＂Cold Shoulder＂ Experience of Farmland Property Right Mortgage--Based on the questionnaire of 1250 households in Jiangxi Province

Rural households field questionnaire survey found that current promotion pilot of agricultural property mortgage loan policy suffered the "cold shoulder" experience, and the analysis on the survey found that agricultural property mortgage loan pilot policy had significant effect on the economy in Jiangxi, which still had improvement space. Loan institutions obviously lack enough trust on the policy, leading in general reluctance to lending, and farmers suffered "loan embarrassing", trust loss, more loan difficulty and loan disdain. Therefore, it suggested that the mortgage policy for rural land property rights should be implemented according to different local conditions, so as to enhance the useful decisions of CPC Central Committee on financial benefits of farmland consolidation results.

农地产权抵押下的信贷配给:分抵押权人比较

在中国农地经营权抵押贷款实践中,抵押权人主要有担保中介和金融机构两类。本文以宁夏农地产权抵押试点区农户为样本,考察不同抵押权人对农户抵押贷款是否配给、多大程度配给两步决策的相互作用关系及影响因素差异。结果表明:(1)“是否信贷配给”在两类抵押权人信贷配给决策中都起着主导作用;(2)两类抵押权人虽然都排斥有过融资约束经历及规模经营农户,但是又有各自偏好;(3)同一影响因素在两类抵押权人信贷配给决策中都存在着不同权重,甚至影响方向也并不一致。
