Research on the Collaborative Governance of Social Responsibility in Online Audiovisual Enterprises

This paper aims to analyze the present conditions of the social responsibility ecosystem in online audiovisual enterprises in the digital age. It focuses on the governance of social responsibility in these enterprises and conducts an in-depth analysis of the problems and influencing factors related to the social responsibility aberrations of online audiovisual enterprises. Drawing upon social responsibility theory and collaborative governance theory, this research constructs a social responsibility guidance and governance system guided by the public, supported by the voluntary fulfillment of responsibilities by online audiovisual enterprises, and based on the collaborative participation of diverse stakeholders. It explores and optimizes the implementation pathways of this system, providing theoretical support and practical guidance for promoting the sustainable development of online audiovisual enterprises. Furthermore, it aims to contribute to the creation of a harmonious Internet ecosystem.

The Fulfillment of Government Responsibilities in the Collaborative Governance of Rural Water Pollution

Rural environmental pollution is becoming more and more serious, which has become an important problem to be solved urgently in our country under the background of the new era. Protecting the ecological environment is one of the important functions of the government, and protecting the rural water environment is the unshirkable responsibility of the local governments. As the main body of rural water pollution control, how to define and fulfill the local governments’ responsibilities is of great significance to the advancement of the overall governance work. This paper starts from the local governments, which are the important main body of rural environmental governance. By comparing the similarities and differences between the performance of government responsibilities under the traditional governance model and the collaborative governance model, clarifies the governance responsibilities of the local governments. And further explores the effective measures for the government to play the main role, fulfill the main responsibilities, and participate in the collaborative governance of rural water pollution.

Government's Responsibility for Control of Agricultural Environmental Pollution in China

In this paper,the current situation of agricultural environmental pollution caused by the increase of chemicals input in agriculture in China was analyzed,and it is found that agricultural pollution is related to agricultural industrial policies,urban-rural economic structure,funds input in pollution control,comprehensive environmental management,laws of pollution control,and so forth. To control agricultural pollution effectively,it is needed to implement integration of agricultural and environmental policies,establish environmentally friendly agricultural technology popularizing system,implement integrated planning and management of a basin,and set up and improve legislation to protect agricultural environment.

On the Government's Responsibility in China's Rural Land Transfer

There is an urgent need for China's rural land transfer in order to develop modern agriculture,ensure food security,transfer rural population,and accelerate industrialization and urbanization.At present,there is still disordered transfer of rural land in China,making the interests of the transferors and transferees difficult to be effectively guaranteed;there is inefficient transfer,leading to decline in actual agricultural production level after transfer;there is jobless transfer,leading to difficult placement for rural surplus labor after transfer,seriously restricting rural land transfer.Therefore,the Chinese government's legal responsibility,economic responsibility and social responsibility in rural land transfer should be further strengthened.

Research on Government Responsibility for the Protection of Intangible Cultural Heritage in Minority Areas

The protection of intangible cultural heritage is a long and arduous systematic project.It not only protects the heritage itself,but also protects its surroundings,including its historical,scientific,and emotional connotations and the elements of cultural heritage formation.In the protection of intangible cultural heritage,the local government will play a leading role and bear unshirkable responsibility for the success or failure of the construction.In the process,however,local governments are often affected by various factors,resulting in adverse phenomena such as government undertaking the whole things and protective damage.This paper takes minority areas as the research district to study the government responsibility for the protection of intangible cultural heritage.

Economic Responsibility Audit Transformation and Development of Township Party and Government Leading Cadres - Problems and Countermeasures

With the implementation of a series of policies to support rural development,such as the national rural revitalization strategy and poverty alleviation,the economic responsibility audit of township party and government leading cadres has been given new responsibilities and missions.However,some grass-roots audit institutions are faced with practical difficulties such as the solidification of audit thinking,slow progress of audit informatization construction,and large gap of grass-roots audit resources.The only way to overcome the difficulties is to explore the transfonnation of the economic responsibility audit and countermeasures of the township party and government leading cadres by tracing the source and adapting measxires according to the difficulties.

Evolution and Governance of the Structure of Marine Economic Networks in China’s Coastal Areas: Based on Sea-related A-share Listed Companies

Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.

GDI and GSI: China’s New Propositions for Global Governance

In the post-pandemic era,the global economic and security landscapes are fraught with complexities and uncertainties.Among them,four risk flashpoints merit attention:Certain countries are raising interest rates to subdue inflation,despite their already high levels of debt;the bulk commodities market is experiencing volatility,leading to global turbulence and change;trade protectionism is at the forefront of major-power rivalry in political and economic spheres;and regional security crises are compounding international tensions.Behind those flashpoints are contradictions that obstruct world peace and progress,including development imbalances,governance gaps,and structural tensions in global security.In the face of uncertainties,it is crucial for China to seize strategic opportunities and transform crises into favorable situations.China has launched the Global Development Initiative(GDI)and the Global Security Initiative(GSI)to contribute to global prosperity and security.The two initiatives demonstrate China’s commitment to addressing global deficits in peace,development,security,and governance.

The Relationship Between Corporate Social Responsibility Reporting and Corporate Governance： Evidence from Turkish Banking Sector

Corporate social responsibility （CSR） reporting and corporate governance concepts have been two important concepts for researchers and corporate managers in recent years. The purpose of this study is to analyze the potential effect of corporate governance levels of Turkish deposit banks＇ on CSR reporting. First, the concentration areas of CSR reporting of Turkish deposit banks were identified between the years 2012-2014 from their annual and sustainability reports. Second, the concentration areas were divided into subgroups and each bank was rated according to their disclosure level. Finally, a model was designed in order to determine the relationship between CSR reporting and corporate governance. In the model, CSR reporting rating scores are used as a dependent variable, and financial data and corporate governance indicators of banks are used as independent variables. Model results indicate that corporate governance level and bank＇s size have a significant effect on the level of CSR reporting in Turkish banking sector.

Corporate Social Responsibility （CSR）, Good Corporate Governance （GCG）, and Firm Performance

The strategy of the company, such as corporate social responsibility （CSR）, can be adopted to show a good image of the company to the external parties. The company can maximize the shareholders＇ equities, the prosperity of the owners of interests, the reputation of the company, and the long-term viability of the company by undertaking the CSR. The controversy whether the company should be engaged in CSR or not is still going on. According to the shareholder theory, the supporters of CSR （Donaldson ＆ Preston, 1995; Jones, 1995） say that CSR is a mechanism to achieve a better financial condition and to maximize the property of the shareholders （A. Mackey, T. B. Mackey, ＆ Barney, 2007）. This research investigates in three folds, the relationships among corporate governance, CSR, and firm performance, then the relationship between intellectual property and firm performance. This research shows that the independent board of commissioners is related to CSR. CSR and the institutional ownership are also related to firm performance. In addition, intellectual property is strongly related to firm performance. This means that intellectual property owned by public-limited companies in Indonesia increases firm performance.

During the past 40 years of reform and opening-up,the chinese government,on the basis of adhering to the constitutional principle of equality between men and women,has proposed and resolutely implemented the basic state policy of equality between men and women,and constantly explored and implemented ways and measures to promote gender equality and the women’s all-round development.in enacting laws,formulating policies,drawing up plans and deploying work,the chinese government has taken into account the practical differences between the genders and the special interests of women,promoted women’s equal exercising of their democratic rights,equal participation in economic and social development and equal enjoyment of the fruits of reform and development,and provided stronger systematic and institutional guarantees for women’s development.

责任型社区:基层治理现代化的重要目标——基于D市S社区的个案分析

责任型社区融合了责任政治与社会治理共同体的双重意蕴,充分体现“自治”的内涵。打造责任型社区是基层治理现代化的重要目标,责任型社区突显了党建引领下基层群众在基层治理中的地位和功能。基于D市S社区的个案分析发现,责任型社区的建构逻辑遵从了社会治理共同体的基本要求,通过人人有责、人人尽责,最后实现人人享有。在“人人有责”的层面上,通过情感治理以及邻里互助机制“找回群众”,使群众树立起自身的责任认知,从而主动承担参与基层治理的责任,由此构建了基层自治的社会基础;在“人人尽责”的层面上,协商民主和责任型社区建设具有高度的适配性。在具体实践中,多元化协商平台搭建了社区群众共同参与公共事务的载体,使得社区群众有渠道反映问题、有平台商量问题、有路径解决问题。责任型社区建构的核心目标是实现“人人享有”,体现出“人民至上”的价值旨归。在这个过程中,责任型社区的建构体现出以民主促民生的治理路径,有效治理的本质是解决好人的问题以及盘活基层治理的社会功能。总的来说,让基层群众树立责任意识、主动承担责任、积极履行责任是构建社会治理共同体的基础,也是实现基层有效治理的重要途径。

组织化调适:开发区治理中的职责配置变迁及其效应——基于苏州工业园区(SIP)改革案例

在“情景—行动—评价”的分析框架中,开发区治理正在经历持续的组织化调适,即在治理宏观框架基本稳定的情况下,通过调适政府内部的权能结构并选择合理的实现方式,以此来达成治理愿景的一种组织行为。这种以调节政府与市场、政府与社会关系为中心、以界分治理为主线、以政府职责配置的权变性引致其运行的精准化为主要内容的调整和适配努力,带来了积极且复杂的治理效应。在理论上,组织化调适是利用制度弹性更新政府权能实现方式的组织化努力,本质上是一种能动性调适,它对既有“渐弱式市场替代体制”构成渐进改造,从而引发了开发区治理的深度转型。开发区治理中政府角色厘定、职能配置、责任履行、工具选择及其绩效呈现,反映出地方政府治理中的问题回应性、行动理性化及其效应评价多元化,已然呈现出治理自主性的制度化倾向,同时也为持续的“圈层式创新”提出了进一步发展的新议题。

2022年四川泸定 M_(s)6.8地震强震动特性研究

北京时间2022年9月5日12时52分,四川省甘孜州泸定县发生M_(s)6.8级地震。国家强震动台网获得了133组三分量加速度记录,在对记录进行初步筛选和滤波后,研究了PGA和PGV衰减关系、竖向地震动特点、地震动速度脉冲,对比分析了反应谱和设计谱,着重对石棉挖角台站附近震害与地震动的相关性进行了分析,结论如下:1)三种台站强震动记录的PGA和PGV拟合曲线都比较相近,PGA、PGV拟合曲线与霍俊荣的预测模型较为接近;2)竖向地震动偏大,约38.2%的强震动记录V/H大于2/3,可能是屋顶塌落、柱子扭转和天花板坠落等震害现象出现的主要原因;3)识别出具有速度脉冲特性的记录11条,该类记录对长周期结构影响较大;4)所选记录反应谱大多超过了罕遇地震设计谱水平段,具有速度脉冲特性的051SMW台站周围房屋破坏较严重,人员伤亡较重。

The Impact of Government Supervision and Consumer Purchasing Behavior on Food Safety

This paper aims at the theoretical analysis to the impact of government supervision and consumer purchasing behavior on food quality security, so as to look for safety strategies and measures to strengthen and improve the level of food safety in China. Reputation mechanism is introduced and Bayesian approach is based on, in which government supervision as well as consumer purchasing behavior is taken as crucial factors to impact on the food quality security. As to the proposed quantitative indicators, government supervision includes exposure rate, fine and etc.;at the same time, consumer purchasing behavior includes consumer’s WTP for security food and consumer expectations to food safety. Taking China’s dairy industry as an example, it makes simulation by Netlog. The results show that consumer purchasing behavior alone has little effect on the dairy companies’ decision-making to be honest or counterfeiting enterprises. However, combination government supervision with purchasing behavior has great impact, and plays very good effects on food safety.

ESG表现与企业韧性

利用2019-2022年我国A股上市公司数据,探讨ESG表现对企业韧性的影响及作用机制。研究结果表明,ESG表现显著提升了企业韧性,使得企业在危机期间表现出更强的抵抗力和恢复力。细化ESG不同维度发现,相较于环境,社会责任和公司治理对企业韧性的提升作用更显著。作用机制研究发现,ESG表现通过增加产品的市场竞争优势、降低融资成本、提高企业声誉和抗风险能力四条路径提升企业的危机应对能力,进而增强企业韧性。异质性检验发现,ESG表现对企业韧性的增强作用在管理层决策视域较短、财务状况和内部控制较差的企业中更显著,说明ESG有助于解决管理者短视、财务状况和内部控制较差给企业带来的“生存性”难题,是企业于逆境中转“危”为“机”的重要驱动力。

多孔n-GaN/p-Zn_(x)Cu_(1-x)S异质结的制备及紫外探测性能研究

本文首先采用紫外光辅助电化学刻蚀(UV-EC)方法制备出了孔隙密度为1.51×10^(10)cm^(-2)、平均孔径为38 nm的多孔n-GaN薄膜;随后在其上通过水浴法沉积了一系列Zn_(x)Cu_(1-x)S复合薄膜,x为0.0、0.2、0.4、0.6、0.8、1.0,形成的多孔n-GaN/p-Zn_(x)Cu_(1-x)S异质结带隙在2.34~3.51 eV调控;最后基于这些异质结构建出p-n结型紫外探测器。I-V曲线结果表明这些探测器均具有良好的整流特性,特别是n-GaN/p-Zn_(0.4)Cu_(0.6)S探测器性能最优。在暗态下,I_(+3 V)/I_(-3 V)约为1.78×10^(5);在偏压为-3 V、光功率密度为432μW/cm^(2)(365 nm)的条件下,光暗电流比超过10^(3),上升/下降时间为0.09/39.8 ms,响应度(R)为0.352 A/W,外量子效率(EQE)为119.6%,探测率(D^(*))为3.21×10^(12)Jones。I-t曲线结果表明,多孔n-GaN/p-Zn_(x)Cu_(1-x)S异质结紫外探测器在连续开-关光循环过程中拥有稳定的光电流响应。该研究为制备异质结紫外探测器提供了一定的理论指导和实验数据。

Quantum Mechanics: Harmonic Wave-Packets, Localized by Resonant Response in Dispersion Dynamics

From a combination of Maxwell’s electromagnetism with Planck’s law and the de Broglie hypothesis, we arrive at quantized photonic wave groups whose constant phase velocity is equal to the speed of light c = ω/k and to their group velocity dω/dk. When we include special relativity expressed in simplest units, we find that, for particulate matter, the square of rest mass , i.e., angular frequency squared minus wave vector squared. This equation separates into a conservative part and a uniform responsive part. A wave function is derived in manifold rank 4, and from it are derived uncertainties and internal motion. The function solves four anomalies in quantum physics: the point particle with prescribed uncertainties;spooky action at a distance;time dependence that is consistent with the uncertainties;and resonant reduction of the wave packet by localization during measurement. A comparison between contradictory mathematical and physical theories leads to similar empirical conclusions because probability amplitudes express hidden variables. The comparison supplies orthodox postulates that are compared to physical principles that formalize the difference. The method is verified by dual harmonics found in quantized quasi-Bloch waves, where the quantum is physical;not axiomatic.
