The comprehensive improvement strategy of intra-county environment pollution in the city and countryside was searched.By the research method which combined the microscopic view,the macroscopic view with the dynamic perspective,the seriousness of rural water quality,soil and atmospheric pollution in Xiangxiang,Xiangtan and the surrounding areas in Shaoshan irrigated area was revealed.The control measure which was 'four-dimensional pollution in the city and countryside'—— low-carbon-high-value agriculture and the technology innovation was proposed.The low-carbon-high-value technology innovation industrialization demonstration in three parts which included the pre-production,mid-production and post-production deep-processing of cultivation and breeding industry in the ecological cyclic agricultural garden in Shaoshan irrigated area was the driving force.We tried to propel the low-carbon ecological cultivation and breeding industry which included the paddy rice,grass,tree,medicinal herbs and pig,cow,chick,duck,fish.We wanted to relieve the structural unbalance of previous cultivation and breeding industry,'cheap grain hurting the farmers' and the short-leg problem of social-economic-ecological benefit.The results showed that the low-carbon-high-value agricultural system was a poly-generation technology system which promoted the multi-level and grading utilization,saved the energy,reduced the consumption and cleaned the production based on the ecology. 展开更多

By using the introduced CWO technology and its 200 L/d plant, more than 10 kinds of industrial wastewaters with high concentration in China, such as the waste liquor of coking, the black liquor of paper making, the waste mother liquor of bio-pharmacy and so on, were treated in this test research. The results showed that the CWO technology and its equipment had a good applicability for treating the industrial wastewaters with high concentration in China. One set of CWO-20 m^3/d industrial plant, as a demonstration engineering installation of CWO technology, was independently designed, made and operated in Kunming city. During the running test, the CWO-20 m^3/d plant displayed a favorable treatment capability for the bio-degradedly difficult industrial wastewaters with high concentration. For the treatment of the waste liquor from coking and the black liquor of paper making, more than 99% of CODcr and NH3-N in the wastewater could be removed. The CWO-20 m^3/d plant could be run continuously and stably. The treated wastewater could meet the discharge standard and the treatment process with CWO technology shown up a good economic advantage. 展开更多

高技术产业是推动创新型国家建设的支柱产业,如何提升高技术产业创新绩效是优化经济结构、提高国家产业竞争力亟须解决的关键问题。高技术产业发展离不开科技协同创新的支撑,本研究以中国高技术产业为样本,采用科学论文与专利文献代表... 高技术产业是推动创新型国家建设的支柱产业,如何提升高技术产业创新绩效是优化经济结构、提高国家产业竞争力亟须解决的关键问题。高技术产业发展离不开科技协同创新的支撑,本研究以中国高技术产业为样本,采用科学论文与专利文献代表科学与技术,提出面向特定产业的科学论文与专利文献映射方法,从知识内容关联层面测度中国高技术产业科学-技术关联程度,利用面板模型实证分析科学-技术关联对中国高技术产业创新绩效的影响机制,探究对外技术依存度在科学-技术关联与高技术产业创新绩效关联关系间的调节作用。研究结果表明:①17个中国高技术产业的科学-技术关联程度均相对较低,不同领域高技术产业的科学-技术关联演化特征存在差异;②科学-技术关联与高技术产业创新绩效之间呈现倒U形关系;③对外技术依存度对科学-技术关联与高技术产业创新绩效的倒U形关系具有负向调节作用。本研究可以为政府部门制定科技创新发展规划和技术引进政策、中国高技术产业关联科研机构和企业选择并调整创新方向提供参考。 展开更多

青海省海北藏族自治州(以下简称“海北州”)草业资源丰富,具有特殊区位优势,如何权衡好生态保护与草业经济发展成为重要课题。为了促进海北州智慧草业高质量发展,通过构建RMP-SWOT权衡评价体系系统梳理海北州草业发展情况(优势、劣势、... 青海省海北藏族自治州(以下简称“海北州”)草业资源丰富,具有特殊区位优势,如何权衡好生态保护与草业经济发展成为重要课题。为了促进海北州智慧草业高质量发展,通过构建RMP-SWOT权衡评价体系系统梳理海北州草业发展情况(优势、劣势、机遇、威胁),从海北州草业资源利用潜力、草业市场经济和草业新型产品开发3个维度及12个方面进行权衡分析。结果表明:海北州草业发展具有资源丰富、草质优良、草原生态畜牧业规模初具、品牌效应逐步凸显等优势,存在草场资源开发机械化智能化程度低、配套基础设施较差、人才资源缺乏、数字技术布局不够充分等劣势;总体上在迎来大兴草业生态经济助力乡村振兴的时代机遇和国内外数字技术蓬勃发展的技术机遇的同时,面临着草业生态韧性较弱的内部威胁和市场竞争激烈的外部威胁。在采取SO战略的同时,应注重长期效益,克服劣势,减少威胁;阔步创新,加强多产业融合;引进专业人才,实现草产品提质增量,打造海北州草业特色品牌;以智慧草业网络体系建设为契机,构筑草原生态经济“试验田”。本研究可为青海省海北州智慧草业高质量发展和应对策略提供科学依据和指导。 展开更多

以技术市场发展指标作为中介变量,构建互联网发展对技术创新效率的面板回归模型,实证检验互联网发展对高技术产业技术创新带来的直接和间接影响效果。结果表明:(1)2009—2019年,技术创新效率在[0.1932,0.4043]内,且上升趋势明显,成果转... 以技术市场发展指标作为中介变量,构建互联网发展对技术创新效率的面板回归模型,实证检验互联网发展对高技术产业技术创新带来的直接和间接影响效果。结果表明:(1)2009—2019年,技术创新效率在[0.1932,0.4043]内,且上升趋势明显,成果转化阶段效率明显高于知识生产阶段;(2)从理论方面推导互联网发展对于技术创新效率的直接影响,以及通过技术市场厚度和流畅度两种中介路径的间接影响,提出假设1~假设3;(3)实证结果表明,三个理论假设在研究样本中均成立。互联网快速发展不仅对高技术产业的技术创新效率具有直接的正向驱动效应,而且通过市场厚度和市场流畅度两个中介变量产生的间接效应均显著为正值。在东中西三个经济区,表现出明显的异质性。“互联网+技术市场”战略是提升高技术产业创新资源优化布局发展的重要方向。 展开更多
