Study on the Post-evaluation of Environmental Planning Based on Logical Framework Approach

[Objective] The aim was to conduct post-evaluation on environmental planning by means of logical framework approach. [Method] Taking environmental planning during '11th Five-year Plan' in a certain province for example, by means of logical framework approach (LFA), the post-evaluation on environmental planning was carried out from the aspects of evaluation content, index system, implementation steps, evaluation feedback and input-output analysis of environmental planning. [Result] The post-evaluation on environmental planning by means of LFA achieved expected purpose and various indexes at different stages of environmental planning was assessed, and then corresponding countermeasures were put forward according to the problems which were found by problem tree of environmental planning project. [Conclusion] The study could provide theoretical references for the post-evaluation on environmental planning in future.

Integrating Climate Change Factors into Environmental Planning Innovation of the National 12^(th) Five Year Development Plan towards Climate Change in China

Effects on sustainable development of climate change have been going further nowadays.National Five Year Development Plan in China should have specific policies on how to take climate change impacts into account through the environmental planning.Key fields distribute in three levels of natural bearing capacity,production system and human settlements,and include seven aspects:ecosystems,water resources,disasters and risks,low-carbon economy,vulnerable departments,urbanization,and coastland.

Using structured systems analysis to design an integrated system for transport planning and environmental analysis

This paper applies Yourdon's (1989) structured systems analysis techniques to transport planning, and the environmental analysis of transport plans. It is usual for planners to treat these activities as separate processes or 'systems'. Six serious shortcomings are identified in prevailing approaches to accounting for the environmental impacts of transport plans. The application of systems analysis has elucidated opportunities for overcoming these problems by integrating the two processes. The paper highlights the benefits of using these methods to direct research into, and development of, an integrated transport planning- environmental analysis system. Techniques applied are data flow diagrams, a Venn diagram and an entity-relationship diagram. Significant potential exists for integration within a geographic information system(GIS), although adoption of integrated methods by transport planners is likely to be incremental. Research confirms the usefulness of systems analysis in guiding the development of a GIS application to accommodate integrated transport planning and environmental analysis. Systems analysis also facilitates more careful and effective design of the databases underlying GIS analysis.

Ecological and environmental characteristics and management planning of Mawei Economic Development District

The natural and social background of the district was described, and the major ecological and environmental problems were analysed. The measures and planning for the ecological and environmental protection were recommended. Systematic analysis method and environmental mathematical models were suggested to be used for the ecological and environmental general planning in this paper.

Practice and Thinking on Current Planning Environmental Impact Assessment of Transmission and Transformation Power Grid in Jiangsu Province

The planning environmental impact assessment （EIA） of transmission and transformation power grid at levels of 500 and 220 kV had been finished completely in the 13 municipalities of Jiangsu Province by the end of 2012, which played important roles in guiding and planning the following transmission and transformation projects in environmental protection. In this paper, through the detail analysis on the objective and significance of the planning EIA of transmission and transformation power grid, legal basis and planning EIA practices, some suggestions and thinking about the planning EIA of transmission and transformation power grid were put forward.

Planning Environmental Impact Assessment Orienting Sustainable Development: Opportunities and Challenges

Strategic Environmental Assessment is a frontier subject in the field of Environmental Impact Assessment. In the past two decades, especially in recent years, much more importance has been attached to Strategic Environmental Assessment. The Environmental Impact Assessment Law of the P.R. China which was promulgated provides a great opportunity for the development of Planning Environmental Impact Assessment and brings great challenges for the development of traditional Project Environmental Impact Assessment and Planning Environmental Impact Assessment at the same time. In order to promote the implementation of "The EIA Law", the inherent limitations of Project Environmental Impact Assessment must be identified sufficiently and the theory research and practice of Planning Environmental Impact Assessment should be strengthened as well. Measures should be taken currently to enforce the operation system. The authors wish to offer a few references to the progress and implementation of Planning Environmental Impact Assessment in China.

Preliminary Investigation on Tracking Evaluation of Planning Environmental Impact Assessment in Ecological Civilization Construction of Wuhan City

On the basis of experimental works of planning environmental impact assessment, works of planning environmental impact assessment such as each of the city＇s special planning and development zone planning were comprehensively promoted in Wuhan City, which effectively promoted the adjustment of Wuhan industrial structure, the rational layout of functions and the efficient utilization of resources, and laid a solid foundation for Wuhan City to be the supporting point for the rise of central China. Here, the work carried out in Wuhan was reviewed, combined with the new requirements of the current ecological civilization construction in Wuhan City, and the framework, the key technical points and the important focuses of the carrying out of the tracking evaluation of planning environmental impact assessment were proposed.

An Integrated Planning for Rense and Wetland Strategyof Waste Water from Rural Enterprises: A Case Stndy

A waste water reuse engineering was designed and then operated in Hongshan, a small town in ZhejiangProvince, China, in order to solve pollution and shortage of water resources due to the development of ruralenterprises. The results showed that series-structure design and cycling model were two effective modes ofsaving water and decreasing pollutants into environment, and wetland strategy should be a component partof the integrated planning for waste water reuse of rural enterprises. This case study could provide a basisfor the optimum utilization and pollution avoidance of water resources.

Ecosystem and biodiversity conservation planning in Hiroshima City,Japan

The ecosystem and biodiversity conservation plan in progress in Hiroshima City was reviewed. Hiroshima City had prospered as a castle town, but severely suffered from A bomb damage at the end of World War II. Since then, Hiroshima City performed greenery activities with restoration and planted trees in public facilities. At present, Hiroshima City is promoting a 3rd tree planting campaign. As part of this campaign, the master plan of greenery of Hiroshima City is being laid. This plan aims not only at beautification in city area but also at ecosystem and biodiversity conservation in expanded city areas. In this paper, we report on the development of the situation in Hiroshima City since the end of World War II and the conservation planning of greenery which, for the most part, concerns zoning.

Planning Strategic Sustainable Development in Malaysia by Incorporating the Concept of Low Carbon Society

Malaysia has undergone rapid urbanization and economic growth for past decades and is expected to continue to have an average economic grow at 5%-6% per annum in the next five years. This phenomenon of growth and pursuit of socio-economic progress has great impact not only on the economy but also on community life style and environment. The concept of sustainable development was adopted by Malaysia government as early as mid 1990s to address some of the emerging environmental issues and more specifically on climate change issues recently. Malaysia government announced a commitment of voluntary 40% reduction in CO2 emission intensity by 2020 during the Conference of Party （COP15） meeting in Copenhagen in 2009. In parallel to this commitment of CO2 emission reduction, the concept of sustainable development in urban planning should incorporate a more comprehensive and quantitative approach in the preparation of development plan as well as in exercising the routine development control practice at the local planning authority. This paper prepares a quantitative scenario study on the establishment of low carbon society in Iskandar Malaysia.

Practice and Thinking of Plan Environmental Impact Assessment of Power Transmission and Transformation Grid in Nanjing

How to further improve the quality of plan environmental impact assessment of power grid during the "14^(th) Five-Year Plan" period is very important. In this paper,the plan environmental impact assessment of power grid in the Development Plan for Power Grid in Nanjing during the "13^(th) Five-Year Plan" Period is studied to further discuss the ideas,evaluation system and content framework of plan environmental impact assessment of power grid.

Ecological and Environmental Protection Requirements in China s Regional Coordinated Development Strategy in the New Era

Starting from the historical evolution of China s regional coordinated development policy and practice,three stages of"enlightenment stage","development stage"and"maturity stage",as well as the connotation,characteristics and content of implementing regional coordinated development strategy were analyzed.On this basis,from different aspects of industrial distribution,pollutant characteristics and regional environmental protection policy,the existing ecological and environmental protection problems in China s regional coordinated development in the new era were analyzed,and some suggestions for the next step were put forward.It is necessary to follow the"four ones"concept from the overall point of view,implement"three lines and one list"from the perspective of the width of the access red line,strengthen"joint prevention and control"from the perspective of the depth of regional regulation,deepen the"planning environmental impact assessment"from the perspective of the breadth of industrial distribution,and promote the"green-way model"from the perspective of ecological low carbon.

Idea and goals of environmental protection and ecological construction in the 11^(th) five-year plan period

In this paper, the executive of the 10th Five- Year Plan in the field of environmental protection and ecological constrution is reviewed, and the charactristics of economic growth and its environmental impact on the 11^th Five-Year Plan is forecasted and analyzed. A principal idea of eavironmental protection and ecological construction is put forward for the 11^th Five-Year Plan pertod： strensgthen the point treatment in key areas and set the main targets based on the idea. The relating countermeasures in national level are proposed as follows： set up appropriate ideas for official achievements by launching resources and environmental cost acconting; adjust the industrial struacture actively by industrial policies and strenuous work; develop circular economy, change the mode of environmental protecgon from end treatment to headstream and proeess control： strengthen the market mechanism in the process of pollution treatment, set up the system of ＂who treats who benefits＂ ; perfect interrelated laws and standards, strengthen the ability of environmental munagement; lay extra emphasis on two key targets： water pollution tretment in key river basins and management of the reserves; and combine the ecological consnuction and poverty alleviation in higher level.

Study Progress and Trends of Strategic Environmental Assessment in China

Strategic environmental assessment (SEA) in China has developed rapidly since it was introduced into China in the 1990s. Chinese government promulgated the Environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China.

Scientific Development of Power Sector Led by Plan EIA in a New Environmental Protection Situation

Environmental problems like haze have brought great pressure to current environmental protection management. On the one hand, plan EIA should be promoted further in all industries; on the other hand, the current achievements and methods of plan EIA should be summarized and innovated. And the EIA supervision and project access can be improved further through the coordination between plan EIA and project EIA. In this study, from the three levels of plan EIA policy framework, five problems of plan EIA in power sector were analyzed according to the current situation of plan EIA in power sector. Based on the present achievements, five macroscopic suggestions were proposed from the view of innovation accord- ing to the new environmental protection situation and requirements at present.
