Advocates of industrial ecology suggest that shifting the basis of industrial production from a linear to a closed loop system, these gains can be achieved. In recent years, concepts drawn from industrial ecology have been used to plan and develop eeo-industrial parks (EIPs) that seek to increase business competitiveness, reduce waste and pollution, create jobs and improve working conditions. Despite a growing interest in EIPs, there have been few empirically informed studies that seek to explore the potential contribution such EIPs may make to sustainable development. This paper contributes to a developing sympathetic critique of industrial ecology by focusing on the key problems and dilemmas that arise in the course of developing eco-industrial parks, drawing upon empirical work conducted in China. The paper draws upon both an extensive survey of EIPs and in-depth interviews conducted with a range of stakeholders at some sites in China. As the paper reveals, EIPs in China are in their early stages and likewise their contribution to economic development and environmental policy, let alone social policies, is complicated and inchoate. The empirical material reveals that key features of industrial ecology such as inter-firm networking and collaboration in the form of materials interchange and energycascading are either absent or in the early planning stages. In each of the cases studied what is emerging is a form of EIP partly determined by the geographic setting and broader economic realities of the locality. While collaborative behavior between firms is central to EIP development if the potential benefits of industrial ecology are to be realized, it is important to realize that such behavior is difficult to develop from scratch through policy intervention. In conclusion, the paper suggests that expectations must be realistic for the community and location in question. As part of that realism, EIP projects must be designed to allow for a gradual approach, and each phase needs to be financially viable.展开更多

In this study, a four-step method was proposed for industrial solid waste (ISW) flow analysis of eco-industrial parks (EIPs) and applied to two IPs in eastern China. According to a park-wide census of 619 industrial enterprises and 105 questionnaires by a survey from 2006 to 2008, the results indicated that: 1) at the enterprise scale, more than 60% of enterprises were small- ISW-generation enterprises which encountered great difficulties on effective waste management; 2) at the IP scale, though the two IPs have set up their own environmental management systems and passed the ISO 14001 certification, the efficiencies of the ISW manage- ment systems have yet to be improved in the industrial ecology perspective; and 3) at the regional scale, more than 97% of ISW flowed within the provincial region, indicating that the provincial governments prevented the wastes from flowing into their own "back yard". Effective waste management should be placed in a broader perspective. Approaches to sustainable waste management may include wastes exchange, efficient waste and information flow, virtual EIP, waste minimization clubs and regionalization of waste management.展开更多

The goat of ElP is to create a win-win harmonious development aspect of ecooomic development and environmental protection. This paper emphasizes that the external .effect of an EIP is its main characteristic of technoeconomic evaluation for eco-industrial park project. From the view of the property, rights, the EIP's product is typicalty public-private. The government should take some inca.rares for the quantitative analysis on ecological positive externalities of the enterprises in EIP, and also should adopt Coase's Theorem, which supports that the market transaction is the best way to deal with positive externalities (external economics or diseconoraics), or Pigou's Theorem, which holds that the government anti-positive externalities programs are the best way to cope with positive externalities, to internalize the EIP's external effects, which is also a fundamental tool to encourage investors to actively invest in EIP projects, Furthermore. this paper thinks that the EIP 's income should be equal to the income of staple products of the private property, and that of its by-products of the public property. According to this principle, this paper has put forward three major indicators, net present value (NPV), internal rate of renan (IRR), and investment repayment period (IRP), which are also extensively used indicators in ardinary project techno-economic evaluation model to evaluate EIP technoeconomic effects. Theoretically, the indicatory not only can be used in EIP project evaluation, but also can provide a quantitative measure toot for the government to support EIP's construction to the maximum. In the end. a case is analyzed.展开更多

At Present, China is in a speciat period of rapid economic develop- ment. Some enterprises focus on short-term profits and don't formulate long-term strategies. For example, with the rapid expansion of the steel industry, some serious problems have emerged. Based on principles of industrial ecology and the concept of circular economy, to develop a new development model, taking a new road to industrialization is very necessary. Re-examining the current steel enterprises, this' paper proposes the new methods of the integration of material, energy integration, water system integration and sharing of information and facilities. Through ecologi- calization of technology, system, and industrial structure and product structure adjustment, the eco-transformation of the modern steel industry will be gradually achieved in China展开更多

Many environmental problems are facing industrial areas, especially in developing countries, due to poor industrial hazardous waste management. In order to reduce the effect of industrial waste on the environment and to reach sustainable development, countries have developed and reinforced several environmental protection laws and regulations. Yet, the waste disposals via incineration and/or landfilling according to cradle-to-grave concept require high capital, high running costs and are seen by industries as a barrier for further industrial development. Most importantly, disposals of waste deplete natural resources causing them to be unsustainable. Hence, various concepts and strategies have been suggested to promote industrial sustainability. The aim of this paper is to present different concepts and practices including Cradle-to-Cradle approach, Cleaner Production, Industrial Ecology, Eco-Industrial Park and Environmentally Balanced Industrial Complex described in literature that help develop a successful sustainable industrial community and reach zero pollution. These concepts are illustrated via case studies. Moreover, this paper tackles the challenges facing industrial areas in Egypt and emphasis on the imperative need for considering sustainable industrial community.展开更多

Essentially an integrated eco-industrial park, these clusters demonstrate applications of industrial ecology principles among the occupant units, besides promoting sustainable societies from economic, environmental and social perspectives. The holistic planning and development of these clusters from economic, environmental and social sustainability considerations or alternatively, the sustainability assessment of these clusters is highly complex. The research reported upon forms part of a larger study that aims to develop an integrated decision support system for sustainability assessment of inclusive smart innovation cluster. The paper discusses the conceptual model of the cluster and the need to establish context specific key indicators and influence factors from economic, environmental and social sustainability considerations. The paper proposes a structured methodology for development of key indicators and influence factors. The paper concludes by identifying a set of 184 key indicators and influence factors for comprehensive sustainability assessment of inclusive smart innovation cluster.展开更多

To divide parks into different types, previous studies mostly focused on qualitative judgments, and failed to use metrics to conduct quantitative research on the intemal structural or functional characteristics of a park. To analyze a park's structural attributes, a range of metrics from network analysis have been applied, but few researchers have compared two or more symbioses using multiple metrics. In this study, we used two metrics (density and network degree centraliza- tion) to compare the degrees of completeness and dependence of eight diverse but representative industrial symbiosis networks. Through the combination of the two metrics, we divided the networks into three types: weak completeness, and two forms of strong completeness, namely "anchor tenant" mutualism and "equality-oriented" mutualism. The results showed that the networks with a weak degree of completeness were sparse and had few connections among nodes; for "anchor tenant" mutualism, the degree of completeness was relatively high, but the affiliated members were too dependent on core members; and the members in "equality-oriented" mutualism had equal roles, with diverse and flexible symbiotic paths. These results revealed some of the systems' internal structure and how different structures influenced the exchanges of materials, energy, and knowledge among members of a system, thereby providing insights into threats that may destabilize the network. Based on this analysis, we provide examples of the advantages and effectiveness of recent improvement projects in a typical Chinese eco-industrial park (Shandong Lubei).展开更多
