Reinforcing of Citizen’s Trust in E-Government: The Cameroon’s Case

The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.

Information Management in Disaster and Humanitarian Response: A Case in United Nations Office for the Coordination of Humanitarian Affairs

To guarantee a unified response to disasters, humanitarian organizations work together via the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. Disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis.

Selection and Application of Current Affairs and Politics Materials in Political Classroom Teaching in Senior High School

Based on the status quo of political education in high school,current affairs and politics materials are utilized as an example in this paper to analyze and discuss the value of the proper use of current affairs and politics materials in high school political classroom teaching.In addition,the paper also discusses the principles that should be adhered to in selecting materials for use in political classroom teaching.The purpose of this article is to provide guidelines to high school political subject teachers in selecting and applying the current affairs and politics materials reasonably.

All-cause hospitalizations for inflammatory bowel diseases:Can the reason for admission provide information on inpatient resource use?A study from a large veteran affairs hospital

Background:Inflammatory bowel diseases(IBDs) are group of chronic inflammatory illnesses with a remitting and relapsing course that may result in appreciable morbidity and high medical costs secondary to repeated hospitalizations.The study's objectives were to identify the reasons for hospitalization among patients with IBDs,and compare inpatient courses and readmission rates for IBD-related admissions versus non-IBD-related admissions.Methods:A retrospective chart review was performed on all patients with IBD admitted to the Minneapolis Veterans Affairs(VA) Medical Center between September 2010 and September 2012.Results:A total of 111 patients with IBD were admitted during the 2-year study period.IBD flares/complications accounted for 36.9% of the index admissions.Atherothrombotic events comprised the second most common cause of admissions(14.4%) in IBD patients.Patients with an index admission directly related to IBD were significantly younger and had developed IBD more recently.Unsurprisingly,the IBD admission group had significantly more gastrointestinal endoscopies and abdominal surgeries,and was more likely to be started on medication for IBD during the index stay.The median length of stay(LOS) for the index hospitalization for an IBD flare or complication was 4(2–8) days compared with 2(1–4) days for the other patients(P=0.001).A smaller percentage of the group admitted for an IBD flare/complication had a shorter ICU stay compared with the other patients(9.8% vs.15.7%,respectively); however,their ICU LOSs tended to be longer(4.5 vs.2.0 days,respectively,P=0.17).Compared to the other admission types,an insignificantly greater percentage of the group whose index admission was related to an IBD flare or complication had at least one readmission within 6 months of discharge(29% versus 21%; P=0.35).The rate of admission was approximately 80% greater in the group whose index admission was related to an IBD flare or complication compared to the other types of admission(rate ratio 1.8,95% confidence interval 0.96 to 3.4),although this difference did not reach statistical significance(P=0.07).Conclusion:Identifying the reasons for the patients' index admission,IBD flares versus all other causes,may provide valuable information concerning admission care and the subsequent admission history.

An Acceptance Model of Using Mobile-Government Services(AMGS)

In recent years,the telecommunications sector is no longer limited to traditional communications,but has become the backbone for the use of data,content and digital applications by individuals,governments and companies to ensure the continuation of economic and social activity in light of social distancing and total closure inmost countries in the world.Therefore,electronic government(e-Government)andmobile government(m-Government)are the results of technological evolution and innovation.Hence,it is important to investigate the factors that influence the intention to use m-Government services among Jordan’s society.This paper proposed a new m-Government acceptance model in Jordan(AMGS);this model combines the Information System(IS)Success Factor Model and Hofstede Cultural Dimensions Theory.The study was conducted by surveying different groups of the Jordanian community.Astructured questionnaire was used to collect data from203 respondents.Multiple regression analysis has been conducted to analyze the data.The results indicate that the significant predictors of citizen intention to use m-Government services in Jordan are Information Quality,Service Quality,Uncertainty Avoidance,and Indulgence vs.restraint.While,the results also suggest that Power Distance is not a significant predictor of citizen intention to use m-Government services.

A Framework of Information Service Platform in E-Government

For exchanging and sharing information and services in e-government, a framework of information service platform (ISP) is presented. The multi-layer architecture of the ISP is introduced. They are. user's requirement layer, business service layer, business process layer, business function layer and data layer. The lower layers are based on the architecture of web services and the upper layers are related to the institutional and organizational issues. In order to deal with the variation of user's requirements and changing environment, the matching and mapping processes with adaptive mechanism are illustrated.

On the Translation of New Words in Current Affairs

As China continues to open up to the outside world,new words in every aspect of our daily life are emerging at a rapid speed.However,the quality of translation at present is not very satisfactory.This paper analyzes the features of these words,the errors in their translation and discusses the translation strategies based on the Functional Theory of Germany.

Cloud Computing of E-Government

Over the past years, many businesses, government and individuals have been started to adopt the internet and web-based technologies in their works to take benefits of costs reduction and better utilization of existing resources. The cloud computing is a new way of computing which aims to provide better communication style and storage resources in a safe environment via the internet platform. The E-governments around the world are facing the continued budget challenges and increasing in the size of their computational data so that they need to find ways to deliver their services to citizens as economically as possible without compromising the achievement of desired outcomes. Considering E-government is one of the sectors that is trying to provide services via the internet so the cloud computing can be a suitable model for implementing E-government architecture to improve E-government efficiency and user satisfaction. In this paper, the adoption of cloud computing strategy in implementing E-government services has been studied by focusing on the relationship between E-government and cloud computing by listing the benefits of creation E-government based on cloud computing. Finally in this paper, the challenges faced the implementation of cloud computing for E-government are discussed in details. As a result from understanding the importance of cloud computing as new, green and cheap technology is contributed to fixing and minimizing the existing problems and challenges in E-government so that the developed and developing countries need to achieve E-government based on cloud computing.

Analysis the Reflection of Cultural Factors in Foreign Affairs Translation Activities

From the perspective of cultural background and cross-cultural communicative awareness, this paper discusses the cultural factors in the context of foreign affairs translation. It points out translator should adapt themselves to different cultural backgrounds and fully convey the cultural denotations and connotations in foreign affairs texts, which can achieve successful conversation from the source language to the target language.

Understanding trust-related factors affecting citizen adoption of e-government services

Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.

A New Approach to a Local E-Government Portal for Information Management and Deep Searching

The paper introduces a new approach, that is, semantic Web techniques, to shed a new light on the solutions for local e-government information portal. After taking the comparison between traditional approaches and semantic approaches, the design of arehitecture and components of a local e-government information portal are illustrated in details based on semantic technologies. The paper also researches on the core technologies of implementation of the new approach, including the definition of e-government information portal Ontologies and searching algorithms.

A Cultural E-Government Readiness Model

E-Government is defined as a system utilizing the Internet and the world-wide-web for delivering government informa-tion and services to citizens. This system reduces the processing costs, improves service delivery, and increases trans-parency and communication between a government and its citizens. The aim of this paper is to propose a new model to measure the readiness of e-Government according to cultural factors. By assessing to which degree these cultural factors are present/absent in a country and which of them have a significant impact on government readiness, the government will be able to identify their weakness and strength points, then build a preparing plan that can help them to achieve the readiness required toward a successful implementation of the e-Government systems.

The E-Government in Local Governance and Its Contribution to the Regional Development: A Comparative Study

The purpose of this article is to designate the impact of the implementation of e-governance in municipalities and to suggest some proposals for further growth. More specific, in the first chapter, there is a theoretical approach of e-governance by presenting its definition and describing the current situation of the progression of e-governance to these municipalities. In the second chapter, it is presented a comparison between these municipalities about the implementation and progress of e-governance among them. Finally, in the third and last chapter, there are the conclusions and some proposals for future growth of e-governance to these municipalities.

Attempt to Interfere in China’s Internal Affairs by Using Xinjiang-Related Issues Bound to Fail
