‘Empowerment’is the result of pursuing special capabilities under a specific value orientation.The changes in related object capabilities triggered by scientific and technical information activities in the new envir...‘Empowerment’is the result of pursuing special capabilities under a specific value orientation.The changes in related object capabilities triggered by scientific and technical information activities in the new environment are important to the national scientific and technical(S&T)information governance.Based on the empowerment theories and evaluation practices,this study attempts to construct an empowerment evaluation framework for national S&T information governance and takes the participatory technology assessment and Altmetrics methods as examples to demonstrate its advantages:1)The capability changes and development potential are regarded as important basis for evaluation;2)The multi-person participation and multi-indicator comprehensive evaluation method is conducive to the democratic and objective nature of science and technology information governance policy formulation.展开更多
To construct the Agricultural Scientific and Technical Information Core Metadata （ASTICM） standard and its expanding principles, and to develop a register system based on ASTICM, the policy and methods of DC （Dubli...To construct the Agricultural Scientific and Technical Information Core Metadata （ASTICM） standard and its expanding principles, and to develop a register system based on ASTICM, the policy and methods of DC （Dublin Core） and SDBCM （Scientific Database Core Metadata） were studied. The construction of ASTICM has started from the proposed elements of the DCMI （Dublin Core Metadata Initiative）, and has expanded the DC and SDBCM with related expanding principles. ASTICM finally includes 75 metadata elements, five expanded principles, and seven application profile creation methods. According to the requirement analysis of a large number of users of agricultural information, a register system based on ASTICM was developed. The ASTICM standard framework and its register system supported the search, sharing, integration exchange and other applications, effectively.展开更多

It is proposed how BIM (Building Information Modelling) and a Portuguese information system-ProNIC (abbreviation for Protocol for the Standardization of Construction Technical Information) may be interconnected. The scope of this information transmission in construction sector is a step to solve several problems that have been identified in conception of BIM models.展开更多
