[Method] Taking environmental planning during '11th Five-year Plan' in a certain province for example, by means of logical framework approach (LFA), the post-evaluation on environmental planning was carried out from the aspects of evaluation content, index system, implementation steps, evaluation feedback and input-output analysis of environmental planning. [Result] The post-evaluation on environmental planning by means of LFA achieved expected purpose and various indexes at different stages of environmental planning was assessed, and then corresponding countermeasures were put forward according to the problems which were found by problem tree of environmental planning project. This paper applies Yourdon's (1989) structured systems analysis techniques to transport planning, and the environmental analysis of transport plans. It is usual for planners to treat these activities as separate p...This paper applies Yourdon's (1989) structured systems analysis techniques to transport planning, and the environmental analysis of transport plans. It is usual for planners to treat these activities as separate processes or 'systems'. Six serious shortcomings are identified in prevailing approaches to accounting for the environmental impacts of transport plans. The application of systems analysis has elucidated opportunities for overcoming these problems by integrating the two processes. The paper highlights the benefits of using these methods to direct research into, and development of, an integrated transport planning- environmental analysis system. Techniques applied are data flow diagrams, a Venn diagram and an entity-relationship diagram. Significant potential exists for integration within a geographic information system(GIS), although adoption of integrated methods by transport planners is likely to be incremental. Research confirms the usefulness of systems analysis in guiding the development of a GIS application to accommodate integrated transport planning and environmental analysis. Systems analysis also facilitates more careful and effective design of the databases underlying GIS analysis.展开更多

Malaysia has undergone rapid urbanization and economic growth for past decades and is expected to continue to have an average economic grow at 5%-6% per annum in the next five years. This phenomenon of growth and purs...Malaysia has undergone rapid urbanization and economic growth for past decades and is expected to continue to have an average economic grow at 5%-6% per annum in the next five years. This phenomenon of growth and pursuit of socio-economic progress has great impact not only on the economy but also on community life style and environment. The concept of sustainable development was adopted by Malaysia government as early as mid 1990s to address some of the emerging environmental issues and more specifically on climate change issues recently. Malaysia government announced a commitment of voluntary 40% reduction in CO2 emission intensity by 2020 during the Conference of Party (COP15) meeting in Copenhagen in 2009. In parallel to this commitment of CO2 emission reduction, the concept of sustainable development in urban planning should incorporate a more comprehensive and quantitative approach in the preparation of development plan as well as in exercising the routine development control practice at the local planning authority. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. 文摘Environmental problems like haze have brought great pressure to current environmental protection management. On the one hand, plan EIA should be promoted further in all industries; on the other hand, the current achievements and methods of plan EIA should be summarized and innovated. And the EIA supervision and project access can be improved further through the coordination between plan EIA and project EIA. In this study, from the three levels of plan EIA policy framework, five problems of plan EIA in power sector were analyzed according to the current situation of plan EIA in power sector. Based on the present achievements, five macroscopic suggestions were proposed from the view of innovation accord- ing to the new environmental protection situation and requirements at present.
文摘China will take a series of measures to improve the environment in the Three Gorges area, where the world’s largest water-control project is being undertaken. Tackling ecological and environmental problems there will have a direct bearing on the resettlement of the local people and the construction of the Three Gorges Project.
