Context/objectives: The fight against Chronic Non-Communicable Diseases (NCDs) is a long-term undertaking, which requires available, motivated and well-managed human resources (HR). The administrative management of skills on both qualitative and quantitative levels is one of the essential functions of a health system. To better implement policies of fight against High Blood Pressure (HBP) and other chronic diseases, it is important to establish strategies to retain health personnel. This loyalty requires favorable working conditions and consideration of the contribution-reward couple. Good working conditions are likely to reduce the phenomenon of medical nomadism;conversely, poor HR management can contribute to their exodus towards exotic “green pastures”, thus leading to an additional crisis in the Cameroonian health system. The fight against HBP is a complex, multifaceted and multifactorial reality that requires appropriate management model for all types of resources mainly HR. The main objective of this research is to show the impact of poor management of human resources in Cameroon health system on medical nomadism and the ineffectiveness of the fight against High Blood Pressure. Method: A cross-sectional descriptive survey among five hundred (500) health facilities in the center region of Cameroon has been conducted. A stratified probabilistic technique has been used, and the number of health facilities to be surveyed has been determined using the “sample size estimation table” of Depelteau. The physical questionnaires have been printed and then distributed to data collectors. After data collection, the latter were grouped during processing in Excel sheets. The Chi-square test was used for data with a qualitative value and that of Kolmogorov-Sminorf for data with a quantitative value to assess the normality and reliability of data. The Crochach’s Alpha reliability test allowed us to have a summary of the means and variances and then to search for intragroup correlations between variables. Descriptive analysis was possible with the XLSTAT 2016 software. Results: 43.60% of Health Facilities (HF) managers were unqualified. 82.20% of HF managers have staff in a situation of professional insecurity. They are mainly contractual (49.00), decision-making agents (24.40%), casual agents (08.80). The proportion of unstable personnel is average of 22.00% and very unstable, 12.00%. 展开更多

The landscape of human resource management within large enterprises necessitates efficient and unbiased recruitment practices to ensure organisational effectiveness and foster diversity(Ayoko&Fujimoto,2023).Traditional hiring processes often create biases,which cause additional challenges in achieving proper objectives(Bogen,2021).According to Workable(workable.com),the average time to fill a job requisition is 41 days(Howden,2023).This paper proposes a framework for the development and implementation of an Artificially Capable Intelligent(ACI)-powered Human Resource(HR)Assistant for large enterprises(possibly more than 300 employees)to eliminate these unnecessary challenges caused by biases in hiring practices,therefore directly addressing fair and just participation in society and the world of work.The framework integrates ACI technologies,particularly candidate identification,to revolutionise HR practices.By leveraging ACI algorithms,the proposed hyper-realistic assistant aims to revolutionise the recruitment process.It will significantly reduce the average time to fill job requisitions.Moreover,the ACI-powered system is designed to mitigate biases inherent in traditional hiring practices,thus fostering a fair and inclusive environment for all candidates in the shortest possible time frame.This paper includes the key components and working processes of the ACI-powered HR Assistant framework.Through a comprehensive theoretical analysis,the paper investigates the system’s working process and how the framework aligns with the goal of promoting a fair and participatory environment in the world of work.Ultimately,the proposed framework represents a main step towards enhancing organisational effectiveness,fostering diversity,and advancing equitable recruitment practices in the futuristic workplace. 展开更多

Though there are a lot of scholars who have done research on advantages, negative effects and implementation of this strategy, there are still not enough studies have been made about the enlightenments for China. Therefore, this study aims at representing more modern and advanced opinions by stating superiority and inferior of multinational corporations' human resources localization strategy on the basis of predecessors' studies. This study is based on multinational corporation human resources localization theories, research on certain multinational corporations located in China, and data and information from relative journals, books,newspapers and internet. The conclusion of this paper is as below: though human resources localization strategy has obvious advantages, the management shall control the"degree"in case of"over-localization"; secondly, as Chinese corporations, it is necessary to possess their own core technology instead of being a manufacturer only; and last, Chinese corporations should learn from foreign multinationals that balancing between globalization and localization, to maximize the benefits. 展开更多

This study aims to investigate how information technology is applied in the administration of the municipality of Ferizaj and what are the challenges with human resources, the work was carried out through a case study in the municipality. This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. There are always large-scale items in the maintenances schedule of aircraft system, many of which have been fixed to be done in predefined sequences, which leads the workflow to be sys-tematically complex and makes this kind of problem quite different from all sorts of existing job-selection modes. On the other hand, the human resources are always limited and men have different working capabilities on different items, which make the allocation operation of human resources be much roomy. However, the final total time span of maintenance is often required to be as short as possible in many practices, in order to suffer only the lowest cost of loss while the system is stopping. A new model for op-timizing the allocation if aircraft maintenance human resources with the constraint of predefined sequence is presented. The ge-netic algorithm is employed to find the optimal solution that holds the shortest total time span of maintenance. To generate the ul-timate maintenance work items and the human resource array, the sequences among all maintenance work items are considered firstly, the work item array is then generated through traversal with the constraint of maintenance sequence matrix, and the human resources are finally allocated according to the work item array with the constraint of the maintenance capability. An example is demonstrated to show that the model and algorithm behave a satisfying performance on finding the optimal solution as expected. 展开更多

Influence of climate change and human activity on water resources in arid region of Northwest China: An overview 被引量:4

This study reviews the latest progress in research on climate change and water resources in the arid region of Northwest China, analyzes the cause of water resource changes within the region from the perspective of climate change and human activities, and summarizes future likely changes in water resources and associated adaptation strategies. The research shows that the climate in the region has experienced warming and wetting with the most significant warming in winter and the highest increase in summer precipitation since 1961. Areas with the most significant warming trends include the Qaidam Basin, the Yili River Valley, and Tacheng. Spatially, the increasing trend in precipitation becomes increasingly significant from the southeast to the northwest, and northern Xinjiang experienced the highest increase. Studies have shown a decrease in headwater of Shiyang River because runoff is mainly based on precipitation which shows a decrease trend. But an increase in western rivers was observed such as Tarim River and Shule River as well as Heihe River due to rapid glacier shrinkage and snowmelt as well as precipitation increase in mountain area. Meanwhile unreasonable human activities resulted in decrease of runoff in the middle and lower reaches of Haihe River, Shiyang River and Kaidu River. Finally, recommendations for future studies are suggested that include characteristics of changes in extreme weather events and their impacts on water resources, projections of future climate and water resource changes, climate change attribution, the selection of adaptation strategies relating to climate change and social economic activities, and use of scientific methods to quantitatively determine water resource allocation. 展开更多

Changing climatic conditions and extensive human activities have influenced the global water cycle.In recent years,significant changes in climate and land use have degraded the watershed ecosystem of the Ebinur Lake Basin in Xinjiang,Northwest China.In this paper,variations of runoff,temperature,precipitation,reference evapotranspiration,lake area,socio-economic water usage,groundwater level and water quality in the Ebinur Lake Basin from 1961 to 2015 were systematically analyzed by the Mann-Kendall test methods(M-K)mutation test,the cumulative levelling method,the climate-sensitive method and land-use change index.In addition,we evaluated the effects of human activities on land use change and water quality.The results reveal that there was a significant increase in temperature and precipitation from 1961 to 2015,despite a decrease in reference evapotranspiration.The Wenquan station was not significantly affected by human activities as it is situated at a higher altitude.Runoff at this station increased significantly with climate warming.In contrast,runoff at the Jinghe station was severely affected by numerous human activities.Runoff decreased without obvious fluctuations.The contributions of climate change to runoff variation at the Jinghe and Wenquan stations were 46.87%and 58.94%,respectively;and the contributions of human activities were 53.13%and 41.06%,respectively.Land-use patterns in the basin have changed significantly between 1990 and 2015:urban and rural constructed lands,saline-alkali land,bare land,cultivated land,and forest land have expanded,while areas under grassland,lake,ice/snow and river/channel have declined.Human activities have dramatically intensified land degradation and desertification.From 1961 to 2015,both the inflow into the Ebinur Lake and the area of the lake have declined year by year;groundwater levels have dropped significantly,and the water quality has deteriorated during the study period.In the oasis irrigation area below the runoff pass,human activities mainly influenced the utilization mode and quantity of water resources.Changes in the hydrology and quantity of water resources were driven primarily by the continuous expansion of cultivated land and oasis,as well as the growth of population and the construction of hydraulic engineering projects.After 2015,the effects of some ecological protection projects were observed.However,there was no obvious sign of ecological improvement in the basin,and some environmental problems continue to persist.On this basis,this study recommends that the expansion of oasis should be limited according to the carrying capacity of the local water bodies.Moreover,in order to ensure the ecological security of the basin,it is necessary to determine the optimal oasis area for sustainable development and improve the efficiency of water resources exploitation and utilization. 展开更多

The artificial hydraulic irrigationengineering took the place of the natural river system, the reservoirs took the place of naturallakes, which in turn enhanced the space-time redistribution of surface water based on the naturalevolution, and so did groundwater: The groundwater recharge reduced 26. 2% in 46 years from 1950 to1995 in the southern piedmont flood plain of Tarim Basin due to mean yearly population increase rateof 27. 7 per thousand and associated with the water use rate increasing from 24. 6% to 58. 4%. Atthe same time the artificial water system seepage give primary play to groundwater recharge, whichis up to 57. 6% whilst that of the natural system reduce to 33.7%. As a result, groundwater leveldrop 3 - 5m widespread except some irrigation area and surroundings of plain reservoir. Water shortage is one bottleneck that limits economic and social developments in arid and semi-arid areas.As the impacts of climate change and human disturbance intensify across time,uncertainties in both water resource supplies and demands increase in arid and semi-arid areas.Taking a typical arid region in China,Xinjiang Uygur Autonomous Region,as an example,water yield depth(WYD)and water utilization depth(WUD)from 2002 to 2018 were simulated using the Integrated Valuation of Ecosystem Services and Tradeoffs(InVEST)model and socioeconomic data.The supply-demand relationships of water resources were analyzed using the ecosystem service indices including water supply-demand difference(WSDD)and water supply rate(WSR).The internal factors in changes of WYD and WUD were explored using the controlled variable method.The results show that the supplydemand relationships of water resources in Xinjiang were in a slight deficit,but the deficit was alleviated due to increased precipitation and decreased WUD of irrigation.WYD generally experienced an increasing trend,and significant increase mainly occurred in the oasis areas surrounding both the Junggar Basin and Tarim Basin.WUD had a downward trend with a decline of 20.70%,especially in oasis areas.Water resources in most areas of Xinjiang were fully utilized and the utilization efficiency of water resources increased.The water yield module in the InVEST model was calibrated and validated using gauging station data in Xinjiang,and the result shows that the use of satellite-based water storage data helped to decrease the bias error of the InVEST model by 0.69×10^(8)m^(3).This study analyzed water resource supplies and demands from a perspective of ecosystem services,which expanded the scope of the application of ecosystem services and increased the research perspective of water resource evaluation.The results could provide guidance for water resource management such as spatial allocation and structural optimization of water resources in arid and semi-arid areas. 展开更多

Human resource development assumes as a golden key for a knowledge-based economy and competitiveness. This study evaluates policy integration of human resource development (HRD) in agricultural sector within the context of multi-level governance (i.e., interdependence of administrative levels in decision making) and suggests means to enhance policy integration in Bangladesh. Conducting a critical review of major policy instruments, key informant interview and two case studies, this study concluded that HRD issue has fairly included and observed consistency (between the aim of HRD and policy) in all policies and strategies;majority of policy instruments have significantly addressed the significance of HRD and added plans for its development;reporting, monitoring and evaluation of policies and strategies are rather weak and there is no adequate flow of financial arrangement that is largely determined by the availability of government project. Based on the findings, the following means should be useful for improving HRD policy integration such as providing a handsome amount of development budget at the sub-district agricultural office, formulating coherent strategies to build effective cooperation, coordination and participation among stakeholders, initiating special capacity building programmes for rural women, young farmers and smallholders and mainstreaming HRD issue in governmental planning and programmes, and accordingly crafting policies and implementation. 展开更多
