[Objective] The aim was to conduct post-evaluation on environmental planning by means of logical framework approach. [Method] Taking environmental planning during '11th Five-year Plan' in a certain province for example, by means of logical framework approach (LFA), the post-evaluation on environmental planning was carried out from the aspects of evaluation content, index system, implementation steps, evaluation feedback and input-output analysis of environmental planning. [Result] The post-evaluation on environmental planning by means of LFA achieved expected purpose and various indexes at different stages of environmental planning was assessed, and then corresponding countermeasures were put forward according to the problems which were found by problem tree of environmental planning project. [Conclusion] The study could provide theoretical references for the post-evaluation on environmental planning in future. 展开更多

This paper applies Yourdon's (1989) structured systems analysis techniques to transport planning, and the environmental analysis of transport plans. It is usual for planners to treat these activities as separate p... This paper applies Yourdon's (1989) structured systems analysis techniques to transport planning, and the environmental analysis of transport plans. It is usual for planners to treat these activities as separate processes or 'systems'. Six serious shortcomings are identified in prevailing approaches to accounting for the environmental impacts of transport plans. The application of systems analysis has elucidated opportunities for overcoming these problems by integrating the two processes. The paper highlights the benefits of using these methods to direct research into, and development of, an integrated transport planning- environmental analysis system. Techniques applied are data flow diagrams, a Venn diagram and an entity-relationship diagram. Significant potential exists for integration within a geographic information system(GIS), although adoption of integrated methods by transport planners is likely to be incremental. Research confirms the usefulness of systems analysis in guiding the development of a GIS application to accommodate integrated transport planning and environmental analysis. Systems analysis also facilitates more careful and effective design of the databases underlying GIS analysis. 展开更多

China which was promulgated provides a great opportunity for the development of Planning Environmental Impact Assessment and brings great challenges for the development of traditional Project Environmental Impact Assessment and Planning Environmental Impact Assessment at the same time. In order to promote the implementation of "The EIA Law", the inherent limitations of Project Environmental Impact Assessment must be identified sufficiently and the theory research and practice of Planning Environmental Impact Assessment should be strengthened as well. Measures should be taken currently to enforce the operation system. Since then, Hiroshima City performed greenery activities with restoration and planted trees in public facilities. At present, Hiroshima City is promoting a 3rd tree planting campaign. As part of this campaign, the master plan of greenery of Hiroshima City is being laid. This plan aims not only at beautification in city area but also at ecosystem and biodiversity conservation in expanded city areas. In this paper, we report on the development of the situation in Hiroshima City since the end of World War II and the conservation planning of greenery which, for the most part, concerns zoning. 展开更多

Malaysia has undergone rapid urbanization and economic growth for past decades and is expected to continue to have an average economic grow at 5%-6% per annum in the next five years. This phenomenon of growth and pursuit of socio-economic progress has great impact not only on the economy but also on community life style and environment. The concept of sustainable development was adopted by Malaysia government as early as mid 1990s to address some of the emerging environmental issues and more specifically on climate change issues recently. Malaysia government announced a commitment of voluntary 40% reduction in CO2 emission intensity by 2020 during the Conference of Party (COP15) meeting in Copenhagen in 2009. In parallel to this commitment of CO2 emission reduction, the concept of sustainable development in urban planning should incorporate a more comprehensive and quantitative approach in the preparation of development plan as well as in exercising the routine development control practice at the local planning authority. This paper prepares a quantitative scenario study on the establishment of low carbon society in Iskandar Malaysia. 展开更多

In this paper, the executive of the 10th Five- Year Plan in the field of environmental protection and ecological constrution is reviewed, and the charactristics of economic growth and its environmental impact on the 11^th Five-Year Plan is forecasted and analyzed. A principal idea of eavironmental protection and ecological construction is put forward for the 11^th Five-Year Plan pertod: strensgthen the point treatment in key areas and set the main targets based on the idea. The relating countermeasures in national level are proposed as follows: set up appropriate ideas for official achievements by launching resources and environmental cost acconting; adjust the industrial struacture actively by industrial policies and strenuous work; develop circular economy, change the mode of environmental protecgon from end treatment to headstream and proeess control: strengthen the market mechanism in the process of pollution treatment, set up the system of "who treats who benefits" ; perfect interrelated laws and standards, strengthen the ability of environmental munagement; lay extra emphasis on two key targets: water pollution tretment in key river basins and management of the reserves; and combine the ecological consnuction and poverty alleviation in higher level. 展开更多

Strategic environmental assessment (SEA) in China has developed rapidly since it was introduced into China in the 1990s. Chinese government promulgated the Environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China. 展开更多

In this study, from the three levels of plan EIA policy framework, five problems of plan EIA in power sector were analyzed according to the current situation of plan EIA in power sector.
