It is a profound transformation of techno-economic paradigms, imbedded in the technology, management, and institutional systems. As this revolution deepens, it is likely that manufacturing and the manufacturing sector would acquire new definitions. In addition, the resource foundation and factor structure, which are central to the competitiveness of a nation and an enterprise, would perhaps be reconfigured, hence rewriting the landscape of global industrial competition. Under this scenario, the "smiling curve '" which used to portray the economic features of the value chain, may change into a "silence curve" or even "sadness curve ". The catching- up pathway of latecomer countries, as predicted by the traditional 'flying geese model", is likely to be blocked, solidifying the division of"core and periphery countries" which is unfavorable to developing countries. However, there is still an awareness inadequacy of the 4IR among project managers and the society in Tanzania, thus low readiness to conceptualize, implement and manage 4IR-related projects in the country. This study aimed to assess the 4IR readiness of project managers in Tanzania. The assessment is made in the frame of 4 readiness dimensions: strategy and governance structure, technology awareness, human capital digital skills development, and social-economic impact. The research used a quantitative method with the diffusion of innovations theory perspective, and data were collected mainly through an online survey questionnaire. The survey aimed at answering the research question concerning the project managers’ readiness for the 4IR. The 50 valid samples were completed by project managers from various industries such as agriculture, finance, consulting, construction, education and training, government, healthcare, Information Technology, and manufacturing. Data were analysed using SPSS. The results revealed that despite the generally low awareness of 4IR, several project managers in Tanzania have some varying awareness of 4IR technologies such as artificial intelligence, Internet of Things (IoT), data analytics, blockchain, robotics, cryptocurrency, chatbots, drones, and other digital transformation platforms. The results also indicated that project managers in Tanzania had little extent in readiness to initiate, develop and implement 4IR products and services due to inadequate 4IR-related awareness, strategy and governance structure, human capital digital skills development, and social economic impact. Consequently, some recommendations are made in the frame of the four assessed readiness dimensions for improvement. The value of this research is mainly to provide the state of 4IR readiness of project managers and associated recommendations to policymakers, practitioners, academia, donors, business industry and youth in digital innovation. The study also contributes to the body of knowledge on 4IR, project management and digital transformation.展开更多

Realizing the benefits of globalization depends on a host of realistic conditions including technology and infrastructure, geopolitical pattern and the structure of market power, and international institutional arrangements, i.e., the global governance structure, among others. In this new era of economic globalization, international competition boils down to the "good governance" of countries rather than the use of force and hegemonism. Most importantly, a country must promote the vibrancy of innovation in order to stay competitive and creative. In this sense, China's position in the new era of economic globalization hinges upon its transition from being the "leader of world economic growth" to being a future "leader of good governance and vibrancy. " Interests of various economies become interlocked, intertwined and overlap. Despite the inevitability of conflicts and frictions, more inclusive and balanced global development serves the interests of most nations. For great powers with extended boundaries of interests across the world, the maintenance of the new balance of power in economic globalization is consistent with their respective national interests. Hence, in the new era of economic globalization characterized by the inevitability of intricate interests and inevitable conflicts, the world is likely to be more peaceful, competitive and inclusive than any previous age of economic globalization.展开更多

These new trends impact the society and future jobs, and thus student careers. At the heart of this digital transformation is data science, the discipline that makes sense of big data. With many rapidly emerging digital challenges ahead of us, this article discusses perspectives on iSchools' opportunities and suggestions in data science education. We argue that iSchools should empower their students with "information computing" disciplines, which we define as the ability to solve problems and create values, information, and knowledge using tools in application domains. As specific approaches to enforcing information computing disciplines in data science education, we suggest the three foci of user-based, tool-based, and application- based. These three loci will serve to differentiate the data science education of iSchools from that of computer science or business schools. We present a layered Data Science Education Framework (DSEF) with building blocks that include the three pillars of data science (people, technology, and data), computational thinking, data-driven paradigms, and data science lifecycles. Data science courses built on the top of this framework should thus be executed with user-based, tool-based, and application-based approaches. This framework will help our students think about data science problems from the big picture perspective and foster appropriate problem-solving skills in conjunction with broad perspectives of data science lifecycles. We hope the DSEF discussed in this article will help fellow iSchools in their design of new data science curricula.展开更多

In the new chapter of Economic Globalization 3.0,the interests of world economies become interwoven and interdependent.Despite unavoidable frictions and disputes, more inclusive and balanced development serves the interests of most countries in the world. For major countries with global interests, maintaining the new balance of power for economic globalization is consistent with their respective national interests. The shared interests of countries promise a more peaceful and interconnected world than ever before.展开更多

文摘The Fourth Industrial Revolution (4IR) is transforming the way we live, learn, work, and relate to one another. The study also contributes to the body of knowledge on 4IR, project management and digital transformation.
文摘The construction industry has always remained the economic and social backbone of any country in the world where occupational health and safety(OHS)is of prime importance.Like in other developing countries, this industry pays very little, rather negligible attention to OHS practices in Pakistan, resulting in the occurrence of a wide variety of accidents, mishaps, and near-misses every year. One of the major causes of such mishaps is the non-wearing of safety helmets(hard hats)at construction sites where falling objects from a height are unavoid-able.In most cases, this leads to serious brain injuries in people present at the site in general and the workers in particular. It is one of the leading causes of human fatalities at construction sites. In the United States, the Occupational Safety and Health Administration(OSHA)requires construction companies through safety laws to ensure the use of well-defined personal protective equipment(PPE).It has long been a problem to ensure the use of PPE because round-the-clock human monitoring is not possible. However, such monitoring through technological aids or automated tools is very much possible. The present study describes a systema-tic strategy based on deep learning(DL)models built on the You-Only-Look-Once(YOLOV5)architecture that could be used for monitoring workers’hard hats in real-time.It can indicate whether a worker is wearing a hat or not.The proposed system usesfive different models of the YOLOV5,namely YOLOV5n,YOLOv5s,YOLOv5 m,YOLOv5l,and YOLOv5x for object detection with the support of PyTorch, involving 7063 images. The results of the study show that among the DL models, the YOLOV5x has a high performance of 95.8%in terms of the mAP,while the YOLOV5n has the fastest detection speed of 70.4 frames per second(FPS).The proposed model can be successfully used in practice to recognize the hard hat worn by a worker.
文摘The world is entering into a new era of economic globalization. Hence, in the new era of economic globalization characterized by the inevitability of intricate interests and inevitable conflicts, the world is likely to be more peaceful, competitive and inclusive than any previous age of economic globalization.
文摘Due to the recent explosion of big data, our society has been rapidly going through digital transformation and entering a new world with numerous eye-opening developments. We hope the DSEF discussed in this article will help fellow iSchools in their design of new data science curricula.

文摘After the 18th CPC National Congress, urbanization regained its importance. As villages become heterogeneously urbanized, rural industrialization is reiterated for town urbanization.Yet all the historically famous models for Zhujiang,Sunan and Wenzhou in the progress of rural industrialization encountered dilemmas. Is the modernization theory sound in dictating that latecomers cannot achieve urbanization through rural industrialization? The author discusses the origination of the industrialization and urbanization of Hebei villages which is considered to represent the vision of British industrial revolution. There are two implications:(1)Town urbanization requires rural industrialization as its base, which must not rely completely on external industries and being urbanized top-down,but rather on the development of internal economic and social forces;(2)Urbanization cannot evolve spontaneously on the basis of rural industrialization.Instead,it is the result of conscious common planning and construction pushed by multiple forces. Therefore, the government should,in accordance with the law of development, provide guidance that mitigates various issues in the process of development.
文摘At present, the third wave of economic globalization is emerging. After the setbacks in Economic Globalization 1.0 and rejuvenation in Economic Globalization 2.0,China's economy is bound to occupy an important international position in the new chapter of Economic Globalization 3.0 and exert profound influence globally. The benefits of globalization cannot be realized without a number of realistic conditions, including the level of technology and infrastructure, geopolitical pattern and market power structure, international institutional arrangements(global governance structure),among others.Under Economic Globalization 3.0,the nature of international competition is good governance, rather than brutal force and hegemony. What matters for China is for it to become an innovative and vibrant country and demonstrate its economic vitality, competitiveness and creativity. Therefore,China's position under Economic Globalization 3.0 depends on its transition from a "world leader of high growth " into a future "world leader of good governance and vibrancy." In the new chapter of Economic Globalization 3.0,the interests of world economies become interwoven and interdependent.Despite unavoidable frictions and disputes, more inclusive and balanced development serves the interests of most countries in the world. For major countries with global interests, maintaining the new balance of power for economic globalization is consistent with their respective national interests. The shared interests of countries promise a more peaceful and interconnected world than ever before.
