Over the last 10 years there have been significant developments and improvements in the understanding of railway track bed in the UK and its relationship and impact on track quality,ballast life and maintenance follow...Over the last 10 years there have been significant developments and improvements in the understanding of railway track bed in the UK and its relationship and impact on track quality,ballast life and maintenance following track renewals.This paper aims to describe the process adopted by Network Rail for track bed investigation and design which offers Network Rail optimum design solutions and value for money from an investigation and construction perspective,balancing design with possession availability to maximise construction output.It also describes innovative investigation and construction techniques that have been developed over the last 5 years maximising the use of rail mounted asset condition data collection systems which run at line speed,allowing targeted investigations and in some case removing the requirements for physical site investigation.It also allows Network Rail to predict sections of track bed which may be affected by line speed increases which would cause the track bed to fail prematurely or,retain its ability to maintain good track geometry post line speed increase.These problems can manifest themselves as stiffness related problems such as critical velocity issues(surface wave velocity,Rayleigh Wave velocity)or,sub-grade erosion resulting in high rates of deterioration in the vertical track geometry.The paper also describes the development and installation process for Enhanced Axial Micropiles to address stiffness related track bed problems whilst leaving the track in-situ a technique which is new to the UK railways.展开更多

First, the expert appraisal approach is used to select the primary evaluation index. As a result, 81 indices and the hierarchical structures of the index such as the object layer, the sub-object layer, the criterion layer and the index layer are determined. Then, based on the fuzzy characteristics of each index layer, the analytical hierarchy process(AHP)and the fuzzy comprehensive evaluation are applied to generate the weight and the satisfaction of the index and the criterion layers. When analyzing the relationship between the sub-object layer and the object layer, it is easy to find that the number of sub-objects is too large and sub-objects are significantly redundant. The partial least square (PLS) is proposed to solve the problems. Finally, an application example, whose result has already been accepted and employed as the indication of a new project in improving incident management, is introduced and the result verifies the feasibility and efficiency of the model.展开更多
The present building facility management status in China resulted in many problems such as high energy consumption,failure of automation control,services failure and poor indoor air quality.Based on questionnaires and...The present building facility management status in China resulted in many problems such as high energy consumption,failure of automation control,services failure and poor indoor air quality.Based on questionnaires and interviews to professional engineers and building users,a comprehensive evaluation index system was established on facility management of high-rise office buildings.A Fuzzy AHP based upon hierarchy criteria system was established.A Fuzzy AHP Evaluation Model on Facility Management System was set up;α-cut analysis was introduced and incorporated with expert knowledge together,which made up the optimism index λ.The fuzzy optimum crisp weight of each criterion was resulted from data-mining.Case investigations were processed in high-rise office buildings in Shenyang.The results illustrated that indoor air quality,thermal comfort and life cycle cost were the most important indexes in the evaluation of Facility Management System of high rise office buildings.Residents in high-rise buildings in Shenyang pay less attention to maintenance management and environment protection.By comparison with the analysis result of Export Choice,Fuzzy AHP-based evaluation model could act as a scientific reference for the establishment of governmental standards in facility management area in building.展开更多

Although cholecystectomy still be the gold standard treatment for patients with symptomatic GSD, expectant management could be viewed as a valid therapeutic method for this disorder. If early treatment of GSD decreases the morbidity or avoids further cholecystectomy, it may save clinical care costs in later disease periods sufficiently to offset the screening and early treatment costs. In addition, whether routine screening for GSD is worthwhile depends on whether patients are willing to pay the ultrasonography screening cost that would reduce the risk of cholecystectomy. In this review we discuss the epidemiology, management, and economic evaluation of screening of GSD among type 2 diabetics.展开更多
The construction of relevant standards for building carbon emission assessment in China has just started,and the quantitative analysis method and evaluation system are still imperfect,which hinders the development of ...The construction of relevant standards for building carbon emission assessment in China has just started,and the quantitative analysis method and evaluation system are still imperfect,which hinders the development of low-carbon building design.Therefore,the use of intelligent energy management system is very necessary.The purpose of this paper is to explore the design optimization of low-carbon buildings based on intelligent energy management systems.Based on the proposed quantitative method of building carbon emission,this paper establishes the quota theoretical system of building carbon emission analysis,and develops the quota based carbon emission calculation software.Smart energy management system is a low-carbon energy-saving system based on the reference of large-scale building energy-saving system and combined with energy consumption.It provides a fast and effective calculation tool for the quantitative evaluation of carbon emission of construction projects,so as to realize the carbon emission control and optimization in the early stage of architectural design and construction.On this basis,the evaluation,analysis and calculation method of building structure based on carbon reduction target is proposed,combined with the carbon emission quota management standard proposed in this paper.Taking small high-rise residential buildings as an example,this paper compares and analyzes different building structural systems from the perspectives of structural performance,economy and carbon emission level.It provides a reference for the design and evaluation of low-carbon building structures.The smart energy management system collects user energy use parameters.It uses time period and time sequence to obtain a large amount of data for analysis and integration,which provides users with intuitive energy consumption data.Compared with the traditional architectural design method,the industrialized construction method can save 589.22 megajoules(MJ)per square meter.Based on 29270 megajoules(MJ)per ton of standard coal,the construction area of the case is about 8000 m2,and the energy saving of residential buildings is 161.04 tons of standard coal.This research is of great significance in reducing the carbon emission intensity of buildings.展开更多

In this study, an evaluation index s...An effective evaluation system can provide specific and practical suggestions to the deep groundwater management. But such kind of evaluation system has not been proposed in China. In this study, an evaluation index system is specifically developed to evaluate deep groundwater management efficiency. It is composed of three first-level indicators(law enforcement capability, management ability, and management effectiveness) and eleven second-level indicators. The second-level indicators include seven mandatory indicators and four optional indicators. Piecewise linear function is used to normalize the quantitative indicators, and expert scoring method and questionnaire survey method are used to normalize the qualitative indicators. Then a comprehensive indicator weighting evaluation method is used to evaluate the first-level indicators and the target topic. A case study is carried out to evaluate deep groundwater management efficiency in Tianjin City. According to the evaluation score in each period, the management efficiency of every district in Tianjin City gradually improved. The overall evaluation score in the early deep groundwater extraction period is 0.12. After a series of deep groundwater protection efforts, this score reached to 0.61 in 2007, and met the regulation criteria. The evaluation results also showed that the further groundwater management efforts in Tianjin City should be focused on building a dynamic database to collect comprehensive deep well-log data; and on a reasonable design and distribution of the groundwater monitoring network. It demonstrated that the index system is suitable to locate the deficiencies of current groundwater management systems and to guide further improvements. It can then be used to protect deep groundwater.展开更多

Based on multi-agent model, the fined solution is designed to help drivers in finding a parking space at anytime and anywhere. Three services are offered: the search for a vacant place, directions to a parking space and booking a place for parking. The results of this study generated by the platform MATSim transport simulation, show that our approach optimizes the operation of vehicles in a parking need with the aim of reducing congestion, and improve traffic flow in urban area. A comparison between the first method where the vehicles are random and the second method where vehicles are steered to vacant parking spaces shows that the minimization of time looking for a parking space could improve circulation by reducing the number of cars in the morning of 2% and 0.7% of the evening. In addition, the traffic per hour per day was reduced by approximately 4.17%.展开更多

Nevertheless, dynamic change of the status of credential and chain of trust induces to uncertainty of trust relation. Considering uncertainty of authorization and analyzing deficiency of authorization model only based on trust, we proposes joint trust-risk evaluation and build the model based on fuzzy set theory, and make use of the membership grade of fuzzy set to express joint trust-risk relation. Finally, derivation principle and constraint principle of joint trust-risk relationships are presented. The authorization management model is defined based on joint trust-risk evaluation, proof of compliance and separation of duty are analyzed. According to the evaluation score in each period, the management efficiency of every district in Tianjin City gradually improved. The overall evaluation score in the early deep groundwater extraction period is 0.12. After a series of deep groundwater protection efforts, this score reached to 0.61 in 2007, and met the regulation criteria. The evaluation results also showed that the further groundwater management efforts in Tianjin City should be focused on building a dynamic database to collect comprehensive deep well-log data; and on a reasonable design and distribution of the groundwater monitoring network. It demonstrated that the index system is suitable to locate the deficiencies of current groundwater management systems and to guide further improvements. It can then be used to protect deep groundwater.
文摘By coordination and cooperation between multi-agents, this paper proposes the network of intelligent agents which can reduce the search time needed to finding a parking place. Based on multi-agent model, the fined solution is designed to help drivers in finding a parking space at anytime and anywhere. Three services are offered: the search for a vacant place, directions to a parking space and booking a place for parking. The results of this study generated by the platform MATSim transport simulation, show that our approach optimizes the operation of vehicles in a parking need with the aim of reducing congestion, and improve traffic flow in urban area. A comparison between the first method where the vehicles are random and the second method where vehicles are steered to vacant parking spaces shows that the minimization of time looking for a parking space could improve circulation by reducing the number of cars in the morning of 2% and 0.7% of the evening. In addition, the traffic per hour per day was reduced by approximately 4.17%.
文摘The study focuses on assessing the financial management practices and accounting mechanisms in agricultural cooperatives in Tulsipur Sub-Metropolitan,Dang District,Nepal with a focus on understanding their implications for financial performance and organizational effectiveness.The sample size of total cooperatives(n=46)was divided into Savings and Credit Cooperatives(n=18)and Multipurpose Cooperatives(n=28),respectively,with a total number of respondents(n=138)categorized into managing directors,employees,and general members.Using a mixed-methods approach that combines quantitative analysis of financial data with qualitative insights gathered through interviews and surveys,the study emphasizes the importance of modern financial practices,improved reporting mechanisms,and relevant staff training for long-term sustainability.Recommendations include the integration of criteria and evaluation tools to assess cooperative performance,with Hamro Pahunch Multipurpose Cooperative identified as a high performer.Emphasizing the need for robust financial management strategies to navigate the complexity of the agricultural sector,manage risks,and achieve sustainable development,the study notes frequent preparation of financial management reports on a monthly and annual basis,and predominantly annual accounting management.Most cooperatives are using computerized models to present financial positions,but face challenges such as lack of marketing infrastructure,cooperative skills,and technical support.Ultimately,the study advocates for educating policy makers,cooperative leaders,practitioners and stakeholders on the role of effective financial management and accounting in enhancing the resilience,expansion and socio-economic impact of agricultural cooperatives,thereby fostering their long-term prosperity and viability as drivers of rural development and empowerment.

文摘Authorization management is important precondition and foundation for coordinating and resource sharing in open networks. Recently, authorization based on trust is widely used whereby access rights to shared resource are granted on the basis of their trust relation in distributed environment. Nevertheless, dynamic change of the status of credential and chain of trust induces to uncertainty of trust relation. Considering uncertainty of authorization and analyzing deficiency of authorization model only based on trust, we proposes joint trust-risk evaluation and build the model based on fuzzy set theory, and make use of the membership grade of fuzzy set to express joint trust-risk relation. Finally, derivation principle and constraint principle of joint trust-risk relationships are presented. The authorization management model is defined based on joint trust-risk evaluation, proof of compliance and separation of duty are analyzed. The proposed model depicts not only trust relationship between principals, but also security problem of authorization.

文摘The objective of this paper is to present an and promote the capabilities of organizational portfolio ment Maturity Model ( OPM3 ), the process areas of approach to comprehensively and quantitatively evaluate management. Based on the Organizational Project Manage- organizational project portfolio management are identified through the questionnaire survey and further analysis, and five capability levels are put forward and described. Then the methods of Delphi, AHP and multi-layer fuzzy comprehensive evaluation are applied to construct a mod- el of assessment and promotion. 文摘Research on enterprise risk management capability is conducted with a view of discerning and processing risks, in which an evaluation index system and an evaluation model of enterprise risk management capabilities are constructed. The risk management capability consists of four aspects, i.e. risk identification capability, risk assessment capability, risk planning capability and risk control capability. Risk identification and assessment capabilities reflect the level of enterprises on finding and analyzing risks efficiently, while risk planning and control capabilities reflect the level of enterprises on resolving risks effectively. Each of capabilities is then further divided into more detailed elements based on the characteristics of enterprise development for a quantitative analysis of enterprise risk management capability. The approach adopted is a quantitative technique based on the use of fuzzy comprehensive evaluation. Finally, a case is pulled in to illustrate the feasibility of the method from an empirical perspective. This study is expected to be helpful for enterprises in cultivating their core capabilities.
