Biden Jr. The Inflation Reduction Act of 2022 ...On August 16<sup>th</sup>, 2022, Public Law 117-169, The Inflation Reduction Act of 2022, was signed into law by the President of the United States, Joseph R. Biden Jr. The Inflation Reduction Act of 2022 provides the Native Hawaiian community an opportunity to engage in activities of climate resilience and adaptation through making funds available to support such actions. This article provides a preliminary policy analysis of the Inflation Reduction Act of 2022 to identify the opportunities presented by this legislation that can provide ecological and cultural benefit to the Native Hawaiian community. Findings suggest policy language included in this Act is broad which emphasizes the need for the Senior Program Director of the Office of Native Hawaiian Relations, who is tasked with fund distribution, to rely upon the knowledge of the Native Hawaiian community and ecological experts to direct funds in a manner that best benefits the Native Hawaiian community.展开更多

They possess the advantage of overcoming one of the major deficiencies of water transportation: low speed. Although their operation has spread throughout different parts of the world, an overall analysis of the implementation and failures of this technology remains underdeveloped in the transport literature. This paper presents and compares two unsuccessful experiences of the use of fast ferry catamarans in New Zealand and Hawaii. Although both attempts possess major differences in terms of their contexts, particularly regarding competition, regulatory and environmental issues, some of the common lessons learned from both experiences can significantly contribute to a better understanding of this water transport technology and the challenges involved in its operation.展开更多
Purpose: Hawaii had the highest incidence of liver cancer in the US and had a unique patient population with many immigrants from the Pacific and Asia where Hepatitis B virus (HBV) was endemic. HBV screening in high r...Purpose: Hawaii had the highest incidence of liver cancer in the US and had a unique patient population with many immigrants from the Pacific and Asia where Hepatitis B virus (HBV) was endemic. HBV screening in high risk populations was a recommended measure of preventative medicine, thus we sought to examine physician screening patterns for HBV in Hawaii. Methods: We retrospectively analyzed billing claims from 1999 to 2009 from the largest healthcare coverage provider in the state of Hawaii. We identified all patients (>18 years) who underwent HBV screening based on Current Procedural Terminology (CPT) billing codes. We collected data on age, gender and specialty of physicians ordering the screening tests. Analysis was done in 2013 and 2014. Results: Of an estimated 700,000 covered lives, 125,576 patients underwent HBV screening. We stratified the patients into two eras from 1999-2004 (N = 52,245) and 2005-2009 (N = 73,331) to examine temporal trends. In the first era, 30,975 women (59.3%) underwent HBV screening, compared to 49,950 women (69.1%) screened in the 2005-2009 era. There absolute number of tests increased, but the proportion done by primary care MDs decreased from 55.6% to 44.9%. OB/GYN screened 15.6% in the early era and 26.9% in later era. Conclusions: There was an increase in women aged 18 - 40 years screened in the 2005-2009 era compared to 1999-2004, most likely due to OB/GYN physicians’ screening of prenatal women. Physician education on HBV vaccination/treatment or appropriate referral should include OB/GYN as well as primary care physicians.展开更多

Dingell, Jr. Conservation, Management, and Recreation Act, provided the United States Federal Government the ability to acquire and fund land acquisition for the purpose of preservation, development, and public enjoyment. In 2005, the state of Hawaii passed Act 156 which was later amended by Hawaii Revised Statues §173A. Established through this legislation is a land conservation fund providing the state government of Hawaii analogous land acquisition abilities to that of the federal government. It is through these laws that the federal government and state of Hawaii can reinforce the conservation of the fragile Hawaiian tropical rainforest ecosystem. This paper will identify discontinuities as well as opportunities in the implementation of this legislation to provide recommendations to improve the ability of both state and federal government to protect and conserve at risk ecosystems and lands like those present in Hawaii.展开更多

In this letter, by using STTM160(target mimic of mi R160) as a reporter, we show that dysfunction of HAWAIIAN SKIRT(HWS) suppresses the pleiotropic phenotype of STTM160. Small RNA sequencing and Northern blot analyses suggested that HWS only affects a subset of micro RNAs. Intriguingly,we identified a stable coexistence of mi R160/mi R399 and their mimicry targets within the AGO1 complex when HWS is compromised, pointing to a possible role of HWS in the clearance of RNA-induced silencing complexes associated with mimicry target.展开更多
