The fifth-generation(5G)wireless communication networks are expected to play an essential role in the transformation of vertical industries.Among many exciting applications to be enabled by 5G,logistics tasks in indus...The fifth-generation(5G)wireless communication networks are expected to play an essential role in the transformation of vertical industries.Among many exciting applications to be enabled by 5G,logistics tasks in industry parks can be performed more efficiently via vehicle-to-everything(V2X)communications.In this paper,a multi-layer collaboration framework enabled by V2X is proposed for logistics management in industrial parks.The proposed framework includes three layers:a perception and execution layer,a logistics layer,and a configuration layer.In addition to the collaboration among these three layers,this study addresses the collaboration among devices,edge servers,and cloud services.For effective logistics in industrial parks,task collaboration is achieved through four functions:environmental perception and map construction,task allocation,path planning,and vehicle movement.To dynamically coordinate these functions,device–edge–cloud collaboration,which is supported by 5G slices and V2X communication technology,is applied.Then,the analytical target cascading method is adopted to configure and evaluate the collaboration schemes of industrial parks.Finally,a logistics analytical case study in industrial parks is employed to demonstrate the feasibility of the proposed collaboration framework.展开更多
Industrial Parks (IPs) in the Northern Key Economic Zone of Vietnam (NKEZ) have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomur...Industrial Parks (IPs) in the Northern Key Economic Zone of Vietnam (NKEZ) have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. A cross-level method for steam load smoothing a...This study focuses on the integrated energy production system in industrial parks, addressing the problem of stable load dispatch of equipment under demand fluctuations. A cross-level method for steam load smoothing and optimization is proposed, aiming to achieve stable production and optimal economic performance through three levels of integration: load forecasting, load dispatch, and load regulation. Unlike traditional methods that directly use load forecasting values, heat network elasticity is presented as a buffer between demand and supply. Constraints for minimal changes in equipment load and operational parameters are established for smooth regulation. Industrial cases demonstrate that the load forecasting model has mean absolute percentage errors of 2.44% and 1.68% for medium-pressure and low-pressure steam, respectively, meeting accuracy requirements. The modified supply-side load smoothness is effectively improved by considering heat network elasticity. The method increases boiler efficiency by 1.92%, reducing average coal consumption by 0.92 t/h. Compared to manual operation, the proposed model leads to an average increase of 5.69 MW in power generation and an average reduction of 10.81% in coal-to-electricity ratio. This study verifies the importance of smooth integration across different levels and analyzes the effective response of the proposed method to the uncertainty in load forecasting. The method demonstrates the enormous potential of data-driven methods in achieving safe, economical, and sustainable production in industrial parks.展开更多

Catalytic ozonation is a potential technology to eliminate refractory organic contaminants with the low concentration in secondary effluent from industrial park wastewater treatment plants(IPWWTPs).In this study,the c...Catalytic ozonation is a potential technology to eliminate refractory organic contaminants with the low concentration in secondary effluent from industrial park wastewater treatment plants(IPWWTPs).In this study,the catalytic ozonation over the Mn-based catalyst significantly improved the chemical oxygen demand(COD),total organic carbon(TOC),and UV254 removals of secondary effluent from IPWWTPs.The Mn-based catalyst/Og system achieved 84.8%,69.8%,and 86.4%removals of COD,TOC,and UY254,which were 3.3,5.7,and 1.1 times that in ozonation alone,respectively.Moreover,the Mn-based catalytic ozonation process exhibited excellent pH tolerance ranging from pH 4.0 to 9.0.Additionally,the depth analysis based on fluorescence excitation-emission matrix(EEM)confirmed that the catalytic ozonation process preferred to degrade toxic aromatic hydrocarbons.The existence of the Mn-based catalyst/O_(3) system enhanced 21.4%-38.3%more fluorescent organic matters removal,compared to that in ozonation alone.Mechanistic studies proved that the abundant Lewis acid sites(Mn/Mn(n+1)+and adsorbed oxygen)on the surface of the Mn-based catalyst effectively promoted O_(3) decomposition into reactive oxygen species(ROS),and-O_(2)-/HO_(2):and ^(1)O_(2) were the main ROS for degrading refractory organic contaminants.The contributions of ROS oxidation(91.2%)was much higher than that of direct O_(3) oxidation(8.8%).Thus,this work provides an effective advanced treatment process for purifying secondary effluent from IPWWTPs.展开更多

Policy mobility, a classic theory within international political geography addressing the connection between local and global policies, has implications for overseas industrial parks development. In this paper, we argue that policies are not easily moved directly from one place to another; instead, policies are embedded due to the role of local actors in policy mobility. This article first pro- vides an overview of seven China-Southeast Asia economic and trade cooperation zones identified by the Ministry of Commerce, and analyzes their key participants. It then discusses policy mobility by looking into the roles of revenue, land, and talent in developing these in- dustrial parks. The paper finds that these parks face challenges, such as the complicated geographical environments of host countries, huge pressure from enterprise investment capital, the lack of overseas service platforms, and underdeveloped agglomeration econo- mies. In the light of the current situation, policy suggestions for the future sustainable devel- opment of overseas industrial parks are put forward.展开更多

Current studies mainly discuss the effect of overseas industrial parks from the perspective of institutional and cultural difference, multi-scale coupling, as well as key partnerships, while little attention has been paid to the comprehensive analysis of overseas industrial parks. Based on a theoretical framework, this paper explores the overall effect of China's overseas industrial parks from the geo-effects perspective by using field interviews and a case study approach. The research shows that:(1) the geo-effects reveal the over effect of overseas industrial parks from the multiple and complementary dimensions of geopolitics, geo-economics, geo-society and geo-culture;(2) the Cambodia Sihanoukville Special Economic Zone, as a flagship BRI project, has produced the prominent and positive geo-effects;(3) the institutional-economic-cultural-environmental adaptability of overseas industrial parks is becoming important. Overseas industrial parks must be rooted in the politics, economy, society, and culture of host country;embedded in local social networks;balance the rights and interests of all stakeholders;and form the community of interests, community of destiny, and community of responsibility with political mutual trust, economic integration, cultural inclusiveness, and social harmony. Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies i...Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies impact the innovation efficiency of hightechnology industrial parks and what the impact pathways are.An in-depth investigation of this topic can give an insight into the inherent relation between the scientific and technological innovation policies and technological innovation.By conducting a theoretical analysis,this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks.The main research methods applied in this study were linear regression and qualitative comparative analysis(QCA).The results showed that the policy targets drove innovation efficiency in a relatively minor way.Among all policy tools,the demand-based policy tools had the most significant influence on innovation efficiency.The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies.The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms,namely,the targets-directed,demand-driven,supplydominated environment optimization,and environment-dominated comprehensive pathways.Therefore,this study put forward proposals on classifying and refining the scientific and technological innovation policies and optimizing the policy mix-driven models.展开更多
Volatile organic compounds(VOCs)are the dominant pollutants in industrial parks.However,they are not generally considered as part of the air quality index(AQI)system,which leads to a biased assessment of pollution in ...Volatile organic compounds(VOCs)are the dominant pollutants in industrial parks.However,they are not generally considered as part of the air quality index(AQI)system,which leads to a biased assessment of pollution in industrial parks.In this study,a supplementary assessment system of AQI-V was established by analyzing VOCs characteristics with vehicle-mounted PTR-TOFMS instrument,correlation analysis and the standards analysis.Three hourly and daily scenarios were considered,and the hierarchical parameter setting was further optimized by field application.The hourly and daily assessments revealed the evaluation factors for the discriminability of different air quality levels,practiced value for regional air quality improvement,and the reservation of general dominant pollutants.Finally,the universality testing in ZPIP successfully recognized most of the peaks,with 54.76%,38.39%and 6.85%for O_(3),VOCs and NO_(2) as the dominant pollutant,and reflected the daily ambient air quality condition,togetherwith the dominant pollutant.The AQI-V systemwith VOCs sub-index is essential for air quality evaluation in industrial parks,which can further provide scientific support to control the pollution of VOCs and the secondary pollutant,therefore significantly improve the air quality in local industrial parks.展开更多

Improving the management level of risk sources for pollution accidents has become an urgentdemand for most industrialized countries. In pollution accidents, the released chemicals harm the receptors to some extentdepending on their sensitivity or susceptibility. Therefore, identifying the potential risk sources from such a large number of chemical enterprises has become pressingly urgent. Based on the simulation of thewhole accident process, a novel and expandable identification method for risk sources causingwater pollution accidents is presented. The newlydeveloped approach, by analyzing and stimulating thewhole process of a pollution accident between sources and receptors, can be applied to identify risk sources, especially on the nationwide scale. Three major types of losses, such as social, economic and ecological losses,were normalized, analyzed and used for overall consequence modeling. A specific case study area, located in a chemical industry park (CIP) along the Yangtze River in Jiangsu Province, China,was selected to test the potential of the identification method. The results showed that therewere four risk sources for pollution accidents in this CIP. Aniline leakage in the HS Chemical Plantwould lead to the most serious impact on the surroundingwater environment. This potential accidentwould severelydamage the ecosystem up to3.8 kmdownstream of Yangtze River, and lead to pollution over adistance stretching to 73.7 kmdownstream. The proposed method is easily extended to the nationwide identification of potential risk sources.展开更多

This article systematically analyzes the developmental background of the MCKIP and the cooperative framework between the governments. We consider the problems encountered in the policy transfer process and the solutions, as well as the two-way interactions between China and Malaysia in terms of the flow of people, logistics, capital, information, and technology. In this paper, the Thai-Chinese Rayong Industrial Zone(TCRIZ), and the China-Indonesia Economic and Trade Cooperation Zone(KITIC) are discussed in the context of the evolving development strategies and trajectories through three interrelated conceptual lenses – policy mobility, actor networks, and partnerships. The actor-network theory provides a lens to analyze how policy mobility and partnerships develop for two industrial zone case studies. The development, which involves a multi-scalar process, is shaped by the interactions among the national states, the regional governments and corporations against a background of globalization. Three types of transnational actor partnership networks have been identified, namely, hierarchical partnership, spontaneous partnership, and hybrid partnership. A highlight of the study is the role that the partnerships play in the process of policy mobility when it comes to the overseas industrial zones. It is argued that the partnerships are the key to achieving technology transfer on a cross-national basis, and the effectiveness of the technology transfer is dependent on partner selection and the roles of the actors in policy mobility.展开更多

This study examines the effects of industrial parks on export earnings,employment creation,and FDI attraction in Ethiopia.Despite varying degrees of successes and failures,several countries have utilized industrial pa...This study examines the effects of industrial parks on export earnings,employment creation,and FDI attraction in Ethiopia.Despite varying degrees of successes and failures,several countries have utilized industrial park and other forms of special economic zones as a policy instrument for fostering economic transformation.China is at the forefront of using special economic zones as a policy tool for economic transformation.Ethiopia is one of the African countries that has adopted industrial park development as a policy tool to enhance its economic transformation.However,the issue is not well researched and this study aims to contribute to fill the research gap.The analysis of the hypotheses test reveals that industrial parks in Ethiopia have statistically significant effects on export earnings,employment creation,and FDI attraction with significant levels of p≤0.001.Low labor productivity,domestic raw material supply constraints,weak forward and backward linkage,transport cost and logistic constraints,and government institutions’capacity constraints are identified as the major constraints that affect the effectiveness of industrial parks and manufacturing firms.On the other hand,the availability of a trainable labor force,raw material potential,preferential policies and incentives,the economic growth of the country,and the labor wage rise in China and other emerging countries are identified as the main five potentials and opportunities for sustained and dynamic industrial parks development.Based on the findings,three policy implications are suggested.First,formulating and implementing manufacturing labor force development and utilization policies and strategies are vital.Second,the forward-backward linkage along the value chain needs to be enhanced through proper policies.Finally,institutional capacity building through learning by doing and public-private partnership has to be strengthened.展开更多

文摘Industrial Parks (IPs) in the Northern Key Economic Zone of Vietnam (NKEZ) have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam's northern key economic zone.

文摘Objective To systematically analyze the current development status of biopharmaceutical industrial park in China,sort out the problems and put forward some countermeasures and suggestions.Methods Relevant literature was searched and reviewed to find out the problems faced by the development of biopharmaceutical industrial parks in China.Results and Conclusion Biopharmaceutical industrial parks are developing rapidly due to their unique industrial clustering advantages,but there are problems such as lack of overall planning at the top level,insufficient government support,imperfect talent support services and weak innovation capacity of the parks.It is recommended to promote the rapid development of biopharmaceutical industrial parks and biopharmaceutical enterprises by strengthening top-level design,increasing government support,focusing on talent introduction,and enhancing the innovative strength of the parks.

文摘This study focuses on the integrated energy production system in industrial parks, addressing the problem of stable load dispatch of equipment under demand fluctuations. A cross-level method for steam load smoothing and optimization is proposed, aiming to achieve stable production and optimal economic performance through three levels of integration: load forecasting, load dispatch, and load regulation. Unlike traditional methods that directly use load forecasting values, heat network elasticity is presented as a buffer between demand and supply. Constraints for minimal changes in equipment load and operational parameters are established for smooth regulation. Industrial cases demonstrate that the load forecasting model has mean absolute percentage errors of 2.44% and 1.68% for medium-pressure and low-pressure steam, respectively, meeting accuracy requirements. The modified supply-side load smoothness is effectively improved by considering heat network elasticity. The method increases boiler efficiency by 1.92%, reducing average coal consumption by 0.92 t/h. Compared to manual operation, the proposed model leads to an average increase of 5.69 MW in power generation and an average reduction of 10.81% in coal-to-electricity ratio. This study verifies the importance of smooth integration across different levels and analyzes the effective response of the proposed method to the uncertainty in load forecasting. The method demonstrates the enormous potential of data-driven methods in achieving safe, economical, and sustainable production in industrial parks.

文摘Industrial parks(IPs)play a crucial role in facilitating economic efficiency and comprehensive energy utilization in the industrial age.At the same time,multi-energy coupling and management of various types of energy in IP have become serious challenges.In this paper,combined heat and power unit(CHP)model considering operation mode switching characteristics is formulated by exploring its internal composition to improve output flexibility of the energy supply side.Then,heat and electricity integrated energy system(HE-IES)optimal dispatch and pricing model are established,taking electricity and heat demand response strategy and steam thermal inertia property into account.Based on the above models,a mixed-integer bilinear programming framework is designed to coordinate the day-ahead operation and pricing strategy of the HE-IES in the IP.The scenario study is carried out on a practical industrial park in Southern China.Numerical results indicate the proposed mechanism can effectively improve IP’s energy utilization and economic efficiency.

文摘Catalytic ozonation is a potential technology to eliminate refractory organic contaminants with the low concentration in secondary effluent from industrial park wastewater treatment plants(IPWWTPs).In this study,the catalytic ozonation over the Mn-based catalyst significantly improved the chemical oxygen demand(COD),total organic carbon(TOC),and UV254 removals of secondary effluent from IPWWTPs.The Mn-based catalyst/Og system achieved 84.8%,69.8%,and 86.4%removals of COD,TOC,and UY254,which were 3.3,5.7,and 1.1 times that in ozonation alone,respectively.Moreover,the Mn-based catalytic ozonation process exhibited excellent pH tolerance ranging from pH 4.0 to 9.0.Additionally,the depth analysis based on fluorescence excitation-emission matrix(EEM)confirmed that the catalytic ozonation process preferred to degrade toxic aromatic hydrocarbons.The existence of the Mn-based catalyst/O_(3) system enhanced 21.4%-38.3%more fluorescent organic matters removal,compared to that in ozonation alone.Mechanistic studies proved that the abundant Lewis acid sites(Mn/Mn(n+1)+and adsorbed oxygen)on the surface of the Mn-based catalyst effectively promoted O_(3) decomposition into reactive oxygen species(ROS),and-O_(2)-/HO_(2):and ^(1)O_(2) were the main ROS for degrading refractory organic contaminants.The contributions of ROS oxidation(91.2%)was much higher than that of direct O_(3) oxidation(8.8%).Thus,this work provides an effective advanced treatment process for purifying secondary effluent from IPWWTPs.

文摘The development of overseas industrial parks is a key component of the Belt and Road Initiative and an expected experimental way of promoting inclusive globalization by inventing new forms of cooperation between China and local host countries. Policy mobility, a classic theory within international political geography addressing the connection between local and global policies, has implications for overseas industrial parks development. In this paper, we argue that policies are not easily moved directly from one place to another; instead, policies are embedded due to the role of local actors in policy mobility. This article first pro- vides an overview of seven China-Southeast Asia economic and trade cooperation zones identified by the Ministry of Commerce, and analyzes their key participants. It then discusses policy mobility by looking into the roles of revenue, land, and talent in developing these in- dustrial parks. The paper finds that these parks face challenges, such as the complicated geographical environments of host countries, huge pressure from enterprise investment capital, the lack of overseas service platforms, and underdeveloped agglomeration econo- mies. In the light of the current situation, policy suggestions for the future sustainable devel- opment of overseas industrial parks are put forward.

文摘China's overseas industrial parks contribute to political and economic cooperation, cultural exchange between home and host countries. Current studies mainly discuss the effect of overseas industrial parks from the perspective of institutional and cultural difference, multi-scale coupling, as well as key partnerships, while little attention has been paid to the comprehensive analysis of overseas industrial parks. Based on a theoretical framework, this paper explores the overall effect of China's overseas industrial parks from the geo-effects perspective by using field interviews and a case study approach. The research shows that:(1) the geo-effects reveal the over effect of overseas industrial parks from the multiple and complementary dimensions of geopolitics, geo-economics, geo-society and geo-culture;(2) the Cambodia Sihanoukville Special Economic Zone, as a flagship BRI project, has produced the prominent and positive geo-effects;(3) the institutional-economic-cultural-environmental adaptability of overseas industrial parks is becoming important. Overseas industrial parks must be rooted in the politics, economy, society, and culture of host country;embedded in local social networks;balance the rights and interests of all stakeholders;and form the community of interests, community of destiny, and community of responsibility with political mutual trust, economic integration, cultural inclusiveness, and social harmony. The paper not only deepens the understanding about the overall effect of overseas industrial parks, but also provides decision support and theoretical reference for government policy makers and the overseas investment of enterprises.

文摘Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies impact the innovation efficiency of hightechnology industrial parks and what the impact pathways are.An in-depth investigation of this topic can give an insight into the inherent relation between the scientific and technological innovation policies and technological innovation.By conducting a theoretical analysis,this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks.The main research methods applied in this study were linear regression and qualitative comparative analysis(QCA).The results showed that the policy targets drove innovation efficiency in a relatively minor way.Among all policy tools,the demand-based policy tools had the most significant influence on innovation efficiency.The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies.The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms,namely,the targets-directed,demand-driven,supplydominated environment optimization,and environment-dominated comprehensive pathways.Therefore,this study put forward proposals on classifying and refining the scientific and technological innovation policies and optimizing the policy mix-driven models.

文摘Volatile organic compounds(VOCs)are the dominant pollutants in industrial parks.However,they are not generally considered as part of the air quality index(AQI)system,which leads to a biased assessment of pollution in industrial parks.In this study,a supplementary assessment system of AQI-V was established by analyzing VOCs characteristics with vehicle-mounted PTR-TOFMS instrument,correlation analysis and the standards analysis.Three hourly and daily scenarios were considered,and the hierarchical parameter setting was further optimized by field application.The hourly and daily assessments revealed the evaluation factors for the discriminability of different air quality levels,practiced value for regional air quality improvement,and the reservation of general dominant pollutants.Finally,the universality testing in ZPIP successfully recognized most of the peaks,with 54.76%,38.39%and 6.85%for O_(3),VOCs and NO_(2) as the dominant pollutant,and reflected the daily ambient air quality condition,togetherwith the dominant pollutant.The AQI-V systemwith VOCs sub-index is essential for air quality evaluation in industrial parks,which can further provide scientific support to control the pollution of VOCs and the secondary pollutant,therefore significantly improve the air quality in local industrial parks.

文摘With rapid globalization,industrial parks are playing an increasingly important role in the national and regional development.Since the Belt and Road Initiative(BRI)was put forward,national-level overseas industrial parks of China have emerged with new development features and trends.It is of great importance to carry out a comparative study on domestic and overseas industrial parks of China.Based on the perspective of spatiotemporal evolution,this paper compares and analyzes national-level overseas industrial parks along the Belt and Road(B&R)and domestic industrial parks of China.In time,China’s industrial parks have experienced four stages with distinctive state-led characteristic.There are different development paths and modes for overseas industrial parks along the B&R and domestic industrial parks.In space,the national-level overseas industrial parks are invested and constructed by Chinese enterprises(mostly from the coastal developed cities),and mainly distributed in the countries along the B&R.Through typical cases comparison of Thai-Chinese Rayong Industrial Zone and Tianjin Economic-Technological Development Area,the paper finds that national-level overseas industrial parks are basically market-driven and concentrated in traditional advantageous industries,while domestic industrial parks are mainly government-led high-tech industries.Localization of overseas industrial parks and remote coupling with domestic industrial parks become very important.

文摘The chemical industry is a major source of various pollution accidents. Improving the management level of risk sources for pollution accidents has become an urgentdemand for most industrialized countries. In pollution accidents, the released chemicals harm the receptors to some extentdepending on their sensitivity or susceptibility. Therefore, identifying the potential risk sources from such a large number of chemical enterprises has become pressingly urgent. Based on the simulation of thewhole accident process, a novel and expandable identification method for risk sources causingwater pollution accidents is presented. The newlydeveloped approach, by analyzing and stimulating thewhole process of a pollution accident between sources and receptors, can be applied to identify risk sources, especially on the nationwide scale. Three major types of losses, such as social, economic and ecological losses,were normalized, analyzed and used for overall consequence modeling. A specific case study area, located in a chemical industry park (CIP) along the Yangtze River in Jiangsu Province, China,was selected to test the potential of the identification method. The results showed that therewere four risk sources for pollution accidents in this CIP. Aniline leakage in the HS Chemical Plantwould lead to the most serious impact on the surroundingwater environment. This potential accidentwould severelydamage the ecosystem up to3.8 kmdownstream of Yangtze River, and lead to pollution over adistance stretching to 73.7 kmdownstream. The proposed method is easily extended to the nationwide identification of potential risk sources.

文摘As an innovative mode of China's foreign direct investment, China's overseas industrial parks are not only the main content of the Belt and Road Initiative(BRI) but also the practical carrier of policy transfer. However, most of the academic literature on the policy transfer of overseas industrial parks has regarded the host country as a passive learner and seldom considers the two-way interactions between the host country and the home country. Using the Malaysia-China Kuantan Industrial Park(MCKIP) and the "Two Countries, Twin Parks" model as case studies, we discuss the applicability and innovative development of the policy transfer theory of China's overseas industrial parks under the background of BRI. This article systematically analyzes the developmental background of the MCKIP and the cooperative framework between the governments. We consider the problems encountered in the policy transfer process and the solutions, as well as the two-way interactions between China and Malaysia in terms of the flow of people, logistics, capital, information, and technology. The study sheds light on the construction of the "Two Countries, Twin Parks" overseas industrial park.

文摘The development of overseas industrial parks is a key component of the Belt and Road Initiative and a practical way of promoting inclusive globalization by introducing new forms of cooperation between China and the host countries. In this paper, the Thai-Chinese Rayong Industrial Zone(TCRIZ), and the China-Indonesia Economic and Trade Cooperation Zone(KITIC) are discussed in the context of the evolving development strategies and trajectories through three interrelated conceptual lenses – policy mobility, actor networks, and partnerships. The actor-network theory provides a lens to analyze how policy mobility and partnerships develop for two industrial zone case studies. The development, which involves a multi-scalar process, is shaped by the interactions among the national states, the regional governments and corporations against a background of globalization. Three types of transnational actor partnership networks have been identified, namely, hierarchical partnership, spontaneous partnership, and hybrid partnership. A highlight of the study is the role that the partnerships play in the process of policy mobility when it comes to the overseas industrial zones. It is argued that the partnerships are the key to achieving technology transfer on a cross-national basis, and the effectiveness of the technology transfer is dependent on partner selection and the roles of the actors in policy mobility.

文摘The literature on the development of industrial parks has often been neglected by the role of sustainability criteria for long-term prediction.The current study aimed to evaluate the relationship between industrial park development and sustainability levels in Iran and Turkey from 1980 to 2019.Although many researchers have investigated the link between them in different geographical locations,there is no clear picture of the relationship as the results overall are contradictory.An autoregressive distributed lag(ARDL)model bounds testing panel data method with structural fractures was used to analyze the annual selected data to determine whether the development of industrial parks in Iran and Turkey has been successful.The ARDL model is special in that it incorporates sustainability criteria by role of industrial“parks”.The reasoning behind including this explanatory variable is to determine whether countries with industrial parks are more sustainable and to identify future development challenges.Theory suggests that developing industrial parks will eventually strengthen sustainability regulations and policy implementations based on environmental and economic issues.
文摘This study examines the effects of industrial parks on export earnings,employment creation,and FDI attraction in Ethiopia.Despite varying degrees of successes and failures,several countries have utilized industrial park and other forms of special economic zones as a policy instrument for fostering economic transformation.China is at the forefront of using special economic zones as a policy tool for economic transformation.Ethiopia is one of the African countries that has adopted industrial park development as a policy tool to enhance its economic transformation.However,the issue is not well researched and this study aims to contribute to fill the research gap.The analysis of the hypotheses test reveals that industrial parks in Ethiopia have statistically significant effects on export earnings,employment creation,and FDI attraction with significant levels of p≤0.001.Low labor productivity,domestic raw material supply constraints,weak forward and backward linkage,transport cost and logistic constraints,and government institutions’capacity constraints are identified as the major constraints that affect the effectiveness of industrial parks and manufacturing firms.On the other hand,the availability of a trainable labor force,raw material potential,preferential policies and incentives,the economic growth of the country,and the labor wage rise in China and other emerging countries are identified as the main five potentials and opportunities for sustained and dynamic industrial parks development.Based on the findings,three policy implications are suggested.First,formulating and implementing manufacturing labor force development and utilization policies and strategies are vital.Second,the forward-backward linkage along the value chain needs to be enhanced through proper policies.Finally,institutional capacity building through learning by doing and public-private partnership has to be strengthened.
