply chain implementation of water diversion projects has theoretical value and practical significance for the sustainable development of large-scale water diversion projects. Through the investigation of relevant literature, books, web pages, materials, and discussions with relevant experts and scholars, a total of 23 factors influencing the sustainable supply chain implementation of water diversion projects were identified. Then using ISM (Interpretative Structural Modeling Method) to analyze the causality of each factor, a multi-level hierarchical structure model was obtained. The results showed that: 1) The surface-level influencing factors of the sustaina<span>ble supply chain implementation of the water diversion project mainly i</span>ncluded 8 factors such as water-saving awareness and water-saving intensity in the diversion area, water quality, water pollution and other disasters, effective incentive mechanisms, etc., and surface-level influencing factors were directly related to the sustainable supply chain implementation of water diversio<span>n projects. 2) The indirect influencing factors of the sustainable supply chai</span>n of water diversion projects included 12 factors such as the water quality and quantity guarantee rate of the supply chain, the government’s enforcement of laws and regulations, water distribution, ecological compensation, and compensatio<span>n mechanisms for residents in the water source area. This paper thoroughly demonstrates the water price of South-to-North Water Transfer Project from the viewpoint of economic policies. It is considered that if the project is assigned as a profitable one and built depending on commercial loan from bank completely or mostly, the water price will be too high to be undertaken by users,and if the project places the public good at first while considering the economic benefit, its investment mainly relies on the state (national or local governments) appropriation and self-raised funds and a little from the bank loan on favorable terms, the price determined according to the principle of satisfying the cost and reasonable profit will be relatively lower and can be undertaken by the users in the North China where water shortage is serious. The problem of higher water price of agricultural irrigation to the north of the Yellow River can be tackled by taking measures such as "compensating agriculture by industry" according to foreign practical experiences and relevant suggestions.展开更多

In 1970s the city of Baghdad had a good infrastructure. Education and healthcare systems were widely regarded as the best in the Middle East. Income per capita rose to over US$3600 in the early 1980s. Since that time,...In 1970s the city of Baghdad had a good infrastructure. Education and healthcare systems were widely regarded as the best in the Middle East. Income per capita rose to over US$3600 in the early 1980s. Since that time, successive wars and a repressive, state-dominated economic system have stifled economic growth and development and debilitated basic infrastructure and social services. At the end of the 2003 war, Baghdad’s infrastructure was seriously degraded. The majority of the population had limited or inadequate access to essential basic services. Currently, there is an ongoing effort by donor countries, such as the United States (US) (through the US Agency for International Development (USAID)), Japan, the European Union (EU), etc., as well as efforts by multilateral agencies such as the United Nations Children’s Fund (UNICEF), the United Nations Development Programme (UNDP), the International Committee of the Red Cross (ICRC), and Non Governmental Organizations (NGOs), to restore the sector to standards that existed prior to the latest conflict. The present study deals with the evaluation of four projects proposed to improve the deteriorating status of water and wastewater treatment plants. Three methods viz. checklist, strategic environment assessment and cost and benefit analysis are used to evaluate the efficiency of the projects.展开更多
