In light of the needs of China’s foreign economic and trade development and the regulations of the Law of Commodity Inspection, the State Administration of Import and Export Commodity Inspection issued a readjusted Category List of Import and Export Commodities Subject to Inspection Implemented by the Institutions of Commodity Inspection, and it is implemented officially on July 1, 1995. The new category list is compiled on the classified basis of the Commodity Names and Code Coordination System used widely around the world. 在《进出口商品归类实务》中用好“中国元素”,讲好“中国故事”,会使学生更好地理解国际规则和国际惯例、更加坚定文化自信。但是目前这门课程中开展课程思政还存在定制化不足、冲击力不够等问题。教师应通过在课程中对“中国元素”的设计与应用展现中华优秀传统文化的“连续性”、“创新性”和“包容性”,增强育人的温度与效度。

近代中国进出口商品检验事业述论(1840-1949)

作为应运而生的时代产物,近代中国进出口商品检验经历了从无到有、从纷乱到规整的曲折发展历程。其中,晚清至北洋政府时期,我国既没有进出口商品检验的国家主权,也没有全国统一的商检事业;南京国民政府时期,我国进出口商品检验取得了一系列制度建设成果,初步起到了促进中国对外贸易、维护自身合法权益、促进生产水平提高等作用。但近代中国进出口商品检验受掣于先天不足、后发劣势等因素,一直未能形成稳定的大发展局面,其中的经验教训值得我们反思。

基于商品类别的跨境人民币结算贸易效应实证研究

2009年人民币跨境结算业务推行以来,我国本着“贸易先行、投资跟进、两腿并行、相互促进”的发展路线,坚持以便利贸易投资、服务实体经济为导向。目前,跨境人民币结算已初具规模,其贸易效应值得探究。首先,本文结合2012年以来的季度数据,分析了跨境人民币结算业务规模及具体业务构成情况。其次,建立计量经济模型,基于2014年7月—2023年6月的季度数据,实证检验跨境人民币结算对不同货物进/出口造成的影响。最后,基于检验结果,为进一步发挥跨境人民币结算的贸易效应,本文从构建助推跨境人民币结算的保障体系和丰富跨境贸易投资中人民币应用场景两方面提出建议,仅供参考。

废金属商品进口、成本加成与中国出口企业利润

文章采用中国工业企业数据库、海关贸易数据库以及HS商品目录下的废金属商品数据,实证分析废金属商品进口对中国出口企业利润的影响及其作用机制。研究显示,中国出口企业进口废金属商品等作为中间投入品进行生产,将显著提高出口企业的利润水平,且该作用是通过提高出口企业成本加成产生的。据此,要完善对废金属商品进口监管,提高进口质量,允许符合国家有关产品质量标准的废金属商品进口,充分利用全球资源,影响国内产品市场竞争程度,不断降低生产成本,提高企业成本加成,从而提升企业利润水平。

海南自由贸易港货物贸易自由化便利化法律制度研究

海南自由贸易港货物贸易自由化便利化法制建设取得了一定进展,在海关监管特殊区域试点洋浦保税港区实施进出口商品管制负面清单管理制度,完成海南国际贸易“单一窗口”启动、完善与推广运用等,但还需进一步完善。基于海南现状,可以通过借鉴国际先进经验,对标高水平经贸规则,出台“海南进出口商品管制负面清单目录及管理办法”,发布“海南国际贸易‘单一窗口’管理办法”,修正“海南口岸管理条例”等,推动海南自由贸易港货物贸易自由化便利化法律制度建设,为推动贸易自由便利制度落地提供可参考的法律保障建议。
