EIA follow-up has been receiving a lot of interest from scientists and practitioners, though it is recognized as one of the weakest points of EIA systems globally. Also, EIA follow-up is influenced by the context, mainly in terms of the types of projects or activities and their related impacts on the environment. Therefore, the present paper is focused on the investigation of the follow-up stage applied to the activity of seismic survey coupled with offshore oil & gas exploitation in Brazil. Research was based on a qualitative approach that included document analysis and semi-structured interviews with analysts involved in EIA processes, and sought to generate evidence of effectiveness of the EIA follow-up as conducted by the Federal Environment Agency (Ibama) in order to situate the practice of follow-up in the broader context of international best practice principles. Based on the findings, it was concluded that, due to the peculiarities of offshore seismic survey, it is necessary to promote adaptations in the procedures for monitoring impacts in order to ensure proper alignment with the principles and conceptual foundations that guide EIA practice. Specifically, the timing of the execution of the activity imposes challenges for its integration into the “conventional” cycle that has guided the monitoring of the impacts in the EIA of projects.展开更多

The international literature has contributed to the understanding of the essential aspects to be verified regarding the quality of EIS, offering a wide spectrum of good practice examples related to the content of the studies. Even so, there is a need for empirical studies that allow the identification of specific aspects related to the context of application of the EIS, which could lead to the identification of opportunities to improve both the quality of the reports and also the effectiveness of EIA. Therefore, the present paper is focused on the quality review of a number of EIS submitted to the Brazilian Federal Environmental Agency (Ibama) to instruct the assessment of electric power transmission systems. Based on the application of the EIS quality review package as proposed by Lee and Colley (1992), the outcomes reveal opportunities for improving the scope of EIA, analysis of alternatives, prediction of magnitude and the assessment of impact significance. To do this, the mapping of the different work areas made it possible to identify all the activities within the framework of the farm. Based on the mapping, environmental measurements made including noise level, brightness, electric and magnetic fields, total particles, PM10, PM2.5, PM1 showed the work areas with the exposure limit values exceeded. The inventories of the waste produced show eighteen (18) types of waste, 67% of which are special industrial waste (SIW), 28% are ordinary industrial waste (OIW) and 5% are inert industrial waste (IIW). The identification and assessment of environmental aspects and impacts made it possible to determine sixteen (16) positive and negative significant environmental aspects (ESAs). The positive AES must be maintained, and for the negative ones, mitigation and mitigation measures must be put in place in order to manage them effectively. This will ultimately improve environmental management in the operation of hydroelectric structures and facilities.展开更多

Over 60 million people depend on the river and its tributaries for food, transportation, water, and other necessities of life. The river supports one of the world’s most diverse fisheries, second only to Brazil’s Amazon River. Lancang-Mekong and tributaries are already heavily dammed primarily in China, Laos, Thailand, and Cambodia, with many more dams planned or under construction. Dams can worsen the impact of periodic droughts in the Lancang-Mekong basin and block the river’s “pulse effect” that spreads water and nutrients needed for fishing and farming onto the floodplains and delta. The headwaters of the Lancang are in China and its waters are considered a national resource. China regards the Lancang, Yangtze and Yellow rivers as a free resource rather than a shared resource. The primary difference between these rivers is the Lancang flows from China into and through other countries and not directly into a sea or ocean. China and Myanmar have not joined the Mekong River Commission (MRC) as full members but have been Dialogue Partners since 1996. Over the past thirty years, China’s Lancang policies and actions have reflected its national resource interests. China has actively engaged with individual transboundary countries at various levels including environmental, conservation, and economic agreements. The primary objective of this study is to assess the environmental and human impacts of all Lancang-Mekong mainstem and tributary dams and the plans by many countries for more hydropower utilizing the potential of the river as the continent’s energy lifeline. Future dams need to include fish ladders and navigation locks to reduce the environmental impacts on fish populations, natural resources, navigation, and livelihoods. Strengthening of international collaboration via the MRC or by individual or multiple country agreements to address Lancang-Mekong’s sustainable transboundary development goals is recommended. When new Lancang-Mekong and tributary dams are built within any of the transboundary watershed countries, additional communities will need to be resettled. Significant environmental and human impacts are observed. Steps will have to be taken by all the concerned countries to prevent these problems and to ensure that people’s livelihoods are restored after resettlement.展开更多

In response to these problems, the evolution of reliability and failure rate under the influence of environmental factors, failure correlations and economy correlations is analyzed. We assume bogie systems form the EMU train in series. The failure correlation matrix of the bogie systems is modeled. With the lowest total maintenance cost as the optimization objective, a decision-making model for EMU train maintenance is established. A dynamic maintenance strategy is proposed for the model, which can improve maintenance plans efficiently. Artificial bee colony algorithm is applied to further iteratively optimize the threshold parameters in the strategy. The results are calculated and verified by a numerical example. The results show the effectiveness of the maintenance decision model. The dynamic maintenance strategy in this paper is compared with the traditional opportunistic maintenance strategy. The proposed maintenance strategy outperforms the traditional opportunistic maintenance strategy in the numerical example.展开更多

It highlights the negative repercussions of mining activities in Ghana, including health consequences such as skin conditions, fever, coughs, diarrhea, malaria, and catarrh, as well as HIV/AIDS infection among those engaged in or connected to prostitution in mining towns. The environmental effects of mining in Ghana include noise pollution from heavy trucks, contamination of water bodies with chemicals from mineral refining, pollution of agricultural soils leading to reduced food productivity, and wildlife depletion from deforestation. The activities of small-scale miners, particularly those engaged in illicit mining, have a negative impact on water quality and increase the cost of water treatment for public consumption. Mining operations have detrimental effects on the social, cultural, and natural ecosystems in Ghana, affecting the quality of life of local communities. The study takes into consideration the impact of mining activities on the environment and natural resources in Ghana, as these are vital to the livelihoods of Ghanaian communities. Stakeholders in Tarkwa claim that mining operations have distorted the natural path of the river, leading to excessive pollution and making the water unfit for consumption. Ghana’s economy depends heavily on mining, which also contributes significantly to GDP and generates jobs for a large number of people. But mining also has a lot of negative repercussions, the effects of mining extend beyond the mineralized zone initially explored, highlighting the need to consider the environmental impact at every phase of the mining process.展开更多

文摘As a unique environmental regulation in China, the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment, officials in pilot districts have implemented economic construction, adjusted industrial structures, and promoted coordinated development between the economy and environment. The effects of implementation have garnered widespread attention from society. However, there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment, this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model. The research findings indicate that the accountability audit directly impacted industrial structure adjustment, promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry. In addition, the audit is beneficial for enterprise entry, but not conducive to technological innovation, and has no significant impact on foreign direct investment. This conclusion fills a gap in the existing research and provides valuable insights for policymakers.

文摘Using China’s regional input–output table, the paper constructs indicators of manufacturing servitization, matches manufacturing servitization at the regional level with city data, and uses spatial econometrics to empirically analyze the impact of manufacturing servitization on urban sulfur dioxide(SO_(2))emissions within the classical Environmental Kuznets Curve(EKC)framework. The results show that manufacturing servitization can reduce SO_(2) emissions.Producer servitization and consumptive services can both significantly reduce industrial SO_(2) emissions.Transportation and warehousing servitization, information servitization, leasing, and commercial servitization, technology research and development servitization significantly reduce SO_(2) emissions;technology research and development servitization,in particular, have the largest influence coefficient, while the reduction effect of servitization in the wholesale and retail and finance sectors is not significant. The study also found that servitization reduced the SO_(2) emissions through technological innovation and industrial structure upgrading.
文摘Textiles are one of the oldest industries in the world which has been manufacturing fabrics and materials needed for various purposes. However, the industry has been confronted with some problems regarding its pollution;specifically the dyeing and finishing processes. As for the given issues, there has been a trend in recent years to come up with more environmentally friendly solutions.
文摘As China strives towards the second centenary goal, increasing attention is being paid to environmental pollution and other related issues.Concurrently, with the rapid development of big data technology, many big data solutions have been applied to environmental pollution control audits, exerting a significant impact. This paper presents the current situation of environmental pollution audits, summarizing the application of big data from the perspectives of both domestic and international research. In terms of data collection and data analysis for environmental pollution audits, cloud platform technology, and visualization technology are selected based on multiple data sources. The impact in the field of environmental pollution control audits is further analyzed. It is found that the environmental pollution audit cloud platform is not yet perfect, the technical skills of audit personnel are insufficient, and some technologies are not mature.Relevant suggestions are put forward to provide a reference for the future development of big data technology and its integration with environmental pollution control audits.

文摘The organic-rich mudstones and dolostones of the Permian Fengcheng Formation(Fm.)are typically alkaline lacustrine source rocks, which are typified by impressively abundantβ-carotane.Abundant β-carotane has been well acknowledged as an effective indicator of biological sources or depositional environments. However, the specific biological sources of β-carotane and the coupling control of biological sources and environmental factors on the enrichment of β-carotane in the Fengcheng Fm.remains obscure.Based on a comprehensive investigation of the bulk, molecular geochemistry, and organic petrology of sedimentary rocks and the biochemistry of phytoplankton in modern alkaline lakes,we proposed a new understanding of the biological precursors of β-carotane and elucidated the enrichment mechanism of β-carotane in the Fengcheng Fm.The results show that the biological precursors crucially control the enrichment of β-carotane in the Fengcheng Fm.The haloalkaliphilic cyanobacteria are the primary biological sources of β-carotane,which is suggested by a good positive correlation between the 2-methylhopane index,7-+8-methyl heptadecanes/C_(max),C_(29%),and β-carotane/C_(max)in sedimentary rocks and the predominance of cyanobacteria with abundantβ-carotene in modern alkaline lakes. The enrichment of β-carotane requires the reducing condition, and the paleoredox state that affects the enrichment of β-carotane appears to have a threshold. The paleoclimate conditions do not considerably impact the enrichment of β-carotane,but they have some influence on the water's paleosalinity by affecting evaporation and precipitation. While it does not directly affect the enrichment of β-carotane in the Fengcheng Fm.,paleosalinity does have an impact on the cyanobacterial precursor supply and the preservation conditions.

文摘Interbasin water-transfer schemes provide an engineering solution for reconciling the conflict between water demand and availability. In the context of climate change, which brings great uncertainties to water resource distribution, interbasin water transfer plays an increasingly important role in the global water–food–energy nexus. However, the transfer of water resources simultaneously changes the hydrological regime and the characteristics of local water bodies, affecting biotic communities accordingly.Compared with high economic and technical inputs water-transfer projects require, the environmental and ecological implications of water-transfer schemes have been inadequately addressed. This work selects the largest water-transfer project in China, the South-to-North Water Diversion(SNWD)Project,to critically review its eco-environmental impacts on donor and recipient basins,as well as on regions along the diversion route. The two operated routes of the SNWD Project represent two typical water diversion approaches:The Middle Route uses an excavated canal, while the East Route connects existent river channels. An overview of the eco-environmental implications of these two routes is valuable for the design and optimization of future water-transfer megaprojects.

文摘The complexity of the actual operating environment of EMU trains and the interaction between the reliability of system components have become a huge challenge for the maintenance scheduling of EMU trains. The proposed maintenance strategy outperforms the traditional opportunistic maintenance strategy in the numerical example.

文摘Nighttime sap flow(Q_(n))is an important physiological activity under which trees manage drought stress. An in-depth understanding of the characteristics of Q_(n)and its response to environmental and canopy conditions are of significance for arid area forest and water management. This study measured daily sap flow(Q_(s))of a Larix principis-rupprechtii plantation in the Liupan Mountains, northwest China during the 2017-2019 growing seasons, and separated Q_(s)into daytime sap flow(Qd)and Q_(n).Meteorological conditions(reference evapotranspiration,ETref),canopy structure(leaf area index,LAI),and soil moisture(relative soil water content,RSWC)were considered as the main biophysical factors affecting Q_(n).The structural equation model and upper boundary line method determined the effects of compound and single factors on Q_(n)The daily mean Q_(n)values during the growing seasons in 2017,2018,and 2019 were 0.024,0.026,and 0.030 mm d-1,accounting for 6.2,11.2,and 10.1%of Q_(s),respectively.Q_(n)at different canopy development phases(leaf expanding,LG;leaf expanded,LD;and defoliation,DF)over three years was LD>LG>DF.Q_(n)increased with increasing ETref, whereas the ratio of Q_(n)to Q_(s)decreased.Q_(n)did not show regular variation in the three-year growing seasons under different soil moisture conditions.ETrefand LAI mainly controlled Q_(n)by affecting Qd,whereas RSWC had no significant effect on Q_(n).Q_(n)had a positive and linear relationship with LAI and a quadratic relationship with ETref. Both explained 40%of variation in Q_(n)Meteorological and canopy conditions are important factors affecting Q_(n)on the semi-humid study site. The application of the Q_(n)model coupled with the impact of ETrefand LAI furthers understanding of the impacts of climate and forest structure change on Q_(n).
文摘The paper discusses the importance of public engagement in environmental impact assessments (EIAs) and the benefits of stakeholder involvement in project design, environmental soundness, and social acceptability. But mining also has a lot of negative repercussions, the effects of mining extend beyond the mineralized zone initially explored, highlighting the need to consider the environmental impact at every phase of the mining process.

文摘Individuals, local communities, environmental associations, private organizations, and public representatives and bodies may all be aggrieved by environmental problems concerning poor air quality, illegal waste disposal, water contamination, and general pollution.Environmental complaints represent the expressions of dissatisfaction with these issues. As the timeconsuming of managing a large number of complaints, text mining may be useful for automatically extracting information on stakeholder priorities and concerns. The paper used text mining and semantic network analysis to crawl relevant keywords about environmental complaints from two online complaint submission systems:online claim submission system of Regional Agency for Prevention,Environment and Energy(Arpae)(“Contact Arpae”);and Arpae's internal platform for environmental pollution(“Environmental incident reporting portal”)in the Emilia-Romagna Region,Italy. We evaluated the total of 2477 records and classified this information based on the claim topic(air pollution, water pollution, noise pollution,waste,odor,soil,weather-climate,sea-coast,and electromagnetic radiation)and geographical distribution. Then, this paper used natural language processing to extract keywords from the dataset, and classified keywords ranking higher in Term Frequency-Inverse Document Frequency(TF-IDF)based on the driver, pressure, state, impact, and response(DPSIR)framework. This study provided a systemic approach to understanding the interaction between people and environment in different geographical contexts and builds sustainable and healthy communities. The results showed that most complaints are from the public and associated with air pollution and odor.Factories(particularly foundries and ceramic industries)and farms are identified as the drivers of environmental issues.Citizen believed that environmental issues mainly affect human well-being.Moreover,the keywords of“odor”,“report”,“request”,“presence”,“municipality”,and“hours”were the most influential and meaningful concepts,as demonstrated by their high degree and betweenness centrality values. Keywords connecting odor(classified as impacts)and air pollution(classified as state)were the most important(such as“odor-burnt plastic”and“odor-acrid”).Complainants perceived odor annoyance as a primary environmental concern, possibly related to two main drivers:“odor-factory”and“odorsfarms”.The proposed approach has several theoretical and practical implications:text mining may quickly and efficiently address citizen needs, providing the basis toward automating(even partially)the complaint process;and the DPSIR framework might support the planning and organization of information and the identification of stakeholder concerns and priorities,as well as metrics and indicators for their assessment. Therefore, integration of the DPSIR framework with the text mining of environmental complaints might generate a comprehensive environmental knowledge base as a prerequisite for a wider exploitation of analysis to support decision-making processes and environmental management activities.
