Water Leakages in Public Water Supply System and How to Prevent Them

The article addresses the results of effective water losses prevention in public water supply systems, focusing on procedures for monitoring hidden leaks as the main part of losses and as the first step to control and prevent them. The described methodology has been applied based on a cross-border cooperation between twin capital cities Vienna and Bratislava in the Central Europe Region within the project deWaloP （Developing Water Loss Prevention） and adopted in Bratislava Water Company （BVS） in the Slovak Republic. The paper provides a complex of simple and easily available practices for analyses of water distribution measurements bringing essential information as to the necessity to use advanced procedures to actively reduce leakage. These practices involve minimum night flows analyses, hydrodynamic pressures analyses, pinpointing of water leakages by working with valves in the water network, the methodology of setting alarm limits for measured data, as well as use of advanced practices to obtain missing topologic data. As the water infrastructure in former socialistic countries are in bad technical condition and the lack of pertinent operational data is a significant obstacle to the application of a more sophisticated methodology based on GIS and other information systems, the procedures focus on using the most simple way to evaluate and control water losses. Finally, the introduction of described methodology in Bratislava Water Company after many years of unsuccessful effort even with expensive sophisticated leakage equipment brought positive outputs and the graph line of water losses level is finally going down. The use of expensive multi-correlating equipment together with human resources on the basis of implementing the above described leakage monitoring will subsequently become more effective, as it shall pinpoint major leakages, disclosure and removal of that shall significantly contribute to the effective reduction of water losses.

Land transport can no longer meet the requirements.European transport can be described by these words−crowded motorways and cities,dangerous emissions,ubiquitous traffic accidents,delays,expensive railways.Solutions are being sought to transfer a large part of passengers and especially freight transport to(high-speed)rail,and efforts are moving towards electromobility,car-sharing,5G-connectivity,autonomous driving,MaaS(Mobility as a Service)-coordinated transport or hyperloop-type solutions.However,all these solutions have additional challenges and limitations.Solutions are not being searched where they really exist-in the mutual adaptation of road and rail vehicles and their deep cooperation.The ComplexTrans project shows that simply adapting the dimensions and functions of road and rail vehicles can eliminate(or at least significantly reduce)all the problems of existing land transport.The main features of the ComplexTrans system are sufficient parking spaces,reduction of urban and non-urban congestion,electric vehicles with unlimited range and cheaper than standard cars,cheaper and more accessible battery charging,“autonomous ride”,solving the overlap between passenger and freight rail transport and making it self-financing,transferring intercity freight transport to rail,replacing part of continental air transport and many others.The cost-effective and clustered individual transport and individualised public transport of the ComplexTrans system also bring very significant reductions in the risk of transmission of covid-19 and other contagious diseases during transport.

Women on Boards of Directors

This research aims to measure the current gender representation in membership of boards of directors,and to study the factors affecting the presence of women on boards.The results of the study will support the decision makers and policy makers at all levels by providing knowledge that contributes to bridging the current gap in participation of women boards.The methodology used in this research is the descriptive analytical approach,which relies on quantitative methods in the process of collecting and analyzing data.This study represents the boards of directors in the three sectors(public,private,and non-profit)in the Kingdom of Saudi Arabia,The study sample contained 350 targets,where a random sample of 150 people in the public sector,100 people in the private sector,and 100 people in the non-profit sector were selected.The research result found that the majority of the responses believe that the lack of experience and training,and social factors,are the most impact areas of explaining the reasons for the existence of a gap in women’s membership in boards of directors in the three sectors.And the most important reasons for the existence of a gender gap in board membership are:there is no statutory minimum percentage for women’s representation on boards of directors,and scarcity of female competencies in general,and the lack of women occupying leadership positions.

Norms of legality in relation to the validity of juristic acts (rechtsgesch(?)ft):the influence of public law on the effect of juristic acts and its limitations

It is a common principle in all countries that juristic acts that violate jus cogens are invalid. This may be termed ＂norms of legality＂ in relation to the effect of juristic acts （Rechtsgeschaft）. This refers only to jus cogens in public law, since jus cogens in private law is self-governing or autonomous in nature and its violation results at worst in ineffectiveness rather than invalidity. In determining whether legal acts that contravene public law are valid, the objectives of the related public laws must be examined and the principle of proportionality applied to limit the interpretation of the objectives of the public law in question, in order to further distinguish obligations in public law from those in private law. Local laws and administrative rules cannot be excluded completely in the application of civil law. Violation of the law and violation of public order and good custom have totally different effects and cannot be treated as the same thing.
