A No-Fly Zone(NFZ)is a unique mode of humanitarian intervention which is understudied in international relations.This article focuses on the political dimension of NFZs in international relations and investigates their implementations by empirically reviewing all three cases of NFZs to date.There may be efforts by intervening states to highlight humanitarian crises among certain targets to secure UN authorization for the NFZs;yet the implementation of NFZs is also driven largely by the security interests of enforcing states.As a result,there is the potential for those states implementing NFZs to transcend legal authorization and sometimes use excessive force,with likely calamitous results for local populations,or in extreme cases,accomplishing regime change by supporting opposition parties in target states. 展开更多

The three mainstream International Relations theories that have arisen in the past thirty years, structural realism, neo-liberal institutionalism and structural constructivism, have all missed an important dimension, i.e., the study relational complexity in international society. of processes in the international system and of This paper, informed by social constructivism and Chinese philosophical traditions, aims to make up for this missing link and develop a theoretical model of processual constructivism by incorporating and conceptualizing two key Chinese ideas - processes and relations. "Process," defined as relations in motion, can stand on its own, has its own dynamics, and plays a crucial role in international relations. The core of process, by definition, consists in relations. If "rationality," rooted in individuality, has been a key concept for Western society, then its counterpart in Chinese society can be "relationality." Conceptualizing relationality and treating it as the theoretical hard core, processual constructivism holds that relational networking in international society helps nation-states form their identities and produces international power. Processual constructivism is an evolution theory at systemic level, focusing on interactive practices among states and emphasizing the independent ontology of social processes which play a meaningful role in constructing international norms and state identities. 展开更多

Global governance largely grows out of the externalities in state governance. At present, global governance and state governance are integrated into a kind of "holistic governance" based on their interaction and interpenetration. Our understanding of their interplay can be traced back to ideas that developed from ancient Greek and Roman times to the early 20th century. More recently, from the second half of the 20^th century, theories of the interaction between global and state governance essentially revolved around the externalities in state governance and efforts to overcome those externalities by designing an ideal world. Today, the interaction between global and state governance is of great practical significance, serving to inspire the establishment of a global order based on sharing, integration and symbiotic harmony. However, we should also be aware that this interaction may be converted by great powers to the service of their own interests. At present, China can help reshape the global governance order of the 21st century by strengthening its own development, promoting benign interaction between global and state governance, actively harnessing the potential of its state governance capacity and sharing its experience and ideas. 展开更多
