The role of taxation in promoting economic recovery has attracted great-er attention in recent years,with economic dislocation following the Global Financial Crisis and the COVID-19 pandemic.While taxation is only one of the factors impacting economic recovery,both economic literature and practical experience show that tax policy can contribute to enhanced growth and therefore greater economic activity.Tax instruments used as a means for promoting economic recovery include tax holidays,preferential tax rates,investment allowances,tax credits and special economic zones.However,there are a range of constraints over tax incentive design imposed by bodies such as the OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting,the Forum on Harmful Tax Practices of the OECD and the Code of Conduct on Business Taxation of the European Union.Given the above,this paper sets out practical issues to inform governments seeking to promote economic activity through taxation. 展开更多

Rural areas in the K?odzko Region were subject to a long-term depopulation,marginalization,and long-lasting socio-economic decline since the 19th century.In recent years,however,the study area has been subject to a shift in socio-economic trends that show rural revival.The main goal of the research is to assess the actual role of tourism in socio-economic revival of rural areas in the K?odzko Region.To determine the dynamics of the tourism function development,statistical data were used and an inventory of tourism beds in accommodation facilities was conducted.The results show that there was a substantial development of the tourism function in the study area and its most intense scale was noted in the depopulating villages,as evidenced by the increase in the numbers of tourism facilities and numbers of tourism beds.Therefore,it can be concluded that the development of tourism contributed to the limitation of negative socioeconomic processes in the area and,in the case of some villages,even to the reversal of these trends,which might testify to the rural revival.Moreover,the improvement of the socio-economic situation is visible also in the villages that do not have significant tourist values but are in the neighbourhood of tourism hotspots.This observation might be important for forecasting future development and planning of rural areas. 展开更多

The Efficiency of Non-repayable Funding Against Crisis Effects in Romania

The current economical crisis pointed out the gaps and the weak development of the Romanian economical system. If we were to compare the economy of a country to the human body then we would realize that constant and massive loss of "blood" may eventually lead to collapse of the economical system, which require Romania to speed up financial "transfusions". In these conditions, the most accessible and inexpensive source of funding is the non-repayable funding that Romanian economy can acquire by the year of 2013. In this paper we analyze the evolution of non-repayable funds allocated to Romania, in terms of those funds for the approved projects (their implementation has not yet started) but also in terms of those contracted projects or in the process of running (in fact representing "the necessary" amount of money that the Romanian economy needs). The first part of the paper contains an overview of the situation about the requiring and the absorption of non-repayable funding since 2007 (officially since the crisis emerged in the U.S.) to present, also making an analysis of the influence they had on the Romanian economy. We take into account in this analysis that the effects of the crisis in Romania began to be felt in the second half of 2008, economical politics against crisis were not taken into accounted by this date. In this analysis we started from the assumption that one anti-crisis policy, taken into account by public decision members in Romania, is to increase efficiency and absorption of funds by raising the capacity of the Romanian economical environment for the implementation (and not only the winning ) of these funds. The second part of the paper contains an econometrieal development model which highlights the influence of changing the interest rates and exchange rate on the rate of contracting projects during January 2007-March 2010. The Analysis of the results emphasizes the stronger influence of the changing rate on the approved contracting projects compared with the changing influence of the reference interest rate. Following the results of the analysis we highlight the main reasons for which this economical policy of attracting and using outstanding funding represents until now, a failure more than a success. Also we present these several solutions to increase the volume of financial "transfusion" with a direct impact on the Romanian economy, arguing that such measures cannot be implemented without real political will from decision-makers in Romania. 展开更多

Background:The damage inflicted by the coronavirus diseases 2019(COVID-19)pandemic upon humanity is and will continue to be considerable.Unprecedented progress made in global health over the past 20 years has reverted and economic growth has already evaporated,giving rise to a global recession,the likes of which we may not have experienced since the Second World War.Our aim is to draw the attention of the neglected tropical disease(NTD)community towards some of the major emerging economic opportunities which are quickly appearing on the horizon as a result of COVID-19.Main text:This scoping review relied on a literature search comprised of a sample of articles,statements,and press releases on initiatives aimed at mitigating the impact of COVID-19,while supporting economic recovery.Of note,the donor scenario and economic development agendas are highly dynamic and expected to change rapidly as the COVID-19 pandemic unfolds,as are donor and lender priorities.Con elusions:The NTD community,particularly in low-and middle-income countries(LMICs),will need to work quickly,diligently,and in close collaboration with decision-makers and key stakeholders,across sectors at national and international level to secure its position.Doing so might enhance the odds of grasping potential opportunities to access some of the massive resources that are now available in the form of contributions from corporate foundations,trust funds,loans,debt relieve schemes,and other financial mechanisms,as part of the ongoing and future economic development agendas and public health priorities driven by the COVID-19 pandemic.This paper should serve as a starting point for the NTD community to seek much needed financial support in order to sustain and revitalize control and elimination efforts pertaining to NTDs in LMICs. 展开更多

The macro stimulus policy packages launched by various countries are of an epic scale, in a way rarely seen before. China wasthe first to be hit by the epidemic, to contain the epidemic, andto resume work and production. China’s economic recovery andreconstruction are of landmark and leading significance for theglobal economy. The content of this report mainly includes thefollowing two aspects: one is to forecast the basic trend andrecovery potential of China’s economy under the impact of theepidemic;the other is to provide applicable policy recommendations for post-epidemic economic rehabilitation and its mid- tolong-term development. We focus on four issues: the progressand nature of China’s economic recovery at the current stage;major challenges and risks facing China’s economic recovery inthe next stage;how to design policies of a sizable scale and policy mechanisms to achieve desired effects;and whether the existing policy is sufficient to cope with various risks and challenges,to enhance resilience and re-consolidate economic foundations.
