To find out if farmers have taken measures against them and identify governments...Frequent extreme weather events like drought, etc. in the context of climate change present huge challenges to agricultural production. To find out if farmers have taken measures against them and identify governments' impact on their response measures are the foundation of and key to further improving relevant policies and farmers' responsiveness. Taking the North China Plain as an example, the study analyzes farmers' responses to fre- quent climate change-induced drought, and assesses the impacts of governments' early- warning, policy support and other factors on farmers' responses based on questionnaire survey data and an econometric approach. The results show that: (1) Farmers are responsive to drought, and they are more likely to take measures as the degree of drought deepening. (2) Governments' regulation affects farmers' responses, although only part of its regulation measures has remarkable effects. Governments' early-warning messages can increase the possibility of farmers' responding to drought, however, only when they get the early-warning in all the processes including before, during, and after disasters can the effects be significant. Currently, as the primary channel through which early-warning information is released, tele- vision cannot change farmers' behaviors significantly. Early-warning is most effective when spread via two or more types of channels. In addition, governments' (especially town and village level institutions') policy support has certain impacts on farmers' responses to drought, yet with less prominent effects in disaster years than in normal years; to provide subsidies, as a regulation measure, can encourage farmers' initiative a lot in adopting response measures, but most of the farmers haven't got support from any institutions. Both the structure and strength of government regulation need to be improved. (3) Farmers with different conditions respond differently. Farmer households in irrigation areas, those whose farmland is lower fragmented, and those with numerous agricultural family members tend to take response measures. The study can provide scientific reference to the making of relevant regulation policies under the background of acidifications.展开更多

One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. Sites must fulfill a numbe...Important first phases in the process of implementing CO2 subsurface and ocean storage projects include selecting of best possible location(s) for CO2 storage, and site selection evaluation. Sites must fulfill a number of criteria that boil down to the following basics: they must be able to accept the desired volume of CO2 at the rate at which it is supplied from the CO2 source(s);they must as well be safe and reliable;and must comply with regulatory and other societal requirements. They also must have at least public acceptance and be based on sound financial analysis. Site geology;hydrogeological, pressure, and geothermal regimes;land features;location, climate, access, etc. can all be refined from these basic criteria. In addition to aiding in site selection, site characterization is essential for other purposes, such as foreseeing the fate and impacts of the injected CO2, and informing subsequent phases of site development, including design, permitting, operation, monitoring, and eventual abandonment. According to data from the IEA, in 2022, emissions from Africa and Asias emerging markets and developing economies, excluding Chinas, increased by 4.2%, which is equivalent to 206 million tonnes of CO2 and were higher than those from developed economies. Coal-fired power generation was responsible for more than half of the rise in emissions that were recorded in the region. The difficulty of achieving sustainable socio-economic progress in the developing countries is entwined with the work of reducing CO2 emissions, which is a demanding project for the economy. Organisations from developing countries, such as Bangladesh, Cameroon, India, and Nigeria, have formed partnerships with organisations in other countries for lessons learned and investment within the climate change arena. The basaltic rocks, coal seams, depleted oil and gas reservoirs, soils, deep saline aquifers, and sedimentary basins that developing countries (Bangladesh, Cameroon, India, and Nigeria etc.) possess all contribute to the individual countrys significant geological sequestration potential. There are limited or no carbon capture and storage or clean development mechanism projects running in these countries at this time. The site selection and characterization procedure are not complete without an estimate of the storage capacity of a storage location. Estimating storage capacity relies on volumetric estimates because a site must accept the planned volume of CO2 during the active injection period. As more and more applications make use of site characterization, so too does the body of written material on the topic. As the science of CO2 storage develops, regulatory requirements are implemented, field experience grows, and the economics of CO2 capture and storage improve, so too will site selection and characterisation change.展开更多

In addition to aiding in site selection, site characterization is essential for other purposes, such as foreseeing the fate and impacts of the injected CO2, and informing subsequent phases of site development, including design, permitting, operation, monitoring, and eventual abandonment. According to data from the IEA, in 2022, emissions from Africa and Asias emerging markets and developing economies, excluding Chinas, increased by 4.2%, which is equivalent to 206 million tonnes of CO2 and were higher than those from developed economies. Coal-fired power generation was responsible for more than half of the rise in emissions that were recorded in the region. The difficulty of achieving sustainable socio-economic progress in the developing countries is entwined with the work of reducing CO2 emissions, which is a demanding project for the economy. Organisations from developing countries, such as Bangladesh, Cameroon, India, and Nigeria, have formed partnerships with organisations in other countries for lessons learned and investment within the climate change arena. The basaltic rocks, coal seams, depleted oil and gas reservoirs, soils, deep saline aquifers, and sedimentary basins that developing countries (Bangladesh, Cameroon, India, and Nigeria etc.) possess all contribute to the individual countrys significant geological sequestration potential. There are limited or no carbon capture and storage or clean development mechanism projects running in these countries at this time. The site selection and characterization procedure are not complete without an estimate of the storage capacity of a storage location. Estimating storage capacity relies on volumetric estimates because a site must accept the planned volume of CO2 during the active injection period. As more and more applications make use of site characterization, so too does the body of written material on the topic. As the science of CO2 storage develops, regulatory requirements are implemented, field experience grows, and the economics of CO2 capture and storage improve, so too will site selection and characterisation change.

In short term, we should cultivate and improve energy efficiency market as the main task by means of enhancing awareness of energy conservation, accelerating heating system reform, implementing effective encouraging policy and setting up building energy efficiency sign system and etc. While in long term, we should put emphasis on upgrading and development of building energy efficiency industry by ways of improving standard and norm system, constructing technological guarantee system and forming socialized cooperation system and etc.

The regulations contain 5 chapters and 47 articles including general principles, registration of diagnosis and treatment, clinical management, supervision, and supplementary items.
